In Kenya, the public procurement sector has developed over the past 5 decades, from a system with no regulations to a system regulated by circulars; and currently, to a system firmly grounded on sound laws and policies. The aim of this study was to establish the extent to which public secondary schools in Nairobi City County had complied with relevant legislative and policy provisions guiding procurement reforms, as well as the effect of selected  of reforms on expenditure management. This article focuses on the frequency of tender advertising. The evaluation research model III was applied to guide the research process and primary data were sourced in 2015 from 35 public secondary schools. Quantitative analysis included cross-tabulation with analysis of variance, chi-square statistic, correlation coefficient, as well as multiple regression. The study found that two-thirds of the schools were consistently advertising tenders as required by the legislative and policy provisions. Besides, the frequency of tender advertising significantly correlated with variation in procurement expenditure; and further caused a significant reduction in the same (beta weight = -0.335, t-statistic = -2.639 & ρ-value = 0.014), which signifies a positive influence on expenditure management. Ensuring consistency in advertising tenders is likely to help many schools improve on expenditure management; thereby, enhance the contribution of public procurement to national development.

The Kenyan public procurement sector has gone though colossal reforms, which were ignited by findings of country procurement assessment reports of 1986 and 1997; and hallmarked by formulation of the Procurement Regulations in 2001. This study aimed at establishing the extent to which public secondary schools in Nairobi City County had complied with relevant legislative provisions guiding procurement reforms, as well as the effect of selected aspects of reforms on expenditure management. The article focuses on one aspect of reforms, namely, frequency of emergency procurement. The evaluation research model III guided the research process and primary data were sourced in 2015 from 35 public secondary schools. Quantitative analysis included cross-tabulation with analysis of variance, chi-square statistic, correlation coefficient, as well as multiple regression. About two-thirds of the schools had developed procurement plans, as required by the legislative and policy provisions; while another two-thirds ‘occasionally’ practised emergency procurement. Besides, the frequency of emergency procurement significantly correlated with variation in procurement expenditure; and further caused a significant increment in procurement expenditure (beta weight = 0.457, t-statistic = 3.240 & ρ-value = 0.003), which signifies a negative influence on expenditure management. Limiting the frequency of emergency procurement is an important step towards effective expenditure management in public secondary schools.

Tax is one of the sources of financing for national development in order to improve society. Taxes have a very important role to play in state revenues in the present, This happens because taxes are a sure source of contribution to the country. In this regard, the importance of managing tax is a priority for the government. There are various types of taxes imposed on the public, one of which is the Land and Building Tax. This study aims to determine the effect of taxpayer awareness and tax knowledge on taxpayer compliance in paying land and building tax in the city of Bengkalis. The sample in this study were 347 taxpayers in the city of Bengkalis. The sample collection technique used in this study was using non probability sampling by convenience sampling method. The types of data used in this study are quantitative data in the form of values or scores on the answers given by respondents to the questions in the questionnaire. The data source used is primary data. Primary data obtained from direct observation, interviews, questionnaires and observations. The method of data analysis uses the test of validity and reliability test, classic assumption test, multiple regression analysis. Based on the results of the research that has been done, it can be concluded that there is a significant positive influence between the awareness of taxpayers and knowledge of taxation on taxpayer compliance in paying land and building tax.

The paper provides the rationale for using the public contractual system of the Russian Federation as a mechanism of a proactive economic policy. A number of works are analyzed that consider expenditure stimulation through a public contractual system as the main regulatory tool, for instance, in building national innovative systems, advancing research and technology, modeling the structure of the economy as well as solving social problems. An empirical analysis of the role of the Russian contractual system is given in view of its impact upon development of the regional economies in 2012–2019. Regular significant relations between the scope of financing public procurement within the contractual system of the Russian Federation and adequate own funds in the regional budgets are confirmed. The trends in elasticity coefficients characterizing correlations between the scope of financing of public and municipal procurement within the Russian public contractual system and particular tax groups in consolidated budgets of the subjects of the Russian Federation in 2012–2019 indicate economic appropriateness of increased procurement costs in terms of simultaneously providing own funds to the budgets. A positive influence of public and municipal procurement upon the level of employment and innovative activity of entities is shown, verifying, therefore, the potential of the Russian contractual system to support social and innovative policy, which is consistent with international evaluations. Conclusions are reached on the expediency of employing the budget and contractual system cumulatively as a proactive mechanism of economic policy to achieve efficient economic orders.

This study examined the challenges faced by student-teachers during teaching practice and their possible solutions in the Federal University of Agriculture Makurdi, Benue state, Nigeria. To achieve this, the descriptive survey research design was adopted. Four Research questions and four Research hypotheses guided the study. The sample of the study was drawn from five degree options out of the eight degree options in the College of Agricultural and science Education in the study area. Primary data were used for the study specifically obtained using well-structured questionnaire. Two hundred copies of the questionnaires were administered on the respondents and survey data analysed using descriptive statistics and Chi-square test. Results of the analyses showed that classroom management significantly affect student-teachers’ performance during teaching practice in secondary schools. The results revealed that curriculum development and instruction significantly affect student-teachers’ during their practice year. The result also revealed that supervision of student-teachers’ does greatly affect students’ teachers during their teachers during their teaching practice. The study recommends that Proper and maximal attention should be given to the classroom management by student-teachers’ in order to achieve the specific objectives at the end of the lesson in the classroom .There is need for the government to provide good library facilities and laboratories. Record keeping plays a vital role in development by providing recorded information which is crucial in the strategic formulation of national development policies and plans. The purpose of the study is to examine the influence of record keeping practices on the business performance of small and medium scale enterprises in Sri Lanka. Record keeping practices consists of proper accounting records, preparation of accounting records and accounting records procedures whereas business performance is measured by organizational goal achievement, organizational effectiveness and organizational efficiency records. A structured questionnaire was used to collect the primary data from 75 SMEs which were selected by means of the random sampling technique. The results reveal that record keeping practices have significant positive influence on business performance of Small and medium enterprises in Sri Lanka. It can be recommended that academic institutions and other bodies which are responsible for SMEs should organize training programmes for those operators who do not have the technical knowhow in the field of accounting to come to grips with it and also provide some SME-specific accounting guidelines and template forms for capturing accounting practices for the operators to use.

The main objective of this project is to determine the effectiveness of the Skill Development Training Programme provided to the entrepreneurs in Coimbatore. The purpose of the research process is tso provide guidelines and suggestions for improving and enhancing the existing training programme in the organization. The research design adopted for this study is Descriptive research. Primary data is used for the study. The primary data was collected through questionnaire with close ended questions. Analysis is done using Percentage analysis, Weighted Average method, Chi-square test and Weighted Rank method to derive the appropriate statistics on opinion of the employees. This study helps the management to improve the current training programme of the company.

Purpose This study aims to examine the influence of market logics on tendering capabilities and small and medium enterprise (SME) involvement in public procurement, the influence of SME governance mechanisms on tendering capabilities and SME involvement in public procurement and the influence of tendering capabilities on SME involvement in public procurement. Design/methodology/approach Data was collected from owners/managers of SMEs registered by the Public Procurement and Disposal of Public Assets Authority. The SPSS software and CB-SEM software were used to obtain results on the influence of market logics on tendering capabilities and SME involvement in public procurement, the influence of SME governance mechanisms on tendering capabilities and SME involvement in public procurement and the influence of tendering capabilities on SME involvement in public procurement. Findings Findings indicated that SME involvement in public procurement is mainly influenced by their governance mechanisms whilst both market logics and governance mechanisms had a positive influence on tendering capabilities of SME firms. Market logics and tendering capabilities had no effect on SME involvement. Research limitations/implications The study mainly focussed on SMEs’ involvement in public procurement. The research has implications for decision makers in government and SME firms concerned with enhancing levels of SME involvement in public procurement activities. Originality/value Many governments are now focussing on procurement lot sizing so as to increase SME involvement in public procurement. Despite the use of lot sizing, SME involvement in public procurement is still low in many developing countries and also declining in others. Aspects such as market logics and governance mechanisms that may help understand the variations in involvement have not been given significant attention.

ChileCompra (CC) is the procurement authority of Chile. Purchases are made independently by the public entities, but CC is responsible for market regulation and management of the electronic platform, where transactions are made. ChileCompra was launched on 2003, within a deep State modernization process which started by the end of the 90s. ChileCompra was born with the mission of generating a substantial change in public procurement, as the previous system was neither responding to market needs nor to the accountability which citizens demanded. The objective was the creation of a transparent, efficient, and – most of all - accessible system, which would create equal business opportunities to companies of all sizes, especially for micro and small ones. ChileCompra manages the public procurement market, facilitating the acquisition of goods and services for public authorities; with high levels of transparency and equal opportunities for every enterprise, especially the smallest ones. Through the electronic platform www.mercadopublico.cl – which is the biggest electronic marketplace in the country – public organizations are connected to suppliers within a transparent and efficient system based on a solid regulatory framework whose governing principles are universality, accessibility, and non-discrimination. ChileCompra is currently a strong system, with high levels of transparency and efficiency. As other public procurement national systems, ChileCompra is now facing second generation challenges, like the strengthening of the public procurement role in the socio economic national development. This chapter focuses on the evolution of the Chilean public procurement system, lessons learned and challenges, and the conditions to make it a complete electronic procurement process.

This study provides an empirical investigation of gender differences in ICT studies in selected public secondary schools. It describes gender differences in terms of students' attitude, perception, and choice of ICT subjects, parental influence, age, and religion. The study engages survey of selected public secondary schools in the region and in-depth interview of relevant stakeholders for the primary data. The study findings are anchored on existing literature, relevant theoretical positions, and data from statistical analyses. It concludes that equal opportunities in ICT studies for male and female students will empower all groups to contribute maximally to science and technology revolution for achieving needed economic and national development in the country.

Background: The high MMR in 2015 is a big problem in Indonesia, which is 305 per 100,000 live births (Profile of Indonesian Population Results Supas, 2015). The Indonesian Demographic and Health Survey (2012) shows that MMR in Indonesia is still high at 359 per 100,000 KH. This rate is slightly decreased when compared to IDHS (1991) which is equal to 390 per 100,000 KH. The third goal of the Sustainable Development Goals is good health (Ministry of Health 2015), reducing MMR to 102 per 100,000 KH. Maternal mortality in 2010-2012 was caused by an enhancement in the incidence of preeclampsia, eclampsia and other factors, such as social problems, culture, lack of education, and economic problems. Method: The study was conducted at the Public Health assisted by Kediri Regency in April 2018. It used Quantitative research method by an Explanatory Study with the design of Case Control Study. The number of samples was 100 pregnant women from the Public Health in Kediri Regency. The independent variables were the age of pregnant women, education, employment, Body Mass Index and weight. The dependent variable was preeclampsia. The Primary data was conducted by interview using questionnaires and was supported by secondary data. And the data was analyzed by Bivariate Analysis with Chi Square using SPSS 22. Results. From the results of bivariate analysis using the chi square test, there was a relationship between the age of pregnant women (OR = 0.35; 95% CI = 0.15 to 0.80; p = 0.012), parity (OR = 0.26; 95% CI = 0.11 to 0.62; p = 0.002), education level (OR = 0.15; 95% CI = 0.06 to 0.38; p = <0.001) and employment (OR = 8.66; 95% CI = 3.46 to 21.65; p = <0.001) with preeclampsia. There was no correlation between BMI (OR = 1.06; 95% CI = 0.47 to 2.38; p = 0.870), BB (OR = 0.93; 95% CI = 0.41 to 2.09; p = 0.869), with preeclampsia. Conclusion. There is a correlation between the age of pregnant women, parity, education level and occupation with preeclampsia. Other variables which are not related to the case of preeclampsia are Body Mass Index and weight.
