The article deals with the managing process of the formation, development and reproduction of national intellectual resources of public administration (IRPA), which includes their use and reproduction; their structure and their function characteristics are revealed; the author's definition of the concept of "national intellectual resource of public administration" is proposed; the importance of managing national intellectual resources of public administration for modern public-management practice is characterized. It is argued that the peculiarity of national IRPAs lies in their flexibility, in that the process of their formation takes place in a separate national- cultural space, which is influenced by historical, political, educational, information and other factors. It is proved that the management of the national IRPA is a process of purposeful influence on the components of the national IRPA, their interaction in order to secure the state's advantages in the modern world or to achieve its development goals. The factors that determine the need for the formation, development, use and reproduction of national IRPA s are revealed.

The presence of crisis tendencies in the issues of establishing and changing the boundaries of the territories of territorial communities and settlements has been stated. It was emphasized that the Cabinet of Ministers of Ukraine has adopted 24 orders on the definition of administrative centers and approval of the territories of territorial communities. As a result, 1,469 territorial communities have been established in the country (including 31 territorial communities in the uncontrolled territory within the Donetsk and Luhansk oblasts). Such situations lead to the fact that a significant number of administrative-territorial units do not have established boundaries, which in turn makes it impossible to achieve the development goals of territorial communities and settlements. At the same time, the boundaries of most territories of territorial communities and settlements are not established, and when changing boundaries there are issues that require a better system of legal documents that would regulate scientifically sound establishment (change) of boundaries affecting community regulation of environmental and economically acceptable use lands. A number of changes to the legal documents are proposed, such as: preliminary registration in the SCC of project boundaries of territorial communities and settlements, obligations for certified land surveying engineers to verify the intention to establish (change) boundaries. It is proposed to establish (change) the boundaries taking into account the principles of "public administration", namely: the principle of self-organization of civil society and the principle of feedback.

In 2018, the United Nations Volunteers organization recognized that the governmental support for volunteering is a superior public management practice, offering the much-needed fuel for the integration of volunteering in politics, law-making, and social planning at the government level. The present article analyzes the current situation of governmental support for volunteering at federal, regional, and local levels of public administration in the Russian Federation as a precondition for making coproduction of public services possible. The analysis is based on the scrutiny of documents, a questionnaire survey of Russian volunteers, and an expert poll of public servants and nonprofit organizations (NPO) leaders. The analysis of the state policy of support for volunteering is carried out with respect to the following parameters: the awareness and evaluation of national measures of the governmental support for volunteering, as well as the evaluation of informational, financial, consulting, and organizational measures to support volunteer organizations by regional and municipal civil servants. In a country such as the Russian Federation, where volunteering is a relatively young social phenomenon, public administration needs not only to provide support, but also to administer transformation processes toward sustainable development, relying on the partnership and resources volunteers bring for effectively managing public life.

The article covers changes of direction in development of the maritime management complex of Ukraine. The need for a comprehensive study of specific stages of seaports development is due to the fact that maritime ports are an integral part of the transport and industrial infrastructure of the state since they are located on the routes of international transport corridors. The European integration of Ukraine and activation of its transit influence enhancing the quality of services of the maritime management complex. By the adoption of the Law of Ukraine “On the Seaports of Ukraine”, there were significant changes in the public administration of the maritime industry, which remain in force to this day. The methodological basis of the research is formed by a system of general scientific and special legal methods of scientific knowledge (historical, dialectical, analysis and synthesis, scientific abstraction, forecasting). Based on the study of scientific works on the public management theory and the public administration, the author’s definition of the category “public administration” in the maritime industry at the stage of transformation has been formulated. Aspects of management have been analyzed, tasks and functions have been revised in accordance with European standards and best management practices; critical factors for the successful administration of the port sector of Ukraine have been identified. It was pointed out, that nowadays the Ukrainian maritime industry has a unique opportunity to create its own port management model based on the European “port-landlord” management pattern. It was emphasized, that there is a need for a seminal work in the direction of changing national legislation, a significant change in the approach, not only in planning the development of ports, but also a binding development implementation through the application of a direct rule on prosecution for failure to comply with strategic documents on the development of the industry. Fostering the emergence of an approach for determining the direction of public administration development of the maritime industry at the stage of changes involves solving the following issues: withdrawal of land administration from the public sector; optimization of managerial decision making; adoption of the institution for the implementation of plans for the development of ports and the responsibility for the execution of those tasks.

In the article there considered the issues of theoretical underlying reasons of public administration as an element of management system of society, the issues of combination of self-management and public management, in dependence of forms of participation of the state in economy from head institutions. The purpose of the research is the mapping of the main directions of public management and administration, in order to find ways to improve its efficiency and effec-tiveness. The object of research – the process of public administration in the country of state-owned objects, as well as ways to improve its efficiency. The methods used in the research – logical, comparative, analytical, scientific and methodological. The hypothesis of the research is the ways to improve the efficiency of public administration depend on the qualifications of management personnel and feedback from the local population. The statement of basic materials. The economic conversions which carried out in Uzbekistan have beck directed to dismantling of the institutes resisting to the market, and active formation of the new institutional struc-tures inherent in preferentially market public systems. Gradualness and sequence of the re-formatory steps excluding shock components for economy and population and providing a necessary social insurance of transformational risks are the feature of transformational model of Uzbekistan. The originality and practical significance of the research. The choice of model of public admin-istration in economy is inevitably connected by geopolitical priorities and ideas of the place of the country in the modern world. It means that exert impact on institutes of management and an assessment of management efficiency and political factors which are in turn subdivided on internal political are, first of all, support by the population of the idea of the state independence. Conclusions of the research. Further improvement of public admin-istration assumes improvement of legal base of administrative activity (from a position of in-terests of public servants), necessary guaran-tees and incentives, standardization of their activity as most complex, responsible and skilled work, and maximum informatization of administrative decisions. Such approach as-sumes formation of special legislation on pub-lic service, development of the quality stand-ards of state services, electronic forms of low-cost and transparent forms of interaction with economic entities and citizens.

Introduction. The modern world community is experiencing a period of globalization with its undoubted positives and some negatives. Among the positives is the course of humanization, efforts to comprehensively ensure fundamental human rights, as illustrated by the development at the UN level of "Sustainable Development Goals" (hereinafter CSW). This human-oriented document was supported by most countries of the world, including Ukraine. The tasks of the CSB are quite serious, the mechanism of their implementation is determined by domestic specifics. In Ukrainian society, there are several areas of implementation of the CSW: through the involvement of resources of the state apparatus, through the activities of various political forces, through public activity, and so on. The political, legal and ideological tools of providing the CSB are undoubtedly positive. However, in our opinion, economic factors are crucial for their implementation. Among them, one of the most important and realistic is the public-private partnership, which unites the state, the private sector and civil society to solve the most important strategic humanistic tasks. The development of its new forms and the creation of a system of political, legal and social means of support is becoming especially relevant in modern domestic realities. Goal. The purpose of scientific work is to consider the importance of public-private partnership, analysis of its essence, the prerequisites for development; economic and legal characteristics of PPP, its features and humanistic components; elaboration of a generalizing concept; substantiation of the value of PPP in the mechanism of CSW implementation; characteristics of economic positives of PPP for society and business; finding out the main directions of PPP development and means of their provision. Method (methodology). The methodological basis of this scientific research is a system of general scientific and special scientific methods. In particular, the system method allows you to see the main characteristics of PPP in their relationship; the method of comparison illustrates the unity of the strategic purpose of PPP and CSW and their relationship; the dialectical method is necessary for definition of still possible directions and forms of development of PPP; the method of economic analysis reveals the weak and problematic "places" of PPP in modern domestic economic and socio-political realities. Results. According to the results of the study, the importance of the development of public-private partnership for the establishment of CSW in Ukraine is argued. The definition of the concept of "public-private partnership" in the plane of the ideology of the modern social economy is given. Its basic principles are described. Emphasis is placed on the positive significance of public-private partnership, both for society and for business. The main directions and forms of public-private partnership development in the current domestic economic realities are determined. Additional economic and political-legal means of its provision and support are offered.

The article is devoted to scientific and applied research on the problem of the formation and implementation of a universal, efficient and effective public management system for the development of railway transport in the changing socio-economic and political conditions of Ukraine. The definition of the category “public management of railway transport” and the problems of the railway industry as a whole was clarified. A universal, efficient and effective system of public management for the development of railway transport has been formed, containing all the necessary aspects: entrance to the system, working subsystems, exit, external environment, feedback, as well as the components and elements that are part of them. It has been proven that entrance into the system is the defining management and organizational link of the entire system. The main directions of introduction and development of elements of working subsystems are analyzed. Proposals on operational and strategic directions of improvement of public management of railway industry development in the following areas are presented: improvement of legislative and regulatory framework; full separation of the functions of public administration from the economic functions of railway enterprises; the development and implementation of a new public tariff management system; development of a progressive approach to the organization and management of passenger transportation and the introduction of a public administration system in the international security. It was concluded that the effective operation of the developed system and the successful introduction of areas of improvement of public management for the development of the railway industry will achieve the following results: create conditions for the development of free competition in the industry; increase the competitiveness of the railway industry in Ukrainian and international markets; achieve the desired indicators of railway industry efficiency and innovation growth

The concept of "Service state" and the paradigm of consumption in public administration are gradually laughing at the paradigm of participation. The terms "joint leadership", "joint management" are included not only in theory, but also in practice. The article examines two related categories "joint production" and "joint management", defines the specificity of these concepts. The definition of "joint public administration" is proposed, the development of which in the doctrine of law and administration is necessary, since "joint leadership" has become a new principle of public administration.

The United States places great emphasis on the public administration–politics dichotomy, but what happens to public management when the dichotomy breaks down? The authors critically evaluate the public management frameworks, New Public Management and New Public Governance, in the context of two major public management failures: the U.S. State of Illinois Budget Impasse during 2015–2017 and the COVID-19 Pandemic. A definition of public management failure is proffered, and both public management frameworks are found to have polarized and opposing views on whether process or outcome should have priority in crisis. We question whether the two major seminal theories in our field are still generalizable when their assumptions about the dichotomy and political neutrality are challenged in times of crises. The polarized perspectives were found to contribute to the public management failures. Ultimately, both frameworks were found to minimize the political influences that public administration and public management operate under, leaving a need for a more holistic and realistic framework.

This chapter discusses the first step in the macro-level approach to public administration, which is to acknowledge the fundamental unit of political organization in the modern world: the state. Up until the early 1950s, scholars in public administration routinely talked about the state. However, this way of thinking fell out of fashion decades ago. Today, entire textbooks in public administration are produced without reference to the concept of the state. The field operates without acknowledging that the United States is a state that is also part of a community of states or that a main concern of American policymakers is executing tasks essential to state survival. The state has another critical aspect: it possesses a status or standing referred to as statehood. The chapter then identifies the definition of a state. It is helpful to distinguish the concept of the state from three other concepts: government, nation-states, and statism.

The article is devoted to the definition of the concept, essence and content of the oath of a civil servant, as an integral part of their legal status. The role and significance of the oath of a civil servant in accordance with the current legislation and the strategy of reforming the civil service and service in local selfgovernment bodies are analyzed. It is determined that the oath of a public servant is a special type of state-management relations, the content of which is the solemn oath of a citizen who enters the civil service for the functions of the state, loyalty to the Ukrainian people and the state. However, the legislator does not provide a clear definition of the oath of a public servant as a legal and public-management phenomenon in the mechanism of civil service, which in turn makes it impossible to form a highly-qualified civil service. It is the concept, content, essence of the Oath of a public servant who remains little investigated and theoretically worked out. In addition, the analysis of the current legislation shows that there is no single approach to the oath of a civil servant, as to the fact that a citizen of Ukraine acquires the corresponding legal status and negatively affects the functioning of public administration bodies in general and causes certain conflicts in the legislation. It was concluded that the oath of a public servant is an integral part of his legal and state-management status, from which the citizen of Ukraine acquires all the rights and duties of a civil servant, including the responsibility to be responsible for refusing to make an oath of a civil servant, or for violation of it. A refusal to make an oath by an entity that enters the position of a civil servant makes it impossible for a person to acquire the subjective rights and legal obligations provided for by the status of a civil servant. Concept, content and essential features The oath of a civil servant is regulated by the system of current legislation, as well as ethical norms of public service and traditions of the corresponding state-management practice in Ukraine.
