At present, the official business style of the Yakut language is more developed in comparison with the translations of the twentieth century, when this style was just beginning to be practiced. Along with this, the translation of official-business style texts is also developing. As state and municipal services are an integral part of our life and understanding the strengths and merits, which adds the translation to society, it is very important to translate the Yakut language information, regulatory documents of the population of our Republic and members of the institutions, namely the Standard of applicants to the State autonomous institution Multifunctional center for the provision of state and municipal services in the Republic of Sakha (Yakutia) Rules of applicants. The aim of this work is to analyze the difficulties of transmission clich official-business style of Russian into Yakut language and the search approach solutions to these difficulties. The methodological basis of this study is the comparative and descriptive methods based on the data obtained by the continuous sampling method. As a result of the analysis, we identified lexical and grammatical difficulties in translating official-business style cliches from Russian into Yakut. Lexical words include borrowing words, words without equivalent correspondence and abbreviations in the cliche, where the first ones are most often transmitted to the Yakut language by transcription or remain by themselves, the second ones are translated by an adequate replacement, paraphrasing or description, and the third ones with the Russian version in a bracket. Grammatical difficulties include complex sentences with passive constructions and participial turns, which directly affect how the cliche will be translated into them. Cliches in complex sentences occur frequently, sometimes several times in the same sentence.

Accreditation of technical institutions is very important to guarantee the quality of technical education that is being offered. Outcome based education (OBE) is followed in the delivery of technical education across all Institutions in India and the National Board of Accreditation (NBA), which is the nodal accreditation body for technical institutions in India follows outcome based accreditation (OBA) in the accreditation of technical programs. In the OBE and OBA, faculty constitutes the most important component and plays an important role in facilitation of the same. In this regard, the authors felt that there is a need to understand the level of awareness of faculty about the same and accordingly a survey was conducted among the faculty of the authors’ institution, which is an autonomous Institution and comes under Tier I scheme of NBA accreditation process. From among 285 faculty members, about 96 participated in the survey. This paper discusses the significance of faculty’s awareness and involvement in the accreditation process and implementation of OBE. The results of the survey indicate some interesting findings, which is discussed in detail. Some suggestions and guidelines are given at the end to increase the level of awareness and their involvement in the OBE and OBA processes respectively.

Purpose of work — analysis of modern scientific literature on the resource approach to the definition of personnel policy in medical organizations, analysis of personnel management system, personnel policy in a particular medical organization, justification of definition: "Personnel policy is personnel management, which is carried out taking into account the levels of organizational and economic, socio-psychological (huemonizing), legal, technical (5S, lean production, medical organization of a new type), training and pedagogical (mentoring) in combination and interrelation with the determining role of socioeconomic factors of the surrounding society". Materials and methods. The subject of the study — personnel policy in a medical institution on the example of the State Autonomous Institution «Serov City Hospital», using certain resources for the formation of its levels. The following methods were used in the study: analysis, classification, synthesis of scientific theoretical literature on the problem of research; analysis of documents related to the activities of a medical institution, comparison, socio-psychological testing of a number of mental and psychophysiological functions of medical workers in the professional environment. Results and discussion. The definition of "personnel policy" in a medical organization is clarified, taking into account the systematic and resource-based approach. Recommendations on the implementation of personnel policy in Serov City Hospital during the period of organizational changes and preventive measures to prevent the spread of COVID-19 were developed. Conclusion. The use of a systematic approach in the formation of personnel policy, taking into account the organizational and economic, sociopsychological, legal, technical, training and educational levels proposed by us in the aggregate and interrelation, with the determining role of socio-economic factors, allows to solve the most important issues of sustainable functioning of the medical institution in the period of organizational changes and preventive measures to prevent the spread of COVID-19.

Urinary tract infections are the second most common infections in children with spreading of antimicrobial resistance among uropathogens currently poses a high epidemiological threat.Purpose. Analysis of species prevalence and the presence of genetic determinants of antibiotic resistance.Materials and methods. In the study 215 midstream urine samples were retrospectively analyzed. Samples were obtained during 2017 and 2019 from patients aged 4 weeks to 17 years at the National Medical Research Center for Children's Health Federal State Autonomous Institution of the Ministry of Health of the Russian Federation.Results. Species of pathogen were identified in 93 samples, while the bacterial composition of other samples was classified as «intestinal flora» (n = 17), «coccus flora» (n = 16) or «mixed flora» (n = 89). The most common types of uropathogens in monopathogenic infections in 2017 and 2019 were Escherichia coli (37.5% and 29.2%, respectively). Among infections caused by multiple pathogens, the most common etiological agents were Pseudomonas aeruginosa and Staphylococcus spp. Among all studied samples, 31.9% contained CTX-M-like genes, 5% VIM genes, 1.8% NDM genes, and 3.0% — OXA-48-like genes, and 5.6% of samples contained two and more genetic determinants associated with resistance, with the most prevalent gene combination being the combination of CTX-M- and OXA-48-like genes. In 69 samples with identified species of uropathogens, resistance profile to antimicrobial, determined by microbiological methods, correlated with detected resistance genetic determinants.Conclusion. Authors suggest that introduction of testing for the presence of genes associated with antibacterial resistance to general clinical practice would not only provide an opportunity to conduct epidemiological monitoring of the genetic determinants of antibiotic resistance, but also provide an opportunity to select the correct timely treatment of childhood bacteriuria caused by antibiotic-resistant infectious agents.

This article is a re-edited version of the opening prelude to the author’s The Museum’s Borders: On the Challenge of Knowing and Remembering Well (Routledge, 2021). Based on reportage concerning the Windrush scandal, this article makes the case for the museum to be understood as an autonomous institution critical to knowledge-based democracies. The scandal, exposed in 2018, was the result of the British Government’s “hostile environment,” a brutal approach to immigration that ensnared historic migrants to Britain from the Caribbean. Resulting in state violence against Black British citizens, it revealed the degree to which Britain remained mired in institutional racism. Museums, libraries, and other cultural institutions played a critical role in recovering and asserting the history and legitimacy of these people.

Within the framework of the 10th International Science and Practical Conference “Organization of Construction and Development of Real Estate”, held in Moscow at the premises of the National Research Moscow State University of Civil Engineering (MGSU), a wide range of problems, dealing with the strategic focus of the real estate development at the present stage, was discussed. Not only did the methodological fundamentals of spatial and territorial development affect the goals and practical implementation requirements, but they also changed the management tools. New aspects of managing real estate as an investment asset emerged and started to develop in practice. The process required a number of provisions to be amended and recommendations to be made by the Conference participants. According to the conference speakers, managing real estate as an increasingly popular investment asset was among the problems that were least studied in the research literature. At the same time, the approach, proposed by the co-authors, encompasses management tools applicable to problem-plagued and normally functioning real estate, as well as complex real estate items integrated into separate elements of the urban planning structure. The management of numerous real estate facilities requires different approaches to be implemented by development companies (developers). They were studied by the co­authors who analyzed the case of Krasstroy Group of Construction Companies engaged in the construction and operation of real estate facilities. Understanding the practical experience of the company allowed the co-authors to systematize the principles of effective management, that represented a combination of advanced methods of design of universal modules of commercial premises, new functional opportunities provided by information and communication technologies, and methods of stimulating and coordinating operations performed by different stakeholders in urban districts and the city as a whole1. [1] This research was performed within the framework of the project “The study of the present-day structure and typology of housing and development of recommendations concerning the optimal number of apartments, taking into account demographic and social factors, as well as the entire range of needs of the population (using the case of Krasnoyarsk)” supported by the Krasnoyarsk State Autonomous Institution “Krasnoyarsk Regional Fund for Support of Scientific and Technical Activities” within the framework of the target competition of applied scientific research projects aimed at solving problems of urban development.

Quality in education is imperative and thus it is a matter of great concern for the universities, colleges and institutions to maintain it. There are varied criteria to measure quality and methods to improve it with time. A lot of Higher Education Institutions (HEI) offer courses across streams for the students to pursue. The success of an educational institute depends on the quality of education. Educationalists, policy makers, researchers and scholars across the world are working towards quality management for continuous improvement, student/faculty satisfaction and institutional excellence. The National Assessment and Accreditation Council, NAAC, an autonomous institution has been established by the University Grants Commission with the prime agenda of assessing and accrediting Higher Education Institutes(HEI), facilitating them to work continuously towards improving the quality of education. The assessment process is carried out in three stages, which comprises of, viz., Self Study Report (SSR), Student Satisfaction Survey and the Peer Team Report. In the NAAC’s Self study report seven criterion are used for assessment; among all, criteria II: Teaching, Learning and Evaluation carry a major weightage of 350 points. In this paper, we will be briefly discussing the quality measures that can be taken up by any HEI regarding Teaching, Learning and Evaluation methodologies to improve upon its overall score and ranking. A survey was also conducted amongst graduation level students from various universities asking them multiple research questions related to measures that can be taken up by the colleges to improve quality in teaching, learning and evaluation.

Introduction. Subglottic cysts are a rare clinical entity among infants and children. The annual incidence of congenital laryngeal cysts is quoted as 1,82 per 100,000 live births. The majority of cases present in neonates born at the extremes of prematurity and invariably have been intubated and managed in neonatal intensive care units. Clinically, the pathology manifested as upper airway obstruction, stridor, and dysphonia. Various surgical techniques have been proposed for the treatment of patients with laryngeal cysts. In a large percentage of cases, tracheostomy is required, especially in patients with large cysts due to the development of symptoms of respiratory failure. Purpose. The aim of this study is to demonstrate that endoscopic technologies in the treatment of laryngeal cysts in children can be useful to avoid tracheostomy and lead to an uneventful recovery. Materials and methods. We present a clinical case of managing a 7-month-old child with multiple laryngeal cysts from the Department of Thoracic Surgery in the National Medical Research Center for Childrens Health Federal state autonomous institution of the Russian Federation Ministry of Health. Conclusion. In the presented case, we demonstrate that modern minimally invasive techniques to treat laryngeal cysts restore the lumen of the respiratory tract. facilitate the course of the postoperative period, achieve complete patient recovery, and avoid tracheostomy.
