Against the backdrop of globalization, international terrorism is becoming a complex threat, which can be countered only by the united efforts of all countries. The level of cooperation of states does not fully correspond to the scale of the world terror challenge. Cooperation in the fight against terrorism at the bilateral level opens up more opportunities because it is based on mutual trust between States, with greater effectiveness, as well as practical impact and benefits, due to the knowledge of the situation and the ability to respond quickly. The inefficiency of the global counterterrorism system can be compensated by the mechanism of bilateral cooperation in the sphere of counter-terrorism, despite all the existing problems such as: sanctions, human rights, the need to promptly equate national laws and legislation in line with international laws, etc. The choice of the Russian Federation and Spain as a case study for this research is not accidental, since the interaction of both countries allows us to trace the development of mechanisms and instruments to counter terrorism on a bilateral basis. As a result of the comparative analysis, it is established that while Russian-Spanish relations began to deteriorate in 2014 as a result of the sanctions policy, the bilateral contexts of cooperation in the field of countering extremism have become comparable in two parameters: the overall level of the threat of terrorism in Russia and Spain, as well as the types of terrorist challenges on their territory.

Terrorism seriously endangers world peace and security. In order to achieve the goal of effectively combating international terrorism, we must promote the establishment of a multi-level model of anti-terrorism cooperation. The current legal models of international counter-terrorism cooperation mainly include global counter-terrorism cooperation, regional counter-terrorism cooperation and bilateral counter-terrorism cooperation. Global counter-terrorism cooperation led by the United Nations is the most important form of counter-terrorism cooperation. The UN has set up a Counter-terrorism Committee and a series of treaties. The United Nations demands that States should prevent and stop the financing of terrorist ACTS; Criminalizes any person or thing that, by any means, directly or indirectly, provides or raises funds for terrorist activities; (b) Immediately freeze the assets of individuals and entities that facilitate, finance or participate in terrorist ACTS; The provision of any funds and financial assets and related services to individuals and entities assisting, financing or participating in terrorist ACTS is prohibited. Regional counter-terrorism cooperation refers to the cooperation between geographically adjacent countries to combat terrorism, which is an important part of international counter-terrorism cooperation. The main regional anti-terrorism cooperation organizations are: Association of Southeast Asian Nations, South Asian Association for Regional Cooperation, European Union, Organization of American States, Shanghai Cooperation Organization. Bilateral anti-terrorism cooperation refers to the cooperation between two parties in order to form a joint anti-terrorism force. Bilateral cooperation can be between states or between states and regional organizations. Bilateral cooperation in flexible and diverse forms is also an important form of counter-terrorism cooperation.

The article deals with the modern stage of military and political relations between Russia and Kazakhstan. The role of Organization of the Collective Security Treaty and the Shanghai Cooperation Organization in the fight against international terrorism is emphasized in the article. The article contains a profound analysis of main agreements between the Russian Federation and the Republic of Kazakhstan and therefore defines areas of bilateral cooperation. It is concluded that the main areas of cooperation are the fight against international terrorism, strengthening of military capabilities, and the joint exploration of outer space.

One of phenomena that occur in the educational world is the issue of discrepancies that occur between theory the pre-service teacher learned in college with implementation when they should teach in thereal fields (schools). Problem Based Learning (PBL) becomes one of the efforts to bridge the existing problems. This research is conducted to find out the extend of Problem Based Learning (PBL) in Micro Teaching course since the course must be accomplished by students before carrying out practical activities in the real field in the school at teaching training program. The writer uses descriptive qualitative method. And in this research the writer uses case study as a research design to find out the purpose of the research. The participants of the the research are 8 students from a class of micro teaching course in English Department of Universitas Swadaya Gunung Jati. In this paper, The Students as the Pre Service Teacher(s) are coded PST(s). The writer uses observation as the instruments of the research. Theory of Miles and Huberman are used to collect data from observation. Regarding to the discussion above, the four aspects of competences of effective teacher are shown in the teaching practice done by the students of Micro teaching course that apply Problem Based Learning (PBL). The majority results of the observation explain that applying Problem Based Learning in Micro Teaching course develops pre-service teachers competence in their teaching in classroom. This research shows pre-service teachers can integrate their competences and create good performance in their teaching practice.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.

He focuses on the opacity of the work of state bodies, leading to an increase in bribery and corruption. The topic we have chosen is socially exciting in our days, since its significance is growing on a large scale at all levels of the investigated aspect of our modern life. Democratic institutions are being jeopardized, the difference in the position of social strata of society in society’s access to material goods is growing, and the state of society is suffering from the moral point of view, citizens are losing confidence in the government, and in the top officials of the state.

AbstractOstia, the ancient port of Rome, had a rich religious landscape. How processional rituals further contributed to this landscape, however, has seen little consideration. This is largely due to a lack of evidence that attests to the routes taken by processional rituals. The present study aims to address existing problems in studying processions by questioning what factors motivated processional movement routes. A novel computational approach that integrates GIS, urban network analysis, and agent-based modelling is introduced. This multi-layered approach is used to question how spectators served as attractors in the creation of a processional landscape using Ostia’s Campo della Magna Mater as a case study. The analysis of these results is subsequently used to gain new insight into how a greater processional landscape was created surrounding the sanctuary of the Magna Mater.

The Institute of State and Law of the Russian Academy of Sciences has a long tradition of honoring outstanding Soviet and Russian scientists who at different times served and developed legal science at the highest academic level. One of such recognized outstanding scientists was the Honored scientist of the Russian Federation, Doctor of Law, Professor Mikhail I. Piskotin (1924 - 2003). Mikhail I. Piskotin devoted many years to the formation and strengthening of the science of Financial Law and its sub-branches (tax, Budget Law), in every possible way contributed to the development of the science of Administrative Law. 1973 - 1989 worked at the Institute of State and Law of the Academy of Sciences of the USSR as head of the sector and editor-in-chief of the journal "Soviet State and Law". In his memory and with respect to his merits, the scientific community annually holds scientific events. In April 2021, an International scientific and practical conference was successfully held, the topic of which was "Financial security and law in the digital era ("Piskotin’s readings - 2021"). The organizer of the conference is the sector of Administrative Law and administrative process, the Institute of State and Law of the Russian Academy of Sciences. A distinctive feature of this conference was that as its participants, academic theorists and practitioners in the field of financial and administrative law from leading academic and research organizations from the Russian Federation, as well as citizens of individual European states and Asia, announced and made reports on topical topics. The purpose of the conference was to consider current problems, current trends and prospects for the development of Financial Law in the digital era. The participants were especially interested in those reports in which not only the existing problems were raised, but also the directions and ways of their solution were expressed. As a result of the work, the participants adopted the Resolution of the International scientific and practical conference "Financial security and law in the digital era ("Piskotin’s readings - 2021").

Важность определения конкретных, измеримых и объективно необходимых целей деятельности исправительных учреждений уголовно-исполнительной системы объясняется проблемами, с которыми сталкиваются сотрудники при выполнении функций, отдельные из которых не способствуют достижению целей уголовно-исполнительного законодательства РФ. В статье рассматриваются и подвергаются конструктивной критике цели уголовно-исполнительного законодательства, задачи уголовно-исполнительной системы (которые в 2004 г. были исключены из закона), основные задачи ФСИН России, основные цели Концепции развития уголовно-исполнительной системы РФ до 2020 г., цель Концепции федеральной целевой программы «Развитие уголовно-исполнительной системы (2017-2025 годы)». Приводятся цели классификации осужденных, которые предусмотрены Правилами Нельсона Манделы, как положительный опыт закрепления целей отдельного правового института. Высказывается позиция относительно необходимости закрепления целей отдельных институтов, промежуточных целей и важности определения точных критериев оценки достижимости отмеченных целей. Данная работа проводится для выявления имеющихся проблем, связанных с отсутствием конкретных показателей деятельности исправительных учреждений, выполнение которых должно способствовать достижению целей уголовно-исполнительного законодательства РФ. The importance of determining the specific, measurable and objectively necessary goals of the activities of correctional institutions of the penal system is explained by the problems faced by employees in performing functions, some of which do not contribute to the achievement of the goals of the penal legislation of the Russian Federation. The article discusses and criticizes constructively the goals of the penal legislation, the tasks of the penal system (which were excluded from the Law in 2004), the main tasks of the Federal Penitentiary Service of Russia, the main goals of the Development Concept of the Russian penal system until 2020, the goal of the Federal Concept target program "Development of the penal system (2017-2025)". The goals of the classification of convicts, which are provided for by the rules of Nelson Mandela, as a positive experience in fixing goals, a separate legal institution. A position is expressed regarding the need to consolidate the goals of individual institutions, intermediate goals and the importance of determining, exact criteria, assessing the attainability of the stated goals. This work is carried out in order to establish the existing problems associated with the lack of specific indicators of the activity of correctional institutions, the implementation of which should help achieve the goals of the criminal-executive legislation of the Russian Federation.

В статье проведен анализ существующей практики защиты имущественных интересов уголовно-исполнительной системы Российской Федерации при участии в уголовном процессе в качестве представителя потерпевшего, изложены рекомендации по улучшению данной работы с учетом особенностей сложившейся практики. Раскрываются особенности уголовно-процессуальной защиты на основе материалов территориальных органов и анализа дел указанной категории схарактеристикой эффективных решений иимеющихся проблем по защите имущественных интересов уголовно-исполнительной системы (далее - УИС), материалов практики защиты поуказанным вопросам, аналитических и статистических данных за 2018-2020 гг. Обращено внимание, чтона практике имеются сложности с определением размера возмещаемого ущерба и сроков исковой давности, а также с фактическим исполнением судебных решений овзыскании ущерба в связи с финансовой несостоятельностью должников. Важной проблемой по защите имущественных интересов остается отсутствие методики определения размера причиненного репутационного вреда органам иучреждениям уголовно-исполнительной системы Российской Федерации. Обеспечение своевременного допуска представителя органа илиучреждения УИС имеет существенное значение для защиты имущественных интересов, поскольку юридическое лицо получает фактическую возможность по отстаиванию своих законных интересов лишь смомента допуска представителя - физического лица. Автором определены направления работы должностных и иных заинтересованных лиц по реализации защиты имущественных интересов УИС при участии в уголовном процессе в качестве представителя потерпевшего. The article analyzes the existing practice of protecting the property interests of the Penal system of the Russian Federation when participating in criminal proceedings as a representative of the victim, and provides recommendations for improving this work, taking into account the features of the current practice. The article reveals the features of criminal procedure protection based on the materials of territorial bodies and the analysis of cases of this category with the characteristics of effective solutions and existing problems in protecting the property interests of the Penal system (hereinafter the FPS), materials of defense practice on these issues, analytical and statistical data for the period 2018-2020. Attention is drawn to the fact that in practice there are some peculiarities in determining the amount of damage to be compensated and the limitation period. Due to the financial insolvency of debtors in practice, there is a difficulty with the actual execution of court decisions on recovery of damages. An important problem in protecting property interests remains the lack of a methodology for determining the amount of reputational damage caused to the bodies and institutions of the Russian Federation's penal system. Ensuring the timely admission of a representative of a body or institution of a penal system is essential for the protection of property interests, since a legal entity gets the actual opportunity to defend its legitimate interests only from the moment of admission of a representative - an individual. The author defines the directions of work of officials and other interested persons to protect the property interests of the Penal system of the Russian Federation when participating in criminal proceedings as a representative of the victim.
