The article describes the significance and priority tasks of the Third National Population Census, which form long-term plans for the socio-economic development of the coun-try. The author made a historical review of the stages of the population census, the demographic situation in the country and made a forecast for the future, developed the main directions of the upcoming population census and its situation.

 Issues of ensuring the financial stability of enterprises are extremely important for the socio-economic development of Ukraine. Stable operation of the enterprise is possible only if the appropriate level of solvency of the enterprise. That is why the issues and problems related to ensuring solvency are given much attention in the scientific works of scientists from both foreign and domestic scientific schools. At the same time, insufficient attention is paid to long-term solvency as an important component of the system of ensuring the stable functioning and development of the enterprise in the future. The task of the study is to analyze the approaches of scientists to the interpretation of the essence of prospective solvency and its role in ensuring the stable operation of the enterprise, determining the characteristic causes of its decline in modern socio-economic development of Ukraine; development of a proposal to ensure the solvency of the enterprise in the future. In the process of research general and special methods were used: analysis and synthesis, method of comparison, generalization, statistical, etc. The article considers the essence of perspective solvency of the enterprise and its role in ensuring stable functioning of the enterprise. The factors that determine it are systematized. The conceptual model of providing perspective solvency of the enterprise for the purpose of stable functioning and development of the enterprise which provides: definition of system of the corresponding indicators of perspective solvency for their constant monitoring is offered; finding out the possible reasons, which may result in loss of prospective solvency; the sequence of implementation of the necessary measures for its restoration and provision in the future. The results of this study can be used in the process of enterprise management to determine the real state of its solvency and develop measures to ensure it in the medium and long term.

Relevance of the research topic. Budget expenditures are used as an instrument of state regulation of the dynamics of socio-demographic development of the country. Accordingly, the study of the impact of the trends of demographic development on the dynamics of socio-economic processes and the financial stability of the country in the medium and long term are relevant in order to use the regulatory capacity of budget expenditures to improve the demographic situation of the country and stimulate demographic growth. Formulation of the problem. Increasing the level of efficiency and effectiveness of fiscal policy while solving strategic tasks of socio-economic development of the country requires deepening research into the theoretical and methodological principles of using budget expenditures as an effective instrument for the regulation of demographic development, forecasting and planning of the expenditure part of the budget taking into account demographic factors. Analysis of recent research and publications. The study of budget expenditures as an instrument of demographic development is being updated due to the need to improve the quality level of budgetary regulation of the country's social development, the implementation of budget policy aimed at ensuring sustainable socio-economic development of the country, stability and balance of budgetary and pension systems in the medium and long-term prospect. Setting the task, the purpose of the study. The research objective is to analyze the peculiarities of using budget expenditures as a tool for regulation of socio-demographic development of the country for the formation and implementation of purposeful, consistent and effective budget policy. The purpose of the study is to reveal and improve the theoretical and methodological basics for the formation of budget expenditures in the system of state regulation of demographic development of the country. Method or methodology for conducting research. The article uses a set of scientific methods and approaches, including dialectic, system and structural methods, statistical, comparative and factor analysis, methods of scientific abstraction, analysis and synthesis. Presentation of the main material (results of work). The essence of budget expenditures as an instrument of regulation of demographic development of the country is revealed; improvement of the forecasting and planning of the budget expenditures taking into account demographic factors; an analysis of the trends of demographic development of Ukraine was made, priority directions of budget regulation of the demographic situation of the country were determined with the use of regulatory potential of budget expenditures. The field of application of results. The results of the study can be used in the process of formation and implementation of state policy in the field of budget expenditures. Conclusions according to the article. The use of budget expenditures as a tool for the regulation of demographic development implies a well-defined definition of the volume and structure of the expenditure part of the budget to influence the dynamics of socio-demographic processes in the country, taking into account their cyclicality and strategic priority directions of public development. The provisions on forecasting and planning of budget expenditures taking into account demographic factors are based on the consideration of the mutual influence of indicators of the budget expenditure and population and its age structure, the use of budget expenditures as an effective tool for the regulation of demographic trends.

Based on the latest data, paper investigates the dynamics of global climate change and its impact on economic growth in the long-term. The notion of climate risk is considered. The main directions of climate risk management policies are analyzed aimed, first, at reducing anthropogenic greenhouse gas emissions through technological innovation and structural economic shifts; secondly, at adaptation of population, territories and economic complexes to the irreparable effects of climate change. The problem of taking into account the phenomenon of climate change in the state economic policy is put in the context of the most urgent tasks of intensification of long-term socio-economic development and parrying strategic challenges to the development of Russia.

The article explores the factors that allow the economies of the countries of the world to achieve sustainable economic growth at different stages of the country's economic development, depending on the level of GDP per capita. Among which are highlighted: basic factors, efficiency factors and innovative factors. For the Ukrainian economy, which is at the stage of focusing on efficiency, the issues of the place, significance and level of economic complexity of the Ukrainian economy and ensuring sustainable economic growth on this basis are considered. Economic diversification and complexity are defined as key drivers of long-term growth. The dynamics of the index of economic complexity in Ukraine is analyzed, modern trends are revealed. Directions and strategic approaches to the diversification of national production are proposed, which could have a significant multiplier effect, increase the complexity and level of knowledge in the economy. It also provides evidence on the relationship between socio-economic development, values of self-expression and democratic institutions. The conclusion is formulated: socio- economic development leads to the spread of the values of self-expression, and they, in turn, to the establishment and strengthening of democratic institutions.

Demographic crisis remains one of the main challenges to socio-economic development of Russia. The COVID–19 pandemic has aggravated preconditions for a possible recovery from depopulation. The present article substantiates the need to develop and approve the RF social doctrine upon completion of national projects in 2018–2024. The authors suggest their own approach to overcoming the socio-demographic crisis with regard to the long-term demographic dynamics in Russia. Various scenarios of the “post-coronavirus” future of both specific countries and the world as a whole are proposed.
