The viability of an organization and its effectiveness are directly proportional to its ability to adapt to the external environment, flexibility and focus on continuous improvement. This research discusses theoretical and methodological approaches to building an effective management system in medical organizations. The study’s methodology was based on both classical management theories of Frederick Winslow Taylor, Henri Fayol and Max Weber and on the modern management theories of Peter Drucker and Herbert Simon. The 20-30 years of the XX-th century in the history of Kazakhstan are characterized by the formation of such a form of governance of the republic from the center as the institute of emissaries. This form of management remained unchanged until the end of the Soviet period. The system of administrative management has acquired a new character, consolidating the former imperial positions based on the search for sources of raw materials and sales markets. The history of the formation and activity of the Institute of emissaries as a management system in Kazakhstan was not considered as an object of historical analysis. For the first time in the Kazakh historiography in the context of the 20-30s, the author analyzes the origins of the formation of this institute of management. The article highlights the beginning of a new stage in the Kazakh history, which implies a generalization of the activities of the power system and its nature from the point of view of modern realities.

The features of personnel management development of the State Border Guard Service of Ukraine are considered in the article. It is substantiated that the decisive role in the combat service of the State Border Service of Ukraine belongs to the system of personnel management. It is proved that the development of stable interaction of the elements of the system of personnel management of the State Border Guard Service of Ukraine is ensured due to the coordinated functioning in it of the following types of personnel management of the organization: traditional management of the organization based on the principle of unity; the administrative management of an organization that allows the appropriate management and management methods to be applied to it; self-organization, which is based on the active inclusion of different categories of military personnel in the process of making, making and implementing management decisions related to the organization of state border protection for one or another period of its protection; organizational and structural management aimed at ensuring the interconnection between the structural units within the State Border Guard Service of Ukraine. The application of this approach allows the State Border Guard Service of Ukraine to be considered most comprehensively as a state military organization and the development of an organizational personnel management system in it. The development of the personnel management system in the context of the institutional approach is considered.

ResumenEl propósito de este documento es describir la orientación de la modernización administrativa promovida en las tres últimas administraciones del Gobierno del Estado de Hidalgo. Orientación dirigida a modificar el sistema de gestión administrativa haciéndolo más eficaz, eficiente y así­ reducir las dimensiones de la estructura organizacional del gobierno. Nuestro interés radica en identificar esas orientaciones por medio de la revisión documental de los tres últimos Planes Estatales de Desarrollo y los directorios de la Administración Pública Central. Sin embargo, la hipótesis que proponemos nos muestra que la incorporación de la NGP en el aparato administrativo exhibe una tendencia al incremento antes que a la reducción de la estructura gubernamental.Palabras Clave: Modernización administrativa, Planes Estatales de Desarrollo, Estructura organizacional y Aparato gubernamental. AbstractThe purpose of this document is to describe the orientation of the administrative modernization promoted in the last three administrations of the Government of the State of Hidalgo. Orientation aimed at modifying the administrative management system making it more effective, efficient and thus reduce the dimensions of the actual government's organizational structure. Our interest lies in identifying these guidelines through the documentary review of the last three State Development Plans and the directories of the Central Public Administration. The paper is set out to figure out the framework of the environmental legislation and the environment administration of China by the empirical analysis method. Environmental Legislation Framework of China is composed of various laws enacted by different legal authorities. Constitutions, Acts, Rules and Regulations are basic legal choices for China to carry out environmental legislation at both central and local levels. The Environmental Administrative Management Framework of China is very complex and far from perfect because of the overlap between different governmental branches at the same level. China decides to do something to solve the problem through reformation of the political mechanism.
