Using the Internet to enable developing country universities to meet the challenges of globalization through collaborative virtual programmes (originally published in October 2003)

Globalization represents a significant threat as well as a substantial opportunity to the economies and educational systems of Africa and other areas of the developing world. This paper shows that, if used wisely, information technology has the power to help create powerful and synergistic educational partnerships at local, regional and global scale. Such new and large-scale partnerships, only possible because of the existence of the Internet, have the potential to allow educational institutions to respond positively to globalization and help promote development if enough partnerships can be created and sustained. This paper explores two emerging educational partnerships, NetTel@Africa and the International Ocean Institute Virtual University (IOIVU), in terms of the lessons for how technology can be used to respond to the challenges and opportunities of globalization, and to allow institutions in developing countries to achieve results that could not be achieved by either institution acting alone. Although they are responses to different circumstances, and operate at different scales, NetTel@Africa and the IOIVU have many common elements. These partnerships serve as examples of how the Internet can unite widely the scattered expertise in most areas of human endeavor that exist in Africa and other areas of the developing world to create virtual concentrations, or "centres of excellence" that do not have a single physical base.

Protected areas (PAs) are a key strategy to reverse global biodiversity declines, but they are under increasing pressure from anthropogenic activities and concomitant effects. Thus, the heterogeneous landscapes within PAs, containing a number of different habitats and ecosystem types, are in various degrees of disturbance. Characterizing habitats and ecosystems within the global protected area network requires large-scale monitoring over long time scales. This study reviews methods for the biophysical characterization of terrestrial PAs at a global scale by means of remote sensing (RS) and provides further recommendations. To this end, we first discuss the importance of taking into account the structural and functional attributes, as well as integrating a broad spectrum of variables, to account for the different ecosystem and habitat types within PAs, considering examples at local and regional scales. We then discuss potential variables, challenges and limitations of existing global environmental stratifications, as well as the biophysical characterization of PAs, and finally offer some recommendations. Computational and interoperability issues are also discussed, as well as the potential of cloud-based platforms linked to earth observations to support large-scale characterization of PAs. Using RS to characterize PAs globally is a crucial approach to help ensure sustainable development, but it requires further work before such studies are able to inform large-scale conservation actions. This study proposes 14 recommendations in order to improve existing initiatives to biophysically characterize PAs at a global scale.

Purpose This article explores different meanings of innovation within the context of audiology and the Internet. Case studies are used to illustrate and elaborate on the new types of innovation and their levels of impact. Method The article defines innovation, providing case studies illustrating a taxonomy of innovation types. Results Innovation ranges from minor changes in technology implemented on existing platforms to radical or disruptive changes that provide exceptional benefits and transform markets. Innovations within the context of audiology and the Internet can be found across that range. The case studies presented demonstrate that innovations in hearing care can span across a number of innovation types and levels of impact. Considering the global need for improved access and efficiency in hearing care, innovations that demonstrate a sustainable impact on a large scale, with the potential to rapidly upscale this impact, should be prioritized. Conclusions It is unclear presently what types of innovations are likely to have the most profound impacts on audiology in the coming years. In the best case, they will lead to more efficient, effective, and widespread availability of hearing health on a global scale.

<p>In its first decade (2001-2010) the OER movement has been carried by numerous relevant and successful projects around the globe. These were sometimes large-scale but more often not, and they were primarily initiated by innovating educational institutions and explorative individual experts. What has remained, however, is the quest for a sustainable perspective, in spite of the many attempts in the OER community for clear-cut solutions to the problem of sustainability. This is a major barrier for mainstreaming the OER approach in national educational systems.</p><p>At the end of the first decade, and more so at the beginning of the second decade (2011-2020), we are witnessing in a few countries emerging efforts to develop and establish a national OER approach. That is required in order to break down the barrier for mainstreaming OER. Making the OER approach sustainable cannot be left to the educational institutions only, but should be facilitated in a national setting.</p>

в статье обосновывается объективная необходимость изменения системы управления военным образованием в рамках проведения военной реформы второй половины XIX века. Проводимые мероприятия опирались на достижения русской педагогической мысли и военной педагогики. Комплекс управленческих решений был теоретически обоснованным, проводился последовательно и поступательно, до достижения необходимого положительного результата. Решить масштабные и сложные задачи оптимизации процесса военного образования было бы невозможно без усиления внимания к социально-гуманитарным дисциплинам, преподаваемых в военно-учебных заведениях. Накопленный исторический опыт реализации принятых управленческих решений актуален и востребован в настоящее время. the article substantiates the objective need to change the management system of military education in the framework of military reform in the second half of the XIX century. The events were based on the achievements of Russian pedagogical thought and military pedagogy. It is emphasized that the complex of management decisions was theoretically justified, carried out consistently and progressively, until the necessary positive result was achieved. It would be impossible to solve these large–scale and complex tasks of optimizing the process of military education without increasing attention to the social and humanitarian disciplines taught in military educational institutions. The accumulated historical experience of implementing management decisions is relevant and may be in demand at the present time.

Morality-based interventions designed to promote academic integrity are being used by educational institutions around the world. Although many such approaches have a strong theoretical foundation and are supported by laboratory-based evidence, they often have not been subjected to rigorous empirical evaluation in real-world contexts. In a naturalistic field study ( N = 296), we evaluated a recent research-inspired classroom innovation in which students are told, just prior to taking an unproctored exam, that they are trusted to act with integrity. Four university classes were assigned to a proctored exam or one of three types of unproctored exam. Students who took unproctored exams cheated significantly more, which suggests that it may be premature to implement this approach in college classrooms. These findings point to the importance of conducting ecologically valid and well-controlled field studies that translate psychological theory into practice when introducing large-scale educational reforms.

Measures adopted by educational systems to improve and adapt the educational response of pupils with disability or diversity conditions arising from their personal and social conditions, have enabled them to gain tenure throughout the various stages of education. Educational institutions have been progressively adapting and responding to the educational needs of students who start university, and this fact highlights the lack of inclusive culture in university institutions. The lack of training of university teachers in the educational response to the needs of students with disabilities is evidenced by the high dropout rates of this group and in successive complaints of teachers who do not have the skills or tools to cope with this situation successfully. The review of a set of 75 programs developed by different Spanish universities to meet the needs of these students shows an insufficient institutional and administrative response while reflecting the lack of unity of jointly developed criteria.

This article challenges the dominant notion of the ‘high-performing education system’ and offers an alternative interpretation from a Daoist perspective. The paper highlights two salient characteristics of such a system: its ability to outperform other education systems in international large-scale assessments; and its status as a positive or negative ‘reference society’. It is contended that external standards are applied and imposed on educational systems across the globe, judging a system to be high- or low- performing, and consequently worthy of emulation or deserving of criticism. Three cardinal Daoist principles that are drawn from the Zhuangzi are expounded: a rejection of an external and oppressive dao (way); the emptying of one’s heart-mind; and an ethics of difference. A major implication is a celebration of a plurality of high performers and reference societies, each unique in its own dao but converging on mutual learning and appreciation.

People nowadays are entering an era of rapid evolution due to the generation of massive amounts of data. Such information is produced with an enormous contribution from the use of billions of sensing devices equipped with in situ signal processing and communication capabilities which form wireless sensor networks (WSNs). As the number of small devices connected to the Internet is higher than 50 billion, the Internet of Things (IoT) devices focus on sensing accuracy, communication efficiency, and low power consumption because IoT device deployment is mainly for correct information acquisition, remote node accessing, and longer-term operation with lower battery changing requirements. Thus, recently, there have been rich activities for original research in these domains. Various sensors used by processing devices can be heterogeneous or homogeneous. Since the devices are primarily expected to operate independently in an autonomous manner, the abilities of connection, communication, and ambient energy scavenging play significant roles, especially in a large-scale deployment. This paper classifies wireless sensor nodes into two major categories based the types of the sensor array (heterogeneous/homogeneous). It also emphasizes on the utilization of ad hoc networking and energy harvesting mechanisms as a fundamental cornerstone to building a self-governing, sustainable, and perpetually-operated sensor system. We review systems representative of each category and depict trends in system development.
