To create a radical change within the educational system in public primary schools in Kenya, there is need to invest more on stakeholder capacity building specifically on monitoring and evaluation educational programme. The purpose of this article is to establish the extent to which stakeholder capacity building for monitoring and evaluation influence performance of literacy and numeracy educational programme. Despite numerous initiatives by key stakeholders to better performance of pupils little has been achieved. A descriptive survey research design and correlation design was adapted. Data collected from the respondents by use of questionnaires and interview guide from target population of 2052 and a sample size of 335.Data was analyzed using SPSS version 25 and results presented in tables and figures. Pearson moment correlation coefficient (r) were computed. The coefficient determination of R2 is 0.456 this is an indicator that R2 was the coefficient of determination of this model and it depicted that data collection explained 46%. The remaining 54% was explained by other factors. The overall F statistics 233.446 with p-0.00b<0 0.05 implying there is statistically significant relationship between stakeholder capacity building and performance of literacy and numeracy educational programme. The research suggests that stakeholder capacity building is part of the Participatory Monitoring and Evaluation process, so it must be observed at all stages to ensure educational programme are implemented to the latter by bringing on board all the key stakeholders in education and particularly in literacy and numeracy skills aspects

Kenya’s education has faced by many challenges especially in literacy and numeracy skills since the introduction of free primary education. This was contributed by swelling of enrollment in classrooms hence low performance of literacy and numeracy skills. The purpose of this article is to establish the extent to which stakeholder engagement influence performance of literacy and numeracy educational programme in public primary schools in Nairobi County, Kenya. Despite various efforts by key educational stakeholders to improve learner’s performance, minimal achievement have been experienced on learner’s skills. This study adapted descriptive research survey design and correlational research design. Data collected from the respondents by use of questionnaires and interview schedules from a target population of 2053 and a sample size of 335. Data was analyzed using SPSS version 25 and results presented in tables and figures. Arithmetic mean and standard deviation generated from the descriptive data and Pearson moment correlation coefficient (r) were computed. The coefficient of determination R2 is 0.480 this is an indicator that R2 was the coefficient of determination of this model and it depicted that stakeholder engagement explained 48%. The remaining 52% was explained by other factors. The overall F statistics 257.949 with p- 0.000b<0.05 implying a statistical significant relationship between stakeholder engagement and performance of literacy and numeracy educational programme. Interpretations were done and recommendations were policy makers should embrace the methodology of engaging all the stakeholders in programme. This was an indication of strong positive relationship between Stakeholder engagement and performance of literacy and numeracy educational programme. The results showed that stakeholder engagement for monitoring and evaluation strongly influenced the performance of literacy and numeracy educational programme as shown by a correlation coefficient, which was statically significant. Learners should explore more things on their own in order to make predictive answers. Recommendations for further research on participatory monitoring and evaluation practices, which was lacking and specifically involvement of all the stakeholders in the intervention programme in basic education.

BackgroundCollaborations between lower- and middle-income countries (LMICs) and high-income countries (HICs) are often scientifically and structurally driven by the HICs. Here we aim to describe a paradigm shift in collaboration, exemplified by the collaboration between the Universidade Eduardo Mondlane and University of California, San Diego through the Medical Education Partnership Initiative (MEPI), in which the formulation of priorities and administrative infrastructure reside in the LMICs.MethodsWe outline critical features of the MEPI partnership and compare with traditional models of collaboration, key features of success, lessons learned and the way forward.ResultsLMIC programme partners translate broad programme goals and define metrics into priorities tailored to local conditions. Programme funds flow to a LMIC-based leadership group that contracts with HIC-based peers to provide technical and scientific advice and consultation in a reverse funds flow model. Emphasis is placed on strengthening administrative capacity within LMIC institutions and on creating communities of practice with common goals that resulted in expanded collaboration with European, Latin American, and African institutions. A rigorous monitoring and evaluation process modify programme priorities based on evolving opportunities to maximise programme impact.Over five years, more than 63 research projects were designed, 19 of which received external funding and more than 40 manuscripts were published. Mozambican first-authored publications rose from 29% in 2001–2010% to 38% in 2011–2013.Eighteen (18) residents completed internal medicine specialty training between 2010 and 2014. This represents a fourfold increase from over 1991 to 2000. Three (3) Master’s programmes were created at Lurio University and 50 students successfully finished dissertations.ConclusionVesting LMIC partners with the responsibility for programme leadership and building administrative capacity in LMIC institutions substantially enhances programme relevance, impact and sustainability, and facilitates continuing acquisition of research and training funds to support professional development and institutional capacity building.

Near infrared (NIR) spectroscopy is a fast and reliable technique for assessing properties of amino resins. One important property that defines the cost and performance of these resins is the solids content (SC). This work studied the prediction of SC of amino resins by combining NIR spectroscopy with partial least squares (PLS) regression. A total of 990 industrial NIR spectra of amino resins were obtained and split randomly by a ratio of 2/3 for calibration and 1/3 for validation. The best model achieved a root mean-square error of prediction (RMSEP) of 0.32% (m/m) and a coefficient of determination of prediction ([Formula: see text]) of 81%. standard normal variate (SNV) was found to be the NIR pre-processing that provided the best results for model construction. Addition of water to two amino resins showed that the NIR model does not respond to the water addition, despite water making great contribution to the SC value. An inference that can be obtained from this is that the NIR model of amino resins uses NIR properties of amino resins that relate to the SC and from there predict the most probable SC, instead of looking at all the components that affect the SC of amino resins.

Forensic Document Examiners (FDEs) examine the physical morphology and performance attributes of a line trace when comparing questioned to specimen handwriting samples for the purpose of determining authorship. Along with spatial features, the elements of execution of the handwriting are thought to provide information as to whether or not a questioned sample is the product of a disguise or simulation process. Line features such as tremor, pen-lifts, blunt beginning and terminating strokes, indicators of relative speed, splicing and touch ups, are subjectively assessed and used in comparisons by FDEs and can contribute to the formation of an opinion as to the validity of a questioned sample of handwriting or signatures. In spite of the routine use of features such as these, there is little information available regarding the relative frequency of occurrence of these features in populations of disguised and simulated samples when compared to a large population of a single individual’s signature. This study describes a survey of the occurrence of these features in 46 disguised signatures, 620 simulated signatures (produced by 31 different amateur forgers) and 177 genuine signatures. It was found that the presence of splices and touch-ups were particularly good predictors of the simulation process and that all line quality parameters were potentially useful contributors in the determination of the authenticity of questioned signatures.
