Abstract In the theory of controllers, the simple and inverted pendulum play an important role due to the equations that result from them, which imply non-linearities and perturbations, thus, in this article, a brief classification of inverted pendulums is presented: inverted pendulum, inverted double pendulum, inverted rotary pendulum (Furuta pendulum). Subsequently, a mathematical model of the inverted pendulum is described through the deduction of the equations of motion that represent the dynamics of the system. Robust control is presented that allows expanding the richness of the mathematical equations, for this case, a control with output feedback is presented and applied to the inverted pendulum to control the unstable dynamics of this model. The results are compared with a post placement control and a robust control using a norm that analyses the characteristics of the system.

Crimes in the housing and communal sphere cause considerable economic damage to the individual, society and the state. This problem is constantly addressed at all levels of government. The purpose of the study is to examine statistical indicators and to identify trends and patterns of crime in the field of housing and communal services. The article provides a criminological analysis of crime in the field of housing and communal services, its concept, structure, state and dynamics are considered, on the basis of general and special methods of scientific knowledge. The scientific study is based on statistical and analytical data of the Prosecutor’s Office Russia. It is based on the number and structure of registered crimes in the field of housing and communal services in the period from 2014 to 2020. The structure and dynamics of corruption and economic crime in the sphere of housing and communal services are presented. The author concludes that (44–52 %) of all crimes committed in the sphere of housing and communal services are corruptive. The author in a certain period observed an increase in crimes in the sphere of housing and communal services. In her opinion, this is due to changes in regulatory framework in the housing and utilities sector and an increased attention paid to the problems inherent to this sector by all the agents involved: state bodies, the country’s leadership and society. As a result of the analysis, the author concludes about the unstable dynamics, characterized by jumps of both positive and negative nature, increased latency and a high crime rates in the housing and communal services sector.

The article considers the efficiency of banks in Ukraine, which in turn depends on sufficient volumes of resources. Given the rapid pace of innovation and unstable dynamics of investment, it is not enough to artificially reduce the cost of deposits and increase the cost of loans to sustain the successful operation of banking institutions. It is necessary to create an effective management system that will be able to develop a deposit policy and respond adequately to all events in society. Issues of deposit policy in banking, which is influenced by the complexity of financial relations, in particular in the context of globalization, are becoming increasingly relevant. Therefore, the article examines the peculiarities of the formation and implementation of deposit policy in terms of the digitalization of business processes. The authors analyzed the allocation and dynamics of deposits by volumes, currency, sectors of the economy and terms of repayment. The results of the study allow claiming that banks’ deposit policy needs constant improvement. To increase its efficiency, there are several ways, such as creating favourable conditions to meet customer needs in deposit services; ensuring the protection of depositors' interests, which, in turn, will increase the reliability of banks and the efficiency in the process of converting savings into investments; active digitalization of banks' relations with clients in solving all financial issues, including in the deposit sphere, which will simplify customer service processes and increase the banks’ resources by attracting new categories of customers due to innovative deposit products with favourable terms.

The purpose of the article is to review the main financial indicators of JSC “NC “KTZ”. The analysis of dynamics and structure of active and passive balance of the company is studied. The official documents that regulate the activities of the national company are studied. On the basis of statistical data and reports of the company, using the method of financial planning, the study of the main indicators of JSC “NC “KTZ”. The analysis of planned and actual values of indicators noted that the company needs to improve the system of financial planning and budgeting. Finally the conclusions are made and the main problems of sustainable development of the company are stated. JSC “NC “KTZh” is a transport and logistics holding, the history of formation and development of which began in Soviet times. Because of repeated transformations and reorganizations, the holding currently carries out sea and rail transportation, renders services of transport and logistics centers; provides airport, maritime, road and rail infrastructure services. The functions of JSC “NC “KTZh” include acting as an operator of the main railway network, transportation of goods and passengers. The authors of the article note that the unstable dynamics of indicators for the main types of services directly affects the profitability of the company. As before, the main revenue is generated by cargo transportation, primarily transit transportation.

We propose quantum Boolean networks, which can be classified as deterministic reversible asynchronous Boolean networks. This model is based on the previously developed concept of quantum Boolean functions. A quantum Boolean network is a Boolean network where the functions associated with the nodes are quantum Boolean functions. We study some properties of this novel model and, using a quantum simulator, we study how the dynamics change in function of connectivity of the network and the set of operators we allow. For some configurations, this model resembles the behavior of reversible Boolean networks, while for other configurations a more complex dynamic can emerge. For example, cycles larger than 2N were observed. Additionally, using a scheme akin to one used previously with random Boolean networks, we computed the average entropy and complexity of the networks. As opposed to classic random Boolean networks, where “complex” dynamics are restricted mainly to a connectivity close to a phase transition, quantum Boolean networks can exhibit stable, complex, and unstable dynamics independently of their connectivity.

The paper describes factors that lead to the United States trade restrictions, particularly export control at the end of the second decade; the challenges of the United States policy, prospects for international  trade  relations.  World  trade  is  expected  to  grow  this  year  after  reducing  in  the previous one. The outlook for trade development remains with a large degree of uncertainty due to economic, financial risks, effects of struggle against pandemia; national policies. The US trade restriction policies are  in focus. Besides imposing import tariffs;  controlling  exports  of  software, sensitive  equipment,  technology  has  been  transformed  under  Trump’s  administration  in  the context  of  national  security,  foreign  policy  objectives.  Limiting  access  to  the  most  sensitive  U.S. technology has been putting in practice along with new export controls on software; restrictions on  the  emerging  and  foundational  technologies.  Export  Control  Reform  that  was  passed  by Congress and signed into law by President Trump has determined a new stage in US policy and may bring more uncertainty as concerning relations with other countries.

In this paper, a mathematical model of a twin-inverted pendulum on a moving cart has been derived. This is done using the Lagrange–Euler method and, hence, a highly nonlinear mathematical model is resulted from this derivation. These nonlinear and unstable dynamics are written in a simple matrix form. For this challenging system, we use two types of efficient control approaches to treat the control problem of the twin inverted pendulum, namely, linear quadratic regulator (LQR) and nonlinear model predictive control (NMPC). Simulations with several scenarios are also presented to demonstrate the control performances and the model validity.

The author of the article attempts to identify and distinguish traditional and alternative formats of theatre art established by the early 20s in the space of home theatre. The author considers the determinants of the emergence and spread of art practices in the domestic theatre art and refers them to the alternative formats of theatre art. The culture of complicity (participation), producer strategies of postdramatism and digitalization of daily occurrence are presented as fundamental grounds for the emergence of such a non-classical creative model as a site-specific art practice in the landscape of Russian theatre art of the XXIst century. The unstable dynamics of the attractiveness of the non-classical creative model in the Russian theatre space is caused by a number of reasons explicitly presented in the article. The accumulated home theatre experience is developing and being realized by the early 20s in traditional and alternative formats of theatre art, which simultaneously influence each other. The actualization of site-specific art practice is evaluated by the author as a positive phenomenon that allows to update and to expand the arsenal of producer strategies, to discover an innovative approach to creating an aesthetic event, to transform the audience participation within the framework of home theatre art and the culture of participation.

The paper provides some results of a study of changes that have occurred in the labor markets of Russian regions during the "first" and "second" waves of the COVID-19 pandemic. In particular, it is shown that in 2020 — 2021 there were transformations in the structure of employment of the population of the Russian regions, for example, the number of vacancies in the industries that were most severely affected by the introduction of restrictive measures in the economy decreased, the unemployment rate increased significantly. The negative consequences of the pandemic in one way or another manifested themselves in all Russian regions. However, in a number of regions, which even before the pandemic showed an unstable dynamics of socio-economic development, the impact of the COVID-19 pandemic had a more significant negative impact. This indicates that during a pandemic, divergence processes have intensified in the national economy. At the same time, during the pandemic, some new forms of employment were developed, associated with the need to switch to a remote mode of work. We believe that these new forms of employment will remain relevant both in Russian and international practice even after the end of the pandemic. The paper also analyzes the main measures of state support for the population, small and medium-sized businesses, and migrants. It is shown that, in general, the measures of state support during the pandemic were timely and made it possible to avoid the collapse of the national economy. It is concluded that support measures should be more regionally differentiated in order to take into account the specifics of the economy of the regions of the Russian Federation.

This essay begins by exploring how the “immersive objectivity” of the photographic image highlighted by the Surrealists tends to collapse distinctions between what is internal and external to consciousness. It goes on to show how, in the photography-incorporating fictions of Georges Rodenbach and W.G. Sebald, perceptual immersion in the photograph engenders a “dysfunctional” state of melancholic stasis in the viewer, problematizing assumptions about agency common in many contemporary accounts of distributed cognition. It concludes by arguing that the internalization of the photographic image by consciousness, as exemplified in these modernist responses to photography, with their topologically unstable dynamics as between that which is “inside” and “outside” consciousness, strikingly demonstrate the relevance to contemporary debates over the “extended mind” of Bergson’s argument that the mind should be conceived not in spatial but in durational terms, as a continuous evolution of heterogeneous states.
