Conflict arises as a result of various forms of difference and importance, but the most common is the difference of opinion. As happened to the community of Mempawah Districts, there was an indication of heresy that runs by the Fajar Nusantara Movement Group (Gafatar). Gafatar had opposite goals with what the local and central government has implemented. This research is to design a model for handling conflicts between Gafatar and the community in the law approach. The research method applied is qualitative. Data collection used interview technique, documentation technique, and narratives. The results of this study have designed models for handling conflicts between Gafatar and the Mempawah community in a legal approach. The research has also emphasized the role of the state and the its military and security apparatus to keep order and solve tribal issues. Resolving the Gafatar group conflict with West Kalimantan MUI is the central case of this study.

His study aims to analyze the role of Local Revenue, General Allocation Funds, Special Allocation Funds and SiLpa on Capital Expenditures in Districts/Cities in Central Java Province 2016-2017. The population in this study amounted to 35 districts/cities in Central Java. The sampling technique in this study used purposive sampling and obtained a sample of 33 districts/cities in Central Java. The data analysis technique used is multiple linear regression. The  results showed that the Regional Revenue and the Difference in Budget Financing have a positive and significant effect on capital expenditure, then the General Allocation Fund and the Special  Allocation Fund have a positive but not significant effect on capital  expenditure. The results of the determination test show that capital  expenditure is influenced by variables Independent of 79.5% and  the remaining 20.5% explained by variables outside this study. So the highest contribution is PAD in contributing to Capital Expenditures, because the contribution of the Balancing Fund, namely the General Allocation Fund and the Special Allocation Fund, is relatively small, meaning that the dependence on the Central Government is small,so the conclusion is that the higher the Regional Original Revenue, the greater the authority of the regional government in implement policies so that the region can be independent.

This article the efforts made by certain political actors to change Chilean municipal institutionality between 1854 and 1891. It shows that the initial design guaranteed central government control over the municipalities. This led political actors that are against an active role of the state, to seek to modify its design by giving municipalities greater autonomy. This study shows two issues that are relevant to the theoretical debate. First, bureaucratization generate conflicts, and even antibureaucratic reactions. Secondly, municipalization is not always a univocal concept, but rather that its content depends on the administrative characteristics and traditions of each territory.

Saprahan is an eating tradition that developed in the Malaysia community in the Sambas area. The implementation practice is full of positive values and meanings in describing the identity of the Sambas Malaysia community, which has potential in Indonesian gastro diplomacy. Therefore, this paper aims to analyze the state's role in gastro diplomacy through Saprahan at the Temajuk Sambas border. This research is a literature study that focuses on the Saprahan tradition in the Indonesia-Malaysia border area in Temajuk Village, West Kalimantan. The data is obtained through books, journals, and online sources by entering keywords; gastro diplomacy, Saprahan, and Temajuk. The results obtained from the study can be described that specifically, the state's role in implementing gastro diplomacy through saprahan at the Temajuk Sambas border has not functioned as gastro diplomacy. However, from a historical point of view, its value and meaning, the saprahan tradition has excellent potential in Indonesian gastro diplomacy efforts in the border area between Indonesia and Malaysia. This is supported by the development of tourism in Temajuk, attracting local tourists to foreign tourists to promote culinarily and eating traditions where the intimate communication space that can be created through the tradition of eating saprahan makes it easier to negotiate and make decisions.

Abstract In this paper, the author examines the burden of proof in the argu- mentative confrontations taking part in practices of political accountability. She does so by explaining how politicians maneuver strategically with the burden of proof in an attempt at winning the discussion in which they are involved. After making clear the role of the burden of proof in defining the difference of opinion in argumentative confrontations, the author outlines the constraints imposed by practices of political accountability on the burden of proof. Finally, she analyzes in detail a concrete case in which a politician maneuvers in such a way that his burden of proof is significantly diminished.

In a market economy, the perception of household risks, how they are managed, and the role of the state in this has changed. This makes it relevant to study the risks of households and search for sources of their financing. The purpose of this work is to pose the problem of managing household risks associated with loss or decline in income. They have features determined by the structure of the household and its type. Currently, there is no clear approach to what contains the risk of loss of income and what is a household as an economic unit. Often, the risk of loss of income is associated with the activities of enterprises, is studied outside of reference to households, or is considered as an individual risk of a person. In this regard, the following tasks were defined: to identify the features of risks of private households and their management, to present typical groups of households determined by the difference in attitudes to risks and their management. The hypothesis of the study was the assumption that the risks of loss or decline in income and their consequences affect the household as a whole, and not only on its individual subject, and the source of their occurrence may be the household itself.

The article focuses on the New Rhetoric’s concept of quasi-logical arguments imitating logical or mathematical demonstrations, and examines it from point of view of pragma-dialectics as a device contributing towards resolving the difference of opinion. It is shown that the category of quasi-logical arguments cannot be considered as an argument scheme or a united type of strategic maneuvering. It is suggested to consider the category of quasi-logical arguments as a cluster of specific strategic maneuvers increasing the efficiency of arguments under certain circumstances. This approach is demonstrated in a case study of pragma-dialectical analysis of the quasi-logical scheme of probability.

Theoretical studies of foreign policy show that the very subject of the discipline is highly undefined. This is the reason why we shall try, first and foremost, to provide an answer to three fundamental questions. Is there a natural difference between foreign policy and decision-making, or is foreign policy only a sum total of decisions? Is there a difference between a foreign policy which dictates the major general trends and the various policies which apply to restricted scenes of action ? What is the difference between the objectives which actors assign to various policies and their implementation in the international System, thus making their evaluation a problem ? We then deal with the state of studies entered upon by three schools of thought and set down the results registered by the behaviorist trend, the theoretical dilemma it had to face and the dead end it led to. The second trend, historical and political, has, for its part, dealt with comparative analysis of historical cases according to the method of localized and structured comparison. Finally, the third trend, historical, economical and structuralist, has resorted to the world System paradigm of I. Wallerstein. The problem of this paradigm is the transposition of the debate between the supporters of the Annales school (structural serial history, economical and social contingencies) and the historians of international relations (who favour history of events and the role of the state). This approach also focuses on the debate about the dichotomy international relations/transnational relations. In the ends, rigorous and interdisciplinary research studies is deemed necessary for the promotion of studies in foreign policy.

The difference of opinion between Islamic political party in Malaysia that has separated Muslims' votes in election in facing with the increasing non-Muslim’s parliamentary seats and their growing demands is one of the dispersions that are prohibited in Islam. Therefore, this article is aimed to produce methods of interaction in dealing with this phenomenon from Sunnah Nabawiyyah. The article collects and analyzes the data using a qualitative method. There are five methods of interaction identified; 1. It is demolishing the political hegemony using the hadith that requires justice and disallow oppression between the government and the civilian, 2. Prioritizing loyalty towards the religion rather than political party according to the hadith that stresses the loyalty to the Muslim, how to express loyalty to corrupted Muslim and none to non-Muslim, 3. Interaction with the Malay as a race that is lenient to Islam based on the hadith exhibit the difference of human behavior and how the prophet SAW react to a particular situation, 4. Did not structure a new political party since it will cause the dispersion according to the hadith that forbid the recitation of Al Quran if it causes fatal disagreement, 5. It is emphasizing on the role of neutral parties stemmed from the hadith that reconcile the relationship among humans, especially individuals that at variance for power.

The article is devoted to the issues of building innovative potential that ensures the economic growth of the Republic of Uzbekistan. Based on statistical data, the article discusses the factors stimulating the introduction of effective mechanisms for managing innovative activities at the enterprises of the furniture industry of the republic. The author shows the difference between the regions in the process of introducing innovations, analyzes the dynamics of innovative changes from 2012 to 2018. Using the example of the FAYZ Holding company, it analyzes the effectiveness of innovation management, identifies the most effective mechanisms that ensure the growth of economic indicators. It is concluded that a special role in the development of the innovative potential of the enterprise is played by the attraction of investments and the use of new, more economical methods of production.
