Civic pride and tax compliance in Kenya

Every government aspires to foster voluntary tax compliance; thus, the need to understand what citizens think about paying taxes other than taxes being a legal requirement. This paper analysed data collected through a nationwide survey on tax compliance. An ordered probit regression model was employed to examine the relationship between civic pride and tax compliance in Kenya. The findings indicated that tax compliance pertains to the relationship between individuals and the state. Individuals who are proud to be Kenyan and have faith in both the Kenya Revenue Authority (KRA) and the government depicted higher levels of compliance than those who were not proud and did not have faith in the institutions. Other factors that were found to significantly influence voluntary tax compliance in Kenya included age, gender, satisfaction with democracy, corruption in government and a fair tax system. Therefore, to improve voluntary tax compliance, the government and tax administration should adopt strategies aimed at increasing taxpayers’ confidence in the system. This include improved service delivery to the citizenry especially health and education, fair and equitable distribution of resources, fair treatment to all, eradication of corruption and having a fair tax system.

Purpose The success of self-assessment tax system is voluntary compliance with the tax laws. When tax evasion is seen as unacceptable, taxpayers will tend to evade tax less. Hence, the understanding of taxpayers’ attitude on tax morality towards a tax system has to be enhanced to minimize tax evasion cases. The purposes of this study are to examine the relationship between tax fairness, tax knowledge, enforcement level and social exchange towards taxpayers’ attitude of tax morality under the self-assessment system in Malaysia and also to identify the relationship between taxpayers’ attitude of tax morality and taxpayers’ perceptions on tax evasion. Design/methodology/approach Data were collected from 400 taxpayers through a questionnaire and analysed. Findings From the analysis, it has been found out that tax knowledge is the most important tax system characteristic that affects taxpayers’ attitude of tax morality. In addition, taxpayers’ attitude of tax morality is significant to taxpayers’ perceptions on tax evasion in Malaysia. Originality/value The findings of this study would be useful for the government to further improve the present tax system to increase voluntary tax compliance.

Abstract The paper explores the relationship between the taxpayers’ trust in government and their willingness to pay taxes. When honored, trust promotes feelings of goodwill between individuals, strengthens democracy, and reduces transaction costs in economic exchange. Literature on government regulation finds that if citizens trust the government they are more likely to comply with laws and regulations. In this article, the index of trust in government calculated by the American National Elections Studies (ANES) and the AGI (adjusted gross income) gap produced by the Department of Commerce’s Bureau of Economic Analysis (BEA) are used to test an empirical model if trust in government has a positive impact on tax compliance of the least compliant taxpayers group - nonfarm sole proprietors - controlling for the deterrent effects of tax enforcement. The results indicate that the higher trust in government improves tax compliance. The paper contributes to the existing literature on tax compliance by combining survey and statistical income reporting data to find evidence that perceptions about the trust in the government translate into actual tax payments

People’s perceptions of a fair tax administration system have garnered growing interest as a decisive ingredient that can install compliance behavior among taxpayers. The tax that taxpayers wish to evade is determined by their perceptions of the various robust dimensions of fairness (i.e., general fairness, preferred tax rate structure, exchange with the government, special provisions, and self-interest). Such an important matter, like tax fairness, has been overlooked in the extant literature, especially in the Middle East context, although tax administrations still suffer from low and unsatisfactory rates of compliance. This paper aims to empirically examine the influence of fairness perceptions of the income tax system on compliance behavior of taxpayers in Yemen. The study used a survey questionnaire administered to 400 individual taxpayers in Hadhramout, one of the most prosperous business regions in Yemen. Based on the PLS-SEM analysis tool, the study found that general system fairness, preferred tax rate, exchange with the government, and the extent of self-interest are significantly related to income tax compliance, while special provisions do not affect compliance decisions. The results of the study can alert the tax authority and policymakers to consider the non-pecuniary factors, other than the measures of the coercion. Establishing a fair tax system is probably one of the most successful approaches to boost compliance among taxpayers, thus yielding more tax revenue and diminishing the administrative cost for the tax authority.

<p><em>In the last few decade, the government still faces the problem of low tax revenue. The low level of tax compliance is an issue that is often discussed. In the self-assessment system, the responsibility for fulfilling tax obligations lies in the taxpayer side then the knowledge and comprehension of taxation matter is very substantial. This study aims to identify the relationship between tax knowledge and tax compliance behavior. Furthermore, it also attempts to map the situation of tax knowledge and tax compliance behavior in Indonesian. Through statistical tests with the multiple linear regression method based on a survey involving 260 respondents at a national scale, it is found that knowledge related to tax regulations significantly has influenced tax compliance behavior. Moreover, stepwise regression has identified the two most influential factors, there are knowledge of tax objects and knowledge of tax penalties. In addition, the t-test and MANOVA test prove that the ownership of NPWP, education level, occupation, and income significantly influence the tax knowledge.</em></p>

This research aims to analyze the impact of tax apparatus service, perception of effective tax system, knowledge of tax, and awareness of individual taxpayers on tax compliance, as well as to obtain empirical evidence on research conducted either empirically or simultaneously. The research method used is a causal study. Causal study means that the researchers wanted to examine the relationship between independent variables with dependent variable.The populations of research was all individual taxpayers registered in the tax office (KPP). The sample of population used is an individual taxpayer who enrolled in tax office Tigaraksa especially around in Kelapa Dua subdistrict at period 2012. Sample was used 102 respondence. These results indicate that variable tax apparatus service have effect on individual taxpayer compliance, variable perception of effective tax system didn’t have effect on individual taxpayer compliance, knowledge of tax have effect on individual taxpayer compliance, and awareness of individual taxpayers have effect on individual taxpayer compliance. Variable tax apparatus service, perception of effective tax system, knowledge of tax, and awareness of individual taxpayers have simultaneously on tax compliance.Keywords: tax service, perception of effective tax system, knowledge of tax, awareness of individual tax payers and tax compliance.

The purpose of this research is to provide a description of the perception of tax fairness and tax compliance on taxpayer businessmen and employee in city Salatiga. The samples of this research are businessmen and employees in Salatiga city which is using accidental sampling technique to choose the sample with. The data used in this research is primary data which was obtained directly from the respondents with questionnaire method. The method used in this research is descriptive statistic and t-test with 5% significance level. The results of this research indicate that (1) generally there is no difference in perception between businessmen and employees in dimentions of general fairness, exchange with the government, special provisions, tax-rate structure and self interest (2) employess are more than compliance compared businessmen with witholding tax system.

<p class="Style1"><em>The aims of this research is to make clear the phenomena about the relationship between the degree of tax knowledge, effectiveness of tax administration system and tax compliance. Whereas the objective is to test empirically about this relationship, based on the opinion ofthe individual tax payer ofland and building tax. The method used was verifiable. The source of data was individual tax payer of land and building tax wich formed as population, and the sample were determined by convenience sampling method. Sample data were collected using questionnaire. Data analysis was conducted by correlation and regression analysis. The results showed some empirical evidences that according to individual tax payer opinion: the degree of tax knowledge and the effectiveness of tax administration system, both partially and simultaneously, has (have) positive and significant effect to the tax compliance, Based on those results, it is suggested that the government must have such a mechanism assuring that all the tax rules are known by the tax payer, and that tax administration system must be continuously improved for tax payer convenience.</em></p>

Leaks of highly classified information, popular views of government national security efforts, and changes in the media environment in recent years have resulted in a significant decay in the relationship between the government and the media and public trust in both institutions. To correct this harmful trend, a significant recalibration of the government-media relationship and the establishment of a new compact between them would best serve the public interest. The government should be more transparent about its national security efforts and more self-critical in classification decisions and should explain national security activities it undertakes, defending and justifying classified programs in detail whenever possible. The press must likewise be willing to afford the government fair treatment, including noting government efforts to protect national security, and to appropriately balance civil rights and privacy. It is important that these institutions work together to establish new mores on classification, government transparency, and a more responsible approach to classified disclosures.

The study demonstrated the level of tax culture as the basis for tax compliance. In turn, the formation of a strong tax culture depended on certain factors. Therefore, there were statements that the degree of such a culture depends on the level of tax communication. To show this connection, this paper analyzed the content of text arrays and products of communicative correspondence by keywords income and asset declaration in the Google search system (content analysis). Results of the analysis demonstrated more than 160 news articles and numerous social media posts. Moreover, the study contains the analytics of social media powered by YouScan artificial intelligence platform. This paper also presents the analysis and results of the sociological survey, in which more than a thousand people participated in the two biggest cities in Kazakhstan. The data of the survey were analyzed by the software Statistica 10 – the statistical data analysis system. The survey showed low tax awareness of citizens, almost 72% of respondents did not know about the introduction of the declaration of income and welfare. The results obviously demonstrated that there is a positive correlation between investigated issues, and poor utilization of information and communications technology by the government. In this way, this paper explored the relationship between tax culture and tax communication, where the awareness of citizens could be a huge step in the formation of honest taxpayers and increase confidence in government institutions.

This study aims to prove empirically the effect of the implementation of PP. No. 23 of 2018 on tax compliance moderated by the implementation of financial reporting. PP. No. 23 of 2018 is PP. latest issued by the government which regulates a tax rate of 0.5% for MSMEs with the aim of increasing tax compliance. The sample in this study were SMEs with the category of medium-sized enterprises with a purposive sampling technique. The number of samples obtained was 46 MSME actors. Data processing using Smart PLS with a questionnaire as a method of data collection. The results showed that the implementation of PP. No. 23 of 2018 has a positive influence on tax compliance. Furthermore, the variable of Financial Reporting Implementation cannot moderate the relationship between PP implementation. No. 23 of 2018 and Tax Compliance. The implication of this research is that the government is expected to provide socialization related to PP. No. 23 of 2018 to MSME players so that the level of tax compliance can increase even more. This is because some MSME actors as respondents admit that they do not understand in detail the PP. 23 of 2018. Keywords: Tax Compliance, PP. No. 23 Tahun 2018 terhadap kepatuhan pajak dengan dimoderasi oleh implementasi pelaporan keuangan. PP. No. 23 tahun 2018 merupakan PP. terbaru yang diterbitkan oleh pemerintah yang mengatur tarif pajak sebesar 0,5% bagi UMKM dengan tujuan untuk meningkatkan kepatuhan pajak. Sampel dalam penelitian ini adalah pelaku UMKM dengan kategori usaha menengah dengan teknik purposive sampling. Jumlah sampel yang diperoleh sebanyak 46 pelaku UMKM. Pengolahan data dengan menggunakan Smart PLS dengan kuesioner sebagai metode pengumpulan data. Hasil penelitian menunjukkan bahwa penerapan PP. No. 23 Tahun 2018 memiliki pengaruh yang positif terhadap kepatuhan pajak. Selanjutnya varibel Implementasi Pelaporan Keuangan tidak dapat memoderasi hubungan penerapan PP. No. 23 tahun 2018 dan Kepatuhan Pajak. Implikasi penelitian ini adalah diharapkan pemerintah dapat memberikan sosialisasi terkait PP. No. 23 tahun 2018 kepada para pelaku UMKM agar tingkat kepatuhan pajak dapat lebih meningkat lagi.
