<p>In the state of Veracruz, Mexico, the performance of the Tilapia (<em>Oreochromis</em> spp.) production system in the domestic market has been declining. Recent production results are lower than those presented in 1999, revealing that the production model adopted and used since 2001 is ineffective as a development strategy. The reason for the failure is that the model considers the technological production process as the central element of aquacultural competitiveness, without considering that production practices, marketing and consumption of goods are performed by individuals who decide and control their actions and are motivated by the values shared with their social group. This interpretation reveals the need for a new complementary conceptual framework, considering the system of production and consumption as a social self-referencing system. Thus, in this article, a model of an agricultural food-chain with a sociopoietic territorial focus on the development of the aquaculture subsector is outlined. The model is based on constructs having the following theoretical dichotomies: territorial agrifood, neo-institutional business, sociopoiesis and individual motivation.</p>

Sustainability of mining companies is of of high concern. The problem is specifically acute at companies that are monotownor monosettlement-forming. Sustainability of a mine depends in many ways on product quality and production resource-intensity. This article discusses formation of mineral quality indexes in terms of an open pit chrysotile mine. The studies took into account specific features of operation procedures implemented by each structural division of the mine. The analysis has found managerial and technological inconsistencies which affect quality and marketable product output, as well as efficiency of the mine in whole. The background for efficiency enhancement at a company is, by the authors’ opinion, consolidation of personnel subject to the single development strategy, namely: improvement of production and control efficiency, as well as use of available reserves and resources by means of better setup for production. The proposed approaches to planning mining operations and forming mineral quality allow higher quality of processing stock. In addition, a new model proposed for interaction between structural divisions of a mining company ensures improvement of general production indexes.

The article substantiates the conceptual foundations of the transformation of the public service of Ukraine into the institution of social interaction as one of the most important conditions for overcoming the socio-economic crisis and effective implementation of social reforms. The paper analyzes the current state of crisis in which society and the institution of public service, as the main subject of formation and implementation of public development strategy. It is emphasized that the systemic crisis may well be the factor that changes the social system in the direction of reducing entropy and contributes to the restructuring of the format of the relationship between public service and society. Favorable factors have been identified that accelerate the achievement of a new qualitative state of organization and functioning of the public service in the process of overcoming the crisis. The necessity of cardinal institutional changes at the highest levels of state power, namely in the triangle "Verkhovna Rada – President – Cabinet of Ministers" is substantiated. Based on research conducted by the Razumkov Centre's sociological service from February 13 to 17, 2020, as well as from April 24 to 29, 2020 (by telephone interview), there is a significant decrease in the professionalism and quality of government institutions, which leads to a decline in public confidence. public service. Emphasis is placed on the need to amend the relevant laws of Ukraine, which will be the first step towards the preparation of a single integrated bill "On Public Service in Ukraine", which should introduce fundamental principles for the functioning of public service as an institution of public interaction. It is proved that the process of transformation of the public service of Ukraine into an institution of social interaction should take place at all levels of public power through constructive social self-organization and broad involvement of citizens in the management process. The role of leaders of territorial communities is highlighted, who on the basis of constant social dialogue and partnership with the community should ensure constructive social self-organization and minimize the consequences of the crisis.

The modern development of research and development (R&D) is critical for Romania, an emerging country with smart people, scientists and entrepreneurs, especially in the actual context after the global crisis. In order to gain the desired performance in fundamental and applied R&D it is necessary to change the actual vision and to understand the importance of long term processes and the role of flexibility and adaptability to the movement of global markets. A new strategy for research and development (R&D) in Romania is necessary in the actual context, because it is very difficult to obtain the critical mass of resources and the processes of tranformation are difficult in the case of Romania. This research is also important because R&D is based on public funds and public organizations are typical isolated, dominated by an organizational fragmentation and the low caopability to adopt the technological progress. ERP systems represents a paradigm capable to sustain the Romania R&D strategy also because they represent the central element of the future e-governance architecture. That is why in the case of Romanian R&D strategy the integration of ERP should be consider in a special framework.

A review of the literature on organizational rankings across management, sociology, education, and law reveals three perspectives on these complex evaluations—rankings are seen as a form of information intermediation, as comparative orderings, or as a means for surveillance and control. The information intermediation perspective views rankings as information products that address information asymmetries between the ranked organizations and their stakeholders; the comparative orderings perspective views them as representations of organizational status and reputation; and the surveillance and control perspective emphasizes their disciplining power that subjects ranked organizations to political and economic interests. For each perspective, we identify core contributions as well as additional questions that extend the current body of research. We also identify a new perspective—rankings entrepreneurship—which has been overlooked to date but presents significant opportunities to extend our understanding of the production and consumption of rankings.

The purposes of this study are to analyze the business performance and the ability of the tofu industry to become economic base, analyze the factors that affect the performance, and formulate strategies for the development of tofu small scale industry. The data of this study was collected through field survey, in-depth interviews with related experts, questionnaire technique and study documents. The data was analyized using the business feasibility, Hayami added value, regression, LQ, IFE and EFE, and SWOT. The business feasibility analysis of the tofu small scale industry has met all requirements. The production inputs and labour are significantly influence for the performance of tofu small scale industry. The tofu small scale industry becomes an economic base commodity in Adiwerna, Pangkah, and Tarub Subdistricts. Strategies on the development of tofu small scale industry in Tegal District among others are improving: the image of tofu to the higher level of consumer by packaging and brand design, the regional branding, the market penetration of the supply chain and control of soybean prices, and using alternative tofu raw material, optimizing the economic value of waste.Keywords: Development strategy, process food industry, Tegal District, small scale industry ABSTRAK Tujuan penelitian adalah menganalisis kinerja usaha dan kemampuan industri kecil tahu menjadi basis ekonomi, menganalisis faktor-faktor yang mempengaruhi kinerja dan merumuskan strategi pengembangan industri kecil tahu. Data penelitian ini dikumpulkan melalui survei lapangan, wawancara mendalam dengan pakar, kuesioner dan studi dokumen. Teknik pengolahan data menggunakan analisis kelayakan usaha, nilai tambah Hayami, regresi, LQ, IFE dan EFE, dan SWOT. Analisa kelayakan usaha industri kecil tahu telah memenuhi semua persyaratan. Input produksi dan tenaga kerja merupakan faktor-faktor yang mempengaruhi kinerja industri kecil tahu. Industri kecil tahu mampu menjadi komoditas basis ekonomi di Kecamatan Adiwerna, Kecamatan Pangkah dan Kecamatan Tarub. Alternatif strategi pengembangan industri kecil tahu di Kabupaten Tegal antara lain adalah meningkatkan: citra produk guna membidik kelas konsumen yang lebih tinggi melalui desain kemasan dan merek, regional branding, penetrasi terhadap rantai suplai dan pengendalian harga kedelai, dan memanfaatkan bahan baku tahu alternatif, optimalisasi nilai ekonomi limbah industri tahu.Kata kunci : Industri kecil, industri makanan olahan, Kabupaten Tegal, strategi pengembangan

<p><strong>English<br /></strong>The fact that a close relationship exist between farmlands and agricultural activities bring about a consequence that efforts for improving farmers welfare cannot be based only on technological and institutional improvement. The improvement in farmers' access to farmlands will mostly determine the success of increasing the living standard of the rural society as a whole. The problem to be faced at present a however, that farmlands tend to be increasingly limited, due to competition with other uses of lands, whereas people working in the sector of agriculture is steadily, and absolutely increasing, resulting in an increasingly limited average proprietorship and control of land. This unfavourable condition could be attributed to the accumulated improper implementation of the development strategy which was not fully inclined to agriculture, by issuing various acts and regulations that enhance investors in having access to lands, including farmlands and lands under control of rural elders by tradition. Agrarian reform with the target to improve farmers' access to farmlands should be commenced by reforming the aforementioned acts and regulations. This in turn should be accompanied by improving the data base related to the status of lands which is presently in a chaostic condition, due to the multiplicity of institution handling the problems related to land status, which has created the main obstacle in implementing the agrarian reform in Indonesia. A political commitment of the government and legislative institutions is urgently needed for this purpose.</p><p> </p><p><strong>Indonesian<br /></strong>Eratnya keterkaitan lahan dengan kegiatan pertanian menyebabkan upaya perbaikan kesejahteraan petani tidak cukup hanya melalui perbaikan teknologi dan kelembagaan yang terkait dengan proses produksi, perbaikan akses petani terhadap lahan akan banyak menentukan keberhasilan upaya perbaikan kehidupan masyarakat pedesaan secara keseluruhan. Misalnya sekarang, lahan pertanian cenderung makin terbatas karena harus berkompetisi untuk berbagai penggunaan, sementara orang yang bekerja di pertanian secara absolut terus bertambah sehingga menyebabkan rata-rata pemilik dan penguasaan lahan semakin sempit. kondisi ini merupakan akibat dari akumulasi kesalahan di dalam penerapan kebijaksanaan pembangunan yang kurang berpihak pada pertanian, dengan dikeluarkannya sebagai undang-undang dan peraturan yang memudahkan investor untuk mendapatkan lahan, termasuk lahan pertanian dan hak ulayak masyarakat adat. Upaya reformasi agraria, dengan sasaran memperbaiki akses petani terhadap lahan, perlu di awali dengan mereformasi berbagai peraturan/perundangan yang ada. Upaya ini seharusnya dilakukan bersamaan dengan perbaikan terhadap basis data yang berkaitan dengan lahan, karena masih simpang-siurnya data dan banyaknya instansi yang menangani persoalan lahan, dan ini merupakan hambatan utama dalam pelaksanaan reformasi agraria di Indonesia. Agar upaya ini dapat terlaksanakan dibutuhkan political comitment dari pemerintah dan pihak legislatif tentang pentingnya reformasi agraria ini.</p>

What does it mean to witness in an age saturated with media technology? This paper argues the need to rescue witnessing as a concept from its conflation with the watching and passive consumption of events. As an inherently political practice, the mediatization of witnessing is bound within questions of ethics and morality and has the potential to realign power and control in society. This article explores these issues through the witnessing of public death events: those shocking, exceptional and morally significant deaths that become ‘public' through their mediation, observing that the continuous and contiguous production and consumption of media content has given rise to new performative rituals of local witnessing for (potentially) global audiences. I argue that the mediatization of witnessing serves to increase our moral awareness of seeing, rendering an ethical imperative of capture on those that witness, and thereby closing the veracity gap between events and their meaning.

With the global spread of commercial gambling, the casino industry is fast establishing itself in many of the world's peripheries - economically and politically marginal locations, simultaneously remote from, but dependent on metropolitan centres of finance and decision-making. Using the case of northern Cyprus, this paper examines the political and economic context of decisions by such peripheries to embark on casino tourism as a development strategy and explores some of the problems faced in attempting to regulate and control the sector. The paper suggests that it is the condition of dependency, rather than simple resource constraints, which is the major obstacle to establishing an adequate policy and regulatory framework.
