In the current conditions of qualitative transformations in various sectors of the economy of the Republic of Kazakhstan and the entire system of economic relations, the problem of the functioning of modern car service enterprises for the mainten, ance and repair of individual vehicles becomes especially relevant. This problem is primarily related to the main tasks facing road transport enterprises and is the main component of the efficiency of economic activities of enterprises. The large variety of factors influencing the work of car service enterprises makes it difficult, first of all, to classify them and requires information about their similar groups. The main groups of factors influencing the effective functioning of car service enterprises are divided into general and specialized factors. At the same time, factors of direct impact directly affect the work of car service enterprises, and factors of an indirect nature do not directly affect the activities of enterprises, but it is necessary to keep records of them in order to make appropriate decisions. In the current economic conditions, car service enterprises, despite their departmental affiliation, have to rationally resolve some contradictions that are caused by the obvious imperfection of the structural relations themselves. At the same time, one can still observe a very high level of depreciation of the main equipment and an acute shortage of acceptable sources of financing, the impossibility of obtaining credit funds due to high interest rates. All these problems, first of all, significantly restrain the very process of demand for the implementation of transport services for car maintenance. Therefore, in this current situation, car service enterprises are forced to look for their internal reserves and capabilities. It is on the solution of all these above-mentioned problems that the identification or establishment of the so-called controllable factors that affect the production activities of car service enterprises will depend.

At the same time, the level of competition between motor transport service providers is growing, which makes it necessary to improve the quality of motor transport services. After all, a high level of quality allows us to occupy a leading position in this sector of the economy. There is an urgent need to assess the quality of motor services, and it is important to assess their quality from the standpoint of consumers of these services. Distinctive features of methodical bases of carrying out quality assessment at the enterprises of motor transport are defined. In the course of research both group, and individual indicators of quality assessment are established. Quality assessment is the result of the course of perception of quality, which is formed in the process of providing services to the user and is accompanied by a specific assessment of the quantitative degree of compliance of the received service with his expectations. Analysis of existing indicators revealed assessment of service quality. The stages of quality assessment, consistent provision of their implementation and the main basic provisions are determined, based on which a set of methodological approaches to assessing the quality of road transport services can be improved. The levels of evaluation of motor transport services and their content are established. An approach to assessing the quality of road transport service and the implementation of the course of providing services to users, which is based on its identified values in three stages: standardized, consolidated and expanded. The signs of the quality of the course of providing services to users on the basis of "points of conflict" with them are substantiated by two classes of signs: "effective" and "instrumental".

A monograph “Vegetation and biotopes of the “Narochansky” National Park was published in Minsk, Belarus in 2017, edited by A. V. Pugachevsky (Grummo et al., 2017). It includes the Map of terrestrial vegetation (S. 1 : 60 000) and the Map of biotopes (S. 1 : 60 000). Some small-scale maps such as the Map of changes in forest cover of the “Narochansky” National Park for the period 1985–2016, the Map of forest loss in the “Narochansky” National Park for the period 1985–2016 and a series of inventory and analytical maps on the basin of the Naroch Lake are given. This monograph can be considered as a small regional Atlas with detailed explanatory texts to the maps. It presents the experience on vegetation mapping accumulated in the Laboratory of Geobotany and Vegetation mapping of the Institute of Experimental Botany of the National Academy of Sciences of Belarus. Despite some critical comments, mainly concerning the biotope map, this publication of Belarusian geobotanists deserves an approval. They received the full answers to the questions posed: “What do we protect?” and “What is a current state of the vegetation of the National Park and the main trends of its dynamics? Cartographic design is made at a high level; the maps have both scientific and practical importance in the planning of environmental and economic activities.

Objective: Assessment of the need to study the process of delivering a batch of containers from the rear terminal to the port to ensure uninterrupted communication between the rear terminal and the seaport and delivery a batch of containers exactly on time. As a primary task, the problem of analyzing the factors affecting the nature of the delivery process is solved. Methods: The methods of the theory of probability and mathematical statistics were applied in terms of determining the factors that affect the nature of the delivery process. The method of constructing process models was used to create a technological model for the delivery of containers by a block train to the port. Results: A technological model of container delivery by block train is presented. Diagrams were built showing the share of the main deviations from the schedule of container trains by types of operations for traffic, traction, corporate transport services. The main factors influencing the duration of individual operations with container block trains en route and the increase in the delivery time for a batch of containers from rear terminals to the seaport as a whole are identified. The random nature of the duration of the delivery of containers by block trains following the schedule has been established. Practical importance: The need to improve the methodology for choosing a method for delivering containers from the rear terminal to the port using simulation based on the identified factors influencing individual elements of the technological model of container delivery by a block train, deviations from the delivery time of containers, scheduled running of block trains is shown.

Annotation. Introduction. One of the key tasks of the formation of a socially oriented economy is to ensure a high level and quality of life of the population, which implies the satisfaction of the most necessary needs of citizens in comfortable housing, energy, sanitary and technical, transport services, etc. Satisfaction of the above needs is possible only under the condition of the efficient and uninterrupted functioning of utilities, since the main task of the utilities is to provide the population with heat, water, gas, electricity and other services on which the comfort of housing, the state of human health, the constant mode of operation of enterprises, improvement districts, ecological state of settlements. The efficient operation of enterprises of communal ownership largely depends on their financial condition. Therefore, the study of the development and financial support of public utilities, the effectiveness of their activities is relevant, especially in the context of decentralization. Now, the problems of public utilities require much attention, among which their financial condition is significant. Purpose. The purpose of the work is to analyze and study the financial condition of utilities and develop proposals for its improvement. Results. The article considers, analyzes and compares such indicators of the financial condition of utility companies in some cities of Ukraine as: financial results, depreciation of fixed assets, return on assets, absolute liquidity ratio. Factors influencing the financial results of utilities have been identified. The main ways to improve the financial condition of utilities have been identified. Conclusions. According to the results of the analysis of their financial condition, the prevailing loss, high level of depreciation of fixed assets and low capital productivity of most enterprises in this industry have been determined. The reasons for this situation are the lack of effective directions of financial policy in this area, the imperfection of the regulatory framework and miscalculations in the management of financial resources. The current state of this industry gives grounds to talk about the need to improve the effectiveness of its state regulation in order to solve the basic problems of its socio-economic development.

Transport capacity is very important indicator of country’s economic power reflecting its economic development. All means of transport must be efficient and able to transport goods and people as cheaply and quickly as possible. This requires constant upgrading of transport networks often with limited budget. This is a problem especially in rural areas, where population density is very low and there are difficulties in providing transport links between cities and rural communities. It is very expensive to upgrade transport network and also to ensure public transport services there. Individual car transport can diminish the problem, but some groups (the young, old or poor) will always require public transport service, moreover increasing car traffic put pressure especially on existing road transport. Public transport linking isolated rural regions to transport hubs towards the European and national transport networks play a crucial role in that regard. Paper presents some outputs of RUMOBIL project focusing on pilot actions testing a number of innovative applications during a period 2017-2018 how sparsely populated peripheral areas can be better linked to a primary, secondary or tertiary transport node by public transport.
