In his 1689 “Essay Concerning the True, Original Extent and End of Civil Government”, John Locke set forth a number of famous propositions on limited government. His fundamental premise is that the extent of government authority is limited by its end. The purpose of government defines the scope of its responsibilities, which in turn justify its use of power to accomplish those specific ends. Government, under Locke’s approach, has no authority where it has no mission to accomplish. For Locke, public power was thus to be held in trust to accomplish enumerated goals and objectives on behalf of certain beneficiaries; for Locke government was stewardship. Government was to be the servant and the people were to remain the master. For different reasons, the Qur’an, too, teaches us that government is a trust that should not be abused. This article tries to compare both views with each other in order to make out common ground.

<p><strong><em>Abstract</em></strong><strong><em> </em></strong></p><p><em>The implementation of good and clean Government to realize people's aspirations and trusted by the community. the accountability of government agencies is a manifestation of the Government's obligation to account for the implementation of the Government's strategic plan to achieve the goals and objectives. Accountability and transparency of the Government is a prerequisite for the creation of bureaucracy and Government responsive to the will of the people. the importance of accountability and transparency in order to ensure the limited use of resources for various public services that can provide maximum benefit to the community in an efficient, effective, and measurable way. It has been said, and few would deny, that John Locke is as important as the founder of philosophical liberalism as he is as the founder of the empiricist theory of knowledge. Though he was a most versatile thinker, writing on philosophy, politics, medicine, education, religion, and economics, and on all these with the knowledge of an expert and the influence of an authority, his fame no doubt derives on the one hand from his treatises on Toleration and Civil Government, and from his Essay on Human Understanding on the other. Whenever these are expounded by scholars, the political writings are discussed independently of the Essay and the Essay independently of the political writings. The reason for this is obviously that scholars have seen very little connexion between Locke's principal works. This has been changed with the appearance of a manuscript in which are preserved eight essays on the law of nature written by Locke in Latin shortly after the Restoration of 1660 and thirty years before the appearance in print of his major works. This manuscript has been published by me, and it is now possible to recognize that Locke's two main bodies of doctrine, namely his political theory and his theory of knowledge, have a common ground and that this lies in his early doctrine of natural law. Admittedly, the notion of a natural law can be seen to be of central importance in his treatise on Civil Government and it also plays its part in the Essay.

Nigerian form and practice of democracy is very faulty, ranging from the foundation to the very level of the actual practice of democracy. Most political office holders in Nigeria arrive at the corridors of power through avenues devoid of generally accepted standard of democratic principle, it is in Nigeria that one gets to hear and see that power is actually taken and not given as is provided by the principles of democracy. John Locke in his political theory presented consent as the bedrock of democracy and went further to outline the aims of civil government. Consequently, any civil government that deviates from the provisions of the social contract theory, stands the risk of dissolution. From the foregoing, the reverse is the case in the Nigerian socio-political space. This work makes use of analytical method in philosophy to investigate the shortcomings in the characteristics of democracy being practiced in Nigeria, it would analyze John Locke’s concept of the state placing it in line with current trends in the Nigerian political scene. The researcher discovered that what is practiced in Nigeria falls short, far below standard of what is generally known and practiced worldwide as democracy which by implication is the “government of the people, by the people and for the people, viewing it through the lens and window of Lockean provision. Finally, this paper concludes that Nigeria politicians and office holders should eschew selfishness and pursue that which would contribute positively to the commonwealth. Democracy is people/masses oriented. Once a nation misses this target, the glory of that nation automatically starts corroding and subsequently fades away, and the result is seen in the gross suffering of the citizens. The article deals with the fundamental, inherent in most of the countries of the world transformation of state power, its formation, functioning and division between the main branches as a result of the decentralization of such power, its subsidiarity. Attention is drawn to the specifics of state power, its func- tional features in the conditions of sovereignty of the states, their interconnec- tion. It is emphasized that the nature of the state power is connected with the nature of the political system of the state, with the form of government and many other aspects of a fundamental nature.It is analyzed that in the middle of national states the questions of legitima- cy, sovereignty of transparency of state power, its formation are acutely raised. Concerning the practical functioning of state power, a deeper study now needs a problem of separation of powers and the distribution of power. The use of this principle, which ensures the real subsidiarity of the authorities, the formation of more effective, responsible democratic relations between state power and civil society, is the first priority of the transformation of state power in the conditions of modern transformations of countries and societies. It is substantiated that the research of these problems will open up much wider opportunities for the provi- sion of state power not as a center authority, but also as a leading political structure but as a power of the people and the community. In the context of global democratization processes, such processes are crucial for a more humanistic and civilized arrangement of human life. It is noted that local self-government, as a specific form of public power, is also characterized by an expressive feature of a special subject of power (territorial community) as a set of large numbers of people; joint communal property; tax system, etc.

AbstractMany concerned citizens, including judges, bureaucrats, politicians, activists, journalists, and academics, have been claiming that Indian democracy has been imperilled under the premiership of Narendra Modi, which began in 2014. To examine this claim, the Article sets up an analytic framework for accountability mechanisms liberal democratic constitutions put in place to provide a check on the political executive. The assumption is that only if this framework is dismantled in a systemic manner can we claim that democracy itself is in peril. This framework helps distinguish between actions that one may disagree with ideologically but are nonetheless permitted by an elected government, from actions that strike at the heart of liberal democratic constitutionalism. Liberal democratic constitutions typically adopt three ways of making accountability demands on the political executive: vertically, by demanding electoral accountability to the people; horizontally, by subjecting it to accountability demands of other state institutions like the judiciary and fourth branch institutions; and diagonally, by requiring discursive accountability by the media, the academy, and civil society. This framework assures democracy over time – i.e. it guarantees democratic governance not only to the people today, but to all future peoples of India. Each elected government has the mandate to implement its policies over a wide range of matters. However, seeking to entrench the ruling party’s stranglehold on power in ways that are inimical to the continued operation of democracy cannot be one of them. The Article finds that the first Modi government in power between 2014 and 2019 did indeed seek to undermine each of these three strands of executive accountability. Unlike the assault on democratic norms during India Gandhi’s Emergency in the 1970s, there is little evidence of a direct or full-frontal attack during this period. The Bharatiya Janata Party government’s mode of operation was subtle, indirect, and incremental, but also systemic. Hence, the Article characterizes the phenomenon as “killing a constitution by a thousand cuts.” The incremental assaults on democratic governance were typically justified by a combination of a managerial rhetoric of efficiency and good governance (made plausible by the undeniable imperfection of our institutions) and a divisive rhetoric of hyper-nationalism (which brands political opponents of the party as traitors of the state). Since its resounding victory in the 2019 general elections, the Modi government appears to have moved into consolidation mode. No longer constrained by the demands of coalition partners, early signs suggest that it may abandon the incrementalist approach for a more direct assault on democratic constitutionalism.

By any metric, Cicero’s works are some of the most widely read in the history of Western thought. This book suggests that perhaps Cicero’s most lasting and significant contribution to philosophy lies in helping to inspire the development of liberalism. Individual rights, the protection of private property, and political legitimacy based on the consent of the governed are often taken to be among early modern liberalism’s unique innovations and part of its rebellion against classical thought. However, this book demonstrates that Cicero’s thought played a central role in shaping and inspiring the liberal republican project. Cicero argued that liberty for individuals could arise only in a res publica in which the claims of the people to be sovereign were somehow united with a commitment to universal moral law, which limits what the people can rightfully do. Figures such as Hugo Grotius, John Locke, and John Adams sought to work through the tensions in Cicero’s vision, laying the groundwork for a theory of politics in which the freedom of the individual and the people’s collective right to rule were mediated by natural law. This book traces the development of this intellectual tradition from Cicero’s original articulation through the American founding. It concludes by exploring how modern political ideas remain dependent on the conception of just politics first elaborated by Rome’s great philosopher-statesman.

The principle of good governance is difficult and controversial. Governance opens new space which provides a concept that allows us to discuss the role of government in coping with public issues and the contribution that other players may make. It opens one’s mind to the possibility that groups in society other than government. Good governance is responsive to the present and future needs of society. Strengthening local governance can be ensured through the importation of the component of good governance at the local level. This paper intent to  examine spaces where principles of good governance are required to apply to ensure better service delivery system at Union Parishad. This paper has been followed by social survey method. The data collection technique of this study has covered quantitative technique. Union Parishad as a local self government body ensuring community participations, people can approach and communicates clearly to their representatives and regularly issuing its progress report to the people for their transparency. Besides, dealing with convicted corruption was found most effective in manner.

The article is devoted to the study of the need to develop and implement on the territory of the Krasnodar Territory a project of a standard electronic platform for monitoring public opinion on health issues in the municipality. The authors substantiate the position that the powers delegated by the people to the public authorities need constant control by the public. Without public control, there is a risk of appropriation of power, usurpation of power by individual state authorities and their officials. The mechanism of feedback between the authorities and the people, one of the elements of which is the monitoring of public opinion, plays an important role in the implementation of the constitutional principle of democracy. At the same time, it is important to monitor public opinion on local issues at the municipal level, since these issues affect the vast majority of the country's population. A significant segment of local issues is somehow related to the organization and functioning of health care institutions and the provision of medical services to the population. In this regard, it seems necessary to develop and implement in the territory of the Krasnodar Territory a project of a standard electronic platform for monitoring public opinion on health issues in the municipality. The article analyzes the goals and objectives of this project, examines the main problems associated with its formation and implementation, justifies the main stages of project preparation, as well as a list of measures to improve regional legislation that will contribute to the implementation of this project. The paper uses a number of methods of scientific research, in particular: the methods of induction; deduction; classification; statistical; sociological; comparative-legal; historical; formal-logical.

Governance, the world over, has become the main framework for assessing the effective utilization of human and material resources for the development of a nation or an organization. This paper explores the link between governance failure, violence and its implication for internal security in Rivers State. The level of violence in the state is high and increasing particularly since 1999 when the nation returned to civil rule. Violence such as inter and intra communal conflicts, cult violence, armed robbery, kidnapping, political violence among others, now writ large in the state. The study utilized the qualitative and content analysis. The paper reveals that the pervasive nature of violence with negative effect on the internal security is the fall out of the failure of the governance in the state. The paper recommends, among other things that, good governance is a tool for empowering the people, which in turn, will reduce unemployment, poverty, marginalization and the recourse to violent aggression in the state.
