Abstract The objective of this study is to discuss among those over 65 years old who do not have a volunteer card and are not registered with the local social service bureaus in Taiwan the motivational factors affecting their participation in social services. This study constructs its subject from the theory of motivation, with the aim to understand the satisfaction level of the elderly in social participation. The research findings are: (1) The will of an individual and the ability the person possesses can perpetuate the value of their social existence; (2) Influenced by fate and opportunity, the elderly are motivated to devote effort to search for social balance and regain a focus and role in life that will give them satisfaction; (3) The elderly enjoy serving the community by quietly doing good deeds and making private donations; (4) For the elderly overwhelmed by the fear of the unknown after retirement, their sense of loss changes after adapting to social services and interpersonal relationships; and (5) The elderly enjoy being able to seamlessly connect and find the beginning to another beautiful stage of life. These findings will provide references for social service-related practices for the elderly and follow-up studies. JEL classification numbers: L31, J14, J32. ABSTRACTThe theory of incrementalism is a long-standing and influential perspective on policy making and resource allocation in the public sector. Previous research on social services budgeting suggests that resources are allocated incrementally, although there has been some debate as to whether this would persist in an era of prolonged expenditure restraint. Incremental budgetary outcomes are operationalised as percentage changes in budgets pro-rata with percentage changes in the total budget, and as stable shares of total expenditure for each activity. Data for 99 English social service departments supports incrementalism in that budget shares change by only 1.8 per cent, but percentage allocations depart from pro-rata incrementalism by a mean of 74 per cent. The comparison of the two summary indices over time supports those who have argued that prolonged restraint would encourage non-incremental budgeting, but change in the agency's total budget does not consistently predict budgetary outcomes. The effect of restraint on incrementalism varies with the measure used and across the component activities of the measures, but there is enough evidence to suggest a significant decline in the level of incrementalism in social service departments. In particular, non-incremental budgeting is strongly associated with the growth of day centre expenditure on the mentally ill and the elderly before 1982–3, and after that with the pursuit of the ‘community care’ strategy within state provided services for the elderly and children. Incrementalism as a general theory of agency budgeting is limited in its ability to explain variations in the degree of incrementalism between agencies, between component budgets and over time. The conclusion suggests that further research should seek explanations for these variations in the varying balance of the competing forces which shape outcomes in welfare bureaucracies and in the relationship between these forces and the organisation's environment.

The study aims to highlight the current learning approaches used by postgraduate students to complete their postgraduate studies on time, as studies have shown many students have failed to finish their studies as planned. In particular, this study focuses on factors and methods that are perceived to be most effective by students to help them complete their studies on time.  Methodology: Thisstudy was based on a qualitative approach involving semi-structured interviews. The study sample consisted of 14 postgraduate students and one lecturers as respondents. The research instrument was based on interview questions to elicit relevant information on their demography and learning practices. Data were collected and organized into four themes and were subsequently analyzed descriptively.     Findings: The findings showed that face-to-face discussions were the most popular practice adopted by the respondents. The findings also showed several factors had significant impacts on student learning, such as interpersonal relationships between students and supervisors, commitment, financial commitment, and moral support, which needs to be taken into account in helping students to complete on time.     Significance: The research findings can inform all the stakeholders, notably students, supervisors, and administrative officers, factors that have profound impacts on postgraduate students’ efforts to graduate on time.

The article analyzes the current regulatory and legal framework for the organization of social services for the elderly and disabled in social service institutions on the territory of the Russian Federation. The article reflects the shortcomings of legal documents regarding the organization of work of such institutions to improve the quality and accessibility of social care for patients receiving social services in social service organizations. The assessment of staffing standards is given.

A pilot telecare system was trialled in Liverpool. It was used to support the provision of care to 21 of the city council's elderly and frail social services clients. A typical installation consisted of about 20 wireless, ambient sensors in the client's home. A home gateway device ran alerting algorithms designed to learn the normal patterns of user behaviour and to identify deviations from this in real-time. When deviations were detected, social service delivery teams were alerted to a possible cause for concern. The pilot service ran for about 30 months and included a period of examination by independent evaluators. The evaluation found that overall the people who used the service – both users and carers – were overwhelmingly pleased with it and viewed it as a great success.

ABSTRACTThis study has systematically examined the use of health and social services among non-institutionalized elderly people according to the Andersen model which groups factors influencing use into predisposing, enabling and need variables. Need for service as evidenced by physical and psychological functioning was the most important predictor of use of physician services and hospitalization. Predisposing factors had the most effect on use of dental services. On the other hand, knowledge of services, an enabling factor, was most relevant to use of social services. Since this factor is manipulable to planned change, several program strategies were suggested for increasing awareness of social services particularly among the impaired elderly.

In order to realize a decent and beneficial life, and fulfill the rights to the basic needs of society in order to achieve social welfare for the elderly of the Badung Regency Government  through  the  social  Service  provides  social  protection  assistance  to  the elderly   in   Badung  regency  which  is   carried  out   in   a   directional,  planned  and sustainable. Distribution of social compensation to the elderly with the issuance of the rule  of  Badung  Regent  Number  38  year  2018  about  social  protection  assistance Elderly. Compensation for elderly people of Badung regency at the launching of the PEAK of the anniversary Mangupura to 9 which fell on November 16, 2018. The issue of problems used in this research is:(1) How to exercise in the provision of social protection for elderly in Badung Regency;(2)what is the inhibitory factor in the provision of elderly social    protection    assistance    in    Badung    regency. This    study    was    conducted using empiricallegal   research. Data and data sources of This    research    is    a    primer that is through field research and secondary material writing experts and the results of scientists are then processed and analyzed descriptively to get a conclusion. Based on the results  of  the  study,  it  can  be  concluded that the  implementation of  the  continued assistance of age aims to provide social assistance for the elderly in the Badung Regency, that the barriers faced by social services in the distribution of social assistance due to not synchronicity the data in the village/Kelurahan with data existing in the social service of Badung Regency. The advice given by the author is expected to have the ation between the logging conducted by the village apparatus/Kelurahan related to the number of elderly who have each region so that the social allowances can be shared evenly and precisely the target so that the aid is delivered appropriately.

Background; Elderly age is the biological systems that undergo changes in the structure and function due to old age. One of service unit that serves the safety of the elderly is UPT of Social Service of Elderly and Early Childhood in Binjai and Medan Regional. Based on the preliminary research of this study was found some old people who experienced changes of the self-care ability with self concept change by 7 men and 28 women. Objectives; This study purpose is to determine the relationship between the level of self-care ability of elderly with changes in self-concept of the elderly in UPT of social Services Elderly Social and Early Children in Binjai and Medan. Material and Method; This study used analytical (explanatory research) with cross sectional approach. The population of this study amounted to 72 people and sample in this study were taken from the population amounted 63 respondents by using purposive sampling techniques. The data used primary data, secondary data, the data tertiary, and the analysis of data was done with univariate and bivariate analysis by using chi-square test. Results;of this study with a statistical test of chi-square that the relationship between the level of self-care ability to change the self-concept of the elderly in UPT. Elderly Care and Early Children in Binjai and Medan p = 0.025 < α = 0.05 is found. Conclusion; of this research is that there is a relationship between the level of self-care ability of elderly with changes in self-concept of the elderly in UPT of Elderly Social Services and Early Childhood area Binjai and Medan. It is suggested to further researchers to do deep research about the treatments themselves with self-concept changes in Social UPT of social service of elderly and Early Childhood in Binjai and Medan regional with another methods.

ABSTRACTIn most economically developed societies at present there is an active debate about the implications of the growing proportion of their populations who are elderly. In most such countries the changing age structure is seen in almost entirely negative terms. This paper argues for a less pessimistic approach. The transition to an older population will be gradual enough to allow time to plan. The importance of the shift in the so-called ‘dependency ratio’ is exaggerated because ‘dependency’ is unsatisfactorily defined. Nor is there clear evidence that as more people live to be older health and social service costs will rise accordingly: people are remaining fit to later ages and there is strong evidence that they can continue to make a positive contribution to the economy as workers and as consumers until relatively late ages. Social services can also be redesigned to maximize the independence of the elderly while minimizing costs. Since the ageing of society is unavoidable we should seek ways to treat the elderly as a resource rather than viewing them as a burden.
