This paper assesses the impact of local government on social service delivery in south-western Nigeria in tandem with their full constitutional responsibility particularly on primary education and road constructions. The related concepts were review. The study utilized both primary and secondary data. Primary data were collected through questionnaire administration and in-depth interviews. The study revealed that local government has a significant impact on social service delivery in Southwestern Nigeria (r = 0.438, p < 0.05). The paper highlighted some recommendations and concluded that local government had performed considerably well in delivery of social service to the populace in their concurrent responsibility with the state government, but relatively low in their mandatory functions.

Local governments are the closest unit of government to the people at grass root levels. The principal objective of this paper is to evaluate the performance of the local government of Pokhara Metropolitan City that lies in Kaski district, Nepal. This paper describes and analyzes the performance of the newly formed local government. It is based on the source of primary data from fieldwork with ground theory and secondary data- journal articles, books, Constitution of Nepal, 2015, act, rule, and regulations. The election of local government was held in Nepal in 2017, after 20 years. It is expected to bring political stability as well as peace and prosperity in Nepal. Nepal has been restructured as a federal democratic republic nation with federal, provinces and local government units- for sharing of power among the three tiers of government. Following the local elections, Pokhara Metropolitan City has already ratified more than six dozen laws (rules and regulations) for effective day to day service delivery to the local people. With grievances and grudges, the Nepalese people are experiencing the governance system of local bodies but the notion of people’s participation is more rhetoric. Also, financial capacity-both expenditure capacity and revenue generating capacity has severely limited the operational efficiency of local government. Moreover, transparency in public affairs has not been fully achieved yet.

All local governments have the same responsibility and obligation in positioning themselves as institution that are friendly to persons with disabilities, including Central Lampung Regency in Lampung Province. There are two important questions from the research which is the basis of this study; (1). What are the efforts made by the Central Lampung Regency government towards groups with disabilities? (2). What are the problems that occur in the management of disability groups in Central Lampung Regency?. The type of this research is descriptive with a qualitative approach. The data used by researchers in this study are sourced from primary and secondary data. In this study, primary data obtained through interview techniques was carried out by giving several questions related to the problem issues in research to the informants who had been determined. Informants in this study was collected with a purposive sampling technique. The key informants in this study were 9 heads of local government organizations, 10 representatives of community organizations, and 5 members of the regional parliament. All of them play a role in data collection activities which include focus group discussions, in-depth interviews, observation, and documentation. Meanwhile, data analysis was carried out using interactive data analysis techniques. In the last three years, the number of people with disabilities in Central Lampung has increased. However, the increase in the number of people with disabilities in Central Lampung is due to the expansion of the meaning and scope of disabilities in Indonesia regulation. It is known that several actions at the level of local government organizations in facilitating groups with disabilities can be designed in a more focused manner in the design of programs and policies covering the government, population and civil registration, social, health, education, employment, and transportation, and public infrastructure sectors.

COVID-19 has shifted Australia’s social service delivery. Understanding the impact on workplace relationships is key. This article used a small-scale sample of social workers ( N = 37) to explore workplace friendship experiences while teleworking. Participants reported opportunities for friendships during COVID-19 but reported ongoing personal and professional concerns.

One of the consequences of the transition from British to Chinese rule in Hong Kong has been the development of parallel social service delivery systems. On the one hand, the welfare bureaucracy is characterised by contractual relationships between the government and nonprofit organisations and is shaped by western ideas associated with new public management. On the other hand, the political machine is composed of locally elected representatives, community-based organisations (CBOs) and local residents and reflects traits of Chinese communism. This article investigates the interactions and strategies adopted by actors in these two systems in their attempt to control the delivery of social services. Crucially, it explores how these two systems interact and the impact on policy implementation. Evidence shows that CBOs provide a critical brokering role between elected political officials, the public and nonprofit organisations that is critical to maintaining the functionality of Hong Kong's parallel social service delivery systems.

Postcolonial leadership is implicated in the distorted development and crisis of governance in Nigeria. The political leadership emerged from authoritarian traditions of the colonial state and pursued self-interests against collective societal interests; the mode of the emergence of the leaders as well as the context in which they operate usually impact on the nature and trend of social welfare provisioning. Relying on data from secondary sources, this study examined the impact of democratic governance on social service delivery with Taraba State and education as a case study. The data analysis was based on qualitative descriptive analysis. We found that the education sector under the two administrations between 1999 and 2014, was not prioritized in budgetary allocation, in contravention of UNESCO recommendation that 26% of the budget be dedicated to education. The study recommends, among others, that the government must show commitment to education as a matter of deliberate policy to allocate the required minimum percentage pecked by UNESCO to enhance educational development in Taraba state.

This paper examined the effects of revenue mobilization and investment on basic amenities of local government in Nigeria. Secondary data were collected from the Central Bank of Nigeria Annual Statistical Bulletin from 19932017. Investment in basic amenities was proxy by monetary value of basic amenities while revenue mobilization was proxy by federal government allocation, state government allocation, value added tax, internally generated revenue and grants to local governments in Nigeria. Ordinary Least Square (OLS), Augmented Dickey Fuller Test, Johansen Co-integration test, normalized co-integrating equations, parsimonious vector error correction model and pair-wise causality tests were used to conduct the investigations and analysis. The empirical findings based on the models found that value added tax, internally generated revenue and grant have negative and significant effect on investment on basic amenities while federal allocation and state allocation have positive effect on the value of basic amenities. The unit root result (ADF) showed that the variables were stationary at the first difference of Order 1 (1). The co-integration tests revealed a long run dynamic relationship between the dependent and independent variables in the models. The parsimonious model summary shows that accounting bases explains a strong and positive significant relationship between the dependent and independent variables. However, the direction of causality between the accounting bases treasury management is mixed indicating uni and bi-directional causality. The study concludes that local government revenue has significant effect on investment of basic amenities of Nigeria local governments.

The study focused on the caretaker committee and performance of local Government Council in Nigeria: A study of Anambra State 2008 - 2013. In Nigeria federal structure, the three levels of government have legislative responsibility for various services and functions. The fourth schedule of the constitution outlines the functions and responsibilities of local government. The objective of the study is to: determine if the imposition of the caretaker committee system is a constitutional provision of the local government system in Nigeria especially Anambra State; to determine if the adoption of the caretaker committee by the state government affected the capacity of local government to perform its functions. The theoretical framework adopted focused on structural functional theory propounded by Gabriel Almond and J.S. Coleman in 1960. The study adopted descriptive research design and relied heavily on both primary and secondary data. Questionnaire was the major instrument for data collection and data were analyzed by the use of mean. Based on the data analysis, the following findings were made: the imposition of the caretaker committee system by state government to local governments is unconstitutional, the adoption of the caretaker committee by state government endangered the local government system capacity to perform its constitutional function. The study recommended amongst others that the use of or appointment of local government caretaker committee should be condemned, caretaker committee should be made to spend only three months to allow for a constitutionally elected local government executive. This article presents the findings from two studies that investigated the concept of whānau ora (family wellbeing): One examined the nature of resilience for Māori whānau and how resilience relates to whānau ora; while the second investigated the impact of the Working for Families policy on Māori families’ perceptions of whānau ora. In each study, Māori were asked to define whānau ora for their family. The responses to the “whānau ora” definition question in each of the studies were separated out to derive a unique dataset of 46 whānau definitions of whānau ora. A secondary analysis of responses was undertaken specifically for this article and these were compared to the whānau ora outcome definition outlined in the Report of the Taskforce on Whānau-Centred Initiatives (Taskforce on Whānau-Centred Initiatives, 2010). The degree of concordance between the definitions of whānau ora expressed by Māori families and those espoused by the government’s Taskforce is outlined. The article discusses the variability in understandings around whānau ora and the implications of our analysis for social service delivery and social policy development.
