La presente investigación, producto de un trabajo de maestría de la Escuela superior de administración pública, en sinergia con la Fundación Universitaria Comfenalco Santander, establece en primer lugar una caracterización de las principales empresas de servicios públicos de acueducto, aseo y alcantarillado del Área Metropolitana de Bucaramanga (AMB), desde sus capacidades de prestación de servicios en la actualidad. La segunda parte muestra el comportamiento económico de la empresa de servicio público con proyección triple A del AMB, en un posible escenario a futuro de conformación de distrito metropolitano. La tercera parte, desarrolla la prospectiva de la empresa de servicio público, con la capacidad de convertirse en triple A, suministrando servicios continuos con cobertura del AMB, en sinergia con otras entidades, permitiendo hacer frente al crecimiento poblacional, el desarrollo territorial y la proyección a distrito metropolitano, definiendo las variables estratégicas sobre las que se deben actuar en el largo plazo, las cuales tienen una alta influencia en el sistema  y los posibles escenarios a futuro de la organización, de forma que sea una guía para el proceso de planeación y toma de decisiones, que incluya los posibles cambios en el entorno producto de la dinámica regional. Finalmente, el estudio se podría convertir en un insumo para la propuesta de la Cámara de Comercio de Bucaramanga, sobre la viabilidad de establecer una alternativa de cohesión en el área de servicios públicos para los municipios que conforman el Área Metropolitana de Bucaramanga en su proyección a distrito.   This research first establishes a characterization of the main aqueduct, cleaning, and sewerage public service companies of the Bucaramanga Metropolitan Area (AMB), from their current service provision capabilities. The second part shows the economic behavior of the public service company with triple A projection of the AMB, in the territorial development and the projection to the metropolitan district. The third part develops the prospective of the triple A public service companies of the AMB, in front of the territorial development and the projection to the metropolitan district, defining the strategic variables on which they must act in the long term, which have a high influence in the system and the possible future scenarios of the organization so that it is a guide for the planning and decision-making process, which includes possible changes in the environment as a result of territorial development. Finally, the study could become an input for the Bucaramanga Chamber of Commerce proposal on the feasibility of establishing a cohesion alternative in the public services area for the municipalities that make up the Bucaramanga Metropolitan Area.

The Planning Act of 28 June 2006 prescribed that a reversible repository in a deep geological formation be chosen as the reference solution for the long-term management of high-level and intermediate-level long-lived radioactive waste. It also entrusted the responsibility of further studies and investigations on the siting and design of the new repository upon the French Radioactive Waste Management Agency (Agence nationale pour la gestion des de´chets radioactifs – Andra), in order for the review of the creation-licence application to start in 2015 and, subject to its approval, the commissioning of the new repository in 2025. In late 2009, Andra submitted to the French government proposals concerning the implementation and the design of Cige´o (Centre industriel de stockage ge´ologique). A significant step of the project was completed with the delineation of an interest zone for the construction of the repositor’s underground facilities in 2010. This year, Andra has launched a new dialogue phase with local actors in order to clarify the implementation scenarios on the surface. The selected site will be validated after the public debate that is now scheduled for the first half of 2013. This debate will be organized by the National Public Debate Committee (Commission nationale du de´bat public). In parallel, the State is leading the preparation of an territorial development scheme, which will be presented during the public debate. The 2009 milestone also constitutes a new step in the progressive design process of the repository. After the 1998, 2001 and 2005 iterations, which focused mainly on the long-term safety of the repository, the Dossier 2009 highlighted its operational safety, with due account of the non-typical characteristics of an underground nuclear facility. It incorporates the first results of the repository-optimisation studies, which started in 2006 and will continue in the future. The reversibility options for the repository constitute proposals in terms of added flexibility in repository management and in package-recovery levels. They orient the design of the repository in order to promote those reversibility components. They contribute to the dialogue with stakeholders in the preparation of the public debate and of the future act on the reversibility conditions of the repository. The development of the repository shall be achieved over a long period, around the century. Hence, the designer will acquire additional knowledge at every new development of the project, notably during Phase 1, which he may reuse during the following phase, in order, for instance, to optimise the project. This process is part of the approach proposed by Andra in 2009 pursuant to the reversibility principle.

The current transformations in society, the economy and the public sector call for the development of more unified theoretical frameworks. This article takes the literature on strategic management as a theoretical entry angle and aims to better understand how the adoption of models of strategic management can enable processes of public value co-creation. Utilising the literature centred on the notion of ‘schools of thought’ in the strategic management of public services, the article discusses how co-creation as a mode of governance in public services can contribute to innovative public service solutions and value co-creation. The Welsh Water’s ‘Water Resilient Community’ ‐ a project characterised by long-term strategic planning as well as by local innovation ‐ is used to illustrate the argument. Four propositions on the drivers/enablers and key managerial issues for undertaking a strategic approach to co-creation as a mode of governance are offered to enhance future practice, research and theory.

A proposta deste artigo é compreender melhor o sistema público de televisão em Portugal e no Brasil, especificamente as emissoras RTP1 e TV Brasil. Embora os dois países sejam marcados por fortes ligações históricas, culturais e linguísticas, se distanciam no que diz respeito a radiodifusão pública. Enquanto em Portugal a televisão já nasce sob o domínio estatal, que posteriormente vai se moldando aos princípios do serviço público, no Brasil chega pelas mãos da iniciativa privada, que por quase duas décadas dominou de forma exclusiva o cenário televisivo, imprimindo seu modelo no país.   PALAVRAS CHAVE: Televisão; Brasil; Portugal; TV pública; História.     ABSTRACT The purpose of this article is to better understand the public television system in Portugal and Brazil, specifically the RTP1 and TV Brazil broadcasters. Although the two countries are marked by strong historical, cultural and linguistic connections, they are distant in relation to public broadcasting. While in Portugal, television is born under state domination, which later is shaping the principles of public service, in Brazil comes through the hands of private initiative, which for almost two decades dominated the television scene exclusively, printing its model in the country.   KEYWORDS: Television; Brazil; Portugal; Public TV; Story.     RESUMEN El propósito de este trabajo es comprender mejor el sistema público de televisión en Portugal y Brasil, específicamente en las emisoras de televisión RTP 1 y Brasil. Capital cities of the world are usually characterized by a concentration of the majority of the population and most of the public administration and economic life. Therefore, the efficiency and quality of public service delivery in their administrative territories make a difference. The study examines public service companies in Budapest, Hungary’s capital, with the focus on their sectors of activity to describe their system, which may provide good foundations for a prospective international comparison.This study explores sector-oriented reports of state- and municipally-owned public utility companies providing services within the administrative territory of Budapest and evaluates them in terms of total assets, finance, profitability and efficiency. The study looked for an answer to the question of how the tighter state regulation and control adopted after 2010 affected their management, and what influence the price regulation of consumer public utility charges, imposed since 2013, had on companies’ activities.

Concerns with declining public trust in government have become a permanent element of the contemporary political discourse. This concern also extends to levels of citizens' trust in the public administration and public services. Trust is said to be declining, and this decline is generally seen as detrimental to public service delivery. In this article, we examine the main elements in this discussion, review the existing international survey data and summarize the main findings for Organization for Economic Co-operation and Development (OECD) countries. Citizens' trust in the public sector is found to fluctuate, and the data generally do not show consistently declining levels of trust. Furthermore, in some countries there simply are insufficient data to come to any conclusions at all about time trends in citizen trust in the public sector. Points for practitioners This article summarizes some of the survey material on citizens' trust in the public administration. It allows practitioners to compare trends in public trust in their country across time and space. The findings lead us to reject the hypothesis of a universal decline of trust in the public sector. The article warns against using opinion poll results without considering context. The long-term and comparative perspective on citizens' trust in the public sector is all too often absent from the policy discourse that is frequently based on assumptions and ad hoc approaches.

La justicia es un bien público y, en consecuencia, en el seno de la Administración Pública, el correcto funcionamiento de la Administración de Justicia tiene capital importancia para una sociedad. En la actualidad, el sistema judicial español es objeto de severas críticas, que lo califican de ineficiente y tardío. Un gran sector social y profesional de la Administración de Justicia considera que la falta de medios es la causa de su mal funcionamiento, y reclaman mayor inversión. En este trabajo analizamos si ambas aseveraciones son acertadas: si es ineficiente la Administración de Justicia española y si un mayor gasto conllevaría a la mejora de este servicio público. Aplicando la metodología de Análisis Envolvente de Datos (DEA), determinamos la eficiencia de la Administración de Justicia española en relación con otras Administraciones de Justicia europeas y, mediante el análisis tobit, relacionamos las puntuaciones DEA y el gasto público. Nuestros resultados concluyen que un mayor esfuerzo en el gasto conllevará a una mejor posición. ABSTRACTJustice is a public good. Therefore, within the core of the Public Administration, the proper functioning of the Judicial Administration is of utmost importance to society. Currently, the Spanish Judicial System is being subject to sharp criticism that qualifies it as inefficient and belated. A large social and professional sector of the Judicial Administration considers that the lack of means is the reason behind its poor functioning and so, they demand greater investment. Throughout this paper the accuracy of both assertions will be analysed: whether the Spanish Judicial Administration is inefficient and whether a greater expenditure would lead to the improvement of such public service. By applying the Data Envelopment Analysis (DEA) methodology, the efficiency of the Spanish Judicial Administration is determined and compared to that of other European Judicial Administrations. Through the Tobit analysis, the DEA levels are related to the public spending. Our outcomes show that a greater expenditure effort will result into a better ranking position.

This chapter argues that the starkest of the institutional problems facing social democracy now is a growing inability to win elections. Added to this was the challenge of a long-term decline in the industrial wing of social democracy. Historically, social democracy has been the politics of the labour movement, and a key component of this movement has always been trade unions and their members. While that relationship was not always as close as it was in the British or Swedish cases, trade unionism was almost always the ‘other half’ of social democracy. However, the 1980s were a time of loss for this ‘other side’ of social democracy. Trade unions were becoming increasingly feminised, more focused in the public sector and drawing in increasing numbers of middle-class public service members.

This paper aims to present improvements in Public Management on Brazilian judiciary. A qualitative theoretical-empirical study based on data sets and interviews provided by Brazilian Judiciary shows how specialization and multidisciplinary teams can affect the efficiency and efficacy in solving lawsuits. Innovations observed includes practices such as systemic view, multidisciplinary teams’ adoption - co-production - applied to the public service. It is also shown long term planning and preventive practices that tends to avoid public service demand. Better results emerged when applied both specialization and multidisciplinary work. In this period the organizational unit observed dropped convictions amounts to a quarter of similar sized units on average. This means that State saved millions of Dollars – presented in local currency – in State judicial convictions that may now be spent in other areas such as education or infra-structure. Lawsuit resolution timeframe reduced from 729 to 60 days on average, median from 665 to 11 days. These observed results evidences that a lawsuit with a specialized and multidisciplinary team is more likely to improve quantitative and qualitative results.

The aim of the article is to present the influence of pandemic, which contributes to changes in the scope of the delivery of public services by local governments. An interesting example are local governments, which have increased their financial debt in spite of their financial recovery programmes. These local governments were forced to change their public service strategies and their management in the sphere of select organizational and legal forms. The article presents the proposal of the public service delivery on the example of the Raciechowice municipality, in the Małopolskie voivodship, which in 2020 reached the highest debt level in Poland. The financial condition of the Raciechowice municipality is compared with the Ostrowice municipality, which was abolished on January 1, 2020 by including its territory into Drawsko Pomorskie. The core conclusion of the study is the fact that the delivery of public services by budgetary units contributes to the increase of the financial debt of the Raciechowice municipality. The decisions of central authorities, which instead of implementing long-term solutions during the pandemic availed themselves of emergency aid tools, also impact the increase in the budgetary deficit. This resulted in the necessity of finding additional resources on the part of local government units and in consequence led to the growth of the non-bank financial intermediary market.

<p>A execução da despesa pública é um procedimento de grande importância para o desempenho da função administrativa e que merece especial atenção, pois implica o desembolso de recursos do erário. Com a crescente complexidade da atividade administrativa, a ordenação da despesa pública tem sido alvo de delegação de competência no serviço público. Assim, identificada a prática de ato ilícito decorrente da ordenação de despesas por agente público no exercício de competência delegada, faz-se necessário analisar os casos e os requisitos para a caracterização da responsabilidade civil e penal do agente público delegante. O presente artigo relata uma análise dogmática sobre o tema.</p><p> </p><p>The implementation of public expenditure is an important procedure for the performance of administrative functions and it deserves special attention because it involves the disbursement of treasury resources. With the increasing complexity of administrative activity, the expenses commanding act has been delegated in the public service. Thus, identified the practice of tort or crime arising from the ordination of expenditure by public official in the delegated powers of exercise, it is necessary to examine the cases and requirements for the characterization of civil and criminal liability of the public official who delegator. This article reports a dogmatic analysis of the topic.</p>
