The demands for transport are presently at quite high level. There are few transport branches which are used now, but in fact the road transport is the one used most. Transport actions are ought to deliver goods from point A to point B, and thus they influence the goals of logistics referred as 5R. Providing the right resource, in right place, on the right time, in right cost and in right quality, depend mostly on transport services. Using of the autonomous technology in transport allow to achieve better results in the field of logistics services. The purpose of this article was to present the benefits of autonomous transport and its influence on the logistics. Theoretical considerations were summarized with conclusions, which may become during the deliberation about the usage of autonomous transport vehicles.

The work, based on previously little available for research, as well as materials and documents found in archival institutions, reflects the legal basis for ensuring road safety in 1948-1953, the state and organizational and legal measures taken in the field of combating accidents in road transport at the republican level by the example Ukrainian Soviet Socialist Republic. Attention is focused on the key problems that determine the development of the road safety system, the measures taken, their effectiveness, mistakes and achievements. Measures to counteract accidents in vehicles are investigated from a historical and legal standpoint, a critical and detailed analysis of decrees and orders of the government, departmental regulatory legal acts. It was found that the presence of a significant number of administrative decisions of the republican authorities of Soviet Ukraine, although it was a rather progressive step for its time, did not fully take into account the reality of achieving the set goals, local conditions and peculiarities. At the same time, the functioning of the emerging road safety system was significantly hampered by the lack of a unified national policy in the context of the rapid growth and development of the country’s automobile and road complex.

This study focuses on a wide range of issues related to the effects of integration process on the development of economic relations, in particular, in the road transport services market. Special emphasis is put on the critical role of integration in contributing to building circular technological supply chains, ensuring sales coordination and management, reducing unit costs and increasing labor productivity. It is argued that the outcome of integration translates into a cohesive economic mechanism which in addition to its integrated elements is characterized by the presence of a core coordination element. The article offers a definition to a public-private partnership phenomenon, identifies its advantages and disadvantages, explores the mechanisms of public-private partnership implementation as well as suggests a toolkit to optimize the partnership functioning for integrated structures. This is a pioneering study that provides a rationale for the need to use several public-private partnership patterns simultaneously together with developing a mechanism for carrying out public-private partnership which is proposed to be consolidated into the mechanism of integrated partnership viewed as the most preferable one to be implemented in the market of road transport services. It has been verified that the integrated partnership pattern provides an opportunity to develop competitive advantages of all its participants. The research findings have enabled to make the following generalizations: the existing partnerships differ in types of arrangements and institutional support; prior to making a decision to launch a specific integrated partnership project, the mechanism of its implementation should be envisaged; to enhance the efficiency of the integrated partnership project implementation, building relevant infrastructure facilities is paramount; the prospects for further integrated partnership project operation assume the utilization of a network mechanism of public-private partnership which best meets the needs and the specifics of the road transport services market.

The aim of this article is to describe educational activities concerning improvement of road safety taken by the [Polish] Road Transport Inspection. In order to build awareness of our society some actions should be taken at the earliest age and involve many different institutions, not only schools. The authors show how the Road Transport Inspection fulfils this assumption by creating “Bezpieczna Szkoła Krokodylka Tirka” (‘Crocodile Tirek's School of Safety’), organising lessons about road safety in hospitals, high schools or lectures on conferences, fairs and other events concerning transportation, logistics and shipping. The Engagement of the Road Transport Inspection in education and media campaigns involving road safety has been discussed in the range of years 2018-2020 and it shows the dynamic development of the unit on this field. Our analysis indicates that the most effective in education is combination of both theory and practise or sharing by officers, their knowledge and work experience with the audience. The biggest challenge, on the contrary, is to bring all this activities to the Internet, which is necessary especially because of coronavirus pandemic.

Abstract To ensure that road transport safety measures are effective and efficient, forecast tools should be applied to help with strategic decision-making. Models of road safety measures provide such tools. The paper presents a proposed macro model of road accident casualties. The proposed models of road accident fatalities are built from a database covering more than fifty countries worldwide. The concepts of model design can be used for developing factor-based models to describe strategic societal risk on the road networks of selected countries worldwide. One of the concepts was applied to model the number of road accident fatalities. The analyses used Smeed’s model and its modifications developed for the needs of this analysis.

The Road Safety Remuneration Act 2012 (Cth) (the Act) explicitly enables the Road Safety Remuneration Tribunal to make orders that can impose binding requirements on all the participants in the road transport supply chain, including consignors and consignees at the apex of the chain, for the pay and safety of both employee and independent contractor drivers. The tribunal is also specifically empowered to make enforceable orders to reduce or remove remuneration related incentives and pressures that contribute to unsafe work practices in the road transport industry. Recently the tribunal handed down its first order. The article considers whether, and the degree to which, the tribunal has been willing to exercise its explicit power to impose enforceable obligations on consignors and consignees – such as large supermarket chains – at the apex of road transport supply chains. It examines the substance and extent of the obligations imposed by the tribunal, including whether the tribunal has exercised the full range of powers vested in it by the Act. We contend that the tribunal's first order primarily imposes obligations on direct work providers and drivers without making large, powerful consignors and consignees substantively responsible for driver pay and safety. We argue that the tribunal's first order could have more comprehensively fulfilled the objectives of the Act by more directly addressing the root causes of low pay and poor safety in the road transport industry.

The social cost, as one of the factors determining sustainability of socio-economic development, is strongly dependent upon a number of casualties and mortality in road accidents. The condition of car tires appears to be one of the important factors determining the occurrence of accidents. The vast majority of vehicles are tested every year at vehicle inspection stations. One of the elements affecting the result of the technical condition test and basically the quality of vehicle braking is the technical condition of the tires. Their technical condition is a very important factor responsible for the quality of acceleration, braking, maintaining, or changing the direction of driving. As a consequence, it has a significant impact on road safety. The aim of the study is to examine the impact of tires on the results of tests performed at a vehicle inspection station. The study presents the results of bench measurements of the impact of selected features of tire condition of two vehicles during routine periodic inspections at a vehicle inspection station (VIS). The focus was on an attempt to assess the impact of inflation pressure, age, and tire tread wear on the braking process. The technical studies performed might be a source for legal steps assuring better management of road safety. It can also be expected that the tire choice and condition may affect fuel consumption, and therefore the amount of energy consumed by the road transport.

Abstract More than 1,24 million people die each year on the worlds roads and between 20 to 50 million suffer from nonfatal injuries. The UN Road Safety Collaboration Meetings under the leadership of WHO developed the Programme for the Decade of Actions for road safety taking nations into the responsibility of improving their accident figures by the five pillars of a national Road Safety Policy, safer Roads, safer Vehicles, safer Road Users and Post Crash Care. It is this Safe System Approach that takes into consideration the land use, infrastructure and transport planning, road user’s abilities and limitations and the close cooperation of all governmental and none governmental stakeholders involved. Following the European Transport Safety Council's (ETSC) 8th Road Safety Performance Index Report on Ranking EU Progress on Road Safety; June 2014 Romania has made progress during the last 10 year but had still the highest fatality rate of 93 fatalities per 1 million inhabitants in Europe. [1] The contribution will present the main activities of the fife pillars with a focus on PIARC's Road Infrastructure Management tools to improve safety and function of the road infrastructure based on the experiences with the land use problems in Asian, African and European countries. A GPS based accident data system will help researchers and practitioners to improve their countries road safety. The report will show the important steps for safer roads which had been developed in Romania and how actions of short and long term measures on all five pillars have reduced the number of traffic victims remarkable in Eastern Germany after reunification and in addition how the hierarchy of motorways, 2+1 express roads, the rural roads and traffic calming in built up areas, have improved the economic development of cities and villages in a safe way.

Abstract The duty of applying recorders in the road transport was implemented in states of the European Union on regulations (EWG) no. 3820 / 85 on harmonizations of some social welfare legislation referring to the transport, which was changing with regulation (EWG) no. 3821/85 on recorders applied in the road transport. The duty of implementation of the digital tachograph is also considered in the context of improving road safety. Through the analysis of the records of the registering devices can be defined in each specific case of speeding by more than the allowable value in the area. Technical requirements for your device recorded in the resolution, which defines the main parameters, are measured, among things other, the traversed path length of the car, speed, time driving, other periods of work, politeness of the driver and the correct operation of the check authorized for those authorities. At present led Regulation (EU) No 165/2014 of European Parliament establishing requirements concerning structure, checking, installation, use and repairs of tachographs and their building blocks is implementing the second generation of the digital tachographs connected with the device GNSS (Global Navigation Satellite System). Organizing the early detection from a distance is showing data officers from the digital tachograph and information concerning mass and mass falling on the wasp of the entire team of vehicles. Experience in work, economic pressures and competition in transport has led the drivers through a transport company in the event noncompliance, and in particular, in relation to the driving time and breaks. This article contains responsibilities after part rest on the drivers of vehicles takes the issues of system security and optimum performance of recording devices.
