Paradiplomacy is a diplomatic relationship carried out by non-state actors. Paradiplomacy is one part of international relations in the modern era, and that international relations in the present era is not state-centric or centered only on the state, but also on non-state actors such as individuals or even local governments. The cooperation between Kyoto Prefecture and the government of the Special Region of Yogyakarta is one form of paradiplomacy, which is called the Sister City. Sister Province itself is a collaboration either engaged in politics or economics or both carried out between two regional governments that have the same problems and views and the cooperation carried out is aimed at solving problems that exist between the two cities. The cooperation between the Special Region of Yogyakarta and Kyoto is one of the Sister Province collaborations which is said to be quite productive and produces many things that benefit both parties. In this paper, the author will try to explain the cooperation carried out by the two parties in detail and explain the past and future that can be done by both parties involved in the cooperation. The author uses data from 2015-2020. The author assumes that the Sister City cooperation between DIY and Kyoto produces many productive things. The author uses a descriptive-analytic method. This chapter assesses China’s science and technology (S&T) progress through the lens of the patenting literature in the context of China. In particular, after presenting an overview of China’s patent production over the past twenty-five years, it investigates the following questions: What accounts for China’s patent surge? What are the implications of the surge for patent quality? Does the nature of the patenting reveal China’s S&T direction and comparative advantage? How has the international sector affected China’s patent production? What has been the role of the government—the central, provincial, and local governments—in shaping patent production? And finally, how heterogeneous is China’s regional patent production; are patenting capabilities diffusing across China?

The renewal of society is a broad term in its original sense but in the context of the article, it is linked with issues of depopulation, territorial polarization, and shrinking processes in Latvia. One of the “hot points” for local governments has been finding ways to attract people and promote the development of rural territories for the past decades. Both theoretical and practical solutions for maintaining rural society and promoting the renewal of society are the development of the cultural environment. Cultural activities directly affect public participation, cooperation among the population, the development of creativity, and promotion of inclusive society, health and society renewal. As recent investigations show, cultural environment is broadly developing in rural territories of Latvia. The research of cultural environment as a potential for the renewal of society of Latvia is a novelty due to the beginning of the National Research Program for the period 2014–2017 funded by the Government of Latvia (EKOSOC LV projects 5.2.4., 5.2.8.). The aim of the article is to analyze cultural environment as a potential for renewal of society in rural territories of Latvia. The research object is planning and development documents of local governments, different agents of rural territories. The results of the study reveal development of cultural environment in rural regions in Latvia. However, these practices are fragile yet and need support. They can bring forth new social and economic structures and serve as promoters of the smart development of rural territories in Latvia. For this reason, local governments should create their strategies to appreciate and support cultural activities as their potential for renewal of rural society.

This chapter examines Vietnam’s campaign against Covid-19. When the coronavirus outbreak emerged in the Chinese city of Wuhan, the government of Vietnam considered it a highly contagious disease and immediately implemented all necessary measures to protect people from the emerging pandemic, even if these strict measures resulted in massive economic losses. The chapter then introduces the regulatory framework which enabled the government and other non-state actors in Vietnam to fight the epidemic effectively. It also discusses how Vietnam contained the spread of the virus in practice from the perspectives of health and medical policy, information and technology, economic policy, and international cooperation. Ultimately, Vietnam’s unique response derives from four factors: (1) the policy that prioritized public health over economic considerations; (2) Vietnam’s having been well prepared for dealing with contagious diseases since the SARS outbreak in 2003 and the government immediately introducing strict measures to prevent the spread of Covid-19 when it emerged in China; (3) the legal framework specifying the roles of the central and local governments to avoid any bureaucratic delays in making decisions in an epidemic; and (4) the government flexibly combining coercive means with deliberate action, public education, effective governance, and effective coordination with the community and the private sector.

In January 2019, a leading Canadian foreign policy blog, OpenCanada.org, declared that “[u]nder the government of Justin Trudeau, Canada has embraced a feminist foreign policy—gradually at first, and with fervor over the past year.” Although critics have debated the policy’s effectiveness, the embrace, if not also the fervor, was indisputable. By 2019, the Trudeau government’s second foreign minister, Chrystia Freeland, was proclaiming Canada’s feminist approach to international relations openly and regularly. The international community had also noticed. This article investigates the origins of the new Canadian foreign policy “brand.” It finds that, contrary to popular thinking, the prime minister himself played at most a minor role in the initiation of what became a full-fledged transformation of Canada’s global image.

Theend of the cold war and of the bi-polar world order that shaped international relations over the past 50 years is forcing the Government of the United States to make dramatic policy changes that affect all parts of the globe. In Africa, it is also confronted by significant new developments on local, regional, and continent-wide levels. Of particular concern to American leaders are increasing internal demands for political democracy, and the intensification of ethnic and other conflicts which call national integrity into question. And, as the decision to send up to 30,000 marines, infantrymen, and other troops to Somalia proves, the U.S. Administration will not hesitate to use military force if authorised by the United Nations.

The article analyzes contemporary cooperation of Polish and American cities. Thus, it contributes to the research on the participation of non-state actors in the international relations. Currently, only 10 Polish cities conduct active cooperation with partners from the USA. These relationships focus on cooperation on issues such as culture, art, science and business. In most cases, these contacts were initiated by the Polish side, and they were based primarily on direct interpersonal contacts. Most partnership agreements were signed in the 1990s and resulted from the collapse of the Soviet block and deep political changes in Poland. Currently, the main obstacles to the intensification of these local governments transatlantic relations is a weak American involvement, geographic distance and a lack of state support.

The Special Region of Yogyakarta is an area that is used as a recreational destination and is visited by many tourists. Many tourism activities are supported by the various facilities that have been provided by the community, government, entrepreneurs, and local governments. Tourists who came to Gunungkidul Regency with a combined number of foreign tourists and Nusantara tourists reached 3,661,612 tourists in 2019. High waves on July 25 2018 damaged tourist attractions and also settlements on Ngandong Beach. The purpose of this study is to determine the carrying capacity of the tourism area on Ngandong Beach. The area’s carrying capacity is known by calculating the number of visitors who come to Ngndong Beach and calculating using the formula for regional carrying capacity. Based on the calculation results, the carrying capacity of the area on Ngandong Beach can accommodate 1,225 people/day and has an area of 26,661 m2. The results obtained will be suggestions for the government and the surrounding community in processing the coastal areas on Ngandong Beach.

ABSTRAKSejak Undang-undang Keistimewaan disahkan, Dinas Kebudayaan Daerah Istimewa Yogyakarta (DIY) konsisten menggelar program kompetisi Pendanaan Pembuatan Film. Dalam genre fiksi dan dokumenter, film-film terpilih yang difasilitasi telah menafsirkan dinamika kebudayaan di DIY dengan cukup beragam. Asumsinya, film-film tersebut setidaknya mampu mewujudkan tata nilai budaya masyarakat yang berbasis pada nilai-nilai luhur budaya lokal. Namun demikian, beragamnya perspektif dan pendekatan yang digunakan sineas dalam produksi film kompetisi tentunya membangun realita baru akan narasi keistimewaan Yogyakarta. Penelitian ini akan memeriksa bagaimana konstruksi keistimewaan DIY dibagun lewat narasi film-film pemenang kompetisi pada dua tahun belakangan. Proses penelitian saat ini telah mencapai pada tahapan analisis struktur luar narasi kedua film kompetisi produksi Danais 2016-2017. Adanya ketidaksesuaian struktur narasi film-film dengan gagasan yang digunakan untuk menemukan struktur luar menurut Todorov justru menjadi tantangan besar dalam penelitian ini. Ketidaksesuaian ini sekaligus menjadi suatu penemuan yang penting saat keseluruhan proses analisis terselesaikan Since the Privileges Law has been authorized, the Government Cultural Office of the Special Region of Yogyakarta has been consistently holding a film-making funding program. In the genres of fiction and documentary, the facilitated selected films have climbed the Cultural Revolution in the Special Region of Yogyakarta with quite a variety. The assumption is that those films are at least able to realize the cultural values of the society based on the noble values of the local culture. However, the variety of perspectives and approaches used by filmmakers in the production of competitive films, certainly builds a new reality of the Yogyakarta's distinctive narrative. This research will examine how the construction of the privileges of the Special Region of Yogyakarta is built through the narrative of the winning films of the competition in the past two years. The current research process has reached the stage of analysis of the outside narrative structure of the two 2016-2017 Danais production competition films. According to Todorov, the inconsistency in the narrative structure of the films, with the ideas which are used to find the outward structures, has become a major challenge in this research. This incompatibility is also an important discovery when the entire analysis process is resolved.

This research is motivated by a concern to the maritime community in Indonesia and South Sulawesi in particular, which is still very behind compared with other communities on the mainland or degenerate far backward compared with the maritime community in the past royal era (VIII century - XVII century: Sriwidjaya, Majapahit, and Gowa-Makassar). This study aims to reveal the concern of the government on maritime development in the State Bugis Makassar of South Sulawesi. This study uses Verstehen method was conducted through "historical approach" since the period of the kingdom until the reform period. The results showed that the retardation of Bugis-Makassar Maritime Communities in the Bugis-Makassar State was started in inattention government or precisely turned attention both central and local governments from land to sea. Since independence era or period of the republic, government policy in general more focus on the continental policy (to the mainland) in terms of physical potential of this nation is dominant on the maritime potential and this nation has historically also known as the nation's oceans (maritime) than the nation's land. The study recommends to realize what has been painstakingly formulated in Repelita VII up to X, a formula that relies on modernization alignments according to the great potential of maritime nations.
