The article is devoted to scientific and applied research on the problem of the formation and implementation of a universal, efficient and effective public management system for the development of railway transport in the changing socio-economic and political conditions of Ukraine. The definition of the category “public management of railway transport” and the problems of the railway industry as a whole was clarified. A universal, efficient and effective system of public management for the development of railway transport has been formed, containing all the necessary aspects: entrance to the system, working subsystems, exit, external environment, feedback, as well as the components and elements that are part of them. It has been proven that entrance into the system is the defining management and organizational link of the entire system. The main directions of introduction and development of elements of working subsystems are analyzed. Proposals on operational and strategic directions of improvement of public management of railway industry development in the following areas are presented: improvement of legislative and regulatory framework; full separation of the functions of public administration from the economic functions of railway enterprises; the development and implementation of a new public tariff management system; development of a progressive approach to the organization and management of passenger transportation and the introduction of a public administration system in the international security. It was concluded that the effective operation of the developed system and the successful introduction of areas of improvement of public management for the development of the railway industry will achieve the following results: create conditions for the development of free competition in the industry; increase the competitiveness of the railway industry in Ukrainian and international markets; achieve the desired indicators of railway industry efficiency and innovation growth

The article is devoted to the generalization of theoretical aspects and practical recommendations for improving the asset management system in modern conditions. To build an effective system, the object of management — assets — is studied in detail. The approaches to understanding the essence of assets, namely value, financial and property, are singled out. The ratio of such concepts as “current assets”, “working capital” and “working capital” is studied, their common and different characteristics are determined. The current assets are grouped according to different classification features and their significance in the production process is determined. It is substantiated that the grouping of current assets is primarily of practical importance, allowing to build a clear system of accounting and analysis of the availability and movement of current assets and to form an effective system of their management by individual types. A thorough analysis of the interpretations of the concept of “asset management” available in the scientific literature has been made, and several approaches to its understanding have been identified. The conducted research made it possible to form an author's definition of the current assets management system. It is determined that the current assets management system should be based on an integrated approach, the components of which are objects and subjects of management, purpose, basic principles and functions, methods and tools of influence, formalized quantitative and qualitative criteria for achieving goals, and factors forming the operating environment of the object. The characteristic of each element of the system is given, in particular the subjects and objects of management are concretized, their interaction is considered, the purposes and tasks are outlined. It is determined that the functions of the management system are controlling, stabilizing and analytical, and the principles on which it is based — timeliness, unity, continuity, optimality and rationality. The implementation of the current assets management system involves the implementation of a number of successive measures in the form of certain stages, which are considered in the work. The proposed system of current assets management will predict the choice of management strategy of the entity in the long run and increase the overall efficiency of its operation.

The article deals with the managing process of the formation, development and reproduction of national intellectual resources of public administration (IRPA), which includes their use and reproduction; their structure and their function characteristics are revealed; the author's definition of the concept of "national intellectual resource of public administration" is proposed; the importance of managing national intellectual resources of public administration for modern public-management practice is characterized. It is argued that the peculiarity of national IRPAs lies in their flexibility, in that the process of their formation takes place in a separate national- cultural space, which is influenced by historical, political, educational, information and other factors. It is proved that the management of the national IRPA is a process of purposeful influence on the components of the national IRPA, their interaction in order to secure the state's advantages in the modern world or to achieve its development goals. The factors that determine the need for the formation, development, use and reproduction of national IRPA s are revealed.

The article is devoted to generalization of theoretical bases and practical recommendations on improvement of the system of receivables management in the period of fierce competition and intensive development of debt relations between enterprises. In order to build an effective system, the management object - receivables - has been studied in detail. The approaches to understanding the nature of accounts receivable and the author's definition of it are distinguished. Receivables are grouped according to different classification characteristics, which is primarily of practical importance, allowing to build a clear system for accounting and analysis of the presence and movement of receivables and to form an effective system for their management by individual types. The reasons for the objective necessity of forming receivables as a certain form of working capital existence are identified. A thorough analysis of the concepts in the scientific literature of the concept of "management of accounts receivable". The researches made it possible to create a comprehensive system of receivables management, which is based on the interaction of the target, organizational, structural, management and information subsystems. A characteristic is given to each subsystem and its constituent elements. The subjects and objects of management are specified, their interaction is considered, goals and tasks are outlined. It is determined that the functions of the management system are analysis, planning, regulation and control, the principles on which it is based are continuity, periodicity, consistency, autonomy, prudence and full coverage, and the methods of management are psychological, economic, legal and alternative instruments. The implementation of the receivables management system implies the implementation of a series of sequential measures in the form of certain steps, which are considered in the work, aimed at reducing the risk of arrears or bad receivables. The article covers changes of direction in development of the maritime management complex of Ukraine. The need for a comprehensive study of specific stages of seaports development is due to the fact that maritime ports are an integral part of the transport and industrial infrastructure of the state since they are located on the routes of international transport corridors. The European integration of Ukraine and activation of its transit influence enhancing the quality of services of the maritime management complex. By the adoption of the Law of Ukraine “On the Seaports of Ukraine”, there were significant changes in the public administration of the maritime industry, which remain in force to this day. The methodological basis of the research is formed by a system of general scientific and special legal methods of scientific knowledge (historical, dialectical, analysis and synthesis, scientific abstraction, forecasting). Based on the study of scientific works on the public management theory and the public administration, the author’s definition of the category “public administration” in the maritime industry at the stage of transformation has been formulated. Aspects of management have been analyzed, tasks and functions have been revised in accordance with European standards and best management practices; critical factors for the successful administration of the port sector of Ukraine have been identified. It was pointed out, that nowadays the Ukrainian maritime industry has a unique opportunity to create its own port management model based on the European “port-landlord” management pattern. It was emphasized, that there is a need for a seminal work in the direction of changing national legislation, a significant change in the approach, not only in planning the development of ports, but also a binding development implementation through the application of a direct rule on prosecution for failure to comply with strategic documents on the development of the industry. Fostering the emergence of an approach for determining the direction of public administration development of the maritime industry at the stage of changes involves solving the following issues: withdrawal of land administration from the public sector; optimization of managerial decision making; adoption of the institution for the implementation of plans for the development of ports and the responsibility for the execution of those tasks.

Este trabalho tem como finalidade analisar a trajetória recente da administração pública e compreender as transformações que visam a modernização dos processos de gestão em Moçambique. Está baseado na revisão de literatura sobre os modelos de administração pública e na análise de documentos que expressam as diferentes práticas de gestão implementadas no período de 1975 a 2011. Adotamos uma abordagem qualitativa com enfoque exploratório sobre o caso da administração pública moçambicana e, sustentamos nosso estudo na análise de conteúdo de documentos oficiais que retratam as condições estruturais e institucionais sobre o desenho político da organização do Estado e as opções de gestão realizadas ao longo do tempo. Após fazermos um balanço que percorre a administração pública burocrática, a administração pública na era da democracia e o projeto implementado pela estratégia de reforma administrativa do ano de 2001, os resultados da análise empreendida mostram-nos que, apesar da introdução de um número grande de iniciativas de mudanças no seio da administração pública moçambicana, persistem desafios no contexto da agenda de modernização com destaque para o arcabouço institucional vindo do período de maior centralização administrativa, o grau de indução da descentralização exercido pelos governos central e locais e as fragilidades organizacionais e estruturais da administração pública que limitam e condicionam os processos de reformas que têm sido desenvolvidos. This work aims to analyze the recent trend of public administration and understand the changes that seek to modernize the management process in Mozambique. It is based on literature review on the models of public administration and analysis of documents expressing different management practices implemented in the period 1975-2011. We adopted a qualitative approach with exploratory focus on the case of mozambican public administration and we maintain our study on the content analysis of official documents that depict the structural and institutional conditions on the political design of the State organization and management choices made over time. After doing a retrospective that runs bureaucratic public administration, public administration in the era of democracy and the project implemented by the administrative reform strategy of the year 2001, the results show us that despite the introduction of a large number of change initiatives within the mozambican public management, there are still challenges in the modernization agenda highlighting the institutional framework coming from greater administrative centralization period, the degree of induction of decentralization exercised by central and local governments and structural and organizational weaknesses of public administration that limit the processes of reforms that have been developed.

The relation of such concepts as "current assets", "circulating capital" is investigated, their common and different characteristics are determined. The grouping of current assets by different classification characteristics (sources of formation, composition, level of liquidity, nature of the organization, place in the reproduction process, form of operation, location) is carried out and their value in the production process is determined. It is substantiated that the grouping of current assets is first and foremost of practical importance, allowing to build a clear system of accounting and analysis of the presence and movement of current assets and to form an effective system of their management by individual types. The thorough analysis of the concepts in the scientific literature of the concept of "management of current assets" is carried out, it is distinguished several approaches to its understanding. The researches made it possible to form an author's definition of a system of management current assets. It is determined that current assets of the management system should be based on a comprehensive approach, the components of which are the objects and subjects of management, the purpose, basic principles and functions, methods and instruments of influence, formalized quantitative and qualitative criteria for achievement of purposes, as well as factors, that shape the environment of the object. Despite a large number of studies devoted to the intellectual capital management at industrial enterprises, its structure, evaluation and some issues remain fragmentary. In particular, there is no scientific approach to the interpretation of the content and formation of the intellectual capital structure. The process of transition of management technologies to a new level of SMART enterprises is not fully studied, and the system of rapid assessment of intellectual capital at industrial enterprises and express – management of it in connection with such transition is not considered. The need for further research in this area led us to the choice of the paper topic. The author's definition of the concept of intellectual capital is considered as a set of intellectual potential of people and structural capital, which on the basis of methods of formation, effective management, use and reproduction of intellectual resources (intellectual property and digital industry) is aimed at achieving economic efficiency of the enterprise. The paper considers the most significant approaches to intellectual capital management, highlights the features and advantages of each approach. An effective system of intellectual capital management at industrial enterprises is proposed. For this purpose, we recommend the fundamental requirements for an effective intellectual capital management system of industrial enterprises: the scientific principle, the principles of complexity and consistency, collegiality of decisions made, permanence, innovation principle and informatization. It is the principle of informatization that allows us to monitor the internal and external environment of the enterprise and consider the studied phenomena and factors in dynamics. For the effective implementation of the management system principles, the requirements of efficiency and adaptability, high speed, completeness and reliability are selected, which contribute to the construction of a competitive intellectual capital management system for industrial enterprises.

This article presents main problems typical for the transport management system in Russia. Characteristics of the barriers hampering the infrastructure projects implementation are described; possibilities for overcoming these barriers are indicated. An approach is proposed for effective modernization of transport management systems, including such components as formation of a ‘common language’, use of ‘systems laws’ and system engineering methods. The importance of the first stage including comprehension and formulation of shared values by all participants has been emphasized. The necessity of consistent coordination of the participants’ interests in the transport system development is presented: from the definition of shared values to shared goals and to the general conceptual project guaranteeing achievement of these goals.

The article reveals the specifics of participation of industrial companies of the railway transport of Ukraine in the process of functioning of innovation-oriented industrial logistic clusters. The interpretation of the concept of a cluster and definition of its main components has been studied. The problems and prospects of development of industrial companies of railway transport of Ukraine have been studied. It has been determined that the new model of economic development of industrial companies of the railway industry should be based on interaction of all the participants involved at all stages of the life cycle of creating innovative products by forming innovation-oriented industrial-logistic clusters. It has been noted that innovation engineering centers that initiate and develop innovations and coordinate the entire innovative process of product creation are the core of innovation-oriented industrial logistic clusters.The main problems that hinder the use of the cluster approach in management of regional systems in Ukraine have been revealed and active participation of the state in creation of conditions for development of innovations, cooperation of the state, science and business and creation of the national innovation infrastructure has been justified.
