To provide food to the population of Kazakhstan, it is necessary to develop agricultural production based on the introduction of innovative technologies and new knowledge. In order to implement the tasks set, it is necessary to solve the problems in this industry that hinder its development. The purpose of writing the article is to identify the problems of the development of the agro-industrial complex in Kazakhstan and to justify the ways to solve them. We present the actual problems of the development of the country's agro-industrial complex, which must be solved within the framework of the implementation of the National Project for the development of the Agro-industrial Complex of the Republic of Kazakhstan for 2021–2025. The purpose of this project is to provide the country's population with essential foodstuffs, according to the established, scientifically based physiological consumption rate (SBPC). The key problems of the development of the agro-industrial complex of the Republic of Kazakhstan are low technical equipment of the branch with agricultural machinery and technology, inefficient use of natural resources, in particular land, water, the presence of a large number of small non-commodity farms, low level of processing of agricultural products, a lot of intermediaries between the production and sale of grown products, poor implementation of the results of scientific research and development of agricultural scientists, low level of storage, transportation and sale of agricultural products, etc. The article highlights such issues as the unattractiveness of this area for investment, low labor productivity, the need to develop state support mechanisms, the widespread introduction of innovative technologies, etc. The ways of solving the above-mentioned problems of the development of the agro-industrial complex of the Republic of Kazakhstan are substantiated and reasoned.

The agro-industrial complex of Kazakhstan has the objectives on increasing the volume of production of competitive, export-oriented agricultural products and increasing labor productivity by 2.5 times by 2022. Thus, the country's agricultural policy is aimed at ensuring food security. The goal -is to analyze the current state of providing the population of the republic with food at the expense of own production and to identify further ways of its development. Methods – comparative analysis, statistical and economical for market research; systematic approach. Results - The Ministry of National Economy of the Republic of Kazakhstan dated December 9, 2016, No.503, approved scientifically grounded physiological norms of food consumption. In connection with the pandemic, the State has set the priority anti-crisis tasks to achieve the stability of the socio-economic development of Kazakhstan, including regulation of prices for agricultural products. The conducted comparative analysis showed that the population in the country is mainly provided with domestic food products within the established standards, with the exception of poultry meat, cheese, cottage cheese, fruits, berries, vegetables, sugar and fish. The undertaken measures show that in the near future they will allow increasing the scale of production of these food products, which is quite justified. It has been determined that the republic has potential opportunities, in particular, natural and labor resources for import substitution. Conclusions - meeting the needs of the republic's residents for all types of their own products requires deep research. State regulation of agricultural market is aimed at improving the living standards of the population in the regions by creating favorable conditions for the development of crop production, animal husbandry, food industry, social infrastructure, and technical equipment.

The article deals with the analysis of the state of development of main branches of agriculture and AIC as a whole, provision of the population of the republic with basic food products, assessment of mechanism of public support for the industry, main factors restraining the increase in the volume of agro-industrial production of the Republic of Kazakhstan (concentration of production in households; unsatisfactory quality of raw materials; seasonality and uneven supply of processing enterprises; lack of interconnection between agricultural producers, processing industry and trade; insufficient influence of public support on profitability, production efficiency, etc.). Taking into account the current problems of the small-scale commodity nature of agricultural sector, the necessity of cooperation of small forms of farming, creation of wholesale distribution and trade and logistics centers in order to bring together the efforts of all agricultural producers in one commodity flow, the availability of marketing of agricultural products and provision of competitive products to consumers has been justified. Measures on development of priority areas of agro-industrial complex of the republic (provision of the population with food of its own production, improvement of public support measures and regulation of agricultural sectors, development of processing of agricultural products, effectiveness of the system of promoting products from producer to consumer, increasing export potential of agricultural enterprises, etc.) are presented. The strategic tasks of agricultural production growth have been substantiated, for the achievement of which the optimal use of available resources, transition to fundamentally new qualitative characteristics, provision of high rates of increase in crop yields and animal productivity, taking into account the location of production in the most favorable conditions (specialization), the use of innovative technologies, zoned progressive varieties and breeds, increase in technical equipment are needed.

The purpose of the article is to study the economic mechanisms of agricultural production growth within one country and, in particular, Kazakhstan. The growth of agricultural products in Kazakhstan and the provision of the country with food products are complex and relevant issues, which include the problems of production, the situation in the national agricultural markets, solvency and competitiveness, the annual volume of agricultural products, the increase in annual revenue, ensuring the availability of food products to consumers, laws in the regulation of the agricultural industry, etc. The potential of agriculture is correlated with the level of food security of the country. State regulation of the agro-industrial complex is aimed at ensuring food security, stability of agricultural products entering the market, creating favorable conditions for entrepreneurs, increasing the competitiveness of domestic products, as well as improving the standard of living of the population of the regions by creating favorable conditions for the development of crop production, animal husbandry, fisheries, processing of agricultural products and the food industry, veterinary-sanitary and phytosanitary security, it is aimed at providing technical equipment and other auxiliary areas of activity, social and infrastructure development on regional territory. The authors of the article emphasize that agriculture will become an important part of the agro-industrial complex. Agriculture is an industry aimed at providing the population with food and is a raw material necessary for the economic sphere. It occupies an important place not only in the agro-industrial complex, but also in the national economy of the whole country. Agriculture is the most important part of the material production industry. Agriculture provides the country with food and industry with some raw materials.

The article discusses the issue of government support for reclamation activities in the context of new challenges of the economic environment. The relevance of the issue is due to the need for intensive development of the agricultural sector caused by globalization processes, which have created fierce competition, both in the international and domestic food markets. Sustainable production of agricultural products on irrigated lands is one of the main indicators of the efficiency of the agro-industrial complex in areas of risky agriculture, including the Republic of Tatarstan. The purpose of the article is to develop recommendations for improving the efficiency of irrigated agriculture whose development depends on the stability of agricultural production and food security. The study aims to identify trends in the development of land reclamation at the regional level and substantiate measures aimed to improve the economic efficiency. The paper presents results of the analysis of development of land reclamation in the Republic of Tatarstan, identifies directions of its development, provides recommendations for ensuring sustainable growth in the volume of reclaimed land and agricultural products, income from the sale of products obtained through irrigation. The research results can be used to develop programs aimed at the development of federal and regional food markets, organizational, economic, technological measures to improve the efficiency of agricultural production, rural areas and the provision of high-quality food supply to the population.

The article is devoted to development of approaches and practical recommendations on issues of state regulation and state support of agro-industrial complex economic entities as a factor of stimulating economic growth of industry as a whole. Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation. The article discusses the features of innovation in agricultural sector, the direction of development of entrepreneurial activity in poultry industry based on integration processes. The aim of the study is to assess the efficiency of production in agro-industrial complex, in particular in poultry industry. Methods used in the work: comparison, synthesis, factor analysis of the main criteria, the level of specialization of an innovative enterprise through multiple regression. In the course of the study, the authors obtained the following results – promising areas of activity of poultry farms in the transition to an innovative development model were identified; assessed the possibilities of integration in the enterprises of the republic for production of poultry products in the form of expanding the production structure or merging with other companies; the predicted values of the poultry farming trend were calculated, the influence of factors on the basis of longterm economic data on the activities of poultry farms and poultry production program until 2025 have been identified in the course of studying. The achievements of LLP "Ordabasy kus" of Turkestan region, which carried out the modernization of production are presented. The authors developed recommendations and presented conclusions on modernization of domestic production while simultaneously reducing labor costs and funds per unit of production of poultry industry in order to increase its efficiency based on integration and innovative technologies, which, in turn, will increase productivity of poultry.

The relevance of the issue is due to the need to improve the efficiency of the agro-industrial complex by uniting enterprises engaging in production, processing and sale of agricultural products. The aim is to develop recommendations on integration processes in the agricultural sector in order to improve the efficiency of the agricultural sector. The article discusses the objective nature of integration processes in modern agribusiness, identifies assumptions for creating integrated enterprises, such as unstable financial situations, worn-out material and technical resources, irrational organization of production, a low level of management and labor economics. The article describes a positive example of integrated formations in the Republic of Tatarstan, positive results of the activities of agro-industrial formations, which include the use of abandoned land and agricultural facilities, modernization of production using new equipment and technologies, increasing the attractiveness of agricultural labor, employment rate and incomes of the rural population, reduction of transaction costs in the agro-industrial chain, development of the agro-holding model as an effective interaction of enterprises of different agricultural sectors.

Subject. This article considers the system of strategic planning for the advancement of the Agro-Industrial Complex of the Republic of Mordovia. Objectives. The article aims to analyze the current state-of-the-art of the system of strategic planning of the Republic of Mordovia and define areas for its further designing. Methods. For the study, I used systems, structural, logical, and comparative analyses, and the grouping, generalization, observation, and detailing methods. Results. The article identifies the problems and shortcomings of the strategic planning system of the Agro-Industrial Complex of the Republic of Mordovia and determines the areas to improve it. Conclusions. At year-end 2019, the Republic of Mordovia was a leading producer of certain agricultural products. It is expected that the capacity of the Russian agricultural market will expand due to domestic consumption and exports by 2025.

The problems of agricultural production management, the prospects for its development in a crisis (the resource one and pandemic), creation of necessary conditions for the effective activity of commodity producers are considered. The results of the main trade relations for the Republic of Kazakhstan in 2015-2019 and the priorities of the state internal agricultural policy are analyzed within the framework of the geostrategic goals of developing the market for agricultural products, raw materials and food, as well as creating favorable conditions for the activity of an agricultural producer. Basing on the analysis, the main reasons for the existing production problems in the agro-industrial complex of the republic were revealed: production technical and technological ones, underdeveloped production infrastructure, segmental approach to financing agricultural producers and their associations in the absence of comprehensive measures for the development of the agro-industrial sector, low prestige of labor in agriculture, insufficient investment attractiveness and the significant influence of external factors on the production efficiency. The article provides statistical data showing trends in foreign trade in the context of the main types of agricultural products and partner countries. The role of the Chinese agri-food market on the development of Kazakh agricultural production and the consumer market is shown. The role of the One Belt and One Road initiative in the formation of commodity flows, including transit of goods and the economic effect of developing other fields. The features of agricultural production in the crisis are highlighted, which allow the use of digital tools and other economic measures to activate processes in the agricultural sector. The need for active application of republican sustainable development goals that contribute to solving the problems of hunger, poverty and caring for future generations is indicated.

The article presents the economic efficiency of the use of innovative technologies in dairy farms, in particular, the technology of keeping calves on the example of three dairy farms containing 1000 or more dairy cows (AIC “Adal” JSC, Aidarbayev farm, LLP “Agrofirm“ Dinara-Ranch “of the Almaty region), which made it possible to determine the development potential of these farms, to give an economic assessment of the level of production. The presented calculation of the economic efficiency of model farms for the dairy industry of the agro-industrial complex of the Republic of Kazakhstan made it possible to ensure a reasonable transfer and adaptation of technologies for the automation of technological processes for the production of livestock products in dairy cattle breeding in Kazakhstan, which will contribute to the achievement of goals, objectives and indicators as part of the implementation of the State Program for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2017-2021 Reducing the volume of milk production and the level of its consumption is a technological backwardness, since the share of dairy farms using modern technologies and equipment is 10-15% of their total number. In addition, the equipment of new and reconstructed dairy complexes and farms does not always correspond to modern technological requirements for keeping and feeding highly productive livestock. As a result, their biological potential is far from being fully realized, which negatively affects the provision of the population with milk and dairy products of domestic production. Taking into account the long duration of the reproduction cycle and the low rate of capital turnover in dairy cattle breeding, the introduction of innovations occurs in the sub-industry with some delay compared to other sub-sectors (pig and poultry farming). One of the tools for modernizing dairy farming in the current conditions is the introduction of modern digital, information and intelligent technologies (artificial intelligence, the Internet of Things and the industrial Internet). Their implementation can turn milk production into a high-tech business, increase labor productivity due to the emergence of super-productive animal breeds, solutions for accelerated selection; high quality feed and veterinary drugs; innovative delivery services.
