The concept of decentralization is the authority of the government that is delegated to the regions, including the authority of personnel in accordance with the decentralized functions. The regional head has the task of being a coach of the State Civil Apparatus in the concept of decentralization. There was a case that the Mayor of Probolinggo issued a decree to remove Tutang Heri Aribowo, who served as an Expert Staff at the Regional Secretariat of the City of Probolinggo. The Regional Government as a civil servant coach tends to abuse its authority. This happens because there is the influence of the political elite in giving disciplinary punishment to employees. The author wants to describe the problem in a study that uses descriptive analytical methods, namely descriptions of the facts and characteristics of a particular population or area in a systematic, factual and thorough manner. The data in this study collected materials by means of a library study. This study also uses a normative juridical method with a statutory approach. So that in this study we know the legal basics of this problem. In order to know the proper process and institution related to the case problem. Indonesia is a country with highest number of smokers in the world with high mortality. The dangers of smoking not only threaten active smokers but also passive smokers. Policies are necessary to protect and reduce its adverse effects of smoking. At the regional level in 2018, the Malang City Government passed a Regional Regulation that regulates Non-Smoking Areas (KTR). The realization and efforts to implement this regional regulation are the objectives of the research. Qualitative method is used, the focus of research is to determine the four indicators popularized by George Edward III. Determination of informants determined by purposive sampling. Primary data was obtained through in-depth interviews, observations, and related document studies. The data analysis technique uses an interactive model according to Miles, Huberman & Saldana. Regional Regulation Number 2 of 2018 in Malang City in its implementation has not run effectively, yet the harmonization of this Regional Regulation with the Mayor's Regulation is the main obstacle. The development of smoking area facilities has not been maximized and the socialization of this regional regulation is still limited to policy implementers.

Permasalahan yang dibahas dalam penelitian ini adalah cara masyarakat desa Krucil mengatasi adanya ketidakstabilan perekonomian pasca Covid-19 melalui peran KUD Argopuro. Tujuan dilakukannya penelitian ini yaitu untuk mengetahui seberapa besar dampak peran KUD Argopuro dalam menstabilkan perekonomian masyarakat desa Krucil pasca Covid-19. Subjek dalam penelitian ini yaitu Manajer dan pengurus KUD Argopuro, serta masyarakat yang berperan aktif dalam kegiatan KUD Arogpuro ini. Metode penelitian ini menggunakan metode penelitian kualitatif atau metode penelitian kasus. Pengumpulan data dalam penelitian meliputi yaitu wawancara, buku – buku refrensi yang sesuai serta pengamatan langsung dari lapangan. Data yang dihasilkan dalam penelitian ini bukan dalam bentuk digital, melainkan berupa narasi, deskripsi, cerita, dokumen tertulis maupun tidak tertulis. Hasil dari penelitian diharapkan dapat membantu masyarakat pedesaan di daerah lain untuk menstabilkan atau meningkatkan kualitas perekonomian pedesaan pasca pandemi Covid-19 seperti program efektif yang telah berhasil dilakukan dalam meningkatkan sumber daya manusia yang ada oleh KUD Argopuro sebagai sumber rujukan yang relevan.

The termination of the employment relationship between the farmers and the company has changed the shrimp farming pattern in Bratasena Adiwarna. Prior to termination of employment, Bratasena was the largest shrimp exporter in Indonesia. This study aims to analyze the competitiveness of Bratasena shrimp exports, after the termination of employment between farmers and companies. In addition, this research also aims to see the contribution of Bratasena shrimp exports in an effort to support the increase in shrimp exports in Lampung Province following the target of Lampung as the National Shrimp Granary. Data obtained by reviewing several primary and secondary documents and in-depth interviews with several sources, namely farmers, the head of the export division of PT. Central Pertiwi Bahari, as well as the Head of the Office of Marine Affairs and Fisheries in Lampung Province. This study uses a quantitative approach with the calculation of RCA (Revealed Comparative Advantage) to find the value of Bratasena shrimp export competitiveness and market share analysis to see the contribution of Bratasena shrimp exports to the increase in fisheries exports in Lampung Province. The results of this study indicate that the export competitiveness value is quite strong for Bratasena shrimp exports and the contribution of Bratasena shrimp exports to fisheries exports in Lampung Province is also quite large. However, after termination of employment between farmers and companies, the value of export competitiveness and contribution of Bratasena shrimp has decreased. Paradiplomacy is a diplomatic relationship carried out by non-state actors. Paradiplomacy is one part of international relations in the modern era, and that international relations in the present era is not state-centric or centered only on the state, but also on non-state actors such as individuals or even local governments. The cooperation between Kyoto Prefecture and the government of the Special Region of Yogyakarta is one form of paradiplomacy, which is called the Sister City. Sister Province itself is a collaboration either engaged in politics or economics or both carried out between two regional governments that have the same problems and views and the cooperation carried out is aimed at solving problems that exist between the two cities. The cooperation between the Special Region of Yogyakarta and Kyoto is one of the Sister Province collaborations which is said to be quite productive and produces many things that benefit both parties. In this paper, the author will try to explain the cooperation carried out by the two parties in detail and explain the past and future that can be done by both parties involved in the cooperation. The author uses data from 2015-2020. The author assumes that the Sister City cooperation between DIY and Kyoto produces many productive things. The author uses a descriptive-analytic method. Poverty is an urgent national problem and it requires systematic handling steps. This study had purpose to analyze poverty alleviation efforts through the Social Welfare Center (Puskesos) from the perspective of public services. This study used descriptive qualitative method. The data included primary and secondary data and the collecting data used interviews, observation and documentation. Informants determined by using purposive sampling. Data analysis used Miles & Huberman model, that's data reduction, presentation, making conclusions and verification. Validity of the data used triangulation techniques. The results showed that the implementation of Integrated Database services (BDT) through the Social Welfare Center (Puskesos) had run optimally. This is proven by good administrative services, goods, and servicing the poor society from the process of providing goods, preparation, to the proposals. This service implementation is supported and in collaboration with social strength at the RT / RW level, social cadres, employee and village facilitators. The management of mechanism and registration are done by giving information to the society about the programs, procedures, and requirements that must be completed. Then, This data becomes the government's reference for processing data verification and validation in determining the poor society who have a right to receive the facilities will be given. The obstacles of this implementation are services such as access to distant of part area, networks, BDT processor programs, and society's apathy in completing requirements. So, it needs commitment and principle of picking up the village government by involving social cadres and youth cadets who have been given training to provide assistance to the poor society.  Keywords: Poverty, social welfare, service

In the 21st century, the problem of sustainable development has been used as an important issue that needs to be socialized in the community. in the preparation phase of the action program to regulate parking bags in the new market Gotong Royong Probolinggo City, discussions began from the form of activities, locations, and evaluations. A form of activity that will be carried out by a group of students, which is carried out openly directly on site. The method used in these activities is coordination and communication by plunging directly into the parking lot of The Gotong Royong Market in Probolinggo City with the focus of structuring the parking space in the central Gotong Royong market. With the results of evaluation activities that can be done by students lacking the functioning of parking spaces in the arena gotong royong market and the lack of orderly parking activities in the market, so that it makes the parking arena in the market there are no officers or parking attendants. it is also prone to the loss of vehicles in the market arena. Thus, it can be concluded that parking facilities are used limits to distinguish parking spaces between four wheels and two wheels. This is because the parking system in Gotong Royong market is in accordance with the procedures that have been scheduled and does not cause traffic jams. ABSTRACT The role of the Sub-district Social Welfare Staff (TKSK) aims to make the distribution of aid from the government to poor families or people with social welfare problems (PMKS) in Kanigaran sub-district a success. This is the key to the welfare of the people in Kanigaran sub-district. This study aims to determine the role of Sub-district Social Welfare Workers (TKSK) in assisting Persons with Social Welfare Problems (PMKS), and to find out what are the supporting and inhibiting factors of implementing the role of District Social Welfare Workers (TKSK) in facilitating Persons with Social Welfare Problems (PMKS). Data collection techniques in this study used observation, interviews, and documentation. The results showed that the role of the District Social Welfare Workers (TKSK) had not played a good role in facilitating the community with Social Welfare Problems (PMKS) in Kanigaran sub-district. and also assistance. This occurs due to the limited ability of the Sub-district Social Welfare Workers (TKSK) in handling communities with Social Welfare Problems (PMKS) in collaboration between the TKSK Subdistrict Social Welfare Workers and the government, the TKSK in the area, and fellow District Social Welfare Workers (TKSK). The form of assistance provided by the Government or the Social Service is to provide assistance in the form of groceries, rutihahu, goat programs in each region, and providing business capital according to the needs of the people they are living in Kanigaran District, Probolinggo City. In March 2020, Indonesia is experiencing a Covid-19 pandemic, not only Indonesia, but almost the entire world that has experienced the Covid-19 pandemic. Appeals to prevent the spread of this virus, people must stay at home. This has an impact on an unstable economy, including UMKM/MSME players. Therefore. However, all problems can be resolved with several policies an Adaptation strategy is needed for MSME players so that they can maintain their business during the Covid-19 pandemic. In this study the authors used descriptive qualitative research methods. The results of this study there are 2 MSME actors who are wholesalers, and retailers, they adapt in ways that the wholesaler reduces the supply of goods. Retail traders still supply the same number of goods before the pandemic, because these traders did not really have an impact on the Covid-19 pandemic. The results of this study are important to be understood by MSME actors for wholesalers, and is expected to always be responsive to environmental changes. Keywords: UMKM, Adaptation, and policies

Cooperatives aim to improve the welfare of members in particular and society in general, as well as participate in building the national economic order, to achieve this, of course, cooperatives must be independent and more developed with the support of active comprehensive participation from their members. Cooperatives are expected to be independent, resilient and efficient so that they will be able to face various economic problems. Cooperatives must be improved so that income distribution and poverty alleviation, especially for members, can be realized. Cooperatives require an active role of their members in all cooperative activities, this active role is created when there is a feeling of belonging so that they can effectively take part in cooperative decision making. However, a cooperative whose business is in the service sector is certainly not easy to invite participation in all aspects of activities, it requires an appropriate and appropriate strategy, one strategy that can be used to increase member participation is Cooperative Education. This study aims to determine how much influence Cooperative Education has on member participation in Women's Cooperatives (Kopwan) in Tulungagung Regency.
