The essence and meaning of the family. The current problems of a large family and the issues of supporting a large family will be considered. The purpose of the article is to discuss the issues of social assistance, social protection for large families in Kazakhstan from the state and other social institutions in society. The responsibility of parents for having many children.At the same time, the emergence and solution of problems that arise in the country during the pandemic.A large family is the basis of the demographic development of society and children are the most valuable resource of the country

The urgency of this topic is unmistakable and due to the fact that it is undergoing significant changes to date. Namely, the provision of a housing subsidy today has a new form. The article determines what kind of social assistance it offers, such as state aid for the payment of housing and communal services, discloses and justifies the procedure for receiving citizens of this type of state social assistance provided by the state, which cares for the needy citizens and their family members. Article 46 of the Constitution of Ukraine specifies the right of a person to social protection at the expense of budgetary funds. In accordance with the Law of Ukraine “On Housing and Communal Services”, adopted in 2017 by the Verkhovna Rada of Ukraine, it noted that the benefits and subsidies for the payment of housing and communal services from January 1, 2019 are paid to the consumer in cash and in the manner determined by the Cabinet of Ministers of Ukraine. The important issue, in this case, is that such assistance for the payment of housing and communal services should have targeted use and was directed specifically to pay for such services. The article analyzes the Resolution of the Cabinet of Ministers of Ukraine No. 1176 in which we can see the mechanism of the targeted use of budgetary funds provided by the state to provide subsidies to the population. Therefore, a fair decision is that if the family has conscientiously referred to the use of residential communications and saved energy resources, water, heat energy, gas, by the results of the heating season, it can use at its own discretion and for its own purposes the balance of funds remaining as a result of economical use and savings of housing the subsidy that is on her account. Such a form of savings is interesting primarily for the family itself, which should stimulate an individual, who has a right to receive such a subsidy, reasonable and rational use of residential communications provided by the state. From 2019, subsidies were provided to citizens for the payment of housing and communal services in cash in two models of monetization, which operate simultaneously: 1) transfer of funds at the central level to a bank account in state bank “Oschadbank” with a special regime of use, followed by their referral for payment of housing and communal services; 2) the provision of housing subsidies in cash directly to the recipient. It reveals an understanding of monetization the concept. Monetization is a process of transition from the transfer of subsidies in the cashless form to the accounts of providers of housing and communal services to the provision of subsidies to citizens in cash. The purpose of such monetization is to create a transparent mechanism for providing housing subsidies and to encourage citizens to make economical, reasonable consumption. It is determined that today two models of monetization are introduced: cashless money form and cash form. Upon receipt of any information related to the appointment of a housing subsidy, the recipients of the subsidy should apply to the social protection bodies of citizens.

Despite the positive developments in the sphere of ensuring the special needs of disabled children, a comprehensive socio-hygienic assessment of the conditions and lifestyles, as well as of their families, has not been carried out in the recent years. The purpose of the study is to identify, through a sociological survey, the problems that a disabled child encounters in his life, in order to further improve the provision of medical and social assistance to him. Materials and methods of research: 506 legal representatives of minors (aged 0–17 years) with the status of a disabled child were interviewed. Study design: single-center, non-randomized, uncontrolled. Results: the study of the living conditions of a disabled child in the family, the assessment by the parents of the state of his health, the problems arising during the registration of disability, in the provision of medical and rehabilitation assistance, and issues of medical and social support, made it possible to determine the position of this part of the child population in modern legal and medical and social conditions. The main problems were the large number of documents required for the registration of a disability, the long wait for the day of the examination, the remoteness of the location of the medical and social examination bureau, the shortage of specialist doctors, the problem with subsidized drugs, the lack of taking into account the individual needs of the child when carrying out rehabilitation programs, the need to contact different organizations and departments, lack of medical and social assistance, violation of rights in the provision of medical services to a disabled child. Conclusion: The acquired information is important for the further improvement of the provision of medical and social assistance to handicapped children and children with disabilities. The main task today is to develop mechanisms for fulfilling the declared rights and freedoms of persons with disabilities and the obligations undertaken by the state in relation to them. The principle of individualization of the provision of various benefits, depending on the condition of a disabled child, his needs, material security, remains relevant.

State family policy and its important direction, which is the improvement of the living conditions of orphans and children left without parental care, require constant updating due to socio-economic and political circumstances. Changes should concern both the state level and the level of specific regions. The improvement of the forms and methods of relations between the state, family and children in a particular country is possible with the consideration of the advanced achievements and miscalculations of other states in this policy. Therefore, it is highly important for the theory and practice of the development of Russian family state and regional policy to study the experience of France. The study made it possible to draw conclusions about the specifics of state policy in the formation of family and childhood in France. In this period, family policy in France has gone from exclusion from the family by the school to a discourse of cooperation. Particular attention is paid to the French School Orientation and Reform Act of June 8, 2013, of particular interest. It recognizes the importance of establishing partnerships between the school and the family and proposes measures of cooperation between school and family, some of which are interesting for contemporary Russian reality. The article shows the advantage of modern Russian family state policy by characterizing its goals, principles and objectives defined in the main regulatory documents of the last decade. The materials of the article are of practical value for legislators and heads of social services of different levels, specialists of educational authorities, social protection, guardianship and trusteeship. The article is of interest to teachers and students of pedagogical universities.

The idea of import substitution, as well as its attendant problems and challenges, arise permanently and becomes relevant for national economies within the framework of national security concepts and socio-economic development strategies of different countries. Russia is no exception and ensuring social protection of the population is paramount for the sustainability of the interaction of social institutions and ensuring food and economic security in general at the regional and country levels. The meat and meat products market, being the largest segment of the domestic food market, has a significant impact on the country's food supply. The presented study discribes the features of domestic meat industry development in implementation of import substitution programs. Solving the problems of import substitution is not an instant procedure[3]. This is a set of long-term measures, in the implementation of which state bodies at all levels, business itself, and local governments should take part. The purpose of the work is to show the problems that the industry is facing at the present stage, the directions of their solutions and the tasks of the state in this mechanism. The current state of the industry, the volume of its financial support have been analyzed in the study. The state support of import substitution in the industry and its results are examined in detail. Based on data on the current state, the main problems of the development of the industry have been identified, the dynamics of import substitution in it has been shown, there have been formulated recommendations for the effective development of the industry in the long term.

The subject of the article is the justification of the thesis that the differentiation of the legal situation of parents on the basis of the Act on the Large Family Card, who have established a family with at least three children violates the constitutional principle of equality before the law. On the one hand some parents are entitled to use the card without any time limit, and on the other hand there is a group of parents who also have large families, but are totally deprived of the right. According to the author of the article, the diversity does not represent any constitutionally protected value and the discrimination occurs due to the unlimited duration of the right to own the Card by eligible parents. The result of the above, as well as the fourth (another) child’s right to the Card depending on holding the Card by the parent, is discriminatory for the children born as the fourth (next) child in the family. The article is also an attempt to answer the question which way would be the best to remove the above-mentioned discrimination thus making it most coherent with the objective and content of the analyzed regulation.

This article discusses the issues of creating the necessary social conditions for the fullest realization of the abilities of women and men in all spheres of labor and public life of the Republic of Kazakhstan.The state family policy of the Republic of Kazakhstan is aimed at ensuring favorable socio-economic conditions that contribute to the full implementation of the family's reproductive, economic and educational functions, as well as strengthening the moral foundations of the family and increasing its importance in society.Currently, the world is paying more and more attention to gender issues, that is, the principle of equal rights and opportunities for men and women. Addressing the gender issue is particularly relevant for independent States that have entered the path of market transformation. Today, changes in all spheres of our life require a new look at the role of women in the development of the state and society. The achievement of gender equality ensures the effectiveness of the current family policy, since it helps to strengthen the role and contribution of women and men to the development of the family institution. Addressing women's issues and democratizing society are two interrelated processes. Their essence is that in addition to ensuring equal opportunities for men and women, the prerequisites can be created for the emergence of new forms of expression and realization of women's interests in all spheres of life. It is stated by the authors that in Kazakhstan, it is important to form an individual approach to the formation of family policy, as the family plays an important role among all social institutions that affect the quality of human capital.

In this paper, we introduce a new large family of pseudorandom subsets constructed by the multiplicative inverse and additive character, and study the pseudorandom measures. Furthermore, we extend the family of subsets to the case when the moduli is composite.

Introduction. The state of financial provision of social protection at the expense of budgetary funds is an important issue for each state. Purpose. The purpose of the article is to scientifically substantiate the theoretical foundations of social protection of the population and the sources of its financial support. Results. Expenditures on social protection of the population occupy a significant place in the state expenditures of Ukraine. Through the system of social protection during 2010–2016, about 23% of GDP was allocated. A tendency towards a decrease in their share (in 2016 – 18,2%) was revealed. Budget financing takes the lead in the system of sources of financial support. Due to the budget system, 10.8% is distributed, while in the structure of total expenditures of the Consolidated Budget expenditures on social protection and social security make up 59,6%. A comprehensive analysis of the dynamics of volumes and structure of budget financing during 2007–2017 was conducted. A tendency towards annual growth of expenditures on social protection has been established, and it has been found that their growth rates during the investigated period significantly exceeded GDP growth rates. A significant level of centralization is established. Such a situation requires the optimization of budgetary expenditures on social security and social security and the modernization of sources of their financial support. Conclusions. The main vectors for improving the budget financing of social protection and social security in Ukraine are: – decentralization of budget financing of social protection and social security; – provision of social transfers based on the verification of the property and financial status of the recipients; – the targeted nature of social assistance; – monetization of subsidies; – optimization of the state policy in the labor market with a view to its rapid adaptation to structural changes taking place in the economy; since socially-market economy is aimed not only at social protection, but also the creation of such an organizational and economic mechanism that would contribute to reducing the part of the population that needs state paternalistic care (social assistance).

This article discusses the issues of social support for large families, as well as what kind of assistance is provided by the state at the present time. The main idea of the innovations adopted in the country is that all measures taken should be aimed at improving the well-being of children. In addition, we see that in recent years, society is increasingly talking about providing targeted social assistance, which causes a significant surge in society.
