The purpose of the article is to review the main financial indicators of JSC “NC “KTZ”. The analysis of dynamics and structure of active and passive balance of the company is studied. The official documents that regulate the activities of the national company are studied. On the basis of statistical data and reports of the company, using the method of financial planning, the study of the main indicators of JSC “NC “KTZ”. The analysis of planned and actual values of indicators noted that the company needs to improve the system of financial planning and budgeting. Finally the conclusions are made and the main problems of sustainable development of the company are stated. JSC “NC “KTZh” is a transport and logistics holding, the history of formation and development of which began in Soviet times. Because of repeated transformations and reorganizations, the holding currently carries out sea and rail transportation, renders services of transport and logistics centers; provides airport, maritime, road and rail infrastructure services. The functions of JSC “NC “KTZh” include acting as an operator of the main railway network, transportation of goods and passengers. The authors of the article note that the unstable dynamics of indicators for the main types of services directly affects the profitability of the company. As before, the main revenue is generated by cargo transportation, primarily transit transportation.

В статье анализируются причины строительства Владикавказской железной дороги и механизм сооружения этой важной железнодорожной артерии. Актуальность темы анализа истории развития железнодорожной сети Северо-Кавказского региона определяется необходимостью подробного изучения проблем ее социально-экономического развития. Строительство Ростово-Владикавказской железной дороги также является примером государственно-частного сотрудничества, которое хорошо себя оправдало. Дорога была построена полностью за счет средств акционеров, среди которых были как крупные промышленники, так и простые обыватели. Находясь в частной собственности, Владикавказская железная дорога хорошо функционировала и развивалась. При этом государство получило важную транспортную артерию, имевшую большое экономическое и военно-стратегическое значение. Немаловажным было и то, что за счет Владикавказской железной дороги был построен ряд социальных объектов – больницы, учебные заведения. В статье также показана заинтересованность общественности Владикавказа и региона в целом в строительстве железной дороги. Различные варианты прокладки пути, строительства станций широко обсуждались как специалистами, так и простыми горожанами. В итоге был выбран наиболее оптимальный путь и месторасположения станции Владикавказ. В свое время, благодаря открытию Владикавказской железной дороги, был дан заметный импульс дальнейшему развитию торговли и промышленности на Северном Кавказе. Последующее расширение транспортных артерий уже в наши дни может существенно оживить экономику Кавказа и России в целом, а также внести свой вклад в деле развития туризма в регионе. В связи с этим и необходимо анализировать историю строительства Владикавказской железной дороги и перенимать лучший опыт прошлого. The article analyzes the reasons for constructing Vladikavkaz railway and the mechanism of constructing this important railway artery. The topic relevance of studying the history of the railway network in the North Caucasus is determined by the necessity for further problem research of its socio-economic development. In its time Vladikavkaz railway had a huge impact on the development of trade and industry in the North Caucasus. The construction of the Rostov-Vladikavkaz railway is also an example of public-private cooperation, which has paid off well. The road was built entirely at the expense of shareholders, among whom were both large industrialists and ordinary people. Being privately owned, the Vladikavkaz railway functioned and developedwell. At the same time, the state acquired an important transport artery of great economic and military-strategic importance. It was also important that a number of social facilities were built at the expense of the Vladikavkaz railway - hospitals, educational institutions. The article also shows the interest of the public in Vladikavkaz and the region as a whole in the construction of the railway. Various options for laying the track, building stations were widely discussed by both specialists and ordinary citizens. As a result, the most optimal route and location of the Vladikavkaz station were chosen. Further expansion of transport arteries today can significantly revive the economy of the Caucasus and Russia as a whole, as well as contribute to the development of tourism in the region. In this regard, it is necessary to analyze the history of constructing Vladikavkaz railway and adopt the best experience of the past.

AbstractThe Great Qing Imperial Post Office was set up in 1896, soon after the First Sino-Japanese War. It provided the first national postal service for the general public in the whole of Chinese history, and was a symbol of China's increasing engagement with the rest of the globe. Much of the preparation for the launch was carried out by the high-ranking foreign staff of the Chinese Maritime Customs Service, an influential institution established after the first Opium War.With a mission to promote modernization and project Qing power, the Imperial Post Office was established with a centrally controlled set of unified methods and procedures, and its success was rooted in integration with the new railway network, a strategy at the heart of its ambitious plans for expansion. This article explores the history of this postal expansion through railways, the use of which allowed its creators to plan networks in an integrated way—from urban centres on the coasts and great rivers through to China's interior.

The scientific article is devoted to the issues of budgeting system at industrial enterprises. The problem of improving the budgeting system in the enterprises of the corporate sector has always been a key issue for both government and business. In a time of economic turmoil and post-crisis periods, this problem becomes even more relevant. Methodological tools are analytical and economic methods of information processing. The relevance, theoretical and practical significance of the scientific research is determined by the focus on solving an important scientific and practical problem of empirical importance for budgeting within the financial planning system with limited financial resources and optimization of project financing sources.

In order to develop a valued decision-support system for climate alteration policy and planning, recognizing the regionally-specific features of the climate change, energy-water nexus, and the history of the current and possible future climate, water and energy supply systems is necessary. This paper presents an integrated climate change, water/energy modeling platform which allows tailored climate alteration and water-energy assessments. This modeling platform is established and described in details based on particular regional circumstances. The modeling platform involves linking three different models, including the climate change model from Coupled Model Intercomparison Project Phase 5 under the most severe scenario (Representative Concentration Pathways, Water Evaluation, and Planning system and the Long-range Energy Alternatives Planning system). This is to understand the impacts of climate variability (changes in temperature and precipitation) on water and electricity consumption in Zayandeh Rud River Basin (Central Iran) for the current (1971–2005) and future time period (2006–2040). Climate models have projected that the temperature will increase by 7 °C and precipitation will decrease by 44%, it is also proposed that electricity imports will rise during a severe dry scenario in the basin, while power generation will decrease around 8%.

Family businesses are part of the world's economies, with an estimated 70-90% share of total performance. The history of family business in Slovakia is not continuous, so we can examine its level from the last 30 years of experience at most. The paper is focused on research of financial results of Slovak family enterprises, their confrontation with other types of enterprises, searching for trends in the level of their financial indicators and finally on the dependence between results and environment. In the research were used several methods, from which we can name mainly analysis, synthesis, comparison, mathematical-statistical methods. The obtained outputs are intended to identify strengths and weaknesses of family business in Slovakia.

The passage of Act No. 18, 2001 on regional autonomy and followed up with the issuance of Qanun No. 4, 2003 on mukim, and Qanun No. 5, 2003 on gampong and reinforced by UUPA No. 11, 2006 on Acehnese government is a history of social identity of Acehnese society, which has been neglected during the conflict. The regional government has made some breakthroughs and one of the breakthroughs was gampong revitalization through a program called back to gampong. The study aims to answer the dynamic of revitalization of gampong institution in the middle of special autonomy implementation and the implementation of Qanun gampong in the administration of gampong institution. The study shows that the implementation of program back to gampong encourages the strengthening process of gampong institution as well as weakens the institution itself. The development of gampong that focuses on physical aspect has created coordination gap among officials of gampong institution in planning system and financial management. The tug in the mechanism of financial development and management at gampong has created a space for the involvement and influence from gampong elite in gampong governance. Non-uniform honorary allocation for gampong governmental apparatus is one of indicators of weak role and function of gampong cultural institution because the previous inherent communal values have been calculated economically.

Based on a detailed study of the return of national-level planning in Argentina as embodied by COFEPLAN, the national planning council, we develop a conceptual framework to analyse the possibilities and limits of steering in governance. We lean on the theoretical apparatus of evolutionary governance theory and use the concepts of goal dependency, interdependency, path dependency and material dependency (effects in governance) to analyse the reality effects of strategy (effects of governance). Methodologically, our study relies on archival work and semi-structured interviews with planning scholars and public officials from different levels of government. We show that, although material and discursive reality effects were abundant in the evolution of Argentine planning policies, dependencies and discontinuities undermined both the central steering ambitions of the government and the innovative potential of the new planning schemes. The dramatic history of the Argentine planning system allows us to grasp the nature of dependencies in a new way. Shocks in general undermine long-term perspectives and higher-level planning, but they can also create windows of opportunity. The internal complexity and the persistence of Peronist ideology in Argentina can account for the revivals of national-level planning, in very different ideological contexts, but the recurring shocks, the stubborn difference between rhetoric and reality, the reliance on informality, created a landscape of fragmented governance and often weak institutional capacity. In that landscape, steering through national-level planning becomes a tall order.
