Most government sector in the region face the issue of lack of local training provided for the employees. Research shows the constant development in the workplace and the need to develop employee knowledge and experience through constant training. To provide an easy solution for sectors and institutions to communicate and present their needs when it comes to training programs and courses, this research aims to create a platform through mobile application to bring together government sectors and local teaching institutions to provide required training programs for employees. This is done by investigating on the issues of accessibility of the Training programs in Oman, evaluate the importance and impact of training programs on employee development, introduce a training program application and investigate on the usage benefits on the Training Program Application within government sectors. Since this research introduces a new concept, it asks: What are the issues facing organizations when it comes to training programs? To what extent does the application influence employee development? How complex is the development of a Training Program Application? And, how will government sectors benefit from the Application? Aside from the literature review, interviews were also made with local experts from government sectors to shed light on the effect of lack of training on the current employee situation. Online surveys were distributed to a group of employees from different departments in some local government sectors. Analysis of the responses shows the need and interest of employees on the issue of training, as the majority of employees have an interest in local courses and would use the application to benefit their work experience. The results indicate the Training Program Application affects positively on the government sectors and can provide all the needed training courses with less cost and influence employees.

Farmers' welfare is the central point of agricultural development. Nevertheless, farmers still have many problems. One of the solutions from the government is through farmer empowerment programs. It aims to increase the knowledge, attitudes, and skills of farmers to develop more productive farming. Proper farmers' attitudes and participation in supporting the program are required. Therefore, this research was conducted to analyze the attitude and participation of farmers in the soybean agribusiness training program in the Grobogan Regency. The research used a case study method. The technique of determining respondents used the census method. Respondents to the research were 109 farmers who participated in the soybean agribusiness training program. The data was collected by using a questionnaire, interview, observation, and literature study. Descriptive analysis and the Likert scale were used to analyze the data. Overall, the research results showed that the attitude of farmers to the soybean agribusiness training program is in a "good" category. The attitude of farmers in the soybean agribusiness training program was seen from three indicators, 1) cognitive, 2) affective, and 3) psychomotor. In addition, the participation of farmers in soybean agribusiness training programs has been maximized and is classified in the high category. This condition showed that farmers were active in the implementation of soybean agribusiness training programs. Farmers were not only active in asking questions but actively giving opinions based on their experiences. So that farmers were able to understand and applied the material that the facilitator had given.Kesejahteraan petani merupakan titik sentral pembangunan pertanian. Namun pada kenyataannya petani masih memiliki banyak masalah. Salah satu solusi dari pemerintah adalah melalui program pemberdayaan petani. Hal ini bertujuan untuk meningkatkan pengetahuan, sikap, dan keterampilan para petani sehingga dapat mengembangkan usaha tani yang lebih produktif. Untuk mendukung program tersebut diperlukan sikap dan partisipasi yang tinggi dari petani. Oleh karena itu, penelitian ini dilakukan dengan tujuan untuk menganalisis sikap dan partisipasi petani dalam program pelatihan agribisnis kedelai di Kabupaten Grobogan. Penelitian ini menggunakan metode studi kasus. Teknik penentuan responden menggunakan metode sensus. Responden penelitian ini adalah 109 petani yang mengikuti program pelatihan agribisnis kedelai. Pengumpulan data dilakukan dengan menggunakan kuesioner, wawancara, observasi dan studi kepustakaan. Analisis deskriptif dan skala likert digunakan untuk menganalisis data. Hasil penelitian menunjukkan bahwa sikap petani terhadap program pelatihan agribisnis kedelai berada pada kategori baik. Sikap petani dalam program pelatihan agribisnis kedelai dilihat dari tiga indikator, 1) kognitif, 2) afektif, dan 3) psikomotorik. Selain itu, partisipasi petani dalam program pelatihan agribisnis kedelai sudah maksimal dan tergolong dalam kategori tinggi. Kondisi ini menujukkan bahwa petani aktif dalam pelaksanaan program pelatihan agribisnis kedelai. Keaktifan petani bukan hanya bertanya melainkan aktif memberikan pendapat berdasarkan pengalaman yang dimiliki. Sehingga menjadikan petani mampu memahami dan menerapkan materi yang telah diberikan oleh fasilitator

Education and training is recognized to be important to the success of e-government. Nonetheless, research in e-government education has remained at a nascent phase. This paper advances the state of e-government education research through a case study. It answers the research question “How to develop an e-government training program.” Through the adoption of stakeholder theory as the theoretical foundation, and the analysis of the case data, a two-stage process model is developed. This model not only provides a theoretical explanatory basis for the process of developing e-government training programs, but also a practical guide for practitioners in developing such training programs. In addition, it is hoped that this paper will serve as a basis upon which future research can take reference in order to develop a cumulative tradition of employing theoretically-based approach to advance the state of e-government education research.

Over the last few decades, several administrations in Canada have organized programs for training local elected officials (LEOs). While improving LEOs’ competences is beneficial, this trend is developing amidst a persisting tension between democratic and technocratic approaches to governance. Indeed, training - and the professionalization it entails - disrupts the enduring principle holding that everyone is equally authorized to govern following the democratic election. Despite the significance of these transformations, training activities for LEOs have received limited scholarly attention until now. In this paper, we detail our conceptualization of the professionalization process and the role of training programs within it. We then review the existing Canadian training programs for LEOs. We also examine one case study: the main introductory training program for LEOs in Québec (Canada) since 2011. Accordingly, we advance our understanding of training’s effects on elected officials by emphasizing how they contribute to a long-term process of professionalization.

Theoretical and practical training program for complex cases in implantology, dento-alveolar surgery, OMF and complex oral rehabilitation. With Romania’s accession to the European Union, the opportunity arose to finance through non-reimbursable funds theoretical and practical training programs for teachers of Romanian dental faculties. Faculty of Dentistry, U.M.F. „Grigore T. Popa” Iași won, through POSDRU programs, a series of projects for obtaining European funds that allowed the initiation of training courses in the field of oral rehabilitation (prosthetics, implantology, dental-alveolar surgery, OMF surgery, oral rehabilitation complex). The courses included training and advanced training programs in the latest information and innovative technologies in the areas listed. Also, through these projects, the Faculty of Dentistry was equipped with a series of updated equipment and technologies.

Stress is a reaction to excessive pressure or harassment at work.  It is a physical, mental, or emotional response to events that cause bodily or mental tension.  People in stress conditions may find it is hard to concentrate on any task and cannot be relied on to do their share.  Some employers assume that stressful working conditions turns up the pressure on workers.  A set aside health concerns; it will affect the productivity and profitability in today’s economy.  This paper purposely to identify the level of job stress among government staffs.  This study was carried out using a set of questionnaire and survey method.  The questionnaire was distributed to 150 staffs of Majlis Amanah Rakyat (MARA) Kuching as representative of government sector and was analysed using SPSS version 19.  The study had shown that most of the respondents were moderately stressful.  It is very important that the organisations understands the needs of its employees and provide what is best for the employees.

In the era of economic liberalisation, institutions of higher education in the government sector, particularly universities, are facing tremendous challenges in terms of academic, general, and financial administration, which need effective governance. Recently, some of the universities are trying to adopt e-governance as a platform for such a purpose. However, the design of such a system is very much important, as it has to cater to the needs of various stakeholders in the public system. In this context, the effectiveness measurement of such an e-governance system is really necessary either to improve its performance level by re-aligning its organisational culture or by providing inputs for re-designing the system in order to make it more effective. Hence, the performance of such a system can be known if a human-centric approach with multiple criteria of evaluation is considered in the governance environment. This chapter attempts to determine those criteria by multiple factor analyses carried out for the purpose of considering multiple stakeholders. Analytic hierarchical processes as well as fuzzy analytic hierarchical processes have been then employed to measure the effectiveness of e-governance systems along those criteria, taking an Indian university as a case study.

Purpose – This study’s purpose is to contribute to literature on training evaluation following Kirkpatrick’s four-levels model and estimating each training program’s return on investment (ROI) using evidence from a small firm. Design/methodology/approach – This case study uses data collected at a logistics company based upon training output indicators like training program evaluation data; individual performance evaluation reports; information on attained objectives; service and productivity levels; quality audit reports; and accounting data. Findings – Results show that all the training programs addressed report evaluation procedures at the four different levels (reactions, learning, behavior and results). ROI for each training program was estimated based upon costs and benefits associated to each program. The two training programs presenting above-average returns address work quality and conditions. The program addressing corporate social responsibility issues produced below-average results. Research limitations/implications – Limitations to this study may result from collecting data in a single moment in time and using data from a single organization, excluding generalization and extrapolation of results. Practical implications – This case study should inspire managers in small and medium enterprises (SME) to implement training evaluation practices and ROI estimation. Having the ROI estimation available allows better management of the training budget, as ROI’s presentation is an argument to assign value and progress. Originality/value – The originality of this study regards the way it reports training evaluation practices at the four levels established by Kirkpatrick’s framework (2005) and complements it with ROI estimation regarding five training courses run at a Portuguese SME logistics firm.
