The article is devoted to development of approaches and practical recommendations on issues of state regulation and state support of agro-industrial complex economic entities as a factor of stimulating economic growth of industry as a whole. Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation. The relevance of the issue is due to the need to improve the efficiency of the agro-industrial complex by uniting enterprises engaging in production, processing and sale of agricultural products. The aim is to develop recommendations on integration processes in the agricultural sector in order to improve the efficiency of the agricultural sector. The article discusses the objective nature of integration processes in modern agribusiness, identifies assumptions for creating integrated enterprises, such as unstable financial situations, worn-out material and technical resources, irrational organization of production, a low level of management and labor economics. The article describes a positive example of integrated formations in the Republic of Tatarstan, positive results of the activities of agro-industrial formations, which include the use of abandoned land and agricultural facilities, modernization of production using new equipment and technologies, increasing the attractiveness of agricultural labor, employment rate and incomes of the rural population, reduction of transaction costs in the agro-industrial chain, development of the agro-holding model as an effective interaction of enterprises of different agricultural sectors.

The article examines the state of food security in the Republic of Moldova and the provision of the country’s population with food since the last quarter of the XX century. Until now. Based on the analysis of various information for the specified period, the author showed that by the end of the XX century. due to the destruction of the main production potential of the agro-industrial complex, Moldova lost its food independence. On the one hand, this is the result of a significant decline in domestic food production. On the other hand, this trend is explained by a sharp increase in imports of traditionally produced in the country types of food products. In conclusion, it is concluded that ensuring food security in Moldova is possible on its own production basis, which is due to significant natural resources sufficient for the production of all major types of food products in the required quantity and proper quality. Due to the fact that in modern conditions agricultural production and food markets, being neither self-regulating nor self-sufficient, cannot successfully function without state regulation and support The government should take responsibility for the development and implementation of a specific state program in the field of national security in the food sector to provide the population with its own food. The problems of agricultural production management, the prospects for its development in a crisis (the resource one and pandemic), creation of necessary conditions for the effective activity of commodity producers are considered. The results of the main trade relations for the Republic of Kazakhstan in 2015-2019 and the priorities of the state internal agricultural policy are analyzed within the framework of the geostrategic goals of developing the market for agricultural products, raw materials and food, as well as creating favorable conditions for the activity of an agricultural producer. Basing on the analysis, the main reasons for the existing production problems in the agro-industrial complex of the republic were revealed: production technical and technological ones, underdeveloped production infrastructure, segmental approach to financing agricultural producers and their associations in the absence of comprehensive measures for the development of the agro-industrial sector, low prestige of labor in agriculture, insufficient investment attractiveness and the significant influence of external factors on the production efficiency. The article provides statistical data showing trends in foreign trade in the context of the main types of agricultural products and partner countries. The role of the Chinese agri-food market on the development of Kazakh agricultural production and the consumer market is shown. The role of the One Belt and One Road initiative in the formation of commodity flows, including transit of goods and the economic effect of developing other fields. The features of agricultural production in the crisis are highlighted, which allow the use of digital tools and other economic measures to activate processes in the agricultural sector. The need for active application of republican sustainable development goals that contribute to solving the problems of hunger, poverty and caring for future generations is indicated.

Insufficient efficiency of agriculture, its place and role in the system of the national economy predetermine the need to develop scientific provisions for the fair prices formation within the framework of relations between participants in the agri-food market. Purpose of article. Determine the fair price concept specifics for agricultural products, substantiate the functions and factors of its formation, identify the shortcomings of the current pricing policy in the agricultural sector of Belarus, formulate directions for improving the mechanism of state regulation of the industry development. The object of research is the mechanism of pricing for agricultural products in the Republic of Belarus. Methods used in research. The theoretical and methodological basis for the study was the domestic and foreign scientists works on pricing and the formation of the food cost. During the research, the following methods were used: monographic, abstract-logical, normative, synthesis and system analysis, etc.  The hypothesis of the study. Achieving fair prices for rural products requires improving the practice of determining them. Presentation of the main material. The article presents the author's position in relation to the development of scientific and methodological approaches to fair pricing of agricultural products, which are based on the analysis of the agri-food products multi-link value chain. Originality and practical value. The scientific novelty of the research lies in the substantiation of theoretical approaches, principles and directions for the formation of fair prices for agricultural products, taking into account the specifics of the industry and the emerging intersectoral relations. Conclusions. Achieving a fair price is possible only through the implementation of the principles, laws and regularities of "justice" within the framework of the formation of effective relationships between business entities and the observance of national interests.

In conditions of establishing market relations and development of integration processes, efficient functioning of agrarian complex of the Republic of Belarus requires searching for new mechanisms and methods to improve competitiveness. As experience of economically developed countries of the world shows, states and producers actively use diverse logistic solutions, models, strategies and methods for planning and arranging activities. Organization of resource support for agricultural producers and promotion of their products in market according to logistics principles results in a significant economic, social and environmental effect. The paper, in the context of the modern period, presents social and economic indicators of the transport and logistics sector, system of state regulation, structural characteristics of logistics centers, agricultural foreign trade and logistics infrastructure. The main factors were identified hindering development of agrologistics in Belarus. Organizational and economic mechanism has been developed for improving logistical activities at the interstate (EAEU) and national levels have been developed. In case of proposal to create a single agrologistics market of Eurasian Economic Union at the interstate level, it is planned to increase efficiency of the national agrologistics market on the national level based on expansion of logistics infrastructure. Via integration of several prediction methods (expert assessments (pessimistic, optimistic and probabilistic opinions), economic and mathematical (extrapolation, time series analysis), non-standard (verbal information)), a reasonable forecast of development of logistics centers of the Republic of Belarus until 2025 was made. The issues in the paper are of interest for preparation of draft state programs and strategies in the field of agrologistics and development of exchange activities, development of country position in implementation of the agreed agro-industrial policy of the EAEU Member States.Acknowledgments. The agro-industrial complex of Kazakhstan has the objectives on increasing the volume of production of competitive, export-oriented agricultural products and increasing labor productivity by 2.5 times by 2022. Thus, the country's agricultural policy is aimed at ensuring food security. The goal -is to analyze the current state of providing the population of the republic with food at the expense of own production and to identify further ways of its development. Methods – comparative analysis, statistical and economical for market research; systematic approach. Results - The Ministry of National Economy of the Republic of Kazakhstan dated December 9, 2016, No.503, approved scientifically grounded physiological norms of food consumption. In connection with the pandemic, the State has set the priority anti-crisis tasks to achieve the stability of the socio-economic development of Kazakhstan, including regulation of prices for agricultural products. The conducted comparative analysis showed that the population in the country is mainly provided with domestic food products within the established standards, with the exception of poultry meat, cheese, cottage cheese, fruits, berries, vegetables, sugar and fish. The undertaken measures show that in the near future they will allow increasing the scale of production of these food products, which is quite justified. It has been determined that the republic has potential opportunities, in particular, natural and labor resources for import substitution. Conclusions - meeting the needs of the republic's residents for all types of their own products requires deep research. State regulation of agricultural market is aimed at improving the living standards of the population in the regions by creating favorable conditions for the development of crop production, animal husbandry, food industry, social infrastructure, and technical equipment.

Employment of the working age population in various spheres of socially useful activity is an important area of socio-economic development of the Republic of Belarus and a priority area of state regulation. As one of the most important macroeconomic indicators, employment combines social and economic indicators of the economic situation of society. The article presents the results of a study of employment of labor resources trends in agricultural sector of Belarus, an assessment of its current and forecast of future structural parameters. Along with this, the factors that determine these changes have been identified. It is concluded that the solution to the problem of increasing the efficiency and growth of the competitiveness of agricultural production largely depends on the extent to which the agricultural sector is provided with highly qualified and professionally competent workers who are able to master and implement scientific, technological and organizational, and economic innovations in production processes. Conceptual directions of effective management of the employment of labor resources in agro-industrial complex have been developed, taking into account the identified factors (demographic, organizational, technological, and socio-economic ones), and the scope and range of their influence. Suggestions and recommendations can be used to substantiate a new strategy for rural development, which is based on program activities aimed at perspective development of agricultural economy, and strengthening the efficiency of the functioning of agricultural production.

The effectiveness of state regulation of the agro – industrial complex of Russia and the efficiency of business activities of organizations-participants of industry markets is largely determined by the competent use of methods and tools used in the advanced countries of the world. For our country, the mechanisms of the former Soviet republics are the most acceptable. The study of the experience of these countries allows for more rapid and flexible market reforms, as well as to implement measures to stabilize the activities of agricultural organizations, processing enterprises and infrastructure entities in modern conditions, due to the fact that the transformation of their activities is significantly influenced by the factors of changes in the macro environment. It should be noted that in the current conditions, the management of risks that form threats to national security is due, among other things, to take into account the foreign economic and foreign policy situation and the international situation on the market of grain and products of its processing. The effective mechanisms of state management of integration processes in the technological chain of grain market organizations used in the Republic of Kazakhstan are considered. The features of integration tools caused by the development of market relations are revealed. Measures of state influence on regulation of functioning of the market of food wheat for the purpose of strengthening of food security and export potential of the country are established. The need to adapt the experience of Kazakhstan in reforming the Russian agroindustrial complex, which is important for strengthening the socio-economic stability of the state and the development of measures taking into account the transformation of interstate integration processes.

Agriculture in Kazakhstan can be described as the main resource, but it is far from being fully used. One of the priorities of agro-industrial complex of the Republic is the development of processing of agricultural products.This is confirmed by the implementation of the objectives of the State program on the development of agro-industrial complex of the Republic of Kazakhstan for 2017–2021. The article gives a picture of the development of agricultural production in Kazakhstan, explores the current state and problems of the agricultural sector of the republic in the context of the financial crisis, including in the Aktobe region.
