Funtzio publikoaren xede sozial eta politikoan eta horrek herritarren eskubideen eta askatasunen benetako bermearekin duen lotura zuzenean jartzen bada arreta, errazagoa da inklusio-, aniztasun- eta ordezkagarritasun-balioak, edonolako aktoreekin batera egiten den taldeko lana eta talentu gazte berritzailearen txertaketa indartzea. Zuzendari publikoen politizazioak erakundeen gaitasuna, ekintza publikoaren neutraltasuna eta haren legitimitatea oztopatzen ditu. Horregatik da beharrezkoa funtzio publikoa (batez ere, zuzendaritza-maila) antolaketa-premietan, gaitasunen araberako kudeaketan, lanpostuen eta eremu funtzionalen analisian eta etengabeko ebaluazioan antolatzea. Resumen: La crisis de los últimos años, la revolución digital y la creciente existencia de una agenda global en materia de gestión pública no han facilitado la elaboración de un nuevo modelo de Función Pública. El énfasis en la misión social y política de la función pública y en su vinculación directa con la garantía efectiva de los derechos y libertades de la ciudadanía facilitan el reforzamiento de los valores de inclusión, diversidad y representatividad, el trabajo en equipo y en coalición con actores de todo tipo y la incorporación de talento joven innovador. La politización de los directivos públicos lastra la capacidad institucional, la neutralidad de la acción pública y su legitimidad. Por eso es preciso ordenar la función pública sobre la base de las necesidades organizativas, la gestión por competencias, el análisis de puestos y áreas funcionales y la evaluación permanente, especialmente en el nivel directivo. Abstract: The crisis of recent years, the digital revolution and the growing existence of a global agenda for public management have not facilitated the development of a new model of Civil Service. The emphasis on the social and political mission of the public service and in its direct connection with the effective guarantee of citizens’ rights and freedoms facilitates reinforcement of the values of inclusion, diversity and representativeness, teamwork and in coalition with actors of all kinds and the incorporation of innovative young talent. The politicization of public executives reduces institutional capacity, the neutrality of public action and its legitimacy. It is therefore necessary to order the public service based on organizational needs, competence-based management, job analysis and functional areas and permanent assessment, especially at the executive level.

Public Administration as a field of academic inquiry has faced numerous challenges. Public management scholars focus exclusively on the executive level of management in public organizations. Knowledge possessed by lower-level managers, workers, and/or the public is ignored and deemed to be irrelevant or unimportant in the decision-making process within agencies. In general, technical rationality, or what passes for traditional management practice and the new public management, has had some success for executives and managers in public organizations insofar as motivating individuals for instrumental purposes. (*) The success of public management as a social and political movement makes it difficult to overcome. The concentration of the “public management movement” on the executive level of management has supplanted traditional public administration and public service. It is the ideology of public management that is the primary focus of this paper. Alternatives including the New Public Service and the knowledge analytic will be presented briefly as a counterpoint to address the democratic shortcomings of the public management movement, both new and old.*See Guy B. Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. The article deals with the issues related to the evolution of the use of women in the civil service at the turn of the 19th - 20th centuries on the example of the Maritime Ministry on the basis of previously unpublished documents stored in the Russian state archive of the Navy and periodical press materials. The study of gender issues can be of scientific interest on the basis of its documents, as practically not in demand in research related to the women’s issue. As a result of the struggle of the public, there were some concessions on the part of the authorities related to the expansion of women’s access to fill certain positions in a number of areas that experienced a lack of certain qualifications, including public service, in the conditions of intensive bourgeois development. The article analyzes the legal acts regulating the work of women, especially in the public service. it is shown how the changes that took place in the Russian Empire influenced the transformation of the socio-economic situation of women in General, and, also, became a reflection of the social policy of the state. The article reveals the attitude of the heads of departments of the Ministry to the admission of women to the public service, as well as their opinion on the degree of necessity for the service itself in attracting women to it. The article deals with the arguments of men - heads of departments of the Ministry, related to the impact of women’s work on home life, on the family and on itself, which differed largely by philistine assessments, rather than progressive views. In fact, on the part of the authorities, concessions to women were more imaginary and forced than the result of an objective assessment of their equal opportunity to serve in the public system.

The relevance of the study is based on the fact that the BBC One channel is interesting as an example of a public service broadcaster which retains its image and competitiveness on the global media market. The goal of the research is to analyze the BBC One programming with regard to its forms of journalists and cameramens work. The semiotic methodology is chosen for interpreting sign systems, i. e. journalists texts or TV frames, as interconnected phenomena of culture. As a result, important sociocultural and philosophical elements integrated into the BBC One programming and determining its genre profile have been revealed. The social mission of the public broadcasting, combination of regional and metropolitan grounds, the prevalence of serious news genres are among them. Moreover, the programs are open for entertaining content including a foreign-made one. There is also a visual and aesthetic adaptation of pre-TV cultural forms of theater and the tabloid press, etc. Therefore, we can speak of a rather flexible programming policy of the BBC One, which can be a good model to develop strategies for public service broadcasters in other countries.

This paper presents the complexity of the contemporary social economy system – its definitions, points of reference, role played in socio-economic development. Furthermore the paper presents a review of selected approaches to social economy, including definitional approaches, e.g. those specific to Anglo-Saxon and continental traditions. It discusses the context in which it emerged and developed as a phenomenon in the public policy and economic areas. It analyses the dynamics of social economy development in Poland, including institutional environment and selected mechanisms of public management. It stresses that top-down initiatives – including those of the central government and the EU institutions – are a key element in making the social economy dynamic in developing the forms of activity (in view of the weakness of endogenous factors). The central and local governments place social economy at the heart of their strategies in many public policies.

This study investigates how citizens define their role qua citizen and how the public role they assign themselves matters in their assessment of satisfaction with public service performance. We compared survey respondents who identified their citizen role as customer (n=280), partner (n=353) or owner (n=467) to test this relation. Theoretically, the dominance of New Public Management (NPM) scholarship has resulted in the framing of citizens as simply customers, but our empirical study finds that citizens consider themselves more as partners or owners of government. This mismatch in conception was our research hypothesis for further research. We then ran a number of t-tests and carried out a MANOVA analysis, the results of which indicate that there is a significant difference between the customer and partner groups regarding expectations and satisfaction on the quality of their living area but not regarding performance. There is also evidence that shows that the role citizens assign to themselves is related to their public service expectations but that the connection between their view of their role and their assessment of performance is weak.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». This chapter introduces the overall question that is central to this volume: How does management make a meaningful contribution to public service performance? A summary review of our knowledge of the concepts and relationships that feature in this overall question is provided. Describing the gaps in our knowledge, the chapter explains the approach taken by this volume in order to generate fresh insights. Thus, noting that what constitutes performance is dependent on the institutional context, the public values, and different stakeholders that emphasize some rather than other aspects of public service performance, the chapter introduces the institutional perspective. Signaling parallel lines of research with some centering management systems and others managers’ leadership, the chapter explains the multidisciplinary approach which combines the insights from public management, leadership, human resource management, and work and organization psychology to gain a better understanding of what managers do to impact performance. In addition, this multidisciplinary approach provides insight into how public employees’ attitudes and behaviors contribute to job and organization performance. The chapter concludes by presenting the conceptual model underlying the volume and explains the focus of the individual chapters and their contribution to answering the volume’s overall question.
