All local governments have the same responsibility and obligation in positioning themselves as institution that are friendly to persons with disabilities, including Central Lampung Regency in Lampung Province. There are two important questions from the research which is the basis of this study; (1). What are the efforts made by the Central Lampung Regency government towards groups with disabilities? (2). What are the problems that occur in the management of disability groups in Central Lampung Regency?. The type of this research is descriptive with a qualitative approach. The data used by researchers in this study are sourced from primary and secondary data. In this study, primary data obtained through interview techniques was carried out by giving several questions related to the problem issues in research to the informants who had been determined. Informants in this study was collected with a purposive sampling technique. The key informants in this study were 9 heads of local government organizations, 10 representatives of community organizations, and 5 members of the regional parliament. All of them play a role in data collection activities which include focus group discussions, in-depth interviews, observation, and documentation. Meanwhile, data analysis was carried out using interactive data analysis techniques. In the last three years, the number of people with disabilities in Central Lampung has increased. However, the increase in the number of people with disabilities in Central Lampung is due to the expansion of the meaning and scope of disabilities in Indonesia regulation. It is known that several actions at the level of local government organizations in facilitating groups with disabilities can be designed in a more focused manner in the design of programs and policies covering the government, population and civil registration, social, health, education, employment, and transportation, and public infrastructure sectors.

The purpose of this research is to describe women's participation in the political process so that it can represent gender equality and justice. This research uses descriptive qualitative research. Sources of data in this study are primary data, namely data from interviews with informants involved in this research, and secondary data, namely data from studies of articles, books, results of previous research, and various relevant sources. The data collection techniques used were interviews and documentation. The data analysis used was interactive analysis in the form of data analysis, data presentation, data reduction, concluding, and testing the validity of the data through source triangulation. The results of this research show that women's participation in the political process can be done through the efforts of the government and political parties by providing political education, development of pro-women government programs by both the central and local governments to increase women's involvement in the political process as a form and a form of women's concern for society, nation, and state.

The preparation of planning and budgeting documents greatly contributes to the achievement of regional performance. Consistency in planning and budgeting is an indicator in assessing the performance of local governments. The object of this research is educational affairs. Education affairs are given top priority for the local government of Kota Solok. It is intended that the budget for education affairs reaches more than 20% of the total regional expenditure budget. Types of data are secondary data and primary data. Secondary data are RPJMD, RKPD, KUA, PPAS and APBD and LAKIP while primary data is neglecting to interview members of the Regional Government Budget Team (TAPD), BAPPEDA and OPD who are responsible for Educational Affairs. Assessment of the consistency of planning and budgeting uses the Planning and Budgeting Consolidated Matrix (MKPP) and the causes of inconsistency are interviews with informants who understand and know this. The results of this research consistency of planning and budgeting for educational affairs is very good. The causes of inconsistency in planning and budgeting documents are that the proposed Special Allocation Fund (DAK) was not approved by the Central Government, the intervention of the Government and Members of the Council, the existence of regulations from the Central Government. Analysis of the achievement of the performance of education affairs in the City of Solok shows that in general the achievement of the indicators of education affairs has not been achieved because the achievement of indicators according to each year is.

Globalization extraordinarily affects the Senang Hati Foundation. The roles played by the agents of empowerment such as the Non-government OrganizationS and government are enormous. The government should pay attention to every citizen, including those with disabilities as they also need justness, as stated in the Five Principles ‘Pancasila’ and the 1945 Constitution and the Act Number 4 of 1997 concerning people with disabilities, which was then changed into the Act of the Republic of Indonesia Number 8 of 2016 concerning people with disabilities. This present study is intended to identify the empowerment of the people with disabilities at the Gianyar Senang Hati Foundation, Bali. The qualitative method is used. The data were taken from the primary data source and secondary data source. The data were obtained through observation, in-depth interview, and library research. The theory of hegemony, the theory of deconstruction, and the theory of social practice are used in the present study. The result of the study shows as follows. First, the Foundation has four programs which are implemented to empower people with disabilities. They are social program, educational program, health program, and economic program. Second, the obstacles the Foundation faces can be divided into two. They are the internal obstacle and external obstacle. Third, the obstacle affects the existence of the Foundation, its management, its members, the government, donators and society. The finding of the study is that the Foundation has not been able to empower all of its members yet. In addition, the agents of the empowerment of people with disabilities have different interests.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

The research is proposed to test the influence of Leadership and Motivation Work on Public Service Quality. The population in this study was the Kantor Kementerian Agama Sungai Penuh who had received the last 1 year service at the Kantor Kementerian Agama Sungai Penuh, amounting to 260 people. Furthermore, by using the Slovin formula, a sample size of 158 people was chosen with a sampling technique based on Simple Random Sampling. This study uses primary data and secondary data. Data analysis techniques used are path analysis and hypothesis testing using t test with data analysis using SPSS version 20. The results of the study based on showing that partially the Leadership and motivation work have a positive and significant effect on Public Service Quality. The results also show that motivation work variables act as intervening variables between Leadership and Public Service Quality.

Local governments are the closest unit of government to the people at grass root levels. The principal objective of this paper is to evaluate the performance of the local government of Pokhara Metropolitan City that lies in Kaski district, Nepal. This paper describes and analyzes the performance of the newly formed local government. It is based on the source of primary data from fieldwork with ground theory and secondary data- journal articles, books, Constitution of Nepal, 2015, act, rule, and regulations. The election of local government was held in Nepal in 2017, after 20 years. It is expected to bring political stability as well as peace and prosperity in Nepal. Nepal has been restructured as a federal democratic republic nation with federal, provinces and local government units- for sharing of power among the three tiers of government. Following the local elections, Pokhara Metropolitan City has already ratified more than six dozen laws (rules and regulations) for effective day to day service delivery to the local people. With grievances and grudges, the Nepalese people are experiencing the governance system of local bodies but the notion of people’s participation is more rhetoric. Also, financial capacity-both expenditure capacity and revenue generating capacity has severely limited the operational efficiency of local government. Moreover, transparency in public affairs has not been fully achieved yet.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

This research was conducted based on the condition of the development of tourism on the island of Nusa Lembongan, aiming to find out the impact brought about by socio-economic conditions against the tourism society.This study uses qualitative and quantitative approach with mix method, the primary data source that are obtained by observations and direct interviews and secondary data. The sampling technique used was purposive sampling techniques and data analysis using the method of case study. This study shows tourism provides impact on society and the government on the island of Nusa Lembongan are seen from eight aspect among others : impact increasing of foreign exchange, impact toward local community income that increasing before tourism exist, impact toward higher prices than the real prices, impact toward employment for opportunity to local community, ownership and control of tourism accommodation, the distribution of benefits and advantage against indigenous village, development in general are seen from 4A tourism and government income of tax viewed from PHR. Advice can be given to government and businessman and tourism service on the island of Nusa Lembongan in the order of future improve the facilities, infrastructure supporting tourism, reinforce the rules on the division of the proceeds against the indigenous villages, improving access and employment for local community on the island of Nusa Lembongan.   Key Words              : Tourism, Nusa Lembongan Island, Impact

This study discusses the existence of the management of harmony between Islam and Buddhism in Tanjung Batu Kota. This study aims to describe the factors that cause religious harmony in Tanjung Batu Kota, Kundur District, Karimun Regency.This study used the conflict theory according to Lewis Coser. This research used a qualitative approach with a descriptive type. purposive sampling technique was used to select the informant that consists of 10 people. The types of data used in this study were primary data and secondary data. Observation, in-depth interviews, and document studies were used in collecting the data. Meanwhile, the data analysis unit used by the group was Milles and Huberman's data analysis, namely data collection, data reduction, data presentation, and conclusion drawing. The results of this study reveal that several factors are causing religious harmony: 1) Tolerance in the Economic Sector. 2) Inter-Religious Harmony. 3) Mutual Respect and Respect for Other Religions. 4) The Management of Religious Harmony in Tanjung Batu City, Kundur District.

This study aims to determine the effect of regional financial supervision on local government performance, the effect of regional financial management accountability on regional government performance, to determine the effect of transparency in regional financial management on regional government performance, and the effect of regional financial supervision, accountability and transparency of regional financial management on performance. Regional government. This research was conducted in West Bandung Regency. The sampling technique used non-probability sampling techniques so that the samples in this study were 34 people. The type of data used in this research is quantitative and qualitative data, while the data source is the primary data source. The method of data collection is done by using a questionnaire. The data analysis technique used multiple linear regression analysis with the help of the SPSS 24.0 program. The results of this study indicate that simultaneously regional financial supervision, accountability and financial management transparency have a significant effect on the performance of local governments. Regional Financial Supervision has no significant effect on Local Government performance, financial management accountability has a significant effect on Local Government performance, financial management transparency has a significant effect on Local Government performance.
