Research to determine the position of the Pancasila IdeologyDevelopment Agency in the state administration system of theRepublic of Indonesia. This agency was formed as a concrete effortby the government to carry out its function as state administrator inresponding to the developing political situation in society, related tothe emergence of several political currents and identity politics whichare closely related to the role of Pancasila as the state ideology.Previously the President had issued Presidential Decree Number 54 of2017 concerning UKP-PIP which was considered to make it difficultfor the agency to coordinate with ministries and state agencies,because the UKP-PIP's authority was still at the level of the Ministry'sDirector General. This research uses normative legal research withstatutory and conceptual approaches. The analysis technique used isqualitative analysis by collecting legal material and then editing it firstto be used as material for analysis that is qualitative in nature.

During the 32 years of the New Order government certainly has its advantages and disadvantages, in terms of the development of infrastructure and supra-structure growing rapidly, but the journey has decreased function of government and its role even stagnant. Therefore, there was the Reform of 1998 in a variety of fields. In reply funsgi decline and the role of government under the Constitution of 1945, there was an opinion with the formation of a new organization outside the government. Gagsan ideas are realized with the establishment of committees that do not require the State budget a little, sometimes a clash of authority between committees also with government agencies. The number of corruption cases in the state administration system is increasing year after year. One of corruption cases occurred in the state administration system is corruption case of village funds. This study aims to identify the roles of and the obstacles faced by Kuningan District Prosecutor�s Office investigators in disclosing corruption cases of village fund allocation. This qualitative study applied a sociological juridical research method in which the data is presented in a systematic description and is analyzed by employing qualitative data analysis method. The results showed that Kuningan District Prosecutor�s Office investigators as law enforcement officers have a significant role in disclosing corruption cases of village fund allocation, namely identifying the crime of corruption, carrying out actions (full data, full bucket), conducting investigation, checking the suspects� identity, and conducting detention and searches. Further, there are some obstacles faced by Kuningan District Prosecutor�s Office investigators in disclosing corruption cases of village fund allocation, including the mismatch between regulations and actual practices in the field and the lack of human resources, facilities and infrastructures, and community roles.�Peran Penyidik dalam Mengungkap Kasus Korupsi Alokasi Dana Desa di Wilayah Hukum Kabupaten Kuningan�Angka kejadian korupsi dalam sistem penyelenggara negara masih mengalami peningkatan dari tahun ke tahun. Salah satu tindak pidana korupsi yang banyak terjadi dalam sistem penyelenggara negara adalah korupsi dana desa. Penelitian ini bertujuan untuk mengetahui peran dan hambatan penyidik Kejaksaan Negeri Kuningan dalam mengungkap kasus korupsi alokasi dana desa. Penelitian ini merupakan penelitian kualitatif dengan metode penelitian yuridis sosiologis. Data disajikan dalam uraian sistematis dan dianalisa dengan menggunakan metode analisis data kualitatif. Hasil penelitian ini menjelaskan bahwa penyidik Kejaksaan Negeri Kuningan sebagai aparat penegak hukum mempunyai peran yang sangat aktif dalam mengungkap kasus korupsi alokasi dana desa yaitu menemukan adanya tindak pidana korupsi, melakukan tindakan (full data full bucket), melakukan tindakan penyidikan, memeriksa identitas tersangka, melakukan penahanan dan penggeledahan. Terdapat beberapa hambatan yang dialami oleh penyidik kejaksaan dalam mengungkap kasus korupsi alokasi dana desa di antaranya ketidaksesuaian antara peraturan dengan tindakan di lapangan, kurangnya sumber daya manusia, fasillitas dan sarana yang belum memadai dan kurangnya peran masyarakat.

Keterbukaan informasi publik merupakan salah satu prinsip demi tercapainya pemerintah yang baik dan keterbukaan informasi publik merupakan sarana mengoptimalkan pengawasan publik terhadap penyelenggaraan negara dan Badan Publik lainnya sebagaimana diamanatkan dalam Undang-Undang Nomor 14 Tahun 2008. Tujuan dalam penelitian ini dilakukan untuk mengetahui peran pemerintah kabupaten Dompu dalam mengimplementasikan undang-undang keterbukaan informasi publik, dan kendala-kendala yang dihadapi pemerintah dalam mengimplementasikan undang-undang keterbukaan informasi publik. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif dengn pendekatan deskriptif. Metode pengumpulan data yang digunakan adalah metode observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data dan menarik kesimpulan. Hasil penelitian menunjukkan bahwa peran pemerintah kabupaten Dompu dalam pengimplementasian Undang-Undang No 14 tahun 2008 Keterbukaan Informasi Publik adalah membantuk pejabat pengelolah informasi dan dokumentasi serta dibentuknya pula pejabat pengelolah informasi dan dokumentasi pembantu serta dibentuknya desa penerangan informasi publik dengan adanaya lembaga-lembaga ini mempermudah pengimplementasian undang-undang keterbukaan informasi public dan masalah penyelesaian segketa informasi masih terdapat kendala-kendala yang dirasakan oleh pemerintah kabupaten Dompu terutama regulasi antara pemerintah dengan masyarakat desa karena letak geografis yang sulit.Public information disclosure is one of the principles for achieving good government and public information disclosure is a means of optimizing public oversight of state administration and other public bodies as mandated in Law No. 14 of 2008. The purpose of this study was to determine the role of Dompu district government in implementing public information disclosure laws, and constraints faced by the government in implementing public information disclosure laws. The research method used in this study is qualitative with a descriptive approach. The data collection method used is the method of observation, interviews and documentation. The data analysis technique used is data reduction, data presentation and drawing conclusions. The results showed that the role of the Dompu district government in implementing Law No. 14 of 2008 on Public Information Openness was to assist information and documentation management officials and the establishment of supporting information and documentation officials as well as the establishment of public information lighting villages with these institutions facilitating implementation the public information disclosure law and the problem of completing the information series are still constraints that are felt by the Dompu district government, especially the regulation between the government and the village community because of the difficult geographical location.

The era of information disclosure is characterized by increasingly sophisticated information technology and well-educated society. That matter has implications for the demands of increasing the quality of public services managed by the government, amid the limitations of the budget, human resources, institutions, and governance. This research encourages the development of the state administration innovation system (SINAGARA) to leverage the performance of regional government. The ways can be taken is to establish an innovation implementation unit/task force where the Regional Research & Development Agency as the leading sector, provide incentives for tasks unit Innovators and innovator agents and encourage innovation-based budgeting. The importance of building a state administration innovation system (SINAGARA) for regional governments-by utilizing developing information technology - is an indicator of regional head and high leadership performance, and optimizing the role of regional government as the leading sector of development the state administration innovation system.

<p>Procurement involves huge State money. PPK is a party who has authority in carrying out the procurement of goods. Should there be any irregularities that cause material losses to the State’s finances to be the responsibility of PPK. Article 11 of Perpres No. 4 of 2015 concerning Procurement of Goods / Services The Government in selecting PPK must meet the requirements of either integrity, managerial or competence. This research is a normative research with literature study. The result of this study is that although the limits of the PPK’s legal liability to State Losses in Procurement of Government Goods / Services are not explicitly regulated in Presidential Decree No.4 of 2015 on Procurement of Government Goods / Services, but from several articles, especially in Article 11 , Article 12, Article 13 and Article 122 regulating PPK in the event of a State Loss in Procurement of Government Goods / Services. In the event that PPK committed unlawful conduct in its exercise of authority, the CO shall assume responsibility in accordance with the legal liability of PPK for the State Loss from the legal aspects of State administration, civil law and criminal law.</p>

Public administration in Poland has taken the form of a system of entities with different tasks and objectives, as well as different competences. It is a part of the classical model based on the functioning of two separate components, such as the state administration, including the government and local self-government. From the perspective of a democratic state governed by the rule of law, the existence of local self-government is extremely important, and even becomes a necessity. Therefore, the deliberations addressed in the paper focus on the functioning of this form of public administration at the lowest level of basic division of the state, which is the commune. The presented research is an attempt to indicate the legal status and position of commune self-government not only in the broadly understood local self-government but also in the whole public administration system.

The problem of the Covid-19 disease outbreak in Indonesia is of particular concern. This epidemic caused political and economic shocks to the state administration system. The problems that exist are related to the implementation of the Regional Head Election during the pandemic. This paper aims to find out the legal issues of regional head elections during a pandemic. The method used is the normative juridical method. The results of this paper show that the legal problem lies in the aspect of regulatory implementation. The government must continue to work hand in hand with handling the covid-19 outbreak and still prioritize the health of Indonesian citizens. Of course, the implementation of Regional Head Election does not violate the law based on Regulation in Lieu of Law No.2 of 2020 concerning the third amendment to Law No.1 of 2015 concerning Regional Head Election.

In 2011, the government of Bangladesh began an investigation into the financial dealings of the Grameen Bank that won the Nobel Peace Prize in 2006. This disciplining of a world-renowned institution and its founder by the state reconfigures the altered relationship between the state and NGOs in Bangladesh. This article investigates this about-face between the state and NGOs from the 1990s, when their relationship was characterized as ‘partners in development’, to the late 2000s when the state saw the leading NGOs and their leaders as potential political adversaries. In Bangladesh, the former relationship of a weak state vis-à-vis the powerful, western-funded NGO has been recalibrated. Under the present condition of authoritarian rule, the state is willing to accept the role of the NGO as a development actor but not as a political contender. This article examines this shifting relationship between the state and NGOs.

MSi, NIP: 19560911 198603 1 009 from Southwest Maluku District in Tiakur to the Government of Povinsi Maluku in Ambon, so Kapressy Charles, SH. Msi, felt his interest was damaged by the decision issued by the Governor of Maluku as the State Administration Officer. Therefore the concerned filed a lawsuit to the State Administrative Court of Ambon with Case No. 23/G/2014/PTUN.ABN, concerned requested to carry out the postponement of the transfer from the Government of the Southwest Maluku District to the Government of Maluku Province in due to the contradiction of the principles general good governance or prevailing laws and regulations.

The article considers the attitude of representatives of the top bureaucracy to the draft of the State Duma, developed by a Special Council chaired by the Minister of the Interior A.G. Bulygin in 1905. Particular attention is paid to the high officials assessments of the dignitaries of the place and role of the Duma in the system of state administration of the Russian Empire, the arguments that officials cited in favor of its convocation. It analyzes intellectual context of the emergence of the “bulyginskaya duma” (“Bulygin Duma”) project is analyzed, which largely determined the breadth of the actual, not declared powers of the people’s agency. The research is based on unpublished documents from the funds of state institutions, as well as materials from the personal funds of officials and public figures. The article shows that, despite the legislative nature of the Duma, it had to have significant powers. The electoral system, which was proposed and defended by the high officials, was originally modeled in such a way as to avoid the triumph of the estates principle. The monarch’s open opposition to the people’s agency was considered a politically short-sighted move, which indicated a limitation of his power. The results of the study allow considering the government policy in 1905 not as an untimely response to public demands, but as a conscious strategy for systemic political reforms.
