The main argument is that improving migrants’ rights and conceptual linkages between SSG/R and migration is best achieved, by decentring our gaze, namely going beyond the ‘national’ and ‘state-centric’ view that characterizes traditionally SSG/R and to consider the agency of both migrants and SSR actors. First from a migrants’ perspective, it is key for SSR actors to go beyond traditional legal classifications and to consider the diversity of personal situations that involve refugees, stranded migrants and asylum seekers, which might endorse different roles at different times of their journeys and lives. Second, the transnational nature of migration calls for a transnationalization of SSG/R too. For too long the concept has mostly been applied within the national setting of SSR institutions and actors. Migration calls for a clear decentring that involves a transnational dimension and more work among transnational actors and policymakers to facilitate a norm transfer from the domestic to the interstate and international level. As such, the ‘transnational’ nature of migration and its governance needs to be ‘domesticated’ within the national context in order to change the mindset of SSG/R actors and institutions. More importantly, the paper argues that poor SSG/R at home produces refugees and incentivizes migrants to leave their countries after being victims of violence by law enforcement and security services. During migrants’ complex and fragmented journeys, good security sector governance is fundamental to address key challenges faced by these vulnerable groups. I also argue that a better understanding of migrants’ and refugees’ security needs is beneficial and central to the good governance of the security sector. After reviewing the key terms of migration and its drivers in section 2, section 3 reviews how SSG is part of the implementation of the GCM. SSR actors play a role in shaping migratory routes and refugees’ incentives to leave, in explaining migrants’ and refugees’ resilience, in protecting migrants and refugees, and in providing security. Although it cautions against artificial classifications and the term of ‘transit migration’, section 4 reviews what the core challenges are in the countries of origin, transit and destination. Section 5 provides a detailed overview of the linkages between migration and each security actor: the military, police forces, intelligence services, border guards, interior ministries, private actors, criminal justice, parliaments, independent oversight bodies and civil society. Section 6 formulates some recommendations.

Like earlier mother activism in Latin America, the annual Caravana de Madres Centroamericanas (Caravan of Central American Mothers) through Mexico strategically activates the traditional archetype of mothers as passive, pious, suffering victims whose self-abnegation forces them, almost against their will, out of their supposedly natural domestic sphere. Three elements, however, distinguish the caravana from earlier protests staged by mothers. First, this protest crosses national borders, functioning as a transnational pilgrimage to the memory of the disappeared relative. This stage-in-motion temporarily spotlights and claims the spaces traversed by undocumented Central American migrants in Mexico, attempting to recast those migrants as victims of violence rather than as criminals. Second, through performances of both devotional motherhood and saintly motherhood, the caravana's mother-based activism de-normalizes violence related to drugs and migration. Third, performances of family reunification staged by the caravana organizers take place in the few cases in which they manage to locate family members who have not fallen prey to violence but have simply resettled in Mexico and abandoned or lost touch with families left behind in Central America. These performances of family reunification serve important functions: they shift the performance of motherhood from devotion to saintly tolerance, patience and forgiveness – even toward prodigal offspring who were ‘lost’ for years; they provide a chance for other mothers to vicariously feel joy and hope that their children are still alive; they exemplify world citizens challenging incompetent or indifferent nation state authorities; and they enact a symbolic unification of Central America and Mexico in defiance of contemporary nation state borders.

This chapter summarizes the “Environmental conflicts, migration and governance” book’s key insights and reflects on theoretical and methodological challenges tied to the study of the nexus between environmental problems, conflict dynamics, and migration. The author argues that it is not entirely clear what is the most important direction(s) of causality in the environment, conflict, migration nexus. Multiple feedback effects exist that make the interdependencies non-linear in nature, reason why the author calls upon a cybernetic approach to further study the nexus. Understanding the different relations of the variables in this nexus provides entry points for good governance. However, the chapter argues the need to examine the interplay between environmental conflicts, migration and governance more comprehensively and context-specifically.

<p>Female migrant domestic workers constitute one of the most vulnerable groups of workers in the international labour market as they are frequently found working and living in conditions that put their human rights at stake. They can be subjected to multiple and intersecting discriminations deriving from their gender, their status as migrants and their occupation. The aim of this article is to explore the issue of female migrant domestic workers through its human rights dimension. It first analyses the phenomenon by discussing aspects such as gender, ethnicity and migration. Secondly, it provides for an account of the International and European framework for the human rights protection of this group of migrant women. Then, some of the most important human rights concerns that the issue of female migrant domestic workers entails, such as the exploitative terms of work, the problematic living conditions and private life issues, are discussed. Finally, the article, examines suggestions that could improve the living and working conditions and the general status of female migrant domestic workers. The forward looking strategies presented are grouped in three core categories; how to prepare female migrant domestic workers for their entry to the destination country, how to protect them through migration policies and labour regulations and finally, how to empower them allowing them to develop skills and capacities for better civic participation.</p><p><strong>Published online</strong>: 11 December 2017</p>

English Abstract:This article examines the extent to which National Human Rights Institutions (NHRIs) in Ghana and Uganda contribute to the strengthening of democracy and sustainable development in those countries. A human rights-based approach is used to investigate human rights violations, marginalization, exclusions, and discrimination against vulnerable groups in society. This article examines whether NHRIs are proactive in adopting preventive measures to protect and promote human rights within the African context. The study utilized a qualitative methodology and a case study design. It found that the legal environment on which NHRIs are located and their operations largely determine their effectiveness, as well as whether good governance and sustainable development are achievable.Spanish Abstract:Este artículo examina hasta qué punto las Instituciones Nacionales de Derechos Humanos (INDH) en Ghana y Uganda contribuyen al fortalecimiento de la democracia y el desarrollo sostenible en esos países. Se utiliza un enfoque basado en los derechos humanos para investigar las violaciones de los derechos humanos, la marginación, las exclusiones y la discriminación contra los grupos vulnerables de la sociedad. Este artículo examina si las INDH son proactivas a la hora de adoptar medidas preventivas para proteger y promover los derechos humanos en el contexto africano. La investigación requirió de una metodología cualitativa y un diseño de estudio de caso. Se descubrió que el entorno legal en el que se encuentran las INDH y sus operaciones determinan en gran medida su eficacia, así como también si se puede lograr una buena gobernanza y un desarrollo sostenible.French Abstract:Cet article examine dans quelle mesure les institutions nationales des droits de l’homme (INDH) au Ghana et en Ouganda contribuent au renforcement de la démocratie et du développement durable dans ces pays. Une approche fondée sur les droits de l’homme est utilisée pour enquêter sur les violations des droits de l’homme, la marginalisation, les exclusions et les discriminations à l’encontre des groupes vulnérables de la société. Cet article examine si les INDH sont proactives dans l’adoption de mesures préventives pour protéger et promouvoir ces droits dans le contexte africain. L’étude a utilisé une méthodologie qualitative et une étude de cas. Il a été constaté que l’environnement juridique dans lequel les INDH sont ancrées ainsi que leurs opérations déterminent en grande partie leur efficacité et les conditions de réalisation de la bonne gouvernance et du développement durable.

Migration affects women and men differently. A discrepancy between gender roles and expectations influence the challenges and coping in immigrants. In this chapter, the importance of understanding migration in a gender-sensitive manner is discussed. Women are likely to have higher rates of psychiatric disorders due to risk factors such as unfavourable socio-economic status, stigma, role burden, and adversities faced during migration. The chapter highlights the protective and risk factors for developing mental health problems in women migrants. Mental health problems in various migrants, such as international, internal, asylum seekers, and vulnerable groups of women such as women in the perinatal period, adolescents and young girls, and elderly women, are discussed. The need to initiate preventive measures before the process of migration and in addition to early detection and intervention for mental health problems by sensitive healthcare providers is emphasized.

It is critical to ensure that COVID-19 studies provide clear and timely answers to the scientific questions that will guide us to scalable solutions for all global regions. Significant challenges in operationalizing trials include public policies for managing the pandemic, public health and clinical capacity, travel and migration, and availability of tests and infrastructure. These factors lead to spikes and troughs in patient count by location, disrupting the ability to predict when or if a trial will reach recruitment goals. The focus must also be on understanding how to provide equitable access to these interventions ensuring that interventions reach those who need them the most, be it patients in low resource settings or vulnerable groups.  We introduce a website to be used by The Bill & Melinda Gates Foundation, Wellcome Trust, and other funders of the COVID Therapeutics Accelerator that accept proposals for future clinical research. The portal enables evaluations of clinical study applications that focus on study qualities most likely to lead to informative outcomes and completed studies.

Starting from the observation that statehood and migration are co-constitutive, the chapter first recapitulates the evolution of migration governance in ‘areas of consolidated statehood’. It then turns to areas of limited statehood and shows that limited statehood indeed reflects in limited state involvement in migration governance, in particular regarding migrants’ rights, and that differences in countries’ formal commitments (e.g. between Asian and African states) have little repercussions on political practice. In addition, many governance functions linked to the provision of collective goods are assumed by international and private actors. Finally, consolidated states have engaged in intensive external governance promotion towards countries of origin and transit of migrants in an attempt to regain control over undesired migration flows. While symbolically upholding the notion of sovereignty, these practices of externalization may be interpreted as deliberate limitation of statehood.

The article analyses the national security system as an integral part of the state, which is exposed to modernization processes. The security sector reform paradigm is based on the principles of democratic control, transparency and good governance. The process of modernization of the Moldova’s security system aims to create secure environment, prevent security risks tha treats and rule of law. The last decade the Republic of Moldova in the framework of the Eastern Partnership has been working to achieve progress in security sector reform – a review of security legislation and national defense; institutional reform; consultations with EU on Common Security Defense Policy; cooperation with Europol, the European Center for Monitoring Drugs, the Permanent Structured Cooperation (PESCO); elaboration measures in the context of reintegration process to putthe Transnistrian region in the legal field of the Republic of Moldova. The geopolitical factor has strong influence to the modernization process and reforms in the Republic of Moldova. The contradictions of geopolitical interests create additional difficulties and hinder the security sector reform.

<p>The thrust of this study is anchored on the questions: “What are the underlying factors supportive of good governance and how are they pursued as growth strategy during 1999 to 2008?” “To what extent has good governance benefited the country in nurse migration during this ten-year period? In addressing this question, textual data and information were gathered from various documents and communications (memoranda, circulars, bulletins, transcripts, publications and others) of five (5) participating agencies: Commission on Filipino Overseas (CFO), Philippine Overseas Employment Administration (POEA), Commission on Higher Education (CHED), Professional Regulation Commission (PRC), and Department of Labor and Employment (DOLE). From the research materials, relevant data about governance on nurse migration were culled, organized and stratified for an in-depth, comprehensive and systematic content analysis. With this content analytic approach, five (5) factors emerged notably supportive of good governance; they are: (1) temporary and circular labor migration; (2) employment driven strategy via regulated channels; (3) reintegration goals via modes of incentives and engagements; (4) migration vis-à-vis remittances; and (5) migratory realism on the ethics of recruitment. Theoretically, the factors could demonstrate the government’s proactive stance on good governance but much remain to be seen in terms of the ethics of recruitment, reintegration goals and migration-development nexus.</p>
