Abstract. This paper provides a detailed introduction to the disaster situation of the August 8, 2017, Ms 7.0 earthquake that occurred in Jiuzhaigou County, Sichuan Province, China, and specifically describes the emergency response activities of all levels of the government, various departments, rescue teams, enterprises and public institutions as well as social organizations. The characteristics of the earthquake disaster and the emergency responses are analysed and summarized. The emergency response activities during the Jiuzhaigou earthquake exhibited three distinct characteristics relative to those during similar earthquakes. The response level and resource mobilization were appropriately and sensibly adjusted according to the development of the disaster, and various departments worked closely together to conduct multi-sector joint rescue efforts. Moreover, professional rescue forces and participating social organizations were more rationally mobilized. A set of effective disaster relief command and coordination mechanisms were established for cooperation between multiple departments and the participation of many social organizations under the leadership of the local government. Finally, newer and more effective technologies played an important role in the emergency response and rescue efforts following this earthquake.

Abstract. China's earthquake emergency response system has been improved by lessons learned from multiple earthquakes. This paper focuses on the Ms 7.0 earthquake that occurred in Jiuzhaigou County, Sichuan Province, China, on 8 August 2017 and assesses the emergency response activities of all levels of government as well as various departments, rescue teams, enterprises and public institutions and social organizations. The emergency response is compared to other large earthquakes that occurred in China in recent years. The lessons learned from these experiences can inform the emergency response to future disasters. The characteristics of the Jiuzhaigou earthquake and the emergency responses after the event are analysed. The response level and resource mobilization were appropriately adjusted as the disaster developed, and various departments worked together to conduct multi-sector joint rescue efforts. Additionally, professional rescue forces and participating social organizations were more rationally mobilized than during past earthquake emergency responses. A set of effective disaster relief command and coordination mechanisms was established to facilitate cooperation between multiple departments and social organizations under the leadership of the local government. Finally, new and more effective technologies played an important role in the emergency response and rescue efforts following the earthquake.

We observe that the important question of the Government Grant has been again before the Lancashire Asylums Board. It would appear that the resolutions of the County Councils' Association were in favour of extending the four-shilling grant to chronic pauper lunatics maintained in workhouse wards under special regulations, and to idiots maintained in public institutions. It was pointed out, however, that there was a material departure from the resolution adopted by the Lancashire Board, which prescribed that, before the grant was to be extended in that manner, the patients must have been treated in an asylum—a period of two years having been mentioned, thereupon a deputation to the Local Government Board was appointed, and the Lancashire Asylum authorities are to be congratulated upon having made a stand for their own opinion. The treatment of acute insanity cannot be effective under workhouse regulations. An asylum is a hospital, and should receive the mentally-afflicted in the first instance. A workhouse may, under proper authority, be fitted to accommodate harmless dements; and, in the interest of the ratepayers as well as of the insane, such a rearrangement is highly desirable. It is, however, of essential importance that the cases selected for the cheaper, simpler, and less specialised care of workhouse officials should have passed through the local asylum and under the review of the Commissioners. We are not inclined to fix any term of residence in asylums, preferring to leave their physicians unfettered by such a regulation as the two-year limit spoken of at Lancaster. It is quite probable that a very much shorter period of observation would suffice to determine the propriety of passing a hopeless, easily-managed case from an overcrowded asylum to the lunatic ward of the neighbouring workhouse. We need not support these views by lengthy reference to the results obtained in Scotland under such a system as is now recommended, but must congratulate Dr. J. A. Campbell on the eminent success attending the proposal which he brought forward at our Annual Meeting of 1893.

During large-scale manmade or natural disasters, such as Superstorm Sandy and Hurricanes Harvey and Irma, collaborations among government agencies, NGOs, and businesses need to be coordinated to provide necessary resources to respond to emergency events. However, resources from citizens themselves are underutilized, such as their equipment or expertise. The citizen participation via social media enhanced the situational awareness, but the response management is still mainly handled by the government or government-sanctioned partners. By harnessing the power of citizen crowdsourcing, government agencies can create enhanced disaster situation awareness and facilitate effective utilization of resources provided by citizen volunteers, resulting in more effective disaster responses. This chapter presents a public engagement in emergency response (PEER) framework that provides an online and mobile crowdsourcing platform for incident reporting and citizens' resource volunteering as well as an intelligent recommender system to match-make citizen resources with emergency tasks.

While government agencies, NGOs, and even commercial entities immediately swing into action to help out, in the case of large disasters, one of the biggest resources – citizens themselves – are underutilized. The rise of social media creates an opportunity for the citizen participation for disaster response management. By harnessing the power of citizen crowdsourcing, the government can have enhanced disaster situation awareness and utilize resources provided by citizen volunteers, resulting in more effective disaster responses. In this paper, the prototype Public Engagement in Emergency Response (PEER) framework is presented. It provides a comprehensive online and mobile crowdsourcing platform for situation reporting and resource volunteering. Events are described that transpired in the aftermath of superstorm Sandy, which demonstrate the benefits of using the PEER framework in a major disaster situation. Also described is how it can alleviate some of the issues associated with the crowdsourcing responses such as fraud.

Background: The hawking of wares by children has been a serious issue confronting the Nigerian society. Children hawk in some of the most horrible conditions conceivable, where they face a serious risk of injury, chronic illness, kidnapping, rape or death. Objective: The focus of this study was to assess the perceived effects of street hawking on the well-being of children in Anyigba, Dekina Local Government Area of Kogi State. Methods: The population of this study consists of parents of the street hawkers in Anyigba while cross-sectional survey design was used through the purposive sampling technique to choose the sample size of one hundred and sixty-two (162) respondents. The validated structured questionnaire and In-Depth Interviews (IDIs) served as the instruments for the data collection respectively. The hypotheses were tested using Chi-Square at a predetermined 0.05 level of significance. The quantitative data were analysed with the aid of the SPSS (version 20). Results: The results indicated among others that street hawking had significant social implications and physical consequences on children's moral behaviour as well as health status in the study area. Conclusion: The study, therefore, concluded that the government of Kogi State should carry out an enlightenment campaign through the media and religious institutions on the negative consequences of street hawking are recommended as panacea. Also, the child right act instrument and its implementation should be strengthened in order to curb street hawking in the study area.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

Corruption is pervasive in Nigeria at all levels. Thus, despite recent gains in healthcare provision, the health sector faces numerous corruption related challenges. This study aims at examining areas of corruption in the health sector with specific focus on its types and nature. A sample size of 480 respondents aged 18 years and above was drawn from the eight Metropolitan Local Government Areas of Kano State, using the multistage sampling technique. The results revealed evidence of corrupt practices including those related to unnecessary-absenteeism, diversion of patients from the public health facilities to the private sector, diverting money meant for the purchase of equipment, fuel and diesel, bribery, stealing of medications, fraud, misappropriation of medications and unjustifiable reimbursement claims. In order to resolve the problem of corrupt practices in the healthcare sector, the study recommended the need for enforcement of appropriate code of ethics guiding the conduct of the health professionals, adoption of anti-corruption strategies, and strengthening the government monitoring system to check corruption in public health sector in order to ensure equitable access to healthcare services among the under-privileged people in the society.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

This study examined the role of local government in community development in Nsukka Local Government Area of Enugu State, Nigeria. A total of 420 people participated in the study. The study sample of 420 persons comprised 220 community development officers selected from the study area and 200 adult educators randomly selected from Enugu State. The entire population of the study was used due to the size. A 21-item structured questionnaire developed by the researchers was used as the instrument for data collection. Mean and standard deviation were used to answer the research questions. The study revealed that the budget allocation sent by the government to the responsible departments in the local government is not always received as and when due for the effective implementation of community development projects. It was concluded that a higher monitoring authority should be set aside to monitor and supervise the existence of checks and balances between the regulations of the local government areas.
