Freshwater, Fish and the Future: Proceedings of the Global Cross-Sectoral Conference

<em>Abstract</em> .—The Murray–Darling basin (MDB) in southeastern Australia, covers 1.1 million km<sup>2</sup>, involves six partner jurisdictions with a myriad of different government agencies, and, hence, provides an excellent example of the complexities of multijurisdictional management across a range of social and political tiers. In the MDB, fish and fisheries compete for water with agriculture, which is the traditional water user and is driven by national economics. Murray–Darling basin rivers are now highly regulated and generally in poor health, with native fish populations estimated to be at only about 10% of their pre-European settlement abundances. All native commercial fisheries are now closed, and the only harvest is by a recreational fishery. The six partner jurisdictions developed a Native Fish Strategy (NFS) to rehabilitate native fish populations to 60% of pre-European settlement levels after 50 years of implementation by addressing priority threats through a coordinated, long-term, whole-of-fish-community (all native fishes) approach. As there are a wide range of stakeholders, broad engagement was needed at a broad range of government and community levels. The NFS funding was discontinued after 10 years, not because of its lack of successes or project governance, but due to jurisdictional political changes and funding cuts that resulted in a failure of the collaborative funding structure. The withdrawal of considerable funding by one jurisdiction led to collective decline in monetary contributions and posed a threat to the multijurisdictional structures for both water and natural resource management (NRM) within the MDB. As a consequence, there was a review and reduction in NRM programs and a subsequent reduction in focus to the core business of water delivery. Reflection on the NFS, however, provides some useful insights as to the successes (many) and failures (funding) of this partnership model. Overall, the strategy and its structure was effective, as exhibited by an audit of outputs, outcomes, and networks; by the evident ongoing advocacy by NRM practitioners and the community; and by the continuation of ideas under other funding opportunities. This has provided a powerful legacy for future management of fishes in the MDB.

The Murray–Darling Basin (MDB) is Australia’s food bowl, contributing 40% of agricultural production and supporting a population of over 4 million people. Historically, the MDB supported a unique native fish community with significant cultural, subsistence, recreational, commercial and ecological values. Approximately one-quarter of the MDB’s native species are endemic. Changes to river flows and habitats have led to a &gt;90% decline in native fish populations over the past 150 years, with almost half the species now of conservation concern. Commercial fisheries have collapsed, and important traditional cultural practices of First Nations People have been weakened. The past 20 years have seen significant advances in the scientific understanding of native fish ecology, the effects of human-related activities and the recovery measures needed. The science is well established, and some robust restoration-enabling policies have been initiated to underpin actions. What is now required is the political vision and commitment to support investment to drive long-term recovery. We present a summary of 30 priority activities urgently needed to restore MDB native fishes.

ABSTRACT Native freshwater fish of Australia have a diverse but largely undescribed endemic pathogen and parasite fauna. However, due to long-shared evolutionary histories and virulence/transmissibility trade-offs, effects of these endemic pathogens and parasites appear to be subtle: significant impacts are rarely observed and epizootics have not been recorded. In contrast, a number of alien pathogens and parasites are now established across southern Australia, causing manifestly harmful effects to native fish species and known or suspected epizootics in native fish populations. Undetected and/or undescribed alien viral pathogens are also suspected of being present. Alien pathogens and parasites were introduced to Australia with imports of live alien fish or their fertilised eggs. A review of the scientific and historical evidence indicates that they have had, and continue to have, greater impacts on native fish species than previously realised—especially for freshwater species. This review also documents a previously unknown, Murray-Darling-Basin-wide epizootic of Murray cod Maccullochella peelii in 1929–30, which may have contributed to strong declines in the related eastern freshwater cod Maccullochella ikei. A serious Chilodonella epizootic of M. peelii in 1982 is also examined. In addition, a possible role for alien viruses of the family Iridoviridae (Ranavirus and Megalocytivirus) in the general decline of the critically endangered silver perch Bidyanus bidyanus, and the rapid collapse of two specific native fish populations—upper Murrumbidgee River B. bidyanus and Shoalhaven River Macquarie perch Macquaria australasica—is suggested. It is argued that the severity of the impact of the virulent alien oomycete Saprolegnia parasitica, both historical and present day, has been underestimated. Finally, action is recommended against emerging new pathogen and parasite threats, and the extreme risk current alien fish importations pose in introducing them. These will further threaten already stressed native fish populations in southern Australia, particularly across the Murray-Darling Basin.

Redfin perch (Perca fluviatilis) introduced to the Southern Hemisphere has contributed to the decline or localised extirpations of native fishes, principally due to predation. It has been widely recorded in the Murray–Darling Basin, south-eastern Australia, since the 1920s but the ecological consequences are largely undetermined. The purpose of this study was to examine the diet of juvenile redfin perch in Lake Alexandrina to assess its potential impacts on native biota in two distinct habitats (channel and lake). We proposed that the broad dietary composition of juvenile redfin perch matches that of its natural range (small decapods and insects). Most juvenile redfin perch with prey items in their guts, however, had consumed native fish. There was variability in the diet of redfin perch between the channel and lake where gudgeons and gobies, respectively, were targeted. Unexpectedly, otolith ageing revealed that the redfin perch were larger and shifted to piscivory at a much younger age compared with populations in its native range. Among other ecological issues, the findings are pertinent to threatened small-bodied fish populations in the Murray–Darling Basin. More broadly, they suggest that a generalist feeding behaviour can lead to the early onset of piscivory in alien fish populations.

Conceptual approaches to the formation of an integrated program for early detection and prevention of civilization diseases based on these technologies are given. A vision of the prospects for the development of this area in domestic and foreign medicine has been formed.

Any economic activity carried out by an organization, can generate a wide range of environmental implications. Particularly important, must be considered the activities that have a significant negative effect on the environment, meaning those which pollute. Being known the harmful effects of pollution on the human health, the paper presents two models of utmost importance, one of the material environment-economy interactions balance and the other of the material flows between environmental factors and socio-economic activities. The study of these models enable specific conditions that must be satisfied for the economic processes friendly coexist to the environment for long term, meaning to have a minimal impact in that the residues resulting from the economic activity of the organization to be as less harmful to the environment.

The persistence of effects of paclobutrazol or uniconazol on stem elongation was determined for several years after large-leaf Rhododendron and Kalmia latifolia were treated with a single-spray application of these triazol growth-regulator chemicals. Potted plants were treated in the second year from propagation, and transplanted into the field in the following spring. The elongation of stems was measured in the year of application and in the following 2 to 4 years. Treatments with a wide range of doses were applied in 1991, 1992, or 1995. For all except the most-dilute applications, stem elongation was retarded in the year following application. At the highest doses, stem growth was inhibited 2 years following application. The results could be explained by a model of growth regulator action that assumed stem elongation was inversely related to amount of growth regulator applied. The dose response coefficient for paclobutrazol was less than that for uniconazol. The dose that inhibited stem elongation one-half as much as a saturating dose was about 0.5 and 0.05 mg/plant, for paclobutrazol and uniconazol, respectively. The dose response coefficient decreased exponentially with time after application, with an exponential time constant of about 2/year. The model predicted a dose of growth regulator that inhibited 0.9 of stem elongation immediately after application would continue to inhibit 0.5 of stem elongation in the following year.

The success of gene and cell therapy in clinic during the past two decades as well as our expanding ability to manipulate these biomaterials are leading to new therapeutic options for a wide range of inherited and acquired diseases. Combining conventional therapies with this emerging field is a promising strategy to treat those previously-thought untreatable diseases. Traditional Chinese medicine (TCM) has evolved for thousands of years in China and still plays an important role in human health. As part of the active ingredients of TCM, proteins and peptides have attracted long-term enthusiasm of researchers. More recently, they have been utilized in gene and cell therapy, resulting in promising novel strategies to treat both cancer and non-cancer diseases. This manuscript presents a critical review on this field, accompanied with perspectives on the challenges and new directions for future research in this emerging frontier.
