Turkistan’s ceramic style development occurred over several centuries and was formed by the Middle Ages. In Kazakh culture the ceramic art was raised up to an original artistic phenomenon. Studies of the production of South Kazakhstan pottery from the archeologic point of view has involved many Kazakh scientists such as: Karl Baipakov, Alexander  Podushkin, Yerbolat Smagulov and many others. Their works are the foundation for further cultural and art historical interpretations of Kazakhstani pottery art, and they have contributed to Kazakhstan’s national art history. This article,  based on the analysis of specific works representative of South Kazakhstan ceramics and on samples of ceramic production found during the archaeological research on Kultobe settlement (Turkistan, Turkistan region), presents the attempt to reconstruct the sacred and symbolic meaning of ceramics that are glazed with a yellow base. In the article, the authors study two main aspects: the relationship between the artistic language and the sign system (ornament and color), which can be called one of the visual reflections of a large number of languages in traditional culture. In particular, the article discusses folk ideas related to color, shape, and ornamentation of ceramic products and their relationship with ceremonial and ritual life. The materials in this work expand scientific knowledge of the genesis and specificity of traditional Kazakh crafts of South Kazakhstan, where pottery has been partially preserved to this day. В статье рассматривается структура калмыцкого народного костюма с выделением знаковой роли головного убора. Впервые рассматривая калмыцкий народный костюм с точки зрения комплекса искусствоведческого, культурологического, эстетического, семиотического подходов к народному искусству, автор вписывает его в контекст соотношения человека и универсума. Автор рассматривает народный костюм как знаковую систему и явление искусства, обусловленные материальнодуховной культурой этноса. Связь духовноэтических основ и художественных традиций калмыцкого народа положена в основу его анализа и интерпретации. Результаты показывают пространственную привязку знака головного убора и в целом всей системы костюма. В сравнении конструктивных деталей традиционного костюма и жилища обнаруживается их идентичность в создании материальной сферы бытия человека, универсальной сегментации пространства. В конструкции головного убора хаджилга специфичным образом реализована символика целого пласта традиционной калмыцкой культуры, основанная на буддийском мировоззрении. Эти результаты значимы для интерпретации традиционного и современного искусства евразийских кочевых народов и народов буддийского ареала в образно-символическом аспекте. The article describes the structure of the Kalmyk folk costume with the release of a headdress as a sign. The author includes the Kalmyk folk costume in the context of the relationship between man and the universe, for the first time considering it from the point of view of a complex of art history, cultural, aesthetic, semiotic approaches to folk art. The article presents the folk costume as a sign system and a phenomenon of art, caused by the material and spiritual culture of the ethnos. The connection of the spiritual and ethical foundations and artistic traditions of the Kalmyk people is the basis of its analysis and interpretation. The results reveal the spatial reference mark headdress and the entire system as a whole suit. In comparison, structural parts of the traditional costume and dwellings found their identity in the creation of the material sphere of human existence, the universal space segmentation. The symbolism of the Buddhist world as a late formation of the traditional culture of the Kalmyks distinctive way implemented in the design of the headdress hadzhilga . These results are significant for the figurative-symbolic and worldview interpretation of the traditional and modern art of the Eurasian nomadic peoples and the peoples of the Buddhist area.

The paper deals with the Roman senatus in the period from 5th to 3rd century BC, from the point of view of its composition, completion and selected competences. As to its composition, in the most arcaic times of the Roman state, the senate was an assembly of the heads of clans (patres gentium), who represented the ideas of patricians. The autor presents gradual transformation of the composition of the senate and switch towards the inclusion of the plebeians. It describes also the process of the cooptation of the members, rules of which incurred fundamental changes from the hereditary principles to the regulation given by statutes. A significant part of the article is devoted to the judicial functions of the Senate and the relationship between the iudicium senatus and the iudicium populi, the transformation of the Senate court from a regional body to the highest, global court of the entire Mediterranean. It’s noted that if the original Roman Senate de iure was the judicial authority only one of the Latin Confederation, later after 338 BC, it becomes the Supreme court of the Latin Union, and by the end of the Republic is transformed into the «Supreme Council of the world».

This article aims to formulate the concept of learning administration made in digital format and centralized in the database of the Ministry of Education and Culture of the Republic of Indonesia. In this study, learning administration starting from the Sillabus, Learning Process Design and Evaluation was inputted into the Ministry of Education and Culture's database for the next process, partner teachers who collaborated in the learning process could use it. This article produces a concept, namely (1) technically, teachers can enter learning administration data online as long as the existence of a fiber optic network is adequate, (2) digitalized and centralized learning administration can be carried out as long as regulations provide room for development and (3) from the point of view of the availability of ICT (Information and Communication Technology) it can be done with web database supporting software. The results of this research are expected to be input for policy makers in implementing the administration of Indonesian language learning in thematic elementary schools in a digitalized and centralized manner in a server room at the Ministry of Education and Culture.

In 2018, the Language Comission of the Ministry of Education and Culture (Kemendikbud) of the Republic of Indonesia has made verification towards all the languages that exists in Indonesia. The verification conducted from 1991 to 2017 resulted in 652 languages to be found. That number still does not include the dialects and their sub-divisions of the 652 languages. Meanwhile, UNESCO recorded 143 languages based on their vitality status. Identity can be interpreted as similarity or unity with others in a certain area or other things (Rummens, 1993: 157-159). "The identity possessed by an individual can be in the form of personal identity and social identity" (Santoso, 2006: 44-45). Using statistical data on language issued by the Indonesian Central Bureau of Statistics as a corpus and literature study by tracing the title of mainstream online media coverage related to the use of code mixing, identity theory, and the concept of intercultural communication, this paper discusses the relationship between the use of code mixing in the Indonesian people's everyday life with the nation‟s identity as a country that is bhineka (mentioned as its official national motto) or diversed. Instead of being not nationalist, the practice of code mixing by the Indonesian people is actually a manifestation of the identity of the Indonesian people as a diverse society. The code mix that occurs in the daily life of the community is proof that Indonesian people can understand each other and communicate well in a very complex diversity.

The article provides an overview of the philosophical-psychological conceptions of the phenomenon of ownership. The formation of ideas about property and attitudes are affected by the socio-economic conditions of social development. One can highlight several key ideas that are characteristic for a certain stage of the development of society. The issue of property in Ancient Greece acquires the character of reasoning about the relationship between private and public interests, morals and property, as well as the role of the legislature in dealing with conflict situations, consideration of natural sources and prerequisites for the formation of the phenomenon of ownership, the relationship between natural and unnatural origins of relationship to the property. The philosophy of the Middle Ages examines the problem of the relation between the divine and the earthly, the place of property in the process of interaction "Man-God". Social utopias were characteristic of the Renaissance. A change in the political and socio-economic structure ofEuropeled to the understanding of social inequality. The tension created by inequality, could be released by viewing society and polity as a determinant of the development of negative personality traits (anger, theft, greed, etc.). Utopian "worlds" were the result of a desire to change the real power in society. However, property is not denied, but only goes into collective and personal use. Russian philosophy considers the phenomenon of property from the point of view of the “individual – God” interaction. Private property contributes to the activity of the individual, developing their knowledge and skills through work. Property is divine, and man disposes of it, not owns. Without its spiritual meaning property becomes a means of violating social stability. The main purpose of ownership is to serve the society. The state plays the role of a controller of personal selfish needs of a man.

This article is written based on the results of two years of research during the implementation of the Grant financing project of the Ministry of Education of the Republic of Kazakhstan No. AR08053217 "Development of a model for the effective functioning of personal subsidiary farms on the example of poultry meat production", 2020-2022. The basis of this article is the study of such form of farming in rural areas as personal subsidiary farms. The importance of private farming is actualized both in matters of a social nature in rural areas, and issues of sustainable development of entire sectors of the economy. The article clarifies the main socio-economic functions of personal subsidiary farms. The basics of motivation and goal-setting are considered in the direction of entrepreneurship. And in this regard, a model is given for increasing the business activity of personal subsidiary farms based on small-scale poultry meat production. The model is described from the point of view of the mechanisms of interaction of participants, and from the point of view of the organization.

Статья посвящена проблеме психологической безопасности образовательного пространства высшей школы, в частности, – исследованию удовлетворенности образовательной средой студентов гуманитарных специальностей. Актуальность темы обусловлена необходимостью проектирования условий, способствующих сохранению психического и психологического здоровья молодежи. Целью нашего исследования являлся анализ психологического описания характеристик в образовательном пространстве высшей школы, значимых с точки зрения психологической безопасности обучающихся. В данном исследовании изучены взаимосвязи характеристик образовательной среды (позитивные переживания интереса, радости, удовлетворенности, и выраженности негативных эмоций страха, гнева и обиды) с уровнем депрессивности студентов. В статье анализируются результаты студентов высших учебных заведений гуманитарного профиля Республики Татарстан (выборка 7383 студента). В ходе исследования методом анкетирования изучались параметры образовательной среды, влияющие на психологическую безопасность личности – эмоциональное отношение к обучению и удовлетворенность образовательной средой. Данное исследование предназначено для педагогов психологов, преподавателей и заинтересованных лиц в развитии психологически безопасного образовательного пространства высшей школы. Материалы исследования могут быть использованы при организации и проведении мероприятий по психологической профилактике и сопровождению процессов адаптации студентов высших и средних учебных заведений. The article is devoted to the problem of psychological safety of the educational space of higher education, in particular, to the study of satisfaction with the educational environment of students of humanitarian specialties. The relevance of the topic is due to the need to design conditions conducive to the preservation of mental and psychological health of young people. The purpose of our study was to analyze the psychological description of characteristics in the educational space of higher education, which are significant from the point of view of the psychological safety of students. This study investigated the relationship between the characteristics of the educational environment (positive experiences of interest, joy, satisfaction, and the severity of negative emotions of fear, anger and resentment) with the level of students' depression. The article analyzes the results of students of higher educational institutions of the humanitarian profile of the Republic of Tatarstan (sample of 7383 students). In the course of the study, the parameters of the educational environment that affect the psychological safety of an individual - emotional attitude to learning and satisfaction with the educational environment - were studied using the questionnaire method. This study is intended for educational psychologists, teachers and those interested in the development of a psychologically safe educational space for higher education. The research materials can be used in the organization and implementation of measures for psychological prevention and support of the adaptation processes of students of higher and secondary educational institutions.

In this article, the author examines the problems of defining public-private partnership (PPP) from the point of view of the international theory and the experience of the Republic of Uzbekistan in this area. The views of foreign theorists, relevant international organizations, and scientists of the Republic of Uzbekistan regarding the term PPP are studied in detail. The author analyzes the relationship of PPP with the civil law contract and administrative law and concludes that the PPP agreement is classified as an unnamed contract in the Civil Code of the Republic of Uzbekistan. In conclusion, the author gives a proposal for improving the legislation of the Republic of Uzbekistan in the field of PPP.

Abstract: The authority in making the Regional Regulation (Perda) is a tangible manifestation of the application of the widely autonomy owned by a certain region. As a country that adheres to the principle of legality in each preparation and formation of legislation, the definition of regional authority in the preparation and establishment of local regulations must refer to the existing statutory provisions, especially those which govern the relationship between the central and the region in the Unitary of the Republic of Indonesia. Study on the existence of the Syari’ah Regional Regulation is a topic of the discussion that characterizes the dynamics of science, especially after the reform in Indonesia. The standpoint of most of the discussions about the existence of the Syari’ah Regional Regulation is quite varied, among others are: (a) from a legal standpoint,  namely Law No. 10 year 2004 about  the establishment of laws and regulations; (b) from a political standpoint; (c) from a social standpoint, and; (d) assessment of the investment point of view. From some of these studies, public policy should be any more emphasis on the benefit aspects of society. It is based on the legal maxim “policy of a top leader to his people always leads to a benefit”.Keywords: Regional regulation, shari’ah, regional autonomy
