Mechanisms for increasing the professional qualifications of secondary vocational education personnel

В статье представлены результаты НИР по госзаданию Министерства просвещения РФ (2020 г.) для Института стратегии развития образования Российской академии образования (ИСРО РАО) по теме «Исследование научного потенциала педагогических работников профессиональных образовательных организаций СПО и механизмы его повышения». На первом этапе исследования (Никитин, 2020) были определены тренды, научная новизна, задачи, понятийный аппарат, проведен сравнительный статистический мониторинг, сформу- лированы критерии становления новой профессиональной группы работников интеллекту- ального труда (мастеров, преподавателей, руководителей) СПО будущего, а также рассмо- трены теоретические компоненты решения ряда задач, связанных с развитием потенциала в образовательной, инновационной и научно-исследовательской деятельности персонала государственных профессиональных образовательных организаций СПО. Представленный здесь материал является вторым этапом исследования, задача которого — обсудить со специалистами предложенные структурно-логические схемы, уровневую плат- форму, механизмы и поисковые практики наращивания профессиональных квалификаций персоналом СПО в условиях становления нового технологического уклада в российской эко- номике. The article presents the results of research on the state task of the Ministry of Education of the Russian Federation (2020) for the Institute of Education Development Strategy of the Russian Academy of Education (ISRO RAO) on the topic ”Research of the scientific potential of teachers of professional educational organizations of secondary vocational education and the mechanisms for its improvement”. At the first stage of the study (Nikitin, 2020), trends, scientific novelty, tasks, conceptual apparatus were identified, comparative statistical monitoring was carried out, and criteria for the formation of a new professional group of intellectual labour workers (masters, teachers, managers) were formulated. The article also considers the theoretical components of solving some problems related to developing the potential in the educational, innovative and research activities of the personnel of state professional educational organizations of secondary vocational education. The material presented here is the second stage of the research, the task of which is to discuss with specialists the proposed structural and logical schemes, the level platform, mechanisms and search practices for increasing professional qualifications by the staff of the SVE in the context of the formation of a new technological structure in the Russian economy.

Secondary vocational education is part of the state system of vocational education in the Russian Federation, which provides training for skilled workers and employees, mid-level specialists. It is these personnel, along with engineers, who are currently most needed both for the development and competitiveness of the transport industry, and for the Russian economy as a whole.The processes of restructuring the educational space of secondary vocational education in the framework of the implementation of the strategic goals of the development of the transport system of the Russian Federation are considered. The possibilities of the WorldSkills (WS) movement for the innovative development of secondary vocational education are analyzed; advantages and contradictions of the participation of educational organizations in national projects. An active role in the development of the WS movement of the Nonprofit Organization “Association of Colleges and Technical Schools of Transport” is shown.The author’s view on the possible solutions to the problems identified during the study is given.

In the professional educational organizations implementing the educational program of secondary General education within the development of professional educational on the basis of the main General education, studying of mathematics has the features depending on a profile of secondary vocational education. Profiling goals of mathematical education are reflected in the choice of priorities in the organization of educational activities of students. The scientific and technological revolution in all areas of human activity imposes new requirements on knowledge, technical culture, General and applied nature of education. This poses new challenges for the professional educational to improve education. The applied orientation of the school course of mathematics is carried out in order to improve the quality of mathematical education of student’s, the application of their mathematical knowledge to solve problems of daily practice and further professional activities. The article is devoted to the peculiarities and importance of integrated classes ‘Mathematics and Chemistry’ for obtaining professional skills in secondary vocational education. Experimental work has yielded positive results. The significance of the research: the materials of the article can be useful for school teachers of mathematics.

The experience of the Federal Agency for Railway Transport (Roszheldor) conducting annual training courses for the heads of educational institutions of secondary vocational education and heads of state universities of railways supervising their work, organized by the Training and Methodological Center for Education in Railway Transport, considered. The main issues and problems that were discussed from September 13 to 16, 2021 at the courses “Improving the quality of secondary vocational education in the field of railway transport: prospects and ways of development”, held on the basis of the Emperor Alexander I St. Petersburg State Transport University.The topical issues, the study of which is devoted to the event: the results of the work of educational institutions of secondary vocational education of Roszheldor; interaction of educational organizations of Roszheldor with the main employer — JSC Russian Railways; educational and methodological support of basic professional educational programs of secondary vocational education; new organizational and methodological mechanisms in the system of secondary vocational education through Federal educational and methodological association; introduction of technological innovations into secondary vocational education in railway transport through professional skill con-tests; WorldSkills championships; informational, organizational, scientific and methodological resources for solving problems of training mid-level specialists for railway transport.

Considered the experience of federal educational and methodological associations in the system of secondary vocational education for enlarged groups of professions, specialties created in 2015 by the Ministry of Education and Science of the Russian Federation The main objects of their activity are federal state educational standards, sample programs, quality assurance and development of the content of secondary vocational education, professional improvement of the activities of scientific and pedagogical workers. They showed the formation of a new project team. It is important to collect all railway specialties in one group to ensure the unity of approaches in the development of the content of federal state educational standards of secondary vocational education of secondary vocational education, exemplary educational programs and examination of their content, as well as to improve the quality of educational content and continuity with higher education. The corresponding specialties of higher education are included in one group 23.00.00 “Engineering and technology of ground transport”. Federal educational and methodological associations in the system of secondary vocational education provide expert services in the field of their activities. For this, an Expert Council has been created. The composition of the Expert Council is formed from the number of teachers of educational institutions of open source education. In total, during the work of the Expert Council, more than 130 examinations of educational publications on road and rail transport have been carried out.

Статья посвящена проблеме формирования и развития исследовательских компетенций, которые, по мнению авторов, являются необходимым условием успешной профессиональной деятельности педагога СПО. Цель статьи — выявление дефицита исследовательских компетенций у педагогов профессионального обучения, а также определение направления развития научно-исследовательской деятельности (НИД) в сфере СПО. Для достижения поставленной цели было проведено анкетирование с помощью онлайн-опроса, разработанного на базе инструментов GoogleForms, и применены методы статистической обработки данных исследования. В статье представлены структура и виды научно-исследовательской деятельности педагога СПО, приведены результаты эмпирического исследования, позволившие оценить степень сформированности профессиональных компетенций педагогических работников и их готовность к осуществлению НИД. Авторы предлагают практические рекомендации по восполнению дефицита исследовательских компетенций у педагогов профессионального обучения. The article is devoted to the problem of formation and development of research competencies, which, according to the authors, are necessary for the successful professional activity of a teacher of secondary vocational education. The purpose of the article is to identify the lack of research competencies among teachers of vocational training and determine the direction of development of research activities (RA) in the field of secondary vocational education. In order to achieve this goal, a survey was conducted using an online survey developed based on GoogleForms tools, and methods of statistical processing of research data were applied. The article presents the structure and types of research activities of a teacher of secondary vocational education, the results of an empirical study that allowed us to assess the degree of formation of professional competencies of teachers and their readiness to implement the RA. The authors offer practical recommendations for filling the deficit of research competencies in teachers of vocational training.

The article presents the stages of implementation of complex automation of colleges in the Chuvash Republic. The regulatory framework for the use of information technologies and automation processes in educational institutions is described, in particular, the “Concept of regional automation”, approved by the Government of the Russian Federation on December 29, 2014, which sets the main goals and areas of activity for the use of information and communication technologies in the subjects of the Russian Federation. The article provides information on the inclusion of the Chuvash Republic in the all-Russian process of automation of organizations of secondary vocational education, which was determined by the order of the Ministry of Education and Youth Policy of Chuvashia “On the implementation of a set of measures for the development and implementation of an automated information system in state professional educational organizations of the Chuvash Republic” dated September 11, 2014. The process of automation of the educational process in the system of secondary vocational education of the Chuvash Republic based on 1C is traced. Provides information on the implementation of the software 1C:College in educational institutions of the republic; creation of an information and analytical system of secondary vocational education of the Ministry of Education and Youth Policy of the Chuvash Republic, through which reporting information is collected and aggregated; development of the module “Personal web account of an applicant for 1C:College” for receiving documents from applicants on the basis of the Novocheboksarsk Chemical and Mechanical College.

Research is devoted to a new strategic initiative for the development of secondary vocational education "Professionalitet". This initiative is declared as a new level of education in colleges and contains approaches and principles for updating the content of vocational education, intensifying the development of professional educational organizations and reducing the duration of training.A retrospective analysis of the history of secondary vocational education revealed the predisposition of this level of education to rejection and change in the semantic connotations of the levels of vocational education in different historical periods. The process of development is often presented as a struggle of emerging new entities with old meanings, which inevitably continue to function in the minds of people. Historical retrospective knowledge gives us the opportunity to optimize our views on the inevitable new and the obsolete old.Presents the characteristics of the project "Professionalitet". The analysis of the socio-economic reasons for the creation of professionalism allows us to speak about its objective necessity, and the presented structure of the new level of education gives an answer to the question-due to what the training period will be reduced. Special attention is paid to the risks and problems that will have to be faced when implementing this project.
