The authors of the article analyze the view of the World-system of I. Wallerstein, the F. Fukuyama concept of the “end of history” and the W. Beck concept of globalization. The authors focus not only on the concept and essence of globalization, but also on the problem of opposition of modern nation states to globalization processes that negatively affect the statehood and culture of sovereign states. The process of globalization is objective, but the loss of the country's sovereignty threatens to destroy its original culture. The authors show that globalization also carries threats that must be neutralized if we want to survive as a country and as a people. These are threats associated with the widespread dissemination of Western values (Westernization), models of upbringing and education, with Western sanctions against Russia. The neoliberal reforms of the 90s brought our country to its knees. Over the past twenty years, something has been corrected. The authors show that in the current situation it is necessary to make efforts to ensure the sovereignty and defense of the country, its economic growth and protection of the original values of our civilization.

This conversation between Zygmunt Bauman and Aleksandra Kania picks up on the themes of crisis, interregnum and the decline of the West. Decline of the West is first of all decline of western civilization. This easily leads to panic about the end of the world; what it really indicates is the limits and constraints of a world system based on nation-states. Spengler and Elias are introduced as interlocutors, in order to open these issues, and those of capitalism, socialism and caesarism. Trump here appears as a wilfully decisionist leader. Populism plays its part, but illiberalism now overpowers neoliberalism. Bauman and Kania engage in this text as interlocutors; this is a record of their own dialogue, and a reminder of its possibilities.

It is an empire without a consciousness of itself as such, constantly shocked that its good intentions arouse resentment abroad. But that does not make it any the less of an empire, with a conviction that it alone, in Herman Melville's words, bears ‘the ark of liberties of the world.If all history according to Marx has been the history of class struggle, then all international history, it could just as well be argued, has been the struggle between different kinds of Empire vying for hegemony in a world where the only measure was success and the only means of achieving this was through war. Indeed, so obvious is this fact to historians – but so fixated has the profession of International Relations been with the Westphalian settlement – that it too readily forgets that imperial conquest, rather than mere state survival, has been the principle dynamic shaping the contours of the world system from the sixteenth century onwards. Empires, however, were not just mere agents existing in static structures. They were living entities that thought, planned, and then tried to draw the appropriate lessons from the study of what had happened to others in the past.

Looking ethnographically at the 2018 flooding of Greenvale Park, Trinidad, and in conversation with disasters and their aftershocks throughout the region, this essay explores the entanglements of crisis, loss, and liberation. Drawing on the grassroot responses to recent not-so-natural crisis events as evidence, it shows that repetitive states of coconstituted ecological and political-economic devastation create vivid spaces of loss that make clear to the affected that repeating states of dystopia cannot be ruptured by the reiteration of the past political visions of nation-states. Finally, the essay suggests that our apocalyptic present makes the case for an abolitionist praxis to intentionally end this world that singularly values Man2/homo oeconomicus to save ourselves as a species.

One of the less emphasized strengths of a world systems approach to national societies is its critical comprehension of the limited possibilities of ruling groups transforming their societies into ones of socialist relations. One limit placed on the part by the whole, on nation states by a capitalist world market, is the impossibility of building “true” socialism. The imperatives of the world market force state power-holders to act in a capitalist manner, that is, to organize their society for competition in world exchange.

The General Agreement on Trade in Services (GATS) is one of the World Trade Organization's most important agreements. This accord is the first and only set of multilateral rules covering international trade in services. It is a framework for international trade in services and a legal basis for resolving conflicting national interests. For the past two decades, trade in services has grown faster than merchandise trade. Currently, they represent more than two thirds of the World Gross Domestic Product. As the term services covers a wide range of intangible and heterogeneous products and activities, there has been an increasing demand for detailed, relevant and internationally comparable statistical information on trade in services. In the last ten years, the share of transportation services in international trade in commercial services was steady and amounted to about one quarter.

This paper claims that, since many of the concepts relevant to our analysis of systemic change were coined in and about the core, the potential with which solutions to world-systemic crisis are credited in the long run should be assessed differently depending on the structural location of their origin. In the periphery, such concepts as conservatism, socialism and even liberalism took forms that often retained nothing of the original model but the name, such that strategies of applying them to (semi)peripheral situations ranged from “stretching the ideology” to “discarding the (liberal) myth” altogether. In a first step, “the hypothesis of semiperipheral development” (Chase-Dunn and Hall), according to which the semiperiphery represents the most likely locus of political, economical, and institutional change, is amended to say that, at least for the late modern world-system, the strength of the semiperiphery resides primarily in the cultural and epistemic sphere. In a second step, this contention is illustrated with the help of major challenges that the Eastern European and Latin American (semi)peripheries have posed to the world-system’s political fields and institutional settings both in the past and to date—with different degrees of success corresponding to their respective structural position. In light of these examples, it is argued that a comparative analysis of continuities among political epistemologies developed in the semiperiphery can help us understand the ways in which similar attempts can become antisystemic today.

The article explores borrowings in terms of linguacultural transfer in the ethnic (Russian) fiction written in the English language, the material being works of Helen Litman, an American writer of Russian-Jewish ancestry. The research significance is related to communicative value of the original culture both for interpretation of the author’s style and purport as well as for developing the theory of Russian English in terms of the World Englishes paradigm. Since the primary message of H. Liman’s writings is the difficulty of integrating into a new reality, reference to the past is embodied in numerous cases of lexical and conceptual borrowings. The author explores such types of loans as exoticisms describing Russian prototypical historical, and everyday life concepts which are absent in American culture; Russian transcribed words including exclamations, slang words, incorporated in the texts; zoonyms as a particular case of conceptual borrowings, and phraseological calques. Numerous examples are conditioned by the absence of Russian culture-specific concepts in American linguacultural continuum. Traces of transferring cultural identity in bilingual writers’ fiction, which are found in this article, make it possible to infer the author’s purport as well as broaden the research field of contact fiction.

In the mid-1800s, two significant and widelyread Chartist poems appeared, both written in prison by Chartist organizers, and both using the epic form to interrogate the present, body forth a utopian future, and rewrite a history conceived both as broadly human and specifically national. These long poems, Thomas Cooper'sPurgatory of Suicides(1845) and Ernest Jones'sThe New World, first published in 1851 and then republished after 1857 as theRevolt of Hindostan, have much to tell us about how radicals envisioned the history of Britain, its relationship with empire, and the fulfillment of the ends of history. Cooper's poem proceeds in ten books, written in Spenserian stanzas, in which he dreams of visiting a purgatory of suicides: mythical and historical personages who have committed suicide debate the reasons for their condition and the condition of the world. Jones's poem was written in couplets, supposedly on the torn pages of a prayer book, in his own blood. The poem surveys the rise and fall of multiple empires, and also surveys recent political history closer to home. The two poems look to the past and the future, to universal history and its end. They thus participate in utopian political discourse, with its emphasis on the end of history, as well as the epic tradition. Both utopian and epic discourse in this period were affiliated with specifically national narratives, and the internationalist and universal elements of the poems sometimes inhabit these genres uneasily. Additionally, both poets attend to the religious tradition of eschatological discourse that underlies the secular notion of the end of history, and work to reconcile it with the political vision they are promoting. These writers use unique combinations of spatial and temporal frames to achieve the reconciliation of their diverse goals with the genres and discourses that they claim and transform.

Both the world-economy perspective in sociology and the world politics perspective in political science recognize the importance of examining the rise and fall of world powers, and generally agree on the main causal mechanisms responsible for the rise and fall process. However, there is much less convergence between these perspectives on the indicators used to measure the relative power of nation-states. Thus, although in agreement over theory, there is much less agreement on the identity and timing of hegemonies. This article attempts to overcome this impasse by creating a hegemony index to assess the power structure of the capitalist world-system. Though results support the world-economy view of three hegemons since the 16th century, findings also contradict this perspective and show that England is the most powerful nation during two successive hegemonic sequences. Conclusions highlight the possibility of hegemonic resuccession, while supplementary analysis provides evidence of U.S. resuccession since the 1980s.
