The present work describes the significant achievements of this institute, and of BAS in general in research, development, testing, production, elaboration of operative documentation, and direct – without intermediaries – implementation of robots and control devices to them in serial production in two plants in Stara Zagora – the National and Industrial Stara Zagora Plant for Robotics “Beroe” and for Disk Storage Devices. These are the high-tech sophisticated welding robots RB-250, painting, and training robots, and point-to-point robots. These achievements enabled the Bulgarian machine-building industry to take a leading role in robotics in the then eastern block of countries and beyond. The significant role of the Institute of Technical Cybernetics and Robotics at BAS for the development of industrial controllers and controllers for robots that meet extremely difficult industrial conditions and requirements is emphasized. The special role of the Institute’s Experimental Base was emphasized, which became a kind of “technopark” for the rapid implementation of scientific achievements. The unified coordinated activity of the academic institute and the two economic organizations from the region of Stara Zagora is highlighted, which makes them a kind of cluster of robotics. It is emphasized that the positive experience described can also be used in today’s market economy. The article addresses the specific features of professional language training of international students in the multicultural environment of a Russian university teaching students of international relations. After a brief historical survey of teaching foreign students in the universities of Russia, the writer considers the factors that influence the choice of universities graduating specialists in international relations by foreign students. The author goes on to analyze the specifics of linguisticand socio-cultural environment in Russian universities and its impact on international students stressing the fact that the educational environment at MGIMO-University is multilingual and multicultural. That explains the relevance of studying the quality of professional language training of foreign students in the sphere of international relations. The language of teaching in most universities of the Russian Federation is Russian, besides, all MGIMO students are obliged to learn English either as their first or second foreign language, that is why international students have to study in a tri-lingual environment and the interfering influence of several cultures. The writer points out that under such circumstances it is necessary for future IR specialists to build a number of professionally relevant competences: linguistic, socio-cultural, communicative, and suggests educational technologies that have proved to be effective in building them: case-study, role-plays, etc. The article gives special attention to the place and role of translation in teaching English as translation is a system of encoding within the system of two language systems. Translating phrases from Russian into English the student does 'inner', mental translation using the mother tongue. That makes the author suggest using the students'mother tongues in the teaching process. While learning foreign languages, international students should, along with language material, study the system of values of a different country thus preparing themselves for cross-cultural communication in the professional international community.

In their previous works , leading their history since 1988, the authors of this article have repeatedly conceptually shown and experimentally verified the results of research on the teleportation of information between macro objects. Early author's works were performed during the existence of the Russian Federation – as a country called the Union of Soviet Socialist Republics (USSR). Some of which were marked "Top Secret" - links further down the text. Since they were performed under the supervision of the relevant special services and further "Department of external relations of the Russian Academy of Sciences". The authors used numerous examples to demonstrate the possibility of teleportation of information in macro-systems, including ecosystem, biogeocenotic levels, and then tissue and organism levels. Successful experimental verifications occurred only in cases when all the principles and rules laid down in the theory of quantum information, applied to biological objects, were correctly combined. Namely, the preparation of cascades of entangled States was performed both on the mental and somatic levels. In full accordance with the principle of complementarity and taking into account the fact that the observer and the observed are actively connected by the sum of similarities. In addition, the role of the classical communication channel in this process was performed by carrier electromagnetic fields modulated by a useful signal. This signal represented a cast of the simulated experimental process. An example of a real COVID-19 pandemic is the verification of author's works in nature on a biogeocenotic scale. And certainly with anthropogenic – so to speak-participation.

This article is devoted to the problem of using Russian time-prepositions by foreigners, especially by the Chinese. An analysis of modern literature allows the author to identify the main areas of the work aimed at foreign students’ development of the skills and abilities to correctly build the prepositional combinations and continuously improve the communication skills by means of the Russian language. In this paper, the time-prepositions in the Russian language have been analyzed in detail; some examples of polysemantic use of prepositions, their semantic and stylistic shades alongside with possible errors made by foreign students are presented. The results of the study are to help in developing a system of teaching Russian time-prepositions to a foreign language audience, taking into account their native language, on the basis of the systemic and functional, communicative and activity-centred basis. The role of Russian time-prepositions in constructing word combinations has been identified; the need for foreign students’ close attention to this secondary part of speech has been specified. It has been stated that prepositions are the most dynamic and open type of secondary language units within the quantitative and qualitative composition of which regular changes take place. The research substantiates the need that students should be aware of the function of time-preposition in speech; they are to get acquainted with the main time-prepositions and their meanings, to distinguish prepositions and other homonymous parts of speech as well as to learn stylistic shades of time-prepositions. Some recommendations related to the means of mastering time-prepositions have been given: to target speakers to assimilate modern literary norms and, therefore, to teach them how to choose and use them correctly by means of linguistic keys that are intended to fill the word with true meaning, to give it an organic structure, an inherent form and an easy combinability in the texts and oral speech.

During the second half of the 20th century and the beginning of the 21st century, space hazards multiplied, the most urgent of which is space debris. Professionals working in space are exposed to this hazard daily and are aware of it as a problem. Furthermore, increasing attention is being paid to the unpredictable behavior of the Sun, which produces the so-called space weather. The asteroid-comet hazard is considered as potentially having the most catastrophic consequences. No manifestations of biological hazard have yet been observed, although as space activities develop, it is becoming increasingly important. The appropriate time scale for astrophysical hazards is many millions of years, so from a practical perspective, they have no importance. This article briefly describes the main types of space hazards. The author analyzes the results of research and practical work in the field, both worldwide and specifically in Russia. Comparative analysis leads to the clear conclusion that a national program must be developed for the study of space hazards and to respond to space threats. This article is based on a report made by the author at the meeting of the Presidium of the Russian Academy of Sciences (RAS) on January 15, 2019.
