The formation and development of environmental legislation have been and continue to be strongly influenced by a number of external factors determined by the objective processes of globalization and internationalization of environmental issues. From the first analyzes of the environmental policies adopted in the Republic of Moldova based on the Aarhus Convention, we find that so far no strategy has been developed to ensure access to justice on the ecological damage recovery, a strategy that would constitute the "lifeline" for the injured subjects, the authorities responsible for ensuring the full recovery of the damage caused to the environment, the courts that will resort to the laws adopted on the basis of these strategies.

The study analyzed some provisions of the Convention on access to information, public participation in decision-making, and access to justice in environmental matters directly related to the right to access to environmental information (in particular, articles 4 and 5 of the Convention, which regulate directly access to environmental information and the collection and dissemination of environmental information, respectively). The components of this right have been studied and described, as well as the main legal terms relating to the law in the text of the Aarhus Convention, such as “environmental information”, “as short as possible”. The work also analyzed and identified those types of information that, based on the provisions of the Convention, relating to environmental information. The paper provides examples of the impact of the Aarhus Convention on the national legislation of some States, as well as a mechanism for implementing the right of access to environmental information in the Republic of Belarus. Based on the study, general provisions on the right of access to environmental information are described, as well as the fact that the language of the Aarhus Convention is widely used in the legislation of States parties to the convention, and the right of access to environmental information itself is integral and multidimensional.

The landscape reserve “Thirty-three Fords”, with an area of 244.7 ha, was evaluated floristically and phytocoenotically in the summer of 2011. The presence of Carpineto-Quercetum roboris forest with natural 70-100 year old stands was proved. Artificial black locust and coniferous forests occupy 38.7 %. In the valley of the Naslavcea River, the floodplain grassland vegetation persists, and on the slopes without forests – xeric grasslands. In the landscape reserve “Thirty-three Fords”, 13 rare plant species mentioned in the Environmental Legislation of the Republic of Moldova (1996-1998) were identified.

The Republic of Kosovo is one of the newest states in the world. Separated from a former communist federation – Yugoslavia and occupied for over a decade by Serbia, it turned out to be free after a systematic destruction and with great consequences in all respects, including the environment. And of course, being a new state, made Republic of Kosovo to inherit many problems, which were very difficult to solve, while the environmental issues did not even come into the agenda ever to be discussed, which should not have been done as it was. In other words, having many major problems, the environmental issue as to the international community that has governed Kosovo for more than a decade, as well as for Kosovo's institutions itself, has never become an issue of importance to be discussed nor to be protected. Almost same happened in every country, which was under the international community protection, as for them it is the importance of security rather than environment protection in a country, where they are serving and far from their home country. Even after some positive developments in Kosovo's environmental legislation, by adopting the law on environmental protection, by creating a state agency for environmental protection, by creating environmental directorates in municipalities, etc., which developments and steps failed to become successful, because they lacked their implementation in practice, and cases like this were also in Moldova, Ukraine, Georgia, etc.. ..

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.

This article analyzes the most current security issues for the Republic of Moldova that are part of the regional security context of Eastern Europe –the region that can be considered the epicenter of international tensions through which the„geopolitical line of fracture”passes. The geographical position of the Republic of Moldova makes this state particularly sensitive to any negative trends in theregion. Growing of international tensions creates security threats and complicates economic development. From a historical point of view, Moldova has repeatedly fallen victim by the confrontation of the great powers. Therefore, the Republic of Moldova has a vital interest in preventing a new conflict in Eastern Europe. This article is based on a number of assumptions made by changes in the European security environment, such as the „shift of weight” to the East, strategic uncertainty, increasing the role of non-state actors, the situation in eastern Ukraine, etc. Based on these assumptions, this article makes an attempt to outline the potential role of the Republic of Moldova in the Eastern European security system, taking into account the desideratum for integration of the republic into the European Union. Other relevant factors will be taken into account for shaping the role of the Republic of Moldova in the European security system, namely: the security deficit; the impact of NATO and EU security policy; the rebirth of the project to create a regional defense alliance, etc. This article will largely take into account the military aspects of security.
