IntroductionQuality-adjusted life year (QALY) has been recommended by the government as preferred outcome measure for Health Technology Assessment (HTA) in India. As country-specific health-related quality of life tariff values are essential for accurate measurement of QALYs, the government of India has commissioned the present study. The aim of this paper is to describe the methods for the Development of an EQ-5D Value set for India using an Extended design (DEVINE) Study. Additionally, this study aspires to establish if the design of 10-time trade-off (TTO) blocks is enough to generate valid value sets. Methods and analysisA cross-sectional survey using the EuroQol Group’s Valuation Technology (EQ-VT) will be undertaken in a sample of 2700 respondents selected from six different states of India using a multistage stratified random sampling technique. The participants will be interviewed using computer-assisted personal interviewing technique. The TTO valuation will be done using 10 composite TTO (c-TTO) tasks and 7 discrete choice experiment (DCE) tasks. Hybrid modelling approach using both c-TTO and DCE data to estimate the potential value set will be applied. Values of all 3125 health states will be predicted using both the conventional EQ-VT design of 10 blocks of 10 TTO tasks, and an extended design of 18 blocks of 10 TTO tasks. The potential added value of the eight additional blocks in overall validity will be tested. The study will deliver value set for India and assess the adequacy of existing 10-blocks design to be able to correctly predict the values of all 3125 health states.Ethics and disseminationThe ethical approval has been obtained from Institutional Ethics Committee of PGIMER, Chandigarh, India. The anonymised EQ-5D-5L value set will be available for general use and in the HTAs commissioned by India’s central HTA Agency.

The development of higher education in Indonesia is increasingly evident. It is characterized by many private colleges are spread all over Indonesia. But in recent years the government did not give permission to those who want to establish a college. One reason is the government not only menginginkankan development in terms of quantity alone, but must be accompanied by good quality of any existing college. The number of colleges that exist today is already growing its own competition. The Indonesian government believes that textbooks play a strategic role in improving the quality of primary and secondary education (Regulation of the Minister of National Education of the Republic of Indonesia No.11 of 2005). Nevertheless, Abdulkarim (2010) revealed that the quality of school textbooks, either in junior or vocational / high school is very low. The contradiction between Regulation of the Minister of National Education Regulation goal and Abdulkarim (2010), and some previous research, such as Heskett et al. (1997), and Dimitriades (2006) motivates this study to analyze the effect of satisfaction to commitment and loyalty of vocational teachers in Bandung. The results showed that there was no correlation between satisfaction and the commitment and between the commitment and loyalty, but there is a significant direct correlation between satisfaction and loyalty. This shows that users of textbooks as the government policy consumers has loyalty in the sense will do its use continuously, but the loyalty is not based on a commitment, but only based on satisfaction. This is suggests that vocational high school teachers are satisfied with the textbook but don’t want to rely on Regulation of National Education Minister, since commitment is defined by Dwyer et al. (1987), Morgan and Hunt (1994), and Pritchard et al. (1999) as a stable seeking and defensive attitude towards not to change a choice. They are easy to change attitudes through using of Electronic Text Boook (ETB) as teaching materials. The Authors also revealed some limitations and recommendations

Abstract The quality of welded joints depends on many factors. The relevant standards stipulate technical conditions of welds quality assessment, which provides the basis for stating whether the given joint is compatible with the requirements or whether it is defective. In practice, making welded joints that are totally devoid of defects is extremely difficult. To conduct the control of inner structure of the given joint a non-destructive method with the application of industrial CT scanner might be applied. This modern diagnosing method combines the x-ray examination with advanced computer technology. The basic advantage of computer-assisted tomography consists in examining objects in three dimensions and the possibility to carry out three-dimensional reconstructions. The aim of this article is to discuss the use of this method to evaluate the quality of welded joints made of aluminium alloys. Capabilities of computer-assisted tomography were depicted by the case of weld probes constructed with TIG (ang. Tungsten Inert Gas) welding by different process variables. One has made the analysis of the quality of probes showing the smallest and the biggest internal and external welding defects.

Human resource plays an important role for the economy. How to obtain human resource quality is by implementing the quality of education system. Education is one of the important considerations sought by the government, as proved by the size of its allocation on budget. Therefore, evaluating the efficiency of its implementation in Indonesia is needed by using the Data Envelopment Analysis (DEA) method. This paper attempts to develop a new efficiency model of Indonesian education system and implement it to all school’s levels: primary school, junior high school, senior and vocational high school, in 34 provinces in Indonesia. The results show provinces that already have achieved cost, technical and overall efficiency are only 1 and 2 provinces at each levels of education. Regarding the managerial implications, teacher’s equity is a top priority in improving the quality of education system in Indonesia.

The objectives of this research aimed at (i) finding out the causes of the problems in teaching English at vocational high schools and (ii) finding out the possible solution toward the problems of the teachers in teaching English subject at vocational high schools. The researcher applied purposive sampling technique in selecting the participants. The participants consisted of two advanced teachers and two beginner teachers at vocational high schools in Somba Opu sub-district. The additional participants were two headmasters that focused on the possible solution dealing with the problem found by the English teachers at VHS. This research under applied descriptive approach and qualitative method. The data were collected by using two instruments namely semi-structured interview and observation checklist. The data were analyzed by using the framework of Miles and Huberman’s (2012) namely data reduction, data display, and drawing then verifying conclusion. The results of this research mentioned nine causes of the problems on the professional competence of English teachers in teaching at vocational high school and the possible solution toward the causes. The outline of the causes of the problems on professional competence are the less effort of the English teachers to improve the linguistic aspects, lack of English for Spesific Purpose knowledge, less of communicative competence, less preparation of teaching contents, less in using ICT as a teaching method and lack in managing the time and managing the class. The possible solution can draw in this research that the English teachers at VHS have to consider the students’ need, prepare the teaching planning and involved in the teaching training. Thus, this research might become a recommendation to the government and the Educational trainer for facilitating the English teachers at VHS with education training of ESP knowledge and supporting the teachers in developing their professional competence.

AbstractPrior research on pre-task planning examines its effects on the quality of second language (L2) learners’ planned output. Planning mitigates the cognitive overload placed upon L2 learners’ oral performance, thus improving language production. Despite the pedagogical benefits, studies on pre-task planning on L2 learners’ oral output are conducted mostly in a lab or class setting. Whether or not similar effects of pre-task planning can be evidenced in three-dimensional (3D) multi-user virtual environments (MUVEs), such as Second Life (SL), is still less explored. Hence, this study investigates whether pre-task planning could enhance the quality and quantity of English as a foreign language (EFL) learners’ task-oriented, voice-based outcomes in SL. Nine EFL learners worldwide participated in this 10-session virtual class. Data were collected through students’ oral presentations in performing real-life simulated tasks related to their home cultures and interests. Yuan and Ellis’s (2003) framework of T-units measures was adopted to analyze their linguistic performance measured by complexity and accuracy. Results indicated that EFL learners showed statistically significant improvement on grammatical complexity on the levels of syntactic complexity and variety (but not on lexical variety) and on linguistic accuracy across all measured levels (error-free clauses/T-units/verb forms). It is suggested that pre-task planning can be seeded in task-based instruction either in a classroom-based or 3D MUVE setting to optimize the quality of learners’ linguistic performance. Tasks that are real-world oriented and targeting learners’ cultural repertoires and world knowledge also positively impact their virtual learning experiences. These significant implications add new research and pedagogical dimensions to the field of computer-assisted language learning.

Cultural understanding is one main objective in teaching English at Japanese high schools, as suggested by the Ministry of Education (MEXT). Four cultural components, in twelve English textbooks, were examined: variety of categories, areas where English was used, the purposes of the materials, and the quality of the content. The result of this research indicates that these materials cover tangible contents such as places and buildings and intangible ideas such as certain beliefs and personal views. American and Japanese topics were frequently used, while the number of lessons related to countries where English is used as the second language was very small. These findings suggest that it is necessary to increase not only the content concerned with those countries but also with Asian nations such as Korea, China, and Taiwan since many students will have chances to communicate with these Asian people in English in the future.
