Local governments are the closest unit of government to the people at grass root levels. The principal objective of this paper is to evaluate the performance of the local government of Pokhara Metropolitan City that lies in Kaski district, Nepal. This paper describes and analyzes the performance of the newly formed local government. It is based on the source of primary data from fieldwork with ground theory and secondary data- journal articles, books, Constitution of Nepal, 2015, act, rule, and regulations. The election of local government was held in Nepal in 2017, after 20 years. It is expected to bring political stability as well as peace and prosperity in Nepal. Nepal has been restructured as a federal democratic republic nation with federal, provinces and local government units- for sharing of power among the three tiers of government. Following the local elections, Pokhara Metropolitan City has already ratified more than six dozen laws (rules and regulations) for effective day to day service delivery to the local people. With grievances and grudges, the Nepalese people are experiencing the governance system of local bodies but the notion of people’s participation is more rhetoric. Also, financial capacity-both expenditure capacity and revenue generating capacity has severely limited the operational efficiency of local government. Moreover, transparency in public affairs has not been fully achieved yet.

All local governments have the same responsibility and obligation in positioning themselves as institution that are friendly to persons with disabilities, including Central Lampung Regency in Lampung Province. There are two important questions from the research which is the basis of this study; (1). What are the efforts made by the Central Lampung Regency government towards groups with disabilities? (2). What are the problems that occur in the management of disability groups in Central Lampung Regency?. The type of this research is descriptive with a qualitative approach. The data used by researchers in this study are sourced from primary and secondary data. In this study, primary data obtained through interview techniques was carried out by giving several questions related to the problem issues in research to the informants who had been determined. Informants in this study was collected with a purposive sampling technique. The key informants in this study were 9 heads of local government organizations, 10 representatives of community organizations, and 5 members of the regional parliament. All of them play a role in data collection activities which include focus group discussions, in-depth interviews, observation, and documentation. Meanwhile, data analysis was carried out using interactive data analysis techniques. In the last three years, the number of people with disabilities in Central Lampung has increased. However, the increase in the number of people with disabilities in Central Lampung is due to the expansion of the meaning and scope of disabilities in Indonesia regulation. It is known that several actions at the level of local government organizations in facilitating groups with disabilities can be designed in a more focused manner in the design of programs and policies covering the government, population and civil registration, social, health, education, employment, and transportation, and public infrastructure sectors.

This paper assesses the impact of local government on social service delivery in south-western Nigeria in tandem with their full constitutional responsibility particularly on primary education and road constructions. The related concepts were review. The study utilized both primary and secondary data. Primary data were collected through questionnaire administration and in-depth interviews. The study revealed that local government has a significant impact on social service delivery in Southwestern Nigeria (r = 0.438, p < 0.05). The paper highlighted some recommendations and concluded that local government had performed considerably well in delivery of social service to the populace in their concurrent responsibility with the state government, but relatively low in their mandatory functions.

The preparation of planning and budgeting documents greatly contributes to the achievement of regional performance. Consistency in planning and budgeting is an indicator in assessing the performance of local governments. The object of this research is educational affairs. Education affairs are given top priority for the local government of Kota Solok. It is intended that the budget for education affairs reaches more than 20% of the total regional expenditure budget. Types of data are secondary data and primary data. Secondary data are RPJMD, RKPD, KUA, PPAS and APBD and LAKIP while primary data is neglecting to interview members of the Regional Government Budget Team (TAPD), BAPPEDA and OPD who are responsible for Educational Affairs. Assessment of the consistency of planning and budgeting uses the Planning and Budgeting Consolidated Matrix (MKPP) and the causes of inconsistency are interviews with informants who understand and know this. The results of this research consistency of planning and budgeting for educational affairs is very good. The causes of inconsistency in planning and budgeting documents are that the proposed Special Allocation Fund (DAK) was not approved by the Central Government, the intervention of the Government and Members of the Council, the existence of regulations from the Central Government. Analysis of the achievement of the performance of education affairs in the City of Solok shows that in general the achievement of the indicators of education affairs has not been achieved because the achievement of indicators according to each year is.

Parangtritis tourist area is a famous tourist destination in the south of Yogyakarta. The tourist area which consists of a variety of tourist objects such as beaches, sanddune, culinary, religious and cultural tourism has a positive impact on the growth of tourist visits in ??Parangtritis tourist area. This study aims to examine the participation of local people in their contribution to the development of sustainable tourism areas. The method used in this study is descriptive qualitative by conducting primary and secondary data collection. Primary data was collected through interviews with local communities which involved in to the service industry, cultural arts groups and local government of Bantul Regency. The results of the study are (1) the local community has contributed to the development of the Parangtritis tourist area through local cultural activities, tourist attractions and providing of facilities regarding the needs of visitors. (2) the local government of Bantul Regency has several programs related to the empowerment in each of government institution that are addres service industry, tourism local groups and build facilities and infrastructure. But the contribution of local communities has not become a tourist attraction and sustainable. Empowerment programs from local governments have not been specific to training related to services and business activities that are suitable for tourism activities in ??Parangtritis tourist area. Objective - The objective of this research to describe and explore transparency and accountability of local government in Ex Besuki Residency by Internet Financial Reporting and evaluate the implementation of the Law on Public Information Disclosure. Ex Besuki Residency is called an administration area in East Java which consists of local government Banyuwangi, Jember, Bondowoso, and Situbondo in the Dutch East Indies era. Methodology/Technique - This research is a qualitative non-interactive (non-interactive inquiry) research by using phenomenological approach. This research uses content analysis to analyze Local Government website content appearance related to Internet Financial Reporting. This research uses primary and secondary data. Primary data is in form of observation result in local government website appearance. Secondary data is in form of Internet Financial Reporting obtained by downloading on local government website. Findings - The results show there is no local government to show its Internet Financial Reporting in full. No publication of most categories of Internet Financial Reporting means reduced accessibility and understanding of Internet Financial Reporting. Novelty - The paper identifies that accountability and transparency of local governments to the central government through the State Audit Board opinion was not yet able to make local government to be accountable and transparent to the public. This study attempts to identify capacity-building efforts conducted by local governments, obstacles facing local governments in those efforts, as well as formulating models/strategies for effective local government capacity building. This study utilizes primary data pertain to local government capacity building (CB) implementation and publicly available data on CB model/strategy as secondary data. As the approach of this study, qualitative analysis was based on an in-depth interview, discussion, and literature study. The research reveals that CB activities had been conducted by the local government (partially). Yet, the activities were not based on a comprehensive evaluation. It is recommended that the local government utilize CB models/strategies that have been developed from the study.

The study focused on marketing and value of additions of timber in Ife East Local Government, Osun state Nigeria. Specifically, the study examined the market efficiency, determined the profitability of the timber business, examine the level of value addition and the constraints facing the timber industry. Data were collected with the use of primary and secondary data. Primary data needed for the study were generated from structured questionnaire. Fifteen sawmills were randomly selected and one hundred and fifty questionnaires were distributed to the timber marketer and furniture m firm. One hundred and forty eight were retrieved. The data collected were analyzed using descriptive and budgetary analyses. The result showed that males had the highest percentage (89.2%). Majority of the respondents were within the age range of 40 -50 years (83.8%) and most were married (81.8%) it was further revealed that (67.6%) had regular supply of their product and the means of transportation was lorry (44.6%). The study also revealed that benches with 42% added more value addition to the industry. It showed that the year 2013 had the highest efficiency with 2.6. The budgetary analysis showed that the average revenue for the industry for the year 2012-2018 ranged between N2, 285,108.45, 889,107.12. It also revealed that the total profit for the timber ranged between 7, 340, 54.59 and 2,304,897.47.government policy, inadequate facilities in the market, inadequate facilities in the market, inadequate credit facilities, inadequate power supply and high cost of transportation were some of the constraint faced by the timber industry in Ife East Local Government. Absrtact This study investigated the influence of business environment efficiency on competitiveness of locally manufactured goods by Autosterile East Africa, Kenya. This study used case study design. This study sampled 69 respondents, including 8 top level employees, 22 middle level employees and 39 lower level employees in Autosterile East Africa. Census sampling was used to select the respondents. Secondary data was obtained from the Autosterile East Africa publications that touches on determinants of competitiveness. Questionnaires used in the survey formed the primary data and was analyzed by use of Statistical Packages for Social Science version 23. Linear regression analysis was done to test the relationship between the independent and dependent variables. The study findings led to the conclusion that business environment efficiency have a positive relationship with competitiveness of locally manufactured goods. The findings revealed that business environment efficiency is significant determinant of competitiveness of locally manufactured goods. It was found out that the demand for goods and services and political stability influences competition of goods and services. The regulations dictate the competition among companies and supply of goods and services controls a firm's competitive advantage. Purpose The diffusion of social media among public administrations has significantly grown in the last years. This phenomenon has created a field of research that seeks to understand the adoption and impact of social media in the public sector. The purpose of this paper is to identify the factors that make social media successful in Spanish local governments. Design/methodology/approach The paper is based on an adapted version of a neo-institutional model: Enacting Electronic Government Success (EEGS). The data have been collected through three main sources: primary data from a questionnaire designed and conducted by the authors, secondary data of statistical sources, and tertiary data collected through Klout Score. Findings The results from a survey and statistical analysis provide preliminary validation of the model and show a direct relationship between organizational, institutional, and environmental factors with the successful use of social media in local public administrations. The data analysis shows that ten variables jointly explain 54.6 percent (adjusted R2=0.546) of the variability observed in the dependent variable. Research limitations/implications First, the analysis model used represents a limited sample size to carry out a complex quantitative analysis. Second, the use of Klout Scores can offer some bias. Finally, certain variables complicate the comparative potential of the study. Originality/value This study provides original primary data and contributes to the growing field of study related to social technologies in public administrations. This research also confirms in an exploratory way the validity of the EEGS model.

<p>Penelitian ini di latarbelakangi dengan adanya Undang-Undang Nomor 23 Tahun 2014</p><p align="center">Pedoman dan Tata Cara Dewan Perwakilan Rakyat Daerah (DPRD) menerima laporan hasil pemeriksaan  audit  keuangan  pemerintah  provinsi  oleh  Badan  Pemeriksa  Keuangan  (BPK),</p><p align="center">mewajibkan  bagi  pemerintah  daerah  agar  melakukan  kegiatannya  berdasarkan  tugas  dan tanggung  jawab  dari  pejabat  yang  berwenang.  Dalam  penelitian  ini  akan  melihat  tentang</p><p align="center">kewenangan DPRD Provinsi jawa Tengah dalam menerima laporan hasil audit BPK, kendala</p><p align="center">DPRD dalam menerima laporan hasil audit BPK dan upaya mengatasinya. Jenis penelitian yang digunakan adalah yuridis sosiologis dengan spesifikasinya deskriptif analitis. Metode penentuan</p><p align="center">sampelnya  adalah  <em>purposive  sampling</em>.  Data  yang  dipergunakan  adalah  data  primer  yang</p><p align="center">diperoleh  melalui wawancara didukung dengan  data sekunder,  kemudian  di  analisis  secara kualitatif. Hasil penelitian menunjukan bahwa kewenangan DPRD Provinsi Jawa Tengah dalam</p><p align="center">menerima laporan hasil audit BPK sudah maksimal. Tetapi belum terlaksana dengan baik yaitu</p><p>terdapat kendala dalam internal adalah tenggang waktu pembahasan yang sedikit, minimnya rancangan undang-undang, kurangnya sumber daya manusia, kurangnya proses pencatatan mengenai aset daerah, upaya dari jawaban kendala internal, berpedoman pada perundang- undangan, melakukan pembahasan bersama Gubernur, menambah aspek regulasi, SDM, dan teknologi informasi, memberi sanksi/menindak lanjuti panitia kerja yang lalai mencatat pengeluaran aset daerah.</p><p><em>This research is in background with the existence of Law Number 23 Year 2014 The Guidelines and Procedures of the Regional People's Legislative Assembly (DPRD) receive reports on the audit results of the provincial government's financial audit by the Supreme Audit Board (BPK), requiring local governments to perform their activities based on their duties and responsibility of the competent authority. In this research will see about the authority of Central Java Provincial DPRD in receiving BPK audit report result, obstacle of DPRD in receiving report of BPK audit result and effort to overcome it. The type of research used is sociological juridical with descriptive analytical specification. The method of determining the sample is purposive sampling. The data used are primary data obtained through interviews supported by secondary data, then analyzed qualitatively. The results showed that the authority of Central Java Provincial DPRD in receiving BPK audit report has been maximal. However, it has not been well implemented that there are internal constraints is the lack of discussion time, the lack of draft law, the lack of human resources, the lack of process of recording of local assets, the effort of the internal constraint answer, guided by the legislation, The governor, adding aspects of regulation, human resources, and information technology, sanctioned / followed up the work committee that neglected to record the expenditure of regional assets.</em></p>
