In this article we present the results of implementing an international project aimed at creating and developing inclusive education in various partner countries. The authors demonstrate how participation in the project allowed us to arrange a number of events and activities at the Vologda State University (Russia) and to develop an inclusive culture in the largest institution of higher education in the region. The paper describes the main stages and practices of project implementation. The authors also present the questionnaires for university students and staff that may determine the level of inclusive culture in educational institutions. The pilot survey showed that the designed questionnaires might be used to assess the inclusive culture in different universities.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The manual in a brief reference form includes such aspects of the implementation of higher inclusive education as pedagogical conditions for teaching students with disabilities, technical equipment of the educational process and the regulatory framework of inclusive education, the creation of adapted educational programs of higher education for persons with disabilities and the development of adaptation courses. The manual can be recommended to teachers, staff and administration of higher educational institutions of different profiles, assistants, psychologists, employees of centers of inclusive education and used in conducting briefings on work in inclusive groups.

The article provides a classification of pedagogical conditions of realization of inclusive education in the higher education system and their analysis in six universities in Moscow. The study involved 212 students from 1 to 4 year studying in different majors and levels of training. The study was conducted by surveying. To study the teaching conditions two groups were identified in a contingent of students: students with disabilities, and without deviations in health. For the analysis of the data we used correlation and factor analysis. The results of the study confirmed the theoretical structure of the classification and showed differences in the estimates of pedagogical conditions of implementation of inclusive education of students with disabilities, and without them. The theoretical framework for the analysis and classification can be used in practice for the study of pedagogical conditions of implementation of inclusive education in educational institutions of different tupes.

The paper presents the results of sociological research in the universities of the Tyumen Province, Russia (2081 questionnaires from 9 state institutions of higher education, 2016, April). In the paper, we consider only one aspect of inclusion, namely, joint training of healthy students and students with disabilities. The aim of the study is to assess the risks of inclusive education and its risk factors. Inclusive education is interpreted as 1) a social value, 2) an alternative to social exclusion 3) a resource for development, and 4) an educational innovation with risk potential. The authors developed the concept of «risk» and «risk-factor» for inclusive education, offering their classification. The responses is structured and grouped into three risks mega-groups: 1) general social risks, 2) institutional and group risks, and 3) risks for education actors. These include the risks of falling quality of general, tertiary and vocational education, the risks of social dependency, organizational risks, threat of simulation inclusion and the formal inclusion, personal and professional risks of students, teachers, parents and administrators. Insufficient level of inclusive educational environments in institutions of general, vocational and higher education, lack of skills and competences of teachers for inclusive education, the deficit tolerant attitudes towards persons with disabilities in society and school class are all identified as risk factors. The research leads to conclusions about the need for a conscious administrative influence on the factors to overcome their negative consequences for the success of inclusion. Courts and scholars have long grappled with whether and to what extent educational institutions are in contract with their students. If they are, then students can sue their private universities for breaching that contract— ordinarily understood as the student handbook and other materials—when the institution levies a disciplinary action against the student. But what promises, both implicit and explicit, do private universities make to their students that courts should enforce? This question has resurfaced in the Title IX context, where courts have largely drawn clear dividing lines between the rights of public and private university students. This Comment provides a framework to understand courts’ approaches to contract law and higher education as well as implications for Title IX.

The paper summarizes the many years of experience in methodological support and training at the Center of Professional Education for the Disabled and at the “Inclusive Education” Research and Educational Center of the Vladimir State University. At these centers the work is aimed at establishing a system of continuous higher inclusive education for persons with hearing and visual impairments. The paper focuses on the issues concerning the organization of educational process and the adaptation of learning materials for students with hearing and visual impairments; it addresses the problem of creating a system of academic support for students with disabilities and providing psychological and educational assistance to individuals with hearing and visual impairments in the system of higher education.

It has sparked interest as well as challenges among academics; the current research will concentrate on acceptance and adoption of IoT in the higher educational institutions of Pakistan. IoT supports educators in environment of learning and can have an impact on how we interact, connect, and work. In this study, we will look at two different aspects. The first one is how to teach students, and secondly how IoT can be used in educational institutions to enhance learning. This study looks at the factors that affect acceptance of IoT and use in an academic setting in Pakistan's higher education institutions. The current research establishes foundation for a comprehensive framework based on trusted technology and social psychology models, such as the Use of Technology 2 and Unified Theory of Acceptance (UTAUT2). The method proposed in this study is network analysis method to observe users' actions in relation to several IoT applications in higher education. An in-depth analysis and consideration of key deliverables which have a major impact on the Internet of Things (IoT) adoption in Pakistani educational institutions of higher level, revealed that only a few applications are heavily used in comparison to all other applications. This research lays the groundwork for developed countries to grow adoption and IoT technologies use in higher education, which will support both students and faculty.

Современное образовательное пространство динамично, что требует от студентов способностей быстро приспосабливаться к происходящим преобразованиям. Актуальность статьи обусловлена тем, что психологические качества, во многом определяющие отношение человека к изменениям и являющиеся ресурсом вовлеченности в условиях неопределенности (ригидность, толерантность к неопределенности, готовность к инновационной деятельности, мотивация достижения) студентов Дальневосточных вузов, изучены недостаточно. На основе проведенного эмпирического исследования на базе Амурского государственного университета и Дальневосточного федерального университета показано, что у значительной части студентов обоих учебных заведений умеренно выражены актуальная и установочная ригидность, присутствует умеренное эмоциональное непринятие новизны. Студенты в большинстве своем проявляют толерантность к неопределенности, но обучающиеся регионального вуза в большей степени ориентированы на правила и нормы. К инновационной деятельности на среднем и выше среднего уровнях готовы практически все обучающиеся, однако у студентов регионального вуза выше готовность к изменениям. Около половины респондентов мотивированы на достижение успеха. Полученные результаты позволяют сделать вывод, что большинство студентов в целом положительно относятся к изменениям, различия между студентами регионального и федерального вузов по рассматриваемым параметрам минимальны. The modern educational space is dynamic, which requires students to be able to adopt quickly to the ongoing transformations. The relevance of the article is due to the fact that psychological qualities that largely determine a person's attitude to change and are a resource of involvement in conditions of uncertainty (rigidity, tolerance to uncertainty, readiness for innovation, motivation for success) of students of Far Eastern universities have not been sufficiently studied. On the basis of an empirical study conducted on the basis of Amur State University and the Far Eastern Federal University, it was shown that a significant part of the students of both educational institutions have moderately expressed actual and attitudinal rigidity, there is a moderate emotional rejection of novelty. Most of the students show a tolerance for uncertainty, but the students of the regional university are more oriented towards rules and norms. Almost all students are ready for innovative activities at the middle and above average levels, however, students of a regional university are more willing to changes. About half of the respondents are motivated to achieve success. The results obtained allow us to conclude that the majority of students, in general, have a positive attitude towards the changes, the differences between students of regional and federal universities in the parameters under consideration are minimal. The article is intended for employees of the higher education system, heads of educational organizations, researchers.
