<span>Abstract: The role of the front-line public agents in the implementation of the public policies created by the first-tier is the subject addressed by the author. From the notion of street-level bureaucrats, it seeks to identify the difficulties encountered by such public agents in decision-making and the need for standards that provide for institutes and administrative dynamics that in fact lead to more efficient, impersonal and guaranteeing public action to protect the well-intentioned front-line public agent to fully exercise the discretion he needs in case-by-case action.</span>

Sustainability is a topic that has gained importance in several fields of knowledge, including the public, private and society spheres, based on the discussions that involve the definition of several public policies. Sustainability Indicators (SI) are metrics that seek to measure the level of sustainability and compile information for better decision-making concerning policies, programs, projects and actions related to sustainability. Demonstrated their relevance to public policies the SI appears as an essential tool for evaluating development goals as a sustainable proposal. In this way, this research aimed to discuss the main challenges and methodological limitations found in the use of SI, emphasizing the main fragilities identified in the literature. In methodological terms, the research has exploratory characteristics, supported by the mixed methods approach using a theoretical-empirical analysis, from the available literature on the subject and the methodologies used and the experience of researchers about the topic addressed. The main results demonstrated that Sustainability Indicators are tools that should be used to define, implement, evaluate and monitor public policies at all levels, considering the potentialities/weaknesses and priorities of each context.

Resumo: o presente texto tem por finalidade definir o papel da Administração Pública na interpretação e na aplicação do texto constitucional, no que respeita à concreção de direitos fundamentais em países de modernidade tardia, sob o amparo da tensão existente entre o que se denominou de procedimentalismo e de substancialismo jurídico. Busca-se, em linhas iniciais abordar os contornos da tendência de legitimação da função jurídica administrativa de caráter constitucional contramajoritário, a aferir uma nova e importante tarefa ao Estado-executivo, para além de sua comum concepção de “fiel executor da lei”, de modo a concluir que a justiça constitucional envolve a jurisdição (por meio do Poder Judiciário) e a juridicidade (por meio da Administração Pública). Sob essa última perspectiva, busca-se assinalar que a aplicação e concreção do direito também é tarefa da Administração Pública, no âmbito de sua função atípica decisional, ditada pelo próprio texto constitucional, legitimador e impositivo das ações valorativas substanciais no âmbito do Estado Democrático de Direito. Abstract: The purpose of this text is to define the role of the Public Administration in the interpretation and application of the constitutional text with regard to the realization of fundamental rights in countries of late modernity, under the protection of the tension between what was called “proceduralism” and “legal substantiality”. In an initial line, it seeks to address the contours of the tendency to legitimize the administrative-legal function of a countermajoritarian constitutional character, to assess a new and important task for the Executive State, in addition to its common conception of "faithful executor of the law". In order to conclude that constitutional justice involves jurisdiction (through the Judiciary) and “juridicialism” (through Public Administration). Under this latter perspective, this paper points out that the application and the scope of its atypical decision-making function, dictated by the constitutional text itself, legitimating and imposing substantial value actions within the Democratic State of Law. Abstract The goals of this analysis are (i) to offer elements of reflection to the actors who design and implement public policies; (ii) to keep the debate on outcomes evaluation alight; (iii) to contribute toward integrating the debate on evaluation to the complexity of actions in the public sector. This theoretical essay researched works published on the subject from 1979 to 2019. The investigation of the approaches offered by the selected authors allowed identifying variables that are relevant to the analysis of public policies. The variables are expressed in the influences of institutional trajectories, actors, and organizational context. The analysis brings the following concluions: (i) the link between institutionality and the capacity to conduct results evaluations in public policies deserves attention in future studies; (ii) the debate on the topic can be strengthened by analyses that consider not only the decisions adopted, but also the rules, norms and strategies that define the political-institutional scene in which public policies are implemented.

This article presents the findings of an exploratory study examining the relationships between street-level bureaucrats’ (SLBs) trust in their peers, managers, and the institution they belong to, and their willingness to endanger their own lives for the public. We build on previous administrative and behavioral theories to present a model of these relationships. Using a survey of 211 police officers in Israel, our findings demonstrate the important role of trust in understanding the willingness of civil servants to risk their lives for citizens. We also identify additional factors that may be related to their willingness to take this risk and the types of clients for whom they are less or more willing to do so. We discuss the normative elements related to these findings and suggest fruitful future directions for study.

AbstractOrganisations are important gatekeepers in the labour market inclusion of immigrants and their children. Research has regularly documented ethnic discrimination in hiring decisions. Aiming to further our understanding of the role of organisations in influencing the professional trajectories of individuals of immigrant origin, this paper investigates the recruitment practices of public administrations. Drawing on approaches from organisational sociology and a qualitative case study of public administrations in the German state of Berlin, the article identifies three crucial elements of organisational decision-making affecting the recruitment of staff of immigrant origin: decisions regarding advertisement strategies, formal criteria, and individual candidates. Further, the article shows the underlying decision-making rationalities and the role of organisational contexts and ethnic stereotypes for recruitment-related decisions.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.
