The Tancítaro peak is located in the State of Michoacán in Mexico. The current situation of unsustainable consumption of water resources can lead the region to a critical situation if adequate measures are not taken. An improvement in water management involving paying for the use of these resources could improve the situation. This work aims to propose a model allowing obtaining an equilibrium price of the use of water in the Tancítaro area. For this, experts will be consulted among the users of the water and experts among those who currently the right to use it, that is, inhabitant of the reserve area. The use of the Fuzzy logic will allow them to express their willingness to pay and collect data, not in a dichotomous way, but by grading their opinions. The use of Ordered Weighted Average (OWA) will allow the aggregation of these opinions bearing in mind different degrees of optimism or pessimism. The results obtained show an equilibrium price of $ 0.49 m-3 . It should be noted that these are preliminary results and the main objective of the work is the presentation of a methodological proposal.

This writing analyses access to water not merely as a right but as human  rights. Since the right to water constitues human rights, then constitutionally, the state, mainly the government, is obliged to respect, fulfil and protect that right. In order that the government can perform its obligation to fulfil the right of citizens   to water, the sate should put control of water under the power of the state. Thus, there are two perspectives in fulfilling the rights of citizens to water, human rights perspective and the perspective of state control. From the perspective of human rights, the 1945 Constitution has stipulated the obligation of the state in fulfilling the human rights of citizens including the right to water as stated in Article 28I paragrahp (4). From the perspective of state control over water resources, the 1945 Constitution has also determined constitutional standard as stipulated in Article 33. This concept of state control based on Article 33 has been interpreted by the Constitutional Court in its decisions. Specifically, in the decision concerning the law on water resources, the Court returned control over water to the state. The Court  set some limitations on how to utilize water resources. Private corporations are still allowed to participate in water management with strict conditions. The enhancement of this control by the state over water is intended to guarantee the fulfilment of the right of citizens to water. As an idea, monopoly of the state over water resources might be also be considered just like monopoly of state over electricity.

The Burana Land-Reclamation Board is an interregional water board operating in three regions and five provinces. The Burana Land-Reclamation Board operates over a land area of about 250,000 hectares between the Rivers Secchia, Panaro and Samoggia, which forms the drainage basin of the River Panaroand part of the Burana-Po di Volano, from the Tuscan-Emilian Apennines to the River Po. Its main tasks are the conservation and safeguarding of the territory, with particular attention to water resources and how they are used, ensuring rainwater drainage from urban centres, avoiding flooding but ensuringwater supply for crop irrigation in the summer to combat drought. Since the last century the Burana Land-Reclamation Board has been using innovative techniques in the planning of water management schemes designed to achieve the above aims, improving the management of water resources while keeping a constant eye on protection of the environment.

In contrast to the hydrological and hydrochemical zoning, hydrographic and water management zoning of Ukraine (2016) was created on a basin basis, taking into account the boundaries of river basins, and not physiographic zoning. The main function of hydrographic and water management zoning is water management. Primary is hydrographic zoning, and water management - based on it. The description of modern hydrographic zoning of the territory of Ukraine, approved in 2016 by the Verkhovna Rada of Ukraine and included in the Water Code of Ukraine is given. Hydrographic zoning is carried out for the development and implementation of river basin management plans. On the territory of Ukraine nine areas of river basins are allocated: Dnipro; Dnister; Danube; Southern Bug; Don; Vistula; rivers of the Crimea; rivers of the Black Sea coast; rivers of the Azov Sea coast 13 sub-basins are allocated in four river basins district. The water management zoning is described - the division of hydrographic units into water management areas, which is carried out for the development of water management balances. In the regions of the river basins in the territory of Ukraine allocated 132 water management areas, 59 of which are located in the Dnipro basin. About 9,000 bodies of surface water allocated for monitoring in Ukraine. Approved zoning is the implementation of the provisions of the EU Water Framework Directive 2000/60 / EC in the management of water resources in Ukraine. Modern hydrographic and water management zoning of the territory of Ukraine approximates the management of water resources of the state to European requirements.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

В статье представлены модели описания сценариев функционирования автоматизированных систем (АС). Вводится и анализируется категория "жизненный цикл сценариев АС". Наиболее важными этапами жизненного цикла сценария являются следующие: этап формирования событийного набора для формирования сценария, этап выполнения последовательности сценарных событий и этап ситуационного анализа внешней и внутренней среды события. В статье предложена математическая модель функционирования АС, которая используется для поддержки этапа выполнения последовательности сценарных событий и основана на принципе информационной логистики: каждый параметр (набор данных) находится в нужном месте в АС, "точно в срок" и в нужном формате. Для поддержки ситуационного анализа предлагается модифицированная фреймовая модель. Ситуационный анализ используется для разработки алгоритмов событий и определения следующего события в сценарии. Модифицированная фреймовая модель основана на использовании нечетких логических процедур в фреймовой сети. The paper presents models for describing the operating scenarios of automated systems. The authors introduce and analyze the category “the life cycle of automated system scenarios”. The life cycle consists of a sequence of stages. The leading success factor of any scenario is the support of the scenario during all stages of its life cycle. The most important stages of the scenario life cycle are the following: the stage of forming the event set for generating the scenario, the stage of performing the sequence of scenario events and the stage of situational analysis of the external and internal environment of the event. In the article it is proposed to use a theoretical set model in order to select an element from a set of alternatives. The elements are events for designing a scenario. The model uses fuzzy logic and is based on the process of controlling an array of parameters if variants are available. The model is used to support the stage of forming a set of events for generating the scenario. The mathematical model of automated system operation which is used to support the stage of performing the sequence of scenario events is suggested in the article. The model is based on the principle of information logistics: each parameter (a set of data) is in the right place in the automated system, ‘just-in-time’ and in the required format. A modified frame model is proposed to support situational analysis. The situational analysis is used to operate the event algorithms and to determine the next event in the scenario. The modified frame model is based on the use of fuzzy logic procedures in a frame network.

In many parts of the world, management of water resources and infrastructures is fragmented between agencies at multiple levels – state, provincial, and local – and sometimes between functions within individual agencies. Consequently it is often impossible to take a holistic view of the issues at hand to enable effective management of the resource or infrastructure – either because of the overhead of managing the coordination required, and/or because of politics between the different stakeholders. In their work for IBM, the authors created a concept of an information technology (IT)-enabled “collaboration platform” that integrates different water data sources with IT tools to enable multiple entities to maintain and share a “common operating picture.” This greatly assists with coordination and reduces politics to manageable levels. In this paper, the authors describe the collaboration platform and its benefits by reference to examples of such platforms in use, and propose a reference technical architecture for creating collaboration platforms.

The science and engineering of water resources in developed countries has undergone profound changes in less than a professional lifetime. This has radically influenced education and research and essentially revolutionized water resource planning. Fundamental uses of water to fulfill society's needs continue. These include domestic and industrial supplies, waterways for transport, fire protection, waste carriage, recreation, irrigation, and in general, an adequate quantity and quality of water in the right place at the right time to fulfill human and aquatic needs. The complexities of water resources no longer may be measured largely in terms of science and engineering challenges alone, but must include economics sensitive to the political and social sciences. What has evolved is what is now best described as water management. This paper reviews the evolvement of water resources management in developed counties in terms of historical background, and national policies and institutions, particularly as this evolvement impacts scientific research and engineering application.

Taking the crankshaft-rolling bearing system in a certain type of compressor as the research objective, dynamic analysis software is used to conduct detailed dynamic analysis and optimal design under the rated power of the compressor. Using Hertz mathematical formula and the analysis method of the superstatic orientation problem, the relationship expression between the bearing force and deformation of the rolling bearing is solved, and the dynamic analysis model of the elastic crankshaft-rolling bearing system is constructed in the simulation software ADAMS. The weighted average amplitude of the center of the neck between the main bearings is used as the target, and the center line of the compressor cylinder is selected as the design variable. Finally, an example analysis shows that by introducing the fuzzy logic neural network algorithm into the compressor crankshaft-rolling bearing system design, the optimal solution between the design variables and the objective function can be obtained, which is of great significance to the subsequent compressor dynamic design.
