The goal is to assess the current state of the market for grain and its processed products, to determine the features of its functioning and prospects for further development. Methods - economic, statistical and analytical, which made it possible to identify main trends taking place in grain products subcomplex of the country, draw up a balance of resources, as well as the use of grain and grain products. Results - in the process of studying this problem, it was indicated that as a result of reduction in the own products volume, the resource part of the balance of grain and its use for the analyzed period decreased. It was determined that grain market in Kazakhstan is exportoriented. The analysis indicates a high level of self-sufficiency in grain crops and products of their processing in the republic. It has been determined that grain industry fully meets the needs of the domestic market, thereby contributing to the increase in the level of food security of the country. The negative tendency of reducing production volume and export of flour has been clarified. The presence and relevant use of grain processing facilities are analyzed. The authors note a significant excess of the potential possible processing volume over the actual indicators. Information on the export of flour in the context of exporting countries is presented. The assessment of the export potential of grain market has been carried out. The emphasis is made on the fact that Kazakhstan has a significant reserve of grain and flour exports. Conclusions - measures of State regulation of problems in logistics system, transportation of raw materials and flour, as well as directions of effective support for the development of milling industry, market infrastructure are proposed, including based on the principles of public-private partnership.

In the article, we had considered the problems of state regulation of the agro-industrial complex of the Republic of Kazakhstan which include improving the provision of food for the population, maintaining economic parity between agriculture and other branches of the economy, convergence of income levels to agricultural and industrial workers, protecting domestic producers in agro-industrial production, the regulation of the development of the agro-industrial complex is aimed at ensuring food security, the stability of the agro-industrial complex market, the formation of an effective business system, the support of competitive domestic products, and improving the living standards of the rural population through creating conditions for plant management and animal management, processing agricultural raw materials, providing veterinarians and phyto -sanitary safety and technically equip, as well as the development of social and engineering infrastructure. Also the principles and methods of state regulation of the agro-industrial complex are given. The economic and management organizations had proposed measures necessary for state regulation of the agro-industrial complex within the country. The factors that should be taken into account when developing and implementing agrarian policy are indicated.

The work is devoted to the problem of EAEU’s digital transport corridors ecosystem creating. The purpose of this article is to develop approaches to the organizational and functional structure forming of the digital transport corridors ecosystem and to identify the priorities for creating and saturating with services a National electronic transport and logistics system. The factors and conditions for the development of the international digital transport corridors and the basic developing principles of the organizational and functional scheme of their ecosystem are determined. The organizational and functional structure of the digital transport corridors ecosystem is proposed, the ecosystem's levels are described, the upper-level objectives of the ecosystem organization are determined. The author’s approach to the organization of national platform solutions in the field of transport is substantiated. Unlike the existing ones, it envisages the creation of a “Cluster” of digital platforms, both at the national and supranational levels of the ecosystem, ensuring a “seamless” integration of instrumental, infrastructure and applied digital platforms. Methodological issues of the digital platforms functionality designing for cooperation and coordination of the transportation process participants as well as state regulation have been solved. In the work, general scientific methods were used to cognize economic phenomena and processes (analysis and synthesis, a systematic approach, the dialectical method, methods of composition and decomposition of data, etc.). The main study results were systemic approaches to the organizational and functional structure formation of the digital transport corridors ecosystem, the methodology of the digital platform functionality designing and the methodology of developing services of the electronic logistics digital platform based on a map of the speed of development, significance and level of investment. The solutions to the problems of unification and interoperability of digital platforms are outlined. The using area of the proposed solutions: further creation of the National Electronic Transport and Logistics System in the Republic of Belarus, taking into account the development of the EAEU's digital transport corridors ecosystem.

Animal husbandry is one of the main sectors of the country's economy, which can demonstrate significant results of import substitution shortly. In article dynamics of such relative indicators characterizing scales of industrial activity in the sphere of animal industries, as a share of the branch in the Kazakhstan economy and volumes of production of animal industries per capita of Kazakhstan is considered. For example, the average annual growth rate of this indicator is compared with countries with a high level of development of this industry. It was found out that the use of secondary raw materials of animal husbandry will promote the development of new industries and import substitution of both raw materials and finished products, which will attract innovative technologies in the agro-industrial complex. The article presents a step-by-step algorithm of research of the import-substituting potential of the industry, as well as its practical testing (by the example of the Republic of Kazakhstan). Volumes of production on branch "animal industries" are defined, connections of import dependence and the agrarian production made abroad are established.

The article considers the issues of increasing the level of economic diversification as an effective direction for achieving the strategy of sustainable development of the region. The paper carries out the analysis of the current state of the economy of the Sughd region of the Republic of Tajikistan, calculates the sectoral indicators of diversification and the average level of diversification of the regional economy. An assessment based on the existing methodology showed the need to continue the diversification process, but does not indicate which industries should be diversified first.In order to identify priority sectors in carrying out diversification, a ranking matrix for economic sectors has been developed. The diversification coefficients and the structural coefficient were used as indicators in the matrix, which makes it possible to assess the existing level of diversification of the region’s industries and determine the priority sectors (trade, agriculture and industry), which have the necessary economic potential.The article also considers the experience of successful countries that have reached a high level of economic development as a result of increasing the level of diversification, on the basis of which recommendations for the Sughd region of Tajikistan are substantiated in order to achieve sustainable regional economic growth. The research results can be used in the processes of developing a strategy for the development of the country’s regions and state regulation of spatial development.


Turkey has a high level of competitiveness and prerequisites for reaching the leading positions on the world stage of tourist services. It is a result of the effective state tourism policy, which ensures the stable functioning of the organized national market of the tourism industry. Therefore, the analysis of the state regulation of the tourism sphere based on the experience of Turkey is relevant and can contribute to the overcoming of the disadvantages and to the development of strong and unique aspects of tourism national market.The subject of research of the article is the state regulation of tourism in Turkey, which can become an example for the development of tourism in Ukraine. The goal is the analysis of the state regulation of the tourism sphere in Turkey and the development of proposals for improving the state tourism management policy in Ukraine. The objectives are to research the tourism development and the state regulation in Turkey and Ukraine, to determine the possibilities of adaptation of the Turkish Republic experience in practice of the domestic tourism. General scientific methods are used, such as system analysis – to determine the peculiarities of the state regulation of tourism in the Republic of Turkey and in Ukraine, comparative analysis– to characterize the recreational resources, tourism infrastructure, statistical analysis– to review the dynamics and patterns of the tourism development in Turkey and Ukraine.The following results were obtained: on the basis of the analysis the problem aspects and the priority orientations for the reorganization of mechanism of the state tourism regulation in Ukraine based on the experience of Turkey were identified. Conclusions: the experience of the state regulation of the tourism sphere in Turkey should be used as recommendations for determination of the modernized strategy of Ukraine in the world tourist market.

Resource and raw materials dependence, together with a high level of competition, create a number of factors constraining the growth of the milk processing branch in the Republic of Crimea. The study aims to identify the prerequisites, directions and markers determining prospects for the development of the regional dairy product market. The authors present the analysis of the resource potential of the milk processing branch, production of main kinds of dairy products by regional enterprises, structures of the brand and kind assortment, as well as consumer performance of dairy products on sale. The researchers study the processes of forming promising directions of the branch growth, define the main kinds of national dairy products and the range available in the regional trade enterprises in the context of kind, trade mark and manufacturers. On the basis of studying the ethnic composition of the population of the Republic and consumer preferences the authors propose a list of national dairy products made of alternative kinds of milk whose production would be expedient to develop in the region. The researchers propose the directions of growth and markers contributing to the formation of consumer loyalty to the range of national dairy products made in the Crimea. Promising directions of developing the milk processing branch in the Republic of Crimea include developing production of national dairy products and laying the groundwork for providing safety of branch products as a whole.

The market for gluten-free cereal bars as food concentrates and promising food products was studied from the focus of their dietary properties and a functional purpose. The range of grain bars made up 12% of the total food concentrates market in Ukraine and only about 1% of which was devoted to gluten-free grain bars. The main component of both domestic and foreign grain bars included the various products of grain processing. The range of grain bars of domestic and foreign production was analyzed in terms of their component composition and positioning on the market, and then classified into four groups: bars enriched with vitamins; bars with added flavorings and preservatives; bars with sugar substitutes popular among domestic producers; bars with the addition of palm oil, typical for export products. The grain bars of Ukrainian producers were characterized by addition of flax, chia, amaranth, pumpkin, hemp processed products into the composition of gluten bars, but in small quantities. The addition of dried fruits and berries, such as cherries, cranberries, apricots, and grapes, was also popular among domestic manufacturers. Overwhelming majority of the domestic producers used a mixture of four types of cereal flakes as the grain base, namely: oat, wheat, barley and, corn flakes. Taking into account a need in alternative plant resources for the wholesome bars, sorghum, amaranth, flax grain processed products are excellent for the development of gluten-free products. Effect of these non-traditional raw materials (pop sorghum, pop amaranth, flax meal, walnut cake, etc.) on the quality of the grain bars was studied. The use of these ingredients contributed to the enrichment of the grain bars with essential macro-and microelements, lysine, polyphenols, lignin, and vitamins. The developed gluten-free grain bars showed the high consumer qualities; therefore, they are capable to meet the growing demand for gluten-free food products among consumers, providing to widen the range of the grain bars on the Ukrainian market.

A novel non-sequencing approach was developed to detect short DNA fragments ( ca 100 bp) for rapid authentication of two natural products, namely Testudinis Carapax et Plastrum and Trionycis Carapax, based on the difference in mitochondrial genome. Five specifically designed primer reactions were established to target species for reliable identification of their commercial products. They were confirmed to have a high level of inter-species-specificity and good intra-species stability. The limit of detection was estimated to be 1 ng of genomes for all of five assays. Also, the validation results demonstrated that the raw materials and processed products in addition to some of the highly processed products can be conveniently authenticated with good sensitivity and precision by this newly proposed approach. Especially, when reference sample mixtures were assayed, these primer sets have still performed well but not the prevailing COI barcoding technology. These could assist in the discrimination and identification of other animal-derived medicines for their form of raw material, the pulverized and the complex.

The aim is to justify proposals for improving public-private partnership for the development of grain product sub-complex. The implementation of effective forms of production and economic activity requires an increase in the volume of products in various sectors of economy of Kazakhstan. Research methods contribute to the integration of commodity producers, combining the links of reproduction cycle in technological chain into a single complex from the availability of raw materials to production of finished goods. Results – it was noted that integrated entities, formed on the basis of the principles of public-private partnership, achieve a high level of efficiency and competitiveness. It is shown that in modern economic conditions, the functioning mechanism of PPP in sectors of agriculture, industry, providing production, transportation, storage and processing of grain in the republic, does not allow to fully systematically carry out largescale innovation processes. The in-depth systematization and analysis of the experience of using the mechanism of public-private partnership in grain complex, both by domestic and foreign producers who have achieved high results in this area, are required for the successful implementation of such projects, since grain industry has its own specific features. Conclusions – during the functioning of economic entities at the stage of grain processing, inter-industry relations in technological interaction are improved from product output to sale with distribution of value added. At the same time, an important direction of economic policy for activating the innovative vector of development, creating a competitive business is to ensure an equivalent intersectoral exchange, the formation of a pricing policy. The public-private partnership model greatly contributes to the achievement of the strategic goals of the regions, creating positive trends in the economic development of the territories.

The relevance of the study is defined by the need to develop agricultural markets at the regional level in response to new challenges to external economic environment. The purpose of the paper is to develop recommendations on optimization of grain production and sale efficiency on the basis of analysis of the current situation and identification of trends in agricultural development in the regions of Russia. The novelty of the study is to identify trends in the development of the grain market at the regional level and to justify the necessary priority measures to increase the economic efficiency of the grain production industry. The paper presents the analysis of the level of development of the grain market, identifies priority directions to increase the production volume and efficiency of cereal production, recommendations to ensure sustainable growth of revenues from the sale of grain products. The practical significance of research results includes the possibility of using them in the design of programs for the development of regional food markets, organizational and economic, technological measures to increase the efficiency of grain production in farms in order to achieve high targets.
