Abstract. Halogen (Cl, Br, and I) chemistry has been reported to influence the formation of secondary air pollutants. Previous studies mostly focused on the impact of chlorine species on air quality over large spatial scales. Very little attention has been paid to the effect of the combined halogen chemistry on air quality over Europe and its implications for control policy. In the present study, we utilize a widely-used regional model, the Community Multiscale Air Quality Modeling System (CMAQ), incorporated with the latest halogen sources and chemistry, to simulate the abundance of halogen species over Europe and to examine the role of halogens in the formation of secondary air pollution. The results suggest that the CMAQ model is able to reproduce the level of O3, NO2, and halogen species over Europe. Chlorine chemistry slightly increases the levels of OH, HO2, NO3, O3, and NO2 and substantially enhances the level of Cl radical. Combined halogen chemistry reduces the HO2/OH ratio by decreasing the level of HO2 and increasing OH, significantly reduces the concentrations of NO3 and O3, and decreases NO2 in the highly polluted regions and increases NO2 in other areas. The maximum effects of halogen chemistry occur over oceanic and coastal regions, but some noticeable impacts also occur over continental Europe. Halogen chemistry affects the number of days exceeding the European Union target threshold for the protection of human being and vegetation from ambient O3. In light of the significant impact of halogen chemistry on air quality, we recommend that halogen chemistry be considered for inclusion in air quality policy assessments, particularly in coastal cities.

Combined halogen chemistry induces complex effects on OH (ranging from −0.023 to 0.030 pptv) and HO2 (in the range of −3.7 to 0.73 pptv), significantly reduces the concentrations of NO3 (as much as 20 pptv) and O3 (as much as 10 ppbv), and decreases NO2 in highly polluted regions (as much as 1.7 ppbv); it increases NO2 (up to 0.20 ppbv) in other areas. The maximum effects of halogen chemistry occur over oceanic and coastal regions, but some noticeable impacts also occur over continental Europe. Halogen chemistry affects the number of days exceeding the European Union target threshold for the protection of human beings and vegetation from ambient O3. (1) Introduction: air pollution is considered to be one of the main risk factors for public health. According to the European Environment Agency (EEA), air pollution contributes to the premature deaths of approximately 500,000 citizens of the European Union (EU), including almost 5000 inhabitants of Poland every year. (2) Purpose: to assess the gender differences in the impact of air pollution on the mortality in the population of the city of Bialystok—the capital of the Green Lungs of Poland. (3) Materials and Methods: based on the data from the Central Statistical Office, the number—and causes of death—of Białystok residents in the period 2008–2017 were analyzed. The study utilized the data recorded by the Provincial Inspectorate for Environmental Protection station and the Institute of Meteorology and Water Management during the analysis period. Time series regression with Poisson distribution was used in statistical analysis. (4) Results: A total of 34,005 deaths had been recorded, in which women accounted for 47.5%. The proportion of cardiovascular-related deaths was 48% (n = 16,370). An increase of SO2 concentration by 1-µg/m3 (relative risk (RR) 1.07, 95% confidence interval (CI) 1.02–1.12; p = 0.005) and a 10 °C decrease of temperature (RR 1.03, 95% CI 1.01–1.05; p = 0.005) were related to an increase in the number of daily deaths. No gender differences in the impact of air pollution on mortality were observed. In the analysis of the subgroup of cardiovascular deaths, the main pollutant that was found to have an effect on daily mortality was particulate matter with a diameter of 2.5 μm or less (PM2.5); the RR for 10-µg/m3 increase of PM2.5 was 1.07 (95% CI 1.02–1.12; p = 0.01), and this effect was noted only in the male population. (5) Conclusions: air quality and atmospheric conditions had an impact on the mortality of Bialystok residents. The main air pollutant that influenced the mortality rate was SO2, and there were no gender differences in the impact of this pollutant. In the male population, an increased exposure to PM2.5 concentration was associated with significantly higher cardiovascular mortality. These findings suggest that improving air quality, in particular, even with lower SO2 levels than currently allowed by the World Health Organization (WHO) guidelines, may benefit public health. Further studies on this topic are needed, but our results bring questions whether the recommendations concerning acceptable concentrations of air pollutants should be stricter, or is there a safe concentration of SO2 in the air at all.

The article examines the results of the last Bundestag elections. They marked the end of the Angela Merkel era and reflected the continuation of difficult party-political and socio-economic processes in the informal leader of the European Union. The main attention of the research focuses on the peculiarities of the election campaign of the leading parties and of the search for ways of further development of Germany in the face of urgent economic and political challenges. These challenges include the impact of the coronavirus crisis, the impact of the energy and digital transition to a climate-neutral economy, and the complex international situation. Based on original sources, the author analyzes the causes of the SPD victory and the CDU/CSU bloc defeat, the results of the negotiations of the Social Democrats with the Greens and Liberals, the content of the coalition agreement from the point of view of the prospects for the development of domestic and foreign policy and the economy of Russia's main partner in the west of the Eurasian continent. The conclusion is made about the absence of breakthrough ideas, the consistent continuation of the course started by the previous government for a carbon-free economy and the strengthening of the role of Germany in Europe and the world. For this course, conflicts and problems in achieving the set goals will be immanent due to the compromising nature of the coalition agreements.

This paper provides as evaluation of a sample of the Commission's recent EC Impact Assessments, focusing on the extent to which the goal of sustainable development has been integrated into the impact assessment analysis.

<p>Ocean-going ships supply products from one region to another and contribute to the world’s economy. Ship exhaust contains many air pollutants and results in significant changes in marine atmospheric composition. The role of Reactive Halogen Species (RHS) in the troposphere has received increasing recognition and oceans are the largest contributors to their atmospheric burden. However, the impact of shipping emissions on RHS and that of RHS on ship-originated air pollutants have not been studied in detail. Here, an updated WRF-Chem model is utilized to explore the chemical interactions between ship emissions and oceanic RHS over the East Asia seas in summer. The emissions and resulting chemical transformations from shipping activities increase the level of NO and NO<sub>2</sub> at the surface, increase O<sub>3</sub> in the South China Sea, but decrease O<sub>3</sub> in the East China Sea. Such changes in pollutants result in remarkable changes in the levels of RHS as well as in their partitioning. The abundant RHS, in turn, reshape the loadings of air pollutants and those of the oxidants with marked patterns along the ship tracks. We, therefore, suggest that these important chemical interactions of ship-originated emissions with RHS should be considered in the environmental policy assessments of the role of shipping emissions in air quality and climate.</p>

This article studies the impact of reputation on market entry in public procurement. Based on the observation of a French firm with a strong reputation, we demonstrate a significant effect of the difference in public contracts won between date t-1 and date t. Our model provides empirical proof that selection of a supplier with a strong reputation does not hinder entry in public procurement nor does it prevent free competition. This result thus questions the justification for the European Union regulation that limits the use of information on past performance to select suppliers in public markets. The findings also suggest that reputation mechanisms can help reduce uncertainty during contract execution.

My contribution deals with the issue concerning the question arising on the applicable law in and after the transition period set in the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community. The aim of this contribution is to analyze how the English and European laws simultaneously influence one another. This analyzation will lead to the prognosis of the impact Brexit will have on the applicable English law before English courts and the courts of the states of the European Union. The main key question is the role of lex fori in English law. Will English law tend to return to common law rules post-Brexit, and prefer the lex fori?

The so-called European migration crisis has sparked significant attention from scholars and raises questions about the role of solidarity between states and the European Union (EU) in providing policy solutions. Tension exists between upholding the rights of those seeking entry and pooling resources between Member States to provide a fair and efficient migration system. This article deconstructs the shifts that have occurred in EU migration policy since 2015 to highlight how narratives of health have become tools of governance. It does so to illuminate how health narratives operate to minimise the impact that conflicts on the nature and substance of EU solidarity have on policy development in response to the perceived crisis. A governmentality lens is used to analyse the implications of increasingly prescribed policy applications based on screening and categorising, and how measures operate to responsibilise migrants and third-countries to act according to EU values. It is argued this approach to governance results in migrants facing legal uncertainty in terms of accessing their rights and excludes them from the EU political space, which is problematic for how EU governance can be understood.
