The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. The education system is forever changing, with the purpose of improving young people’s chances of employment, supplying the market with sufficient quantities of competitive, skilled workers of quality [Zsarnoczky, 2015]. This is especially true for the field of tourism and hospitality, for this industry has become one of the most dynamically growing segments of today’s economy, in quantitative terms [Forgács and Loboda, 2003]. In order to make it an important part of the national economy, the quality of innovative training and ensuring that there will be new generations of professionals is just as important as making use of natural resources and advantages and innovative training gives us opportunity to teach and prepare tourism experts and they are trained for finding new prospects of tourism. The aims of this research paper are to explore the actual effect of innovative training in tourism education and hospitality, to investigate current quality of teaching tourism as a subject in higher education system: colleges, institutions and universities of Uzbekistan and analyze the importance of innovative training in tourism education and developing hospitality prospects in Uzbekistan.

At the present stage, Kazakhstan is in new socio-political, economic and international conditions caused by growing globalization. This determines, on the one hand, a significant impact on the development of the education system of Kazakhstan of world educational trends, on the other hand, the market nature of the national economy determines the inevitability of the impact of education in general, and educational services, in particular, on the country's economy and its development through the capitalization of knowledge. Currently, Kazakhstan's universities are developing in accordance with the trends that have developed in the world and domestic economy, among which globalization stands out. The modern Kazakh higher education is characterized by the desire to integrate into the world educational space. The purpose of this article is to study the international experience in managing the quality of higher education on the example of some European countries and the United States of America. The modern two models of quality management of higher education in the global educational space are characterized and the model of assessing the quality of higher education in Kazakhstan is determined. The article analyzes the Kazakh legislation in the field of state control and assessment of the quality of higher education. The best approaches to assessing the quality of higher education for the Kazakh higher education system have been identified, following the example of the foreign countries under consideration. To write the article such methods of research as analysis of legal acts and documents, case study, deduction and generalization were used.

In recent years, the system of higher education has undergone significant changes affecting the most important spheres of university activities: management of the educational process, its organization, which significantly changes the attitudes, incentives, motives and value system of the academic staff. In a number of cases, as a result of reforming the management system there are created special conditions that affect the quality of educational services. The task of investigating the consequences of the ongoing reforms is being actualized in order to identify the main factors that restrain the growth of quality. To solve this problem there has been made comparative analysis of the quality of higher education in Russia and abroad. Significant reserves of its growth in Russia have been revealed. There had been proposed a classification based on the scope of action: factors that operate within the educational system, but are external to the higher education; factors that are external to the educational system as a whole; factors acting within the system of higher education. The most significant external factor for the educational system is the low innovative potential of the economy, underestimation of the quality of education by business, which determines the aim of the majority of students not to build up human capital, but to obtain a diploma with minimal expenses. The factors intrinsic to the educational system, but external to the higher education system, include the lack of interest and unpreparedness of school teachers for working with gifted students, which is primarily due to the use of the results of the General State Examination and Unified State Examination for evaluating their work . The main negative factor operating within the higher education system is the distortion of teachers' incentives, the increase of their opportunistic behavior caused by the transition to a new management system for higher education organizations.

The article analyzes the transformational shifts in the higher education system of Ukraine and presents proposals for their extension and support. A review of legislative, regulatory and policy documents governing and directing the processes of ensuring the quality of higher education has been carried out. The idea of the depth and effectiveness of reform measures and the processes of improving the quality of higher education is formulated. It was stated that the Ukrainian higher education system has come close to academic traditions and modern practice of organizing the functioning of higher education in the European university system. The steps to enhance and further ensure the quality of higher education in Ukraine are identified. The importance and urgent need for attracting to cooperation and specific participation of the Ministry of Education and Science of Ukraine, line ministries, the Ministry of Social Policy, employment organizations and trade unions of scientific and pedagogical workers of Ukraine in creating and supporting a training system and practical training of future specialists in the workplace, respectively chosen specialty and forecasting current and future long-term needs for training specialists, interest te business to finance higher education. It is emphasized that the quality assurance system of higher education can be achieved only if a motivational system of scientific and pedagogical workers is created to constantly and systematically improve the quality of education. The reasons that lead to insufficient attention to the innovation of the learning processes of students are identified. They include: the issue of continuing education of teachers, improving the standardization of their working time, solving the problem of free publication of the results of scientific research, deepening motivational factors and remuneration of teachers in higher education institutions and others. It is proved that the solution of these problems will create a dynamically updated quality management system of higher education in Ukraine at the level of European quality standards.

Presented is the analyzis of the problem of adaptation of existing educational models to the needs of society under conditions of economic transformation. The aim of the study is to substantiate the possibility of developing and using a flexible learning model in the higher education system, taking into account the needs of society and sectoral differentiation of the economy. As a result the paper analyzes the relationship between the quality of training and the degree of segmentation of the economy, taking into account the level of industry differentiation. It identifies factors that determine the model of Agile education and its final product. The authors have determined the relationship between the degree of industry segmentation and levels within the framework of the Agile-education model, where the quality of the educational product is proposed to be expressed by the category of competence exclusivity. A scheme for organizing training in the framework of the Agile model of education training is proposed, taking into account modern trends in the development of the socio-economic sector. The practical significance of the study lies in the possibility of using a flexible model of higher education in modern conditions of digital transformation and adaptation to the needs of society. Special attention is paid to the specifics of mastering the levels of education and funding sources. Social consequences of the research - the possibility of choosing an individual trajectory of education. Originality - the prospects, challenges and needs of modern society act as prerequisites for the modernization of the higher education model.

The article defines that the education system depends on a balanced educational policy, competence of state decisions and correctly placed accents in determining strategic priorities. Achieving a new quality and development of the domestic educational system is impossible without significant changes in the system, processes, mechanisms of public education management. It is established that the quality of higher education is perceived differently by different subjects of the educational process. For students, it is, above all, the knowledge, skills and practical skills necessary for successful employment and career growth. When it comes to the employer, they associate quality education with the training of professionals who have the necessary competencies and are able to adapt to dynamically changing production conditions. It is emphasized that quality assurance should provide an educational environment in which the content of programs, educational opportunities and tools meet the goal. However, there are a number of problems in ensuring the quality of higher education in Ukraine. The main problems in ensuring the quality of higher education, as well as the quality of training in the Free Economic Zone of Ukraine are revealed. Among them are: systematic underfunding of the higher education system; inconsistency of the level of preparation of entrants to the requirements of higher education institutions; lag of Ukrainian higher education from a number of world and European trends in the development of higher education and improving its quality; the problem of employment of graduates, etc. It is proved that despite a number of regulatory regulations, specially created bodies, there are still problems that somewhat reduce the quality of higher education. The expected quality of education is formed under the influence of a set of conditions and factors that cover the methodological, theoretical and practical aspects of education management. The review of the problems shows that the way to quality higher education lies through its definition of the right standards, sufficient resource base, highly qualified staff, proper structural organization and effective management. One of the conditions for improving the quality of higher education is to strengthen the responsibility of universities for the results of their activities by expanding the democratic principle of their functioning and deepening autonomy.


The article is dedicated to the substantiation of approaches to the improvement of the quality of the educational process in the multi-level higher education system. It has been established that the time has come for the state-public management of the quality of higher education. It has been proved that to keep the high quality of higher education, public authorities need to draw for the accreditation of educational programs independent assessment institutions and to assure the quality of higher education, as well as to ensure the cooperation of national and international higher education institutions. It has been determined that when performing an external assessment of higher education and public professional accreditation independent bodies’ approaches and principles should be much wider than those used for state accreditation

In every nation, it is important that the higher education system fulfils the community expectation for perceived quality. One aspect of improving quality is to adopt a better funding strategy for the facilities that are provided by a university. This chapter focuses on the funding strategy for Egyptian universities. The chapter provides the background to the problem distinguishing between private and public universities thenceforward describes the process, employing the causal diagrams, to prioritise the six most important facility services. The budgeting for these services are individually modelled (using both the qualitative and quantitative system dynamics) and then incorporated into a combined stock and flow model. The models allow a facility service administrator to optimise spending in a particular area and also to rank the spending between the six facilities. The models for private and public universities have the same structure but differ with the data. Results of the analysis are discussed in detail.

In this article, the use of the actualization of the problem of the knowledge management process, which is due to the need to mobilize scientific activity, practical implementation of scientific results and improve the quality of higher education. In the latest conditions of the pandemic crisis, there are significant changes in the organization of the culture of knowledge management and quality improvement in the modern system of higher education. The effectiveness of distance learning and distance organization of higher education comes to the fore. This necessitates the improvement of management models of higher education institutions and changes in the functions of key actors in management models. It is concluded that modern knowledge management in the higher education system cannot be limited to the process of knowledge creation, knowledge exchange and their implementation. Currently, the higher education system faces the need to address the impact of knowledge management culture on the performance of individuals, groups and organizations in order to improve the quality of education. The culture of knowledge management is closely linked to the organizational culture of higher education institutions. Within the system of higher education, one can observe different dynamics of development and the relationship between organizational and information culture. Quality management goals in higher education management are usually met by a number of small additional projects. The philosophy of total quality management is essentially large-scale, inspiring and comprehensive, but its practical implementation is carried out in stages and consistently. Effective and long-lasting changes are based on a large series of small and achievable projects.
