The article defines that the intellectual capital of an educational institution is a set of intangible resources and competencies for their use, which provide the formation, accumulation, and transfer of knowledge, skills, and experience and create competitive advantages and conditions for the long-term development of educational establishments. Identified components of intellectual capital in the context of the institution of vocational pre-higher education are the following: human, organizational, and consumer. It is emphasized that the development of the intellectual capital of an educational institution should be considered as irreversible, directed, conforming to the law of nature, and qualitative changes in the state of the human, organizational, and consumer resources and competencies. Peculiarities of management of intellectual capital development of the institution of vocational pre-higher education are determined. It is substantiated that the increase of the educational institution’s effectiveness and the quality of its services mostly depend on the composition and quality of intellectual potential of scientific-pedagogical staff, teaching, informational and material support of the educational process, and the institution’s ties with different stakeholders. It is proved that the management of intellectual capital development is a system of actions aimed at the availability, demand, and increase of educational services quality, the implementation of innovative teaching forms and methods; and increasing the number of intelligent products. According to the mentioned criteria, the intellectual capital of Kherson Polytechnic Vocational College of Odesa National Polytechnic University was estimated by using the integrated method. The results of the calculations allow us to claim that during the analyzed period the level of the intellectual capital of the educational institution increased from optimal to high (above average). This attests to the development of the intellectual capital components and the effectiveness of its management in the educational institution. The directions of effectiveness increase of management of intellectual capital development in the institution of vocational pre-higher education are offered.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

An attempt was made in the article for generalizing pedagogical educational technologies and use them in the process of preparing aspirants of higher education for professional activity. The concepts of «pedagogical technologies» and «innovations» from the point of didactic foundations of pedagogy are highlighted. The classification of innovative teaching methods used in the educational process of training future professionals is given. The authors emphasize the quality of training in the application of modern pedagogical methods that affect the modernization of educational content, methods, forms and allow to realize the most effective implementation of training tasks in the modern conditions.

The article argues that the relevance of providing the quality of the official website content of modern universities is predetermined by the objective requirements of the present day, such as the priority of the state policy in the field of integration of higher educational institutions into the European education space, the globalization of information technologies and increasing of the Internet activity among the population. The subject of the study is the features of the websites' information content of the universities from different countries. It is determined that the website content of a modern institution of higher education contains information on various types of university activities (educational, scientific, pedagogic, financial, and marketing). The content of websites of foreign and universities was analyzed according to the following criteria: language; informativeness; utility; administrative and financial transparency; technical design. The analysis of website content of various universities was carried out in accordance the availability of information of university’s general characteristics, of the organization of the university’s educational process and features of student life, of university's scientific activities, of ways of advertising and the formation of a positive image of an educational institution in the imagination of Internet visitors. The attention is focused on the features of the websites' information content of the leading foreign and domestic universities. The main distinctions are in the ways of positioning the institution in the future; outlining the competitive advantages of an educational institution and highlighting the opportunities for improving the quality of the educational process; popularizing the university's scientific activities, and identifying the ways to confirm the reputation of the university. It is proved that the development of top-quality content contributes to the improvement of the image of the higher educational institution on the Internet, as well as increases the competitiveness of the university in the market of educational services both in the country and abroad. Awareness of the relevance of providing the quality of the official website content of the institution of higher education allows to tackle the problem of creating and distributing vital, unique, classified, and interesting information.

The article is devoted to the problem of forming the intellectual potential of society due to the system of higher education and its quality. The author considers the factors, mechanisms, levels and stages of formation of the intellectual potential of society, as well as the relationship between the concepts of intellectual potential of society and intellectual culture, intellectual capital and scientific capital. Particular attention is paid to the role of university education in the process of forming the intellectual potential of society and ensuring the quality of education. The author analyzes the effectiveness of teaching an integrated, interdisciplinary course “Educology” for the development of intellectual potential of future professionals in education, emphasizes its theoretical and practical importance for understanding education in its dynamic development and promoting knowledge about achievements and contradictions in theory and practice of modern educational systems. The contribution of studying the course “Educology” in the study of the concept of “intellectual potential” as the ability of the social system to realize its potential, as well as the characteristics of its influence as a factor in creating a competitive society. The term “intellectual culture” is directly related to the concept of “intellectual potential”. It begins to be considered from the personality (microlevel), and then pass to another level (mesolevel), where the interaction of a set of individuals, i.e. groups. At this mesolevel, the intellectual potential of the team, institution, region, industry is already being formed. Ascending to the macro level, we determine the intellectual potential of the state, nation and society. If we talk about the intellectual potential of society, firm, enterprise, educated person, then it can be considered as available to society, enterprises, organizations stock of knowledge and information and its implementation through all components of “self-growth of value” and income by owners of knowledge and information». Intellectual potential is often understood as a set of opportunities to achieve certain goals through the systematic formation and use of intellectual resources for the analysis of economic and financial problems, development of creative ways to solve them, reasonable choice and implementation of management decisions. In a broad sense, the intellectual potential (of man, society) is a set of intellectual qualities (intellectual resources) that can be used by the system to solve problems of self-preservation and development. In a narrow sense, intellectual potential is identified either with the intellectual potential of man and the conditions of its reproduction, or with intellectual capital, in particular with its structural (organizational) component, which includes organizational and managerial experience, knowledge, skills, intellectual capital, corporate culture and others.

Purpose. The relevance of the scientific appeal to the problems of the quality of education in general and higher education in particular is essential for all subjects of the educational process. The final result and the achievement of the goals of education directly depend on the expansion of the criteria and approaches to an objective assessment of the quality of the teacher’s activity, and, in consequence, to improving his educational and methodological component of his work. The novelty of the study lies in the analysis of the quality of the educational process taking into account the views of students as direct participants in this process. Methods: the methodological basis of research is the dialectical method of cognition of reality, as well as a set of general scientific and private scientific methods of cognition; especially widely is used the methodology of specific social legal studies (observation, questionnaires, analysis of written sources, and methods of summarizing information, etc.). Results. The results of the research showed that the questioning of students is a necessary structural element of objective assessment system of education’s quality in the university, which should be used with a certain frequency, improving the survey methodology and respecting the moral and ethical standards in selecting indicators and scoring. Monitoring the quality of higher education through questioning students requires a scientific approach and generally affects the effectiveness of education. Scientific and practical significance. Conclusions can be used to create and upgrade local normative acts of higher education institutions, as well as conducting comprehensive studies of the quality of higher legal education and ways of its increase.

This article shows the main directions of improving higher education in the Republic of Uzbekistan in the context of the formation of the digital economy. The authors' research is based on real examples of the Tashkent State Economic University. The article proves that the digital transformation and change in the methods and means of teaching students and undergraduates in the context of the pandemic caused by the spread of COVID 19 infection require new technological approaches to teaching and managing the university from the teaching staff and university administration. In this article, the authors conclude that digital technologies individualize the educational process, diversify, develop students' independence, and develop creative thinking skills. Thus, the quality of education improves, and it is not only about the full and high-quality fulfillment of the requirements of the curriculum: classes begin to meet the personal interests and needs of students and undergraduates, which is undoubtedly an additional incentive to master the educational material. Thus, modern technological solutions based on the latest digital technologies contribute to an increase in the efficiency and quality of the educational process in a higher educational institution.

The article attempts to analyze the main ideas of Vasyl Sukhomlynsky’s educational work concerning the purpose, content and specific features of the organization of primary education in the Pavlysh School. Being aware of the significant role of primary education in the overall development of a child and the great experience of Sukhomlynsky in improving the quality of primary education, it is thus necessary to rethink his ideas in accordance with the new requirements of modern education. First of all, the purpose and tasks of primary education have been analyzed in accordance with Sukhomlynsky’s requirements. The views of the prominent educator on the importance of developing universal values, general learning skills and assimilation of basic knowledge which is necessary for successful further learning by younger schoolchildren have been outlined. The influence of the leading ideas of Sukhomlynsky – humane pedagogy, child-centrism and human studies – on the development of basic organizational principles of teaching in primary school has been determined. Sukhomlynsky’s ideas regarding the introduction of a diagnostic approach to conducting classes, confident achievement of positive learning results in the «school of joy», which was created by the educator, can significantly improve the quality of primary education. The influence of Sukhomlynsky’s ideas concerning the creation of learning environment of the educational institution, integration of school subjects through the introduction of outdoors lessons of thinking, and new approaches to the evaluation of educational achievements of younger students, on the quality of modern primary education have been characterized. The innovative teaching methods and techniques that were used by the teacher in the educational process of the Pavlysh School have been considered and can be effectively applied by primary school teachers. The article also proves that Sukhomlynsky’s ideas were way ahead of their time, and that the Ukrainian school reforming process is based on the best traditions of national pedagogy and education.

The article (a case) highlights the experience of the regional university in staff optimization caused by the requirements of federal legislation to improve the quality of higher education and to outline the personnel strategy prospects for the future.The methodological basis of the study is the systematic approach, which made it possible to comprehensively assess the qualitative changes in the university staff; the use of the method of situational analysis largely contributed to an increase in the objectivity of the results obtained. Besides, the researchers used the following methods: the study of legislative documents that determine the activities of a higher educational institution; the analysis of theoretical papers on the management of educational institutions and on human resource management; the method of mathematical modelling and the analysis of statistical data, the method of social forecasting.The study comes to be theoretically significant, as it clarifies the concept of «staff optimization» and introduces the concept of «university staff optimization» as a new scientific term. The research also distinguishes the basic principles of university staff optimization and substantiates the reasons that caused this process, mainly related to the demographic, social and economic situation in our country and the tasks of reforming the higher education system. The article also examines the concept of «university personnel strategy» and highlights its components, focused on preserving academic traditions, on creating conditions for increasing the staff competency and on encouraging the faculty to intensify their activity. On the example of the regional university, there is carried out an analysis of quantitative and qualitative changes in the educational process staffing (in terms of academic degrees and titles, faculty compliance with the profile of the disciplines taught, etc.); the effectiveness of a number of new mechanisms introduced into the universities’ practice in order to update the requirements for the selection of candidates for teaching positions is studied. Thus appearing to be scientifically significant, the paper presents a regional university staff optimization model, which includes several logically related stages, allowing this process to be carried out most effectively: scientific, normative, practical and social. The recommendations to improve the personnel strategy and systematically enhance the quality of personnel in the educational process are formulated.The work is original, as it shows the systemic nature of work with the faculty when optimizing the staff in accordance with the university’s personnel strategy. The article might be of use for university leaders and researchers working on personnel issues and personnel management.

The organization of the educational process in a higher educational institution must meet the world standards of higher education, provide active motivation for higher education’s applicants to obtain professional knowledge and guarantee quality education. The modern process of professional training in Ukraine is carried out under the influence of the requirements of the European educational space. Higher School of Pharmacy is dynamically developing and constantly changing, improving the quality of specialists with higher pharmaceutical education, which is provided by improving educational programs in each discipline and a new approach to their teaching. The article considers the role of situational tasks as an effective tool for monitoring the knowledge of higher education’s applicants. It is shown that the method of knowledge control using situational tasks encourages higher education’s applicants to study not only basic but also additional educational literature, to improve methods of self-control of knowledge and skills. Situational tasks are one of the means to achieve high efficiency of educational activities of higher education’s applicants in the development of certain competencies through various types of vocational education. They are especially important in distance education, as they provide a high level of independence and creativity in the cognitive activity of higher education.
