Los residuos generados por la industria extractiva: virtudes y deficiencias del marco regulador

LABURPENA: Erauzketa-industrien hondakinak kudeatu eta meategietako jarduerak eragindako tokiak babestu eta birgaitzeari buruzko Errege Dekretua aldatzeko berriki egin den erreformak agerian jarri du ingurumen-ikuspegiak duen garrantzia erauzketa-jardueren sektorean. Alor horren gainean Europako Erkidegoak dituen aurreikuspenak abiapuntu direla, azterketa bati ekin diogu ikusteko zer indargune eta zer ahulezia dituen, alde batetik industriaren eskakizunak eta beste aldetik ustiapenek eragindako guneak babesteko ekimenak orekatu nahi dituen erregulazio batek. Erauzketa-jarduerek sortu ohi dituzten kalapitak, ingurumenean dituzten ondorioak, istripu larriak izateko arriskua, hondakinak kudeatzeko dauden zailtasunak, horiek guztiek desafio bat planteatzen diote baliabide mineralen eskaerari eta ingurumenaren babesari. RESUMEN: La reciente reforma del Real Decreto sobre gestión de los residuos y rehabilitación del espacio afectado por la minería ha puesto de relieve la importancia de la perspectiva ambiental en el sector de las actividades extractivas. A partir de las previsiones comunitarias sobre esta materia, se lleva a cabo un estudio sobre las fortalezas y debilidades de una regulación que trata de equilibrar las demandas de la industria y las iniciativas para la protección de los espacios afectados por estas explotaciones. La controversia que generan las actividades extractivas, sus consecuencias ambientales, el riesgo de graves accidentes y las dificultades para la gestión de los residuos suponen un desafío para un marco normativo que trata de hacer frente a las demandas de recursos minerales y a la protección ambiental. ABSTRACT: The recent reform of the Royal Decree on waste management and rehabilitation of areas affected by mining has highlighted the importance of the environmental perspective in extractive activities. From the Community provisions on this subject, this study analyzes the strengths and weaknesses of a regulation that tries to balance the demands of the industry and the efforts to protect the areas affected by these activities. The controversy generated by mining activities, the environmental consequences, the risk of serious accidents and the difficulties in the management of waste are a challenge to a regulation that attempts to offer a solution to the demand of mineral resources and environmental protection.

This paper describes the findings of the “Third International Conference on Waste Management in the Chemical and Petrochemical Industries,” held in Salvador, Brazil, October 20-23, 1993. A summary of the 74 technical papers, divided into six major categories, is presented together with comments on the more stringent legislation concerning source control programmes. Case studies of two large chemical complexes that have been developing successful waste minimization programmes are described in detail: CETREL-Environmental Protection Company in Camaçari, Brazil, and BASF AG in Ludwigshafen, Germany.

Municipal authorities increasingly view environmental protection as one of the goals of city management. The pro-environmental orientation of cities can, therefore, foster the creation of new management methods and instruments and promote reorganization of determining material flows in a municipal system. Activities of this kind should result not only in the reduction of generated waste but also in the creation of closed material cycles. Considering the tasks of Polish local governments, municipalities should pay the most attention to municipal waste. Accordingly, the goal of this study was to identify the problem of mixed municipal waste in cities and assess the influence of investments into fixed assets for environmental protection in the scope of waste management on the quantity of mixed municipal waste in cities. This article also identifies activities for circular resource management that need to be realized by Polish municipalities. The analysis was performed using the panel model, dynamic indexes, and critical analysis of city documents. The conducted research revealed positive trends in cities with respect to the amount of waste collected non-selectively that is conducive to circular resource management. The fact that municipal waste quantity is on the increase should encourage urban authorities to promote pro-environmental waste management behaviors among city dwellers.

Currently, the demand for stone construction materials in Lao PDR to serve industrial and traffic works is very large. Currently, the management of mining activities at limestone quarries in Lao PDR is facing many difficulties due to the existence of many types of mines, mining technologies, and equipment. The occupational safety and environmental protection used at the limestone quarries have not been paid due attention. The loss and waste of natural resources are increasing. In particular, labor accidents caused by unsafe drilling and blasting activities often occur at the limestone quarries of construction materials in all provinces of this country. The article analysed the current situation of drilling and blasting activities at the limestone quarries of construction materials of Lao PDR, thereby proposed a method to assess risks and unsafety in drilling and blasting activities at the limestone quarries for mining the construction materials to improve the efficiency of the mining management and safety in Lao PDR.

Prospecting and exploiting natural mineral resources for economic growth and development could be beneficial if done in sustainable ways and manners. However, if the operation is done in such a way that cause harm to the environment and people, this will amount to unsustainable mining activity and anti-sustainable development. Therefore, there is need to ensure that appropriate and adequate plans and programmes are put in place in order to mitigate, minimise and avoid negative environmental impacts. Against the backdrop of these concerns and the need to ensure that the environment is not degraded and destroyed, South Africa, as part of the countries that promotes sustainable prospecting and mining has put in place and currently implementing tools known as environmental management plan and programme to regulate and control all prospecting and mining activities. These tools contain a bundle of remedial actions in the forms of compensation, rehabilitation and restoration of any harm done to the environment during the course of mining activities. They also contain information on mitigation, ingredients for good practice approach on how to conduct sustainable prospecting and mining. This article looks at the intrinsic roles of these tools and accentuates the importance and operations of their use in the decision making processes.

Waste management in Tunisia is currently one of the priorities of environmental protection and is one of the main pillars of sustainable development. Thus, Tunisia has opted for a comprehensive and progressive policy of environmental protection in order to manage with the current state of the object affected by the strong economic growth and the environment rapid urban expansion in recent years. The area of ​​waste management has received attention currently given the quantity produced changes in the multiplicity of forms and aspects of pollution caused by waste, and limited resources used in the field of solid waste management. During this, our research has been devoted to the study of the phenomenon of industrial waste management by recycling in Tunisia. We employ a model based on a time series analysis model for a period of 17 years from 2000 to 2016. Additionally, we estimate the ability to manage industrial waste recycling based on variables related to the business of recycling industrial waste, variables related to the intervention of Tunisia policy in the management of industrial waste recycling and macroeconomic indicators. From the empirical findings, we conclude that the macro-economic indicators have a negative impact on the dependent variable. The variables related to the intervention of Tunisia policy in industrial waste management through recycling have a positive impact and a negative impact depending on the nature of the waste. And finally, the variable relative to the activity of recycling industrial waste TRDI has a positive impact and DIG variable has a negative impact.

The article points out the accompanying environmental consequences resulting from the development of industry, transport and increasing globalization. Subsequently, it emphasizes the necessary education of the population, education for sustainable development and raising environmental awareness. It characterizes the starting points in legislation and strategic documents of environmental policy in the field of environmental education and training in schools in the Slovak Republic. It clarifies the implementation of vocational education of students in primary and secondary schools with a focus on their environmental literacy and competencies. In it, the authors interpret the results of a survey conducted on a sample of 3070 respondents, in which they organized ten life values ​​according to importance. They compare the statements of three groups of respondents - teachers, parents, and students. Subsequently, they analyse them and point out the possible causes of the identified state of the position of the value of environmental protection in vocational education in Slovak schools. In the end, they name important topics and assumptions leading to improved preparation of students for the future.

This article outlines the problem of waste accumulation as well as the associated environmental consequences in Ukraine due to the disparities between waste generation and utilization capacities. The analysis of quantitative parameters of waste generation sources and the territorial structure of Ukraine’s utilization capacities was carried out, and the spatial assessment of waste management system balance within regions was made. The work also identifies stages of territorially balanced management systems formation within the scope of current recycling technologies in the regional dimension. Methodological approaches to researching the balance conditions of waste management systems at the regional level are substantiated, which presupposes a mathematical model of these processes through the development of a system of equations, which depending on the tasks determine either the timing of the outlined phases of solving waste management issues based on available investment resources, or the amount of funds required to ensure proper timing of the innovative disposal facilities commissioning.

Однако необходимо принимать во внимание защите окружающей среды от нежелательного воздействия фармацевтических упаковочных материалов. Поэтому разработка фармацевтической упаковки предполагает экологическую ответственность, устойчивость и определенные применимые правила охраны окружающей среды и переработки отходов. The main function of any pharmaceutical packaging material is to protect the formulation from environmental influences to increase its shelf life and preserve its contents. However, it is necessary to take into account the protection of the environment from the undesirable effects of pharmaceutical packaging materials. Therefore, the development of pharmaceutical packaging involves environmental responsibility, sustainability, and certain applicable regulations for environmental protection and waste management.
