The Intelligent Transportation Systems (ITS) are the subject of a world economic competition. They are the application of new information and communication technologies in the transport sector, to make the infrastructures more efficient, more reliable and more ecological. License Plates Recognition (LPR) is the key module of these systems, in which the License Plate Localization (LPL) is the most important stage, because it determines the speed and robustness of this module. Thus, during this step the algorithm must process the image and overcome several constraints as climatic and lighting conditions, sensors and angles variety, LPs’ no-standardization, and the real time processing. This paper presents a classification and comparison of License Plates Localization (LPL) algorithms and describes the advantages, disadvantages and improvements made by each of them.

In medium-sized cities in developing countries, transit services without dedicated lanes have issues related to route compliance, schedules, speed control, and safety. An efficient way for dealing with this issue is the use of Information and Communication Technologies (ICT), to implement a Fleet Management and Control Systems (FMCS). Such implementation can be performed using Intelligent Transportation Systems (ITSs), which allow integration of services and adequate standardization. This article features: (a) a literature review, related to FMCS based on ITS and enabling technologies, (b) design of the ITS architecture of an FMCS, and (c) some advances in the development of the proposed FMCS in a Colombian city (Popayán). The results of the literature review allowed identifying the most important requirements of FMCS in order to design the ITS architecture and build a prototype featuring the suggested technologies. Finally, some experiments were performed to evaluate the operation of the developed prototype. The results showed evidence of adequate operation in sending and receiving messages from and to four prototypes developed for the vehicles, also complying with the established requirements of location, tracking, exchanged data, and security. This allows continuing the development of the proposed FMCS, with some adjustments.

In today’s globalized world, highway is the means to join countries, cities, towns etc. In recent years all the old technologies changed into new technology. All the things are changed but highways are not changed. The "Smart Highway with glowing lines" is the concept to make highway roads smarter, safer, and more energy efficient for generating energy using solar energy. In the part of Smart Highways with Glowing Lines the road glow in the dark lines is installed, called Glowing Lines. These lines collect energy during the day and give light in the evening. Here the landscape becomes an experience of light and information. As a result, this increases visibility and safety. Smart highways and smart roads are terms for a number of different proposals to incorporate technologies into roads like Smart Road with Glowing Lines, for lighting road at Night Time. This innovative concept creates an entirely new mobility experience for drivers, cyclists and pedestrians. Ideas from this testing ground are increasingly becoming part of our everyday landscape. Intelligent transportation systems usually refer to the use of information and communication technologies in the fields of road transport, including infrastructure, vehicles, users, traffic management and mobility management as well as interfaces with other modes of transport. This clearly shows that mobility can be smarter, more interactive and more sustainable without having to widen roads or lay more rail connections. It is simply a case of putting demand first.

Transportation or transport sector is a legal source to take or carry things from one place to another. With the passage of time, transportation faces many issues like high accidents rate, traffic congestion, traffic & carbon emissions air pollution, etc. In some cases, transportation sector faced alleviating the brutality of crash related injuries in accident. Due to such complexity, researchers integrate virtual technologies with transportation which known as Intelligent Transport System. Intelligent Transport Systems (ITS) provide transport solutions by utilizing state-of-the-art information and telecommunications technologies. It is an integrated system of people, roads and vehicles, designed to significantly contribute to improve road safety, efficiency and comfort, as well as environmental conservation through realization of smoother traffic by relieving traffic congestion. This paper aims to elucidate various aspects of ITS - it's need, the various user applications, technologies utilized and concludes by emphasizing the case study of IBM ITS.

Este artículo es producto de una investigación que tiene como finalidad establecer la relación que tienen las TIC con el rendimiento académico de los estudiantes del Colegio Técnico Industrial “La Alborada” de la ciudad de Milagro, provincia del Guayas, Ecuador. Este estudio se enmarca dentro de las investigaciones descriptivas, correlacionales, ya que por medio del análisis, observación, comparación y descripción de las variables, se establece el escaso uso de las herramientas tecnológicas en el proceso educativo. Los datos estadísticos se obtienen de los resultados por la aplicación de instrumentos a los estudiantes y docentes de la institución. Se utilizaron los métodos deductivos, inductivos y teóricos para el desarrollo del proceso. La propuesta requiere un fortalecimiento en el uso de las nuevas tecnologías de la Información y Comunicación, siendo importante que los docentes conozcan el uso adecuado de las mismas y las integren en sus horas de clases, porque mejorará el rendimiento académico de los estudiantes por su nueva forma de explicar las clases que serán más interactivas y divertidas. Es necesario realizar un Plan de capacitación en el uso de las herramientas e- learning que garantice una educación de calidad.   Palabras claves: TIC, rendimiento académico, proceso educativo.   ABSTRACT   This article is the result of a research that aims to establish the relationship of ICTs to academic performance of students in the Industrial Technical College “La Alborada” in Milagro, Guayas, Ecuador. This study is part of a descriptive, correlational research, since through analysis, observation, comparison and description of the variables, the limited use of technological tool sin the educational process is established. The statistics are obtained from the resultsof the application of tools for students and teachers of the institution. Deductive, inductive and theoretical process development methods were used. The proposal requires as treng then ing in the use of new information and communication technologies and it is important that teachers become aware of their proper use and incorporate them in their classes, because these will improve the academic performance of students in classes that are more interactive and fun. In recent years, the Middle East’s information and communications landscape has changed dramatically. Increasingly, states, businesses, and citizens are capitalizing on the opportunities offered by new information technologies, the fast pace of digital transformations, and enhanced connectivity. These changes are far from turning Middle Eastern nations into network societies, but their impact is significant. The growing adoption of a wide variety of information technologies and new media platforms in everyday life has given rise to complex dynamics that beg for a better understanding. Digital Middle East sheds a critical light on continuing changes that are closely intertwined with the adoption of information and communication technologies in the MENA region. Health tourism is booming all over the world, and thermal spa tourism in Spain is a type of tourism aimed at integrating with nature, achieving sustainable development. In general, its facilities are located in areas specially protected by environmental legislation. This tourism sector attracts an increasingly wide market segment that has become more demanding and better informed and that more frequently uses the Internet to gather information. Tourists’ shopping and consumption habits are increasingly influenced by new information and communication technologies (ICTs), making these a topic of interest among academics and professionals. Website development has been shown to be an area of innovation for spa facilities, but evidence has also been found that this sector has experienced difficulty in adopting ICTs. This research sought to analyse spa websites’ usability by conducting an exploratory investigation of different websites’ contents. The results reveal that the use of new web technologies by spas is underdeveloped, although these facilities have achieved good positions in Internet search engines due to the synergistic effect of the official tourism websites. That is why most of them tell their story, detail their nature and the protection of their spaces. In this way, spas turn their websites into communication channels that convey to tourists their commitment to the environment and sustainable development.

Purpose – The purpose of this paper is to propose a methodology for the engineering of E-maintenance platforms that is based on a value-driven approach. Design/methodology/approach – The methodology assumes that a value-driven engineering approach would help foster technological innovation for maintenance management. Indeed, value-driven engineering could be easily adopted at the business level, with subsequent positive effects on the industrial applications of new information and communication technologies solutions. Findings – The methodology combines a value-driven approach with the engineering in the maintenance scope. The methodology is tested in a manufacturing case to prove its potential to support the engineering of E-maintenance solutions. In particular, the case study concerns the investment in E-maintenance solutions developed in the framework of a Supervisory Control and Data Acquisition system originally implemented for production purposes. Originality/value – Based on literature research, the paper presents a methodology that is implemented considering three different approaches (business theories, value-driven engineering and maintenance management). The combination of these approaches is novel and overcomes the traditional view of maintenance as an issue evaluated from a cost-benefit perspective.
