In the article essence of the concept “sociocultural competense”, certain theoretical principles of its forming and development are analysed and described; the developing system of sociocultural competense is studied; also the complex of tasks for students of pre-higher education is worked out. The linguistic, unlinguistic and country-specific components of sociocultural competence are characterized. It is proved that students should know about the geographical location and economic condition, historical development and features of cultural values of the country, the language they are studying in order to have a foreign socio-cultural competence. In our research we conclude that the structure of socio-cultural competence consists of communicative (balancing existing language forms, which are determined based on the linguistic competence of the communicant on the background of certain social functions), country-specific (set of knowledge about the country whose language is studied), linguistics (to carry out intercultural communication based on knowledge of lexical units with the national-cultural component of semantics and skills of their adequate application in situations of intercultural communication) and sociolinguistic competence (ability to use the rules of delicate speech in communication). Thus, students expand their outlook and work on adequate perception of cultural features of native speakers, their habits, traditions, norms of behavior, etiquette and the ability to understand and use them in intercultural communication. It is proved that for the formation of socio-cultural competence in English classes in pre-higher education institutions students must learn about the achievements of national culture in the development of universal culture and thus enter into a dialogue of cultures, teachers should use certain exercises to develop such skills.

Providing an increase in the working capacity of a metal-cutting tool, it is possible to significantly increase the productivity of mechanized labor, thereby reducing the cost of purchasing a new tool and saving on other accompanying technological components. During the operation of the cutting tool, the main load is transferred to its working part, this, as a rule, leads to partial wear or complete destruction of the planes and cutting edges. There are a number of technologies for processing working surfaces, which provides them with additional strengthening, the most effective of which is the method of applying special coatings to the surface of the cutting tool. Taking into account the specifics of the processes of formation of coatings, they can be divided into three main groups [1]. The first group includes methods in which the formation of coatings is carried out mainly due to diffusion reactions between saturating elements and structures of the instrumental material. The second group includes methods of forming coatings by a complex mechanism. The third group includes methods of forming coatings due to chemical and plasma-chemical reactions of particle flux simultaneously in volumes of space immediately adjacent to the saturable surfaces of the instrumental base. One such technology is the CIB (condensation and ion bombardment) method, which is a physical deposition of coatings. The most characteristic feature of coatings produced by this method is the absence of a transition zone between the coating and the tool material. This makes it possible to obtain a complex of properties on the working surfaces of the tool without deteriorating its original properties. The article is devoted to the issues of increasing the efficiency of ion-plasma technologies through the development and implementation of an automated system for analyzing and controlling the mass balance of reagent gases under conditions of several gases supply. Thus, the improvement of the technology of coating the working surfaces of the cutting tool, namely, the effective control of the process of applying ion-plasma coatings with the introduction of an automated system for analyzing and controlling the mass balance of reagent gases under conditions of supplying several gases is an urgent task.

The article considers the results of the research “The state of development STEM-education in Ukraine”, which was conducted by the Department of STEM-education of Institute of education content modernization. The study was conducted by questionnaire. The toolkit is Google Forms, for all groups of respondents: regional coordinators, methodologists of city/district methodological centers, heads of secondary education institutions, teachers of subjects: computer science, mathematics, physics, biology, chemistry, technology. The number of respondents is 2,988. The questionnaires contained different types and content of questions, the analysis of the answers to which allows us to draw conclusions about the state of development of STEM education in Ukraine. The process of developing the field of STEM-education is in the following main areas: creating a legal framework, methodological and scientific-methodological basis, conducting research on the content and results of the process, acquainting teachers with the best examples of foreign and domestic innovation experience, training, support and support STEMteachers, etc. Research of the content, processes and results of STEM-education provides prompt receipt of information that reflects the changing pedagogical reality, helps to introduce innovation into the practice of the educational process, allows to draw conclusions and adjust educational activities at a certain stage. Thanks to the generalized results of research we have the opportunity to draw conclusions, make recommendations, and sometimes improve the theoretical foundations of the field of STEM education.

The reasons for the need for training highly qualified personnel in the world are identified. The role of science and pedagogy in the preparation of highly qualified specialists implementing technological processes. The main issues and suggestions for their solution are proposed in the article. Skilled professionals with skills of the 21st century and their training in the modern conditions of existence of some countries. Skills of the XXI century: digital, communicative competence, creativity and high productivity of activity and their formation in the modern educational process. STEMeducation is one of the approaches that allows you to prepare children for the actively progressing development of technology and not only. The introduction of the main directions of STEM-education in Malaysia, Indonesia, the United States of America, and Ukraine is highlighted. Countries have different levels of economic development and different potentials for the development of education. But each of the certain states embodies approaches consistent with the principle of STEM-education. Examples of the implementation of STEM-education in the form of the implementation of STEM-projects in the above states are given. In Malaysia, the stage of introducing STEM-education through the implementation of integrated learning in educational institutions of the country. Indonesia introduces STEMeducation through the implementation of STEM-projects in which the integration of individual branches of science and technology is implemented. The United States is introducing targeted STEM-projects that attract professionals, teachers, and children. Ukraine introduces STEM-education through the implementation of STEM training projects or research projects that integrate several academic disciplines. The article presents, as an example, an educational STEM-project for sixth graders “Mini Weather Station”. The purpose of which is to impoverish knowledge from several academic disciplines than to show the integration of knowledge as a whole. This STEM-project allows us to identify in children a tendency to design, invent, protect nature, organizational abilities and others.

The article attempts to propose the agenda of problems related to the requirements of the Ukrainian legislation in the research field regarding publications in journals indexed by the Scopus and Web of Science scientific databases to foreign readers of the journal. The provisions of the article have been pre-tested within the framework of the 12th international scientific conference on “Gifted children — intellectual potential of the state” (2019) and have been expanded to take into account the trends of 2020. As a result of the analysis, a number of approaches that could update the publishing strategies of Ukrainian researchers in the field of scientific education were identified. In particular, without claiming the completeness of the recommendations, a number of key recommendations have been formed that can guide potential authors. These include the following principles: authors need to develop a level of English in order to qualitatively develop a source base, to learn to work with English texts from the perspective of the future reader and from the position of the author; writing articles in international journals that are part of scientometric databases requires a distance from the tradition of writing articles in academic journals of Ukraine; for domestic researchers of science education, there is ample opportunity for publications both in specialized journals as well as in journals with related topics (development of giftedness; information technologies in education, etc.); researchers should develop international contacts with experienced authors in the field of science education and initiate joint research and publications as a result; mastering search tools of scientometric databases is a necessary requirement for preparatory steps that precede the preparation of the text; reseacrchers should get used to long and painstaking work with reviewers, which precedes the acceptance of the article to print; authors should avoid predatory models when presenting research results through developed awareness of international standards of publication ethics and academic integrity.

The article defines that the intellectual capital of an educational institution is a set of intangible resources and competencies for their use, which provide the formation, accumulation, and transfer of knowledge, skills, and experience and create competitive advantages and conditions for the long-term development of educational establishments. Identified components of intellectual capital in the context of the institution of vocational pre-higher education are the following: human, organizational, and consumer. It is emphasized that the development of the intellectual capital of an educational institution should be considered as irreversible, directed, conforming to the law of nature, and qualitative changes in the state of the human, organizational, and consumer resources and competencies. Peculiarities of management of intellectual capital development of the institution of vocational pre-higher education are determined. It is substantiated that the increase of the educational institution’s effectiveness and the quality of its services mostly depend on the composition and quality of intellectual potential of scientific-pedagogical staff, teaching, informational and material support of the educational process, and the institution’s ties with different stakeholders. It is proved that the management of intellectual capital development is a system of actions aimed at the availability, demand, and increase of educational services quality, the implementation of innovative teaching forms and methods; and increasing the number of intelligent products. According to the mentioned criteria, the intellectual capital of Kherson Polytechnic Vocational College of Odesa National Polytechnic University was estimated by using the integrated method. The results of the calculations allow us to claim that during the analyzed period the level of the intellectual capital of the educational institution increased from optimal to high (above average). This attests to the development of the intellectual capital components and the effectiveness of its management in the educational institution. The directions of effectiveness increase of management of intellectual capital development in the institution of vocational pre-higher education are offered.

The article considers the essence and basic interpretations of the “cognitive-communicative approach” (CCA) concept, defines its characteristics and qualities, identifies the features of its application in institutions of professional prehigher education (PPHE) of Ukraine. The intercultural competence development problem as an indicator of the person’s ability to effectively participate in foreign language communication at the intercultural level formation is outlined. It is noted that a thorough knowledge of a foreign language is necessary for students of polytechnic institutions of PPHE for mobility, further career growth, competitiveness, communication with foreigners on a professional and personal level, expanding worldview, etc. The authors of the article identified the CCA as an approach to teaching English during both full-time and distance learning. The basic principles of this approach aimed at developing the competence of expressing the communicative intention of the student are characterized and systematized. The concepts of categorical features and terminological tools of the CCA have been clarified. The terms “blog technology”, “wiki technology”, “podcast” and “linguistic corpus” are defined. Possibilities of the educational and cognitive skills and abilities development which are provided by each of the mentioned technologies are considered. The authors described the methodological and pedagogical problem of educational material organization and processing in the polytechnic institutions students communicative and cognitive competence formation process. The article proposes the principles of processing educational material, which contribute to the development of language competencies of PPHE students of Ukraine. The socially conditioned need to use distance learning as a means of mastering the skills of students independent work in learning a foreign language is substantiated.

The paper presents the approach to Internet knowledge portals design based on ontologies. Internet knowledge portals provide users with access to heterogeneous loosely coupled data and information resources of various subject domains. Using such portals as a single access point greatly simplifies the work with information presented on the Internet. In the case of Internet portals representing engineering subject domains information their environment concentrate not only information resources and data, but also a large number of computing resources and web-services that are used to perform certain calculation tasks of engineering subject domains. The ontological approach to Internet knowledge portals design allows to represent and integrate heterogeneous information and computing resources in the process of such portals data and knowledge structuring and systematizing. It is proposed to use ontology as portal knowledge representation model. The Internet knowledge portal general ontology is represented by a system of four interconnected components. The structure of such a system is described, the basic elements of its ontologies, as well as the relations between them, are distinguished. The ontology elements are formalized that allows to organize and optimize semantic search through the Internet knowledge portals information space.

The article highlights the formation of adolescents’ social competence. The definitions of the concepts “socialization”, “competence”, “social competence” are given. The focus is on the concept of “social competence”, which is important in adolescence. The term “socialization” in the scientific literature of different branches of science is analyzed. The psychological and pedagogical principles of the organization of the pedagogical process aimed at the development of a healthy personality that can learn through life, think critically, set goals and achieve them, work in a team, communicate in a multicultural environment are considered. The conditions for forming social competence of adolescents are defined. The priorities of the educational process at the New Ukrainian School are described. It is determined that the formation of adolescents’ social competence is through the formation of the ability of educators to make their own decisions, with the ability to communicate without conflict and tolerance with others, to admit their mistakes, to defend their dignity, rights, to realize their natural opportunities, to lead a healthy lifestyle, to plan their personal and a professional future. The algorithm of professional activity of pedagogical workers is investigated, which provides for revision of methodology of work with participants of educational process; changing emphasis and priority from process to outcome using effective methods of practical psychology and social work. It is proved that a reboot should be psychologically correct, gradually and gradually, with appropriate explanations and instructions. It is determined that the coordinated work of teachers and parents plays an important role in shaping the social competence of adolescents. It is emphasized that the psychological service is intended to teach how to live in peace with oneself and with others, how to enter into relations with the world, so that life is pleasurable.

The article enlightens on the present situation of hospitality industry in Kherson region, namely the catering business in today’s social, political and ecological conditions. Analysis of development dynamics of the catering business enterprises of Kherson region is given in the article. The up-to-date classification of the catering business enterprises is presented and new trends of their advancement are noted. Carrying on this scientific research is caused by the paramount importance of the development of the catering business in Ukraine’s economy, as well as its increasing share in Gross National Product of our country and Tavria region. The development stage of the catering business proves to be an important indicator of living standards assessment and attractiveness of the recreational regions. It should be noted that the methodological basis for research carried on includes the following scientific methods and techniques: methods of generalization and systematization, comparative analysis, the historical method. Their implementation has allowed finding out the contradictions in the development of the catering business under complex social and economic conditions, to define and substantiate modern advancement trends of the catering enterprises, to make analysis of development dynamics of the catering business enterprises in Ukraine and Kherson region for 2013–2019 period of time. This vision of a problem has enabled us to determine the target problems in the development of the catering business in Kherson region. The authors of this article consider the peculiarities of the industrial and trading activity of the catering business enterprises. As a result, new scientific and practical approaches to effective management of the catering business enterprises on the basis of discovered resources and possibilities have been proposed. The article reveals the data on the operation of the catering business in Kherson and towns of this region. The information about the most popular catering business institutions with vacationers, tourists, guests and local people has been systemized and sequenced. The results of research have made it possible to reveal the main adaptive mechanisms for the future functioning of the catering business enterprises. Summing up, it should be emphasized that the main perspectives for the development of the catering business under current conditions of civilizational changes in the Ukrainian economy are determined in this article.
