National road preservation activities in Indonesia are usually carried out using a traditional approach system, namely in-house system and contract system with a design-bid-build (DBB) approach. An alternative contract method to improve the quality of roads is the long segment contract. Its definition is carrying out road preservation activities in one continuous segment with the aim to obtain good road conditions for all segments. This study aims to compare the performance under traditional approaches and long segment contracts. Road performance is expressed in functional performance terminology and uses the International roughness index (IRI) indicator. The research was conducted on the outer urban road of Palembang - Indralaya intersection - Meranjat which is part of the national road section in the Province of South Sumatra, Indonesia. Results showed that the road performance contracted with traditional approaches was better than that of long segment ones. This was not expected and was probably due to the lack of understanding of the parties involved in the long segment contract to the principles of fulfilling road service performance. The contractors are not interested in carrying out routine road maintenance projects because the value of the work is small and there is a lack of experience regarding routine maintenance.

Abstract : Road maintenance activities is one part of the road management and road organizer shall prioritize road maintenance to maintain the level of services in accordance with defined minimum service standards. Assessment of road conditions resulting from the survey activities. Km.77 (Batas Pidie) - Batas Kota Sigli is a national road with a length of 29.34 Km. Rating national road refers Free Road Condition Survey, No. SMD-03 / RC (relationship International Roughness Index, IRI-Surface Distress Index, SDI), which is only capable of supporting votes to traffic lanes. This research is assessed road conditions and a comparative analysis (IRI-SDI indicators and per-percentage area of damage) on the carriageway. The method used in the study, refers to the Minister of Public Works  No. 15 / PRT / M / 2007 and No. 13 / PRT / M / 2013, which is able to support the assessment of traffic lanes, shoulders, and complementary buildings (BPLK) with elements: median, ditches, culverts, retaining walls, island roads and sidewalks. The condition of the road is done through a detailed survey of road conditions with the visual method followed by processing and analyzing data, producing road conditions, type of treatment and allocation of the required budget requirements. The results show the value of the condition is above 60% steady-state condition and needs maintenance budget of Rp. 113,645,850,000.00 for all elements of the road. From the results of a comparative analysis of known value of a deviation of 4.77% for the stability of the road and -Rp.98.825.850.000,00 for road maintenance budget requirements.Abstrak: Kegiatan pemeliharaan jalan merupakan salah satu bagian dari penyelenggaraan jalan dan penyelenggara jalan wajib memperioritaskan pemeliharaan jalan untuk mempertahankan tingkat pelayanan sesuai dengan standar pelayanan minimal yang ditetapkan. Kegiatan penilaian kondisi jalan dihasilkan dari kegiatan survei jalan. Ruas jalan Km.77 (Batas Pidie) - Batas Kota Sigli merupakan ruas jalan nasional dengan panjang 29,34 Km. Penilaian ruas jalan nasional mengacu pada Panduan Survei Kondisi Jalan, No. SMD-03/RC (hubungan International Roughness Index, IRI - Surface Distress Index, SDI), yang hanya mampu mendukung penilaian untuk jalur lalu lintas. Penilitian ini dilakukan untuk menilai kondisi jalan dan analisis perbandingan (Indikator IRI - SDI dan persentase luasan kerusakan) pada jalur lalu lintas. Metode yang digunakan dalam penelitian, mengacu pada Peraturan Menteri Pekerjaan Umum (Permen PU) Nomor : 15/PRT/M/2007 dan Nomor : 13/PRT/M/2013, yang mampu mendukung penilaian jalur lalu lintas, bahu jalan, dan bangunan pelengkap (BPLK) dengan elemen : median, saluran samping, gorong-gorong, tembok penahan tanah, pulau jalan dan trotoar. Penilaian kondisi jalan dilakukan melalui survei kondisi rinci jalan dengan metode visual dilanjutkan dengan pengolahan dan analisis data, yang menghasilkan kondisi jalan, jenis penanganan dan alokasi kebutuhan anggaran yang dibutuhkan. Dari hasil penelitian diketahui nilai kondisi berada diatas 60 % kondisi mantap dan kebutuhan anggaran pemeliharaan Rp. 113.645.850.000,00 untuk seluruh elemen jalan. Dari hasil analisis perbandingan diketahui nilai deviasi sebesar 4,77 % untuk kemantapan jalan dan -Rp. 98.825.850.000,00 untuk kebutuhan anggaran pemeliharaan jalan.

The increase in traffic volume will cause a decrease in service due to decreased road capacity due to an increase in side constraints and due to the increase in traffic volume itself, which will ultimately cause the level of road saturation to increase. The situation occurred in the Umasukaer road section of the Malacca Regency. Therefore it is necessary to address improvements in the quality of the road in order to meet the feasibility of transportation facilities by taking into account the existing technical requirements. The results of planning found that through the 2015 LHR survey data with a prediction of an increase in traffic density of 6% per year, the LHR was obtained with a planned age of 7 years = 2540.7 vehicles/day/department and a 20-year plan life LHR = 5419.1 ked/day / major. The results of a gradual construction planning pavement study can be concluded that the planning model that has been designed is effective in strengthening road construction in accordance with existing technical requirements and efficient in terms of financing. The final results of gradual construction pavement thickness results are: Ashburton thickness (MS 744) = 8 cm, Ashburton (MS 744) = 13 cm, broken stone (CBR 100) = 20 cm, Sirtu (CBR 50) = 10 cm and CBR subgrade 5%. Pertambahan volume lalu lintas akan menyebabkan penurunan layanan diakibatkan menurunnya kapasitas jalan karena adanya peningkatan hambatan samping maupun karena beratambahnya volume lalu lintas itu sendiri yang pada akhirnya akan meyebabkan tingkat kejenuhan jalan meningkat. Keadaan tersebut terjadi ruas jalan Umasukaer Kabupaten Malaka, oleh karena itu perlu adanya penanganan perbaikan kualitas jalan agar memenuhi segi kelayakan sarana transportasi dengan memperhatikan syarat-syarat teknik yang ada. Hasil perencanaan didapatkan bahwa melalui data survey LHR tahun 2015 dengan prediksi peningkatan kepadatan lalu lintas sebesar 6% pertahun maka didapatkan LHR dengan umur rencana 7 tahun = 2540,7 kend/hr/jurusan dan LHR umur rencana 20 tahun = 5419,1 ked/hr/jurusan. Hasil studi perencanaan perkerasan konstruksi bertahap dapat diambil kesimpulan bahwa model perencaaan yang telah dirancang efektif dalam memperkerasa konstruksi jalan sesuai dengan syarat teknis yang ada serta efisien dalam hal pembiayaan. Hasil akhir tebal perkerasan konstruksi bertahap diperoleh hasil: Ketebalan Asbuton (MS 744) = 8 cm, Asbuton (MS 744) = 13 cm, batu pecah (CBR 100) = 20 cm, Sirtu (CBR 50) = 10 cm dan CBR tanah dasar 5%.

The control of roads traffic, of noise, of all other problems which occur on national road sections are much more manageable through Geographic Information Systems. The possibility of changing parameters in real time from a database, allows rapid information on problems encountered and efficient solutions at a more sustained rate.This paper presents a proposed solution to improve the Geographic Information System by adding noise data, by carrying out a case study on the road section Sag - Voiteg that connects Timisoara (Romania) and Belgrade (Serbia). The existing GIS system was established in 2012 according to the legislation in force at the time. As Year 2017 will mark the next stage of issuing the noise maps according to the rules set by CNOSSOS-EU, the measurements done for this study will follow these new methods. CNOSSOS-EU accurately describes the objectives and methodology requirements, establishes clear criteria for road traffic and sound propagation.The advantage of uniformity standards and methods of control in all EU Member States allows comparative studies on pollution, the number of people affected, etc.

Most of the transport and operational indicators that directly affect the road roughness depend on the roughness of coverage. Therefore, the control and timely monitoring of the road roughness is an extremely important issue that needs the attention of road maintenance services. At monitoring of the road roughness it is most expedient to use a technique of leveling of a covering. The method of leveling the coating provides more detailed information about the coating and allows you to determine the smallest deformations on the road coating, which may be at the first stage of their development, especially at that stage of their development, and show roughness and various parameters. One of the main tasks of measurements in the process of performing geodetic works is not only to obtain the measurement result, but also to assess its reliability. The required quality of instrumental measurement can not be achieved without adhering to the principles of unity and the required accuracy of measurements, so much attention should be paid to the metrological support of geodetic works. The purpose of this article is to analyze the metrological support of geodetic works in determining the pavement roughness and substantiation of the required accuracy of measuring the non-rigid pavement roughness. On the basis of dependences for determining the coefficient of dynamic load on pavement and the correlation between the pavement roughness and the coefficient of dynamic load and on the basis of experimental data, the necessary accuracy of measuring the non-rigid pavement roughness is substantiated. Based on the analysis, it was found that the accuracy of determining the height of the irregularities should not exceed 0.5 mm, for which it is necessary to use optical or electron-optical levels.

<p align="center"><strong><em>Abstract</em></strong></p><p>Highway is a land transportation infrastructure that forms a transportation network to connect an area to other regions, so that the wheels of the economy and development can rotate well. This research was based on the road age of the third year of the road Krueng Geukueh - Beureughang, so the researchers wanted to know what factors were the causes of performance degradation on the road and the relationship between the decline in road performance on the material used. In this study includes 3 stages, namely, Core drill, Marshall Test testing and testing of Test Extracts that have been achieved using 8 (Eight) samples. So it can be concluded that there has been a decrease in asphalt levels on the road resulting in damage and decreased performance on the road. Coupled with increased charges within 3 (three) years, therefore repairs to the road are needed. From this research, it is expected to be able to provide input to improve the quality of the material and the layer of road surface pavement.</p><p> </p><strong><em>Keywords :   Decreasing Road Performance, Core Drill,  Marshall Test, Test Extract,  Asphalt Level.</em></strong>

Road an important component for a region, as well as for Magetan Regency, its position is located at the end of East Java, making the road infrastructure very useful. For this reason, it is necessary to assess the condition of the pavement and the outer side of the pavement and get results. The assessment model of the national road component condition in Magetan district was developed by adopting a condition index system according to the weight and hierarchy of each road component. The weighting of road components using the Analytical Hierarchy Process (AHP) method through questionnaires resulted in the weight of pavement components 0,80 and for the components outside the pavement of 0.20 with the road shoulder sub component having a weight of 0.37; drainage channel / edge 0.33; edge slopes 0.15; sidewalks of 0.09 and 0.06 and pavement values using the PCI method, where the results of road performance when observed from pavement or out of pavement spawn periodic maintenance.

Road intensity is an important performance parameter and evaluation index of concrete road quality. During the construction of road infrastructure, the implementation of road intensity testing has become very necessary. So as to meet the needs of remote testing, wireless communication was adopted based on CC2430. LabVIEW was used as the system’s development platform of upper computer. Through the signal collected by the pressure sensor combined with signal conditioning circuits, functions of various parts were designed to analyze the relevant parameters of the road intensity. The related data of concrete road was measured and sent to upper computer through wireless communication module, at the same time, the statistics data was analyzed with regression analysis by virtual instrument software. The functional relations between compressive strength and tensile strength of the road was found and thus it provided an important basis for the quality of road management and road maintenance.

In recent years, the construction of roads and bridges in China has been made remarkable achievements; the construction quality and road performance have been greatly improved. But the soft foundation settlement processing still prevents the quality of driving from improving. The improper handling of soft foundation settlement would result in vehicle bump at bridge head, and cause damage to the road surface of the bridge and telescopic device. On the principle of effective stress of the soil, a method is used to accelerate the foundation settlement in the negative pressure zone, and it has effectively reduced the differential settlement of bridge-head which improves the stability of roadbed.

The main factor in the decreasing in the quality of asphalt concrete with time is thehardening of the bituminous binder, which occurs under the influence of high environmentaltemperatures, moisture and oxygen. Considering this, one of the ways to extend the service life ofasphalt pavements isto implement procedures to prevent deterioration of the properties of bituminousbinders, which occurs due to its hardening. To solve the problem of hardening, the use of variousrejuvenators becomes widespread in road maintenance around the world. The aim of the researchwork is to analyze the effect of the domestic rejuvenator Lux «ЕD-L» on the properties of roadbitumen and asphalt concrete made with this binder. The effect of the rejuvenator on the propertiesof bitumen is evaluated in three ways: finding the influence of Lux «ЕD-L» on the properties of theoriginal bitumen; finding the ability to restore the properties of RTFOT-hardened bitumen by addingan additive to the hardened binder; finding the effect on the intensity of hardening by hardening ofbitumen, which includes the Lux «ЕD-L» additive in its composition. In addition, according to thisscheme, it is evaluating the effect of the rejuvenator on asphalt concrete mixtures, which areconditioned according to the method of AASHTO R 30-02. Based on the obtained experimental data,it is found that the modification of the RTFOT-hardened bitumen with Lux «ЕD-L» additive improvesbinder’s properties, which results in the returning of the values of standard quality indicators(penetration, softening point and breaking point temperatures) to the initial level of values quality ofbitumen before hardening. Lux «ЕD-L» additive significantly improves the adhesion properties ofbitumen (both original and aged). Evaluation of the impact of the rejuvenator on the properties ofasphalt mixtures after conditioning confirmed its effectiveness. The properties of asphalt concrete made from mixtures after conditioning, which were treated with the Lux «ЕD-L» additive, accordingto obtained quality indicators is equal to the asphalt concrete with the original bitumen. A field testof the effect of the Lux «ЕD-L» additive on the properties of the asphalt pavement is in process. Theresults of field test will be obtained after 3 and 9 months of operation of the treated road section.

The Road Traffic and Transportation Forum (FLLAJ) is a prerequisite for the Regional Road Grant Program to increase community involvement and transparency of the quality of road maintenance work, through cooperation and participation of all stakeholders. FLLAJ's duties include receiving input or complaints from the public regarding roads, traffic and road transport. The purpose of writing this paper is to determine the number of community complaints that have been submitted through the FLLAJ website and whether the problems with these complaints can be resolved. The problem limitation in this study is the Provincial FLLAJ, namely the Bangka Belitung Islands Province, West Nusa Tenggara Province, and East Java Provinces. Complaints that are entered through the respective FLLAJ's website, not through other social media which cannot be accessed by the public freely. The method used in this analysis is descriptive method. The result of this analysis is that the most complaints came from West Nusa Tenggara Province with a total of 81 complaints. As stated on the website, no one has uploaded any follow-up on these complaints, so for the second problem, it cannot be analyzed whether the problem has been can be resolved or not, because there is no detailed information regarding the resolution of the complaint. In conclusion, the FLLAJ plays a role in the Regional Road Grant Program, with many complaints being made on the FLLAJ websites of each province.
